The 19th Convocation of IGNOU was held on the16th of February, 2008 at the headquarters and at32 Regional Centres of IGNOU simultaneously viateleconference (Please see detailed list of RegionalCentres Page no.4). 101346 students including 58gold medalists were awarded degrees and diplomasat this Convocation.

Prof. V.N. Rajasekharan Pillai, Vice Chancellor,IGNOU welcomed the Vice-President of India, Sh.Hamid Ansari Chief Guest of the Convocation, thedistinguished Honoris Causa recipients, guests andsuccessful candidates at the glittering 19th Convocationfunction.

The Vice Chancellor then presented in a nutshell, theprogress of activities of Indira Gandhi National OpenUniversity during the last one year.

Vice Chancellor’s Report & Address

Consolidation of the academic programmes and activitiesof the existing Schools of Study, Centres, Divisions,Units and Projects and infrastructural and technologicalfacilities was at the top of the agenda during the last oneyear, noted Prof Pillai.

Time-bound processes like curricular revision,implementation of assignments as compulsorycomponents of the courses, strengthening of research,revigorating refresher and orientation courses for teachersand academic counselors, and expedient conduct andevaluation of term-end examinations were initiated, theVice Chancellor reported.

He reported that almost all the teaching vacancies in theexisting schools of studies have been filled. Career

advancement of teachers and several years’ backlog offilling of teaching positions according to the newreservation policy for SC/ST/OBC are now complete.Research and technological capabilities for the existingschools and teaching faculty are being systematicallystepped up.

Taking cognizance of the national and global challengesfor Distance Education in the areas of vocationaleducation, teacher education and capacity building,alternate education, media education, arts and crafts andin the interdisciplinary and trans disciplinary areas ofknowledge and skills, the University has taken up anumber of new initiatives reinforcing its basic principles,mandate and objectives, the Vice-Chancellor explained.

To serve the disadvantaged sections of the society,IGNOU has established a large number of special studycentres focusing on SC/ STs, women, minority groups,jail inmates, physically challenged, and student remotefrom and rural areas and low literacy districts. Duringthe last year, 35% of the fresh enrolled learners werewomen, and 25% were SC/ST learners. With thesefigures, which continue to grow, IGNOU has crossed thenational target of 33% women and 22.5% SC/ST inhigher education student enrolment he said.

The procedures for credit transfer, joint degrees and dualdegrees from IGNOU with other universities andinstitutions, to promote learner mobility, are beingfinalized. The teaching and non-teaching staff of theUniversity is availing opportunities for capacity buildingand career advancement by participation in sponsoredtraining programmes, national and international seminars,conferences and discussions. IGNOU continues to takeup more and more socially and economically relevantsponsored projects from the various ministries and othernational and international agencies in the areas of trainingof teachers, Education For All, vocational education,ICT-enabled teaching-learning and in satellite basededucation. Several new national and internationalcollaborations were also initiated.

He congratulated all the candidates who received variousdegrees and diplomas. His special congratulations wentto the toppers receiving distinctions and medals. He alsocongratulated Prof. C.N.R. Rao, Prof. M.S. Valiathan,Dr. Anil Kakodkar, Prof. Indira Goswami, Pandit ShivKumar Sharma and Prof. Rahman Rahi on receiving the

Hon’ble Vice President of India and Vice Chancellor of IGNOU atthe Convocation

The Vice Chancellor expressed his profound gratitude toShri Mohammad Hamid Ansari, Hon’ble Vice-Presidentof India, for accepting the University’s invitation to bethe Chief Guest and for delivering the ConvocationAddress. IGNOU is indeed fortunate to have thisdistinguished statesman, scholar and thinker to bless thegraduates in this convocation ceremony, he said.

He then briefly spoke about the distinguished recipientsof the Honoris Causa degrees, the six eminent dignitarieswho have made seminal contributions to knowledge, thearts and literature.

• Prof. C.N.R. Rao, renowned teacher, researcherand institution builder, Linus Pauling ResearchProfessor, Honorary President, Jawaharlal NehruCentre for Advanced Scientific Research, Bangaloreand Scientific Advisor to the Prime Minister;

• Dr. Anil Kakodkar who has contributed to nuclearscience and engineering, and in international policymaking in the area of nuclear energy utilization;

• Prof. M.S. Valiathan, world-renowned medicalscientist, known for his path-breaking contributions inthe development of Chitra Heart Valve;

• Prof. Indira Goswami, Jnanpith Award winner inAssamese Literature;

• Pandit Shiv Kumar Sharma, accomplished musicianand exponent of the Santoor; and

• Prof. Rahman Rahi, renowned Kashmiri poet,literary critic and Jnanpith Award winner.

Before concluding his Report, he once again thanked theChief Guest, the Vice-President of India, Shri Mohammad

Hamid Ansari for his abiding interest in education anddevelopment. He ended his speech by appreciating andacknowledging the dedicated efforts of the Pro-Vice-Chancellors, Members of the Board of Management,Registrars, Finance Officer, Directors of Schools, Headsof Divisions, Centres and Units, Members of theAcademic and Research Councils, Planning Board andall other expert committees, and the entire teaching andnon-teaching staff of the University for their continuedefforts in making Indira Gandhi National Open Universitya success story in the democratization of education inthe country.

Gold Medals Awarded

Following the Honoris Causa Awards, the Vice Chancellorrequested the Chief Guest to award the gold medals to the58 meritorious candidates of the various disciplines. (Pleasesee page-5 for detailed list of awardees)

Seven Special Awards were also given at the Convocationby the Vice-Chancellor which are as under:

� Prof. G. Ram Reddy Memorial Gold Medal awardwas given to Ms. Priti Agarwal, MA Economics forhighest aggregate marks in Master’s DegreeProgramme in Social Science Subjects.

� CEMCA Annual Award was given to Mr. BhavanaShukla, MCA for the ‘Best female graduate’ studentin technology.

� Prof. Grover award was given to Mr. Samir KumarRouth, MCom for Physically Handicapped MeritoriousStudent in Commerce

� Award for Innovation in Open and Distance Learningwas given to Dr. Manoj Kulshrestha, IGNOU on thetheme “Instructional Design”

� Indian Bank sponsored Gold Medal was given to Dr.Bharat Inder Fozdar, IGNOU and Dr. Lalita S.Kumar,IGNOU for ‘Best Research paper’- “Mobile Learningand Student Retention.”

� Silver Medal was given to Dr. Pushplata Tripathy,IGNOU and Ms.Shella Srivastava, IGNOU for second‘Best Research Paper’ “Mechanism to Combat Toxicityin Cobalt Resistant Mutants of Aspergillus Nidulans”.

� Best Services Award was given to Agartala RegionalCentre IGNOU.

CHIEF GUEST’S ADDRESS

His Excellency, Hon’ble Sh. M.Hamid Ansari – Vice President ofIndia, addressing the gathering

Addressing the assembled guests, Sh Ansari noted thatthere was a sense of uniqueness about the occasion.While usually university convocations are location-specific,due to IGNOU’s the tele-conference facility, 32 centresacross the country are participating in this Convocationand no less than a hundred thousand would be recipientsof degrees, diploma and certificates. He also noted theuniqueness of this largest university in the world, withstudents from 32 countries.

With 14 National and State Open Universities and around130 Distance and Correspondence Education Institutionsof conventional universities, distance education accountsfor 24% of the total enrollment in higher education in thecountry; IGNOU alone caters to 13% of students enrolledin higher education, he noted.

However, questions of equity stare us in the face inrelation to the enrollment in higher education, he added.The biggest challenge is to provide quality higher educationto the greatest number at minimum possible cost to theintended beneficiaries.

The inclusiveness and outreach of distance educationmakes it an ideal instrument for galvanizing communityeducation and action and energizing civil society groups.

The eventual entry of previously disadvantaged and non-traditional learners into the productive workforce of thenation has tremendous implications for sustaining oureconomic growth and making it inclusive.

Distance education, by virtue of its openness, flexibilityand delivery across multiple platforms, facilitates highereducation of those with special needs. Our conventionaluniversities have not been suitably reconfigured to caterto those with special needs, leading to their exclusionfrom higher education, he said.

Identifying some issues in higher education the Vice-President felt that that

1. Capacity building activity in higher education iscurrently focused on campuses rather than studentsand learners. This places premium on products of asuperior campus rather than the skill set of students.

2. Systemic rigidity prevents movement across systems,institutions or academic programmes. Skills acquisitionthrough academic credits and portability of creditsacross institutions is probably the answer.

3. Distance education now needs to develop qualitybenchmarks and standards

4. Strengthening partnerships with industry, NGOs andcivil society would impart appropriate skills andtraining to students of distance education.

NewsletterEventually, distance education is a prime instrument toensure sustainable and inclusive development and addressthe core issues of achieving universal education, improvinghealth and reducing poverty.

He congratulated the distinguished personalities on whom theUniversity conferred the degrees of Doctor of Science andDoctor of Letters (Honoris Causa), and felicitated thestudents graduating that day, wishing them all success in life.

While the Convocation closed at the Headquarters, theConvocations continued at the Regional Centres as pertheir respective programmes.

An exhibition of the major achievements and events ofthe University was organized by the Regional ServicesDivision of the University at the Convention Centre onthe occasion.

Feedback from some Gold Medalists of the 19th Convocation

Neerja Sharma (PGDRP)Neera says she got enrolled in thisPGDRP Course because she is alreadyassociated with AIR and she wantedto enhance her skills. This course gavea boost to her career. She had tomanage her job, household and studiessimultaneously. She used to go throughher notes and study material whenever she got time.Although she had referred to other books also, the studymaterial sent by the University was self- sufficient. Butin order to prepare, AIR professionals should also lend ahelping hand in the making of the study materials, shesuggests. The doubt clearing session at the centre alsohelped a lot. Listening to Radio Programmes gave apractical account of the text. In the end she would liketo thank IGNOU for providing her this golden opportunityand in future if any such kind of interesting course isintroduced, she would definitely go for it.

Mohan Lal Chopra (MBA)Indian Institute of Banking & Finance’scollaboration with IGNOU motivatedhim to enroll for MBA (Banking &Finance). He was not expecting theGold Medal but his family, institutionand teachers are the instruments in hisachievement, he says. He generallystudied after 9 pm and noted theimportant points and difficulties andalso made short notes for future references. Althoughthe study material provided by IGNOU was sufficient,he also consulted other reference books. The supportand guidance at his study centre (ARSD College) is verygood, he feels. As regards suggestions, his submission isthat Assignments should be evaluated and returned beforethe Term end Examination. He is planning to enroll forthe PG Diploma in Intellectual Property Rights. Hissincere advice to students is that since they are learningin a world class open university in a flexible environment.“Hard work and sincere efforts will get you a number ofopportunities in the career” says Mohan.

Vikas Bhutani (MBA)He chose the MBA programme ofIGNOU due to its flexibility of timeand course material. “My aim was tocomplete the course and get benefited,not study for the gold medal.” Due tohis hectic work schedule, he got timeonly in the early morning and surfed

the Internet a lot for knowledge other than the materialprovide by IGNOU. He got full support from his wifeand son. Mr. Ramdeo was his mentor for revision ofknowledge. He feels that the study centre requires aproper library for MBA students. This course hasdeveloped his leadership skills and he is using theknowledge in his current job requirements.

Dr. Alok Mittal (PGDIBO)Dr Mittal has completed MBA in 1994,and PGDOM in 2005 from IGNOU.The past familiarity, reputation ofIGNOU along with recognition of itscourses worldwide made him enrollfor PGDIBO. He had done well inassignments/ term end examination andexpected a good percentage. He usedto study 2-3 hours daily. Exhaustivepreparation of curriculum was done keeping in viewprevious term end examination papers. IGNOU studymaterial was sufficient but certain websites/referencebooks were consulted to enrich knowledge and enhancequality. The study centre provided excellent support andfullest cooperation. IGNOU authorities should quicklyincorporate assignment marks after they are sent fromthe study centres, he suggests. He is into the academicprofession since 1997 due to qualifications received fromIGNOU and DAV, Indore. He would advise other studentsto pursue versatile courses offered by IGNOU forprofessional growth.

Naresh Kumar (MHD)He decided to enroll for the MHDProgramme of IGNOU because hewanted to study Hindi and IGNOU’smode of open learning system isexcellent. He worked hard to get thefirst Division but did not expect a goldmedal. He studied 2-3 hours dailyregularly with IGNOU study material.This material is sufficient if novels and dramas are alsoprovided by IGNOU. He would suggest to MPDD thatall novels and plays included in the course may bedispatched to students by IGNOU along with otherstudy materials. Study centre services may also improvedin respect of PCP of library books. He wants to do MHI,MEG & Phil (Hindi) in future from IGNOU. Thisdegree will help him to get departmental promotion as alecturer. He advises other learners of IGNOU that theyshould seriously study their all Course materials providedby IGNOU regularly, as they are real means of anysuccess.

She enrolled for this DWEDProgramme in IGNOU while pursuingM.A. in Social Work as the Coursewas linked of with her subject and wasalso helpful to enter the present daySocial Work Market. She sees the GoldMedal as a reward for her hard workand the blessing of God. She completedthe assignments in due time and prepared for the term –end exam by studying all materials of IGNOU andconsulted other sources to gain depth knowledge aboutparticular concepts. Her advice to other students is towork hard as per the requirement of the Course andsuccess will automatically follow.

Ajay Indorkar (PGDT)

He takes interest in writing and readingbooks on different disciplines. His jobis related to printing and somewhatrelated to translation and to attainproficiency in it he decided to learnand understand the techniques andprinciples of translation in the firstinstance. And for the present he thinks he can handle theonerous work with full confidence and capabilities. Hewas expecting a respectable position but getting goldmedal is a boon to him, he says. For achieving this goal,he scheduled his study hours in such a manner that hecould get optimum advantage. Despite heavy workloadat his work place, he devoted 3 to 4 hours to his studiesespecially in the early hours. The material supplied byIGNOU is sufficient to cater to the needs of studentsenrolled in the course even though he consulted otheravailable material in the library to complete the projectand assignments. I coined new words and vocabulary, hesays, consulted dictionaries on technical terminologyand also legal and constitutional glossaries. Supportservice at his study centre i.e. Ram Lal Anand College,New Delhi was of great value and the guidance given byShri R.P. Gautam gave inspiration, confidence and asense of devotion towards the work. The learning atIGNOU filled him with the confidence of handling thetranslation work of his organization i.e. Rajya SabhaSecretariat. The students should follow the innovativeguidelines of IGNOU while proceeding in their studies,he advises.

Madhurima Dutta (MPA)

She took up Masters in Public Administration because itwould help her in teaching. Topping in graduation fosteredher desire to get it at the Master’s level too. Studying

IGNOU‘s self sufficient coursematerial, solving questions of previousyears completing assignments withsincerity and taking assistance fromIGNOU’s study centre helped her insorting time out from her teachingschedule. She would further like topursue Ph.D in Public Administrationfrom IGNOU which would help her in NET and research.She would like to advise other students to refer toIGNOU study materials and do assignments withdevotion.

Brindaban Bhandari (DPE)

He got a golden chance to enroll inDPE Programme due to becoming apara teacher under the JharkhandGovernment. He did not expect to geta gold medal. He follows a definiteand hour daily for this programme forstudying. He studied IGNOU materialscarefully and underlined important points after whichthat he wrote and revised frequently. He also followedaudio and video Programmes. He did consult some othermaterials for clear concepts. He did not face anydifficulty in pursuing his studies. His study centre wasvery helpful. He was supported in many ways likeworkshop, practice of teaching. He was fully satisfiedwith these. He intends to B.Ed. & M.A. (Eco) fromIGNOU in future. His qualification of DPE proved veryfruitful because after he completed it, he got a welfareteacher’s job under Jharkhand Government. He believeshard labour is the key to success.

Saurabh Krishna (BTS)

He desired to be a graduate inTourism Studies so he decided toenroll for this programme (B.T.S) ofIGNOU. He expected to perform wellbut did not expect to get the goldmedal. IGNOU materials were enoughfor him. Moreover, he consulted othermaterials also. The quality of support services at hisstudy centre (Calicut) were encouraging and he wasfully satisfied with these. He intends to do MTM andaccordingly he has enrolled himself for the same fromIGNOU. His IGNOU qualification has not benefitedhim professionally as yet, but he expects to bebenefited sooner or later as “sweet are the fruits oflabour”. Students requiring need based academicprogrammes at affordable costs should join IGNOU.This is sure to enhance their knowledge and maketheir future prosperous, he says.

Babula Behera (BTCM)He decided to enroll for the BTCMprogramme from IGNOU because it isa correspondence course and he coulddo it while working as a J.E. (Civil) inthe works Department of Orissa in R&B wing. In spite of a busy service lifehe had sincerely attended all the classesof IGNOU in the local study centre.He didn’t expect to get the gold medal but with hardlabour, quality teaching and excellent study materialsalong with consulting various reference books , he wasable to achieve the gold medal. No great difficulties were faced in pursuing her studiesat IGNOU.

She got suitable support from her study centre (0771 –P) that is really sensitized to function all through the yeartowards study and progressive zeal building efforts.Centre staff constantly supports the students through outsessions.

Regarding improvements she suggests IGNOU mayprovide optional training sessions for students. It will begood to have a strong placement cell which can inductthe students for full time employment and MPhil inLibrary Science in distance learning.

Currently she work as a Lecturer and enrolled in theprogramme since the University paid the course fee. Shedid not expect to get the Gold medal. She managed to dothe course with very much difficulty. She got marriedduring the course and had to complete the assignments,even during her honeymoon. She also had academic andadministrative work responsibilities, too. From Sri Lankawe had a group of participants and we studied togetheras a group by benefiting from each other, she says. Itwas a marvelous experience. Advises and comments wereceived from resource persons of IGNOU and OpenUniversity of Sri Lanka were excellent. Being a goldmedalist has brough me a good recognition and promptedme for advanced programmes of IGNOU. I havesucceeded due to sharing of knowledge with mycolleagues and the resource persons and I would like torecommend this method for other learners too.

• NODLINET LaunchedProf. V.N. Rajasekharan Pillai, Vice Chancellor, IndiraGandhi National Open University (IGNOU) launched e-books for the National Open and Distance Learners’Library and Information Network (NODLINET), a newactivity undertaken by IGNOU.

To start with, 185 e–books (including one audio book) inthe areas of Sciences, Computer Sciences, Humanities,and Management have been subscribed from Netlibraryaggregator which has a collection of more than 1.5 lakhe-books from over 400 of the world’s best publishersand adds nearly 2000 books per month.

The e-books are accessible to IGNOU HQ and its usersat Regional Centres spread all over India. The ViceChancellor informed the National Task Force membersof NODLINET that the e-resources shall be madeavailable to other participating institutions of Open &Distance Learning (ODL) system.

IGNOU is making concerted efforts to widen the arrayof information resources in electronic format and takethem to distance learners of ODL system spread alongthe length and breadth of the country.

• Programmes on DoordarshanIndira Gandhi National Open University (IGNOU)introduced an Agricultural Programme on the NationalChannel of Doordarshan to offer its expertise andinfrastructure, for dissemination of latest agriculturaltechnology among farmers across the country bytelecasting TV Programmes on issues and subjects ofNational Importance.

Various Missions and Schemes have been launched byGovernment of India, with focus on various NationalIssues like enhancing productivity of paddy, wheat andpulses etc.

IGNOU has also launched a 30 min of weekly agriculturalTV programme on the National Channel of Doordarshanat 6 a.m. to 6.30 a.m. on Sundays.

VC urged the farmers to gain effective knowledge fromthe value added agricultural courses being offered by theSchool of Agriculture, IGNOU, he also informed.

� A One Day Orientation Programme for AcademicCounsellors was organized at Mehsana Study Centre(0909). 60 Academic Counsellors attended theprogramme. Prof. P.K. An Induction Meeting Programme was held at theIGNOU Study Centre – 0558, Koshi College, KhagariaDistrict ( Bihar) on 28th January, 2008 under thepresidentship of Dr. S.L. Chennai Regional Centre

Inauguration, Induction and Orientation at ARRCollege of Education (25150p), Kumbakonam

ARR College of Education has been notified as a PSCfor B.Ed with the SC code-25150P. The formalinauguration of the centre was on 24 February, 2008. Onthe same day, induction of the students and orientationof the Academic Counsellors were also done. TheRegional Director, IGNOU, Chennai attended theprogramme. Dr. K.S. Subhramaniyam, Chairman of ARRGroup of Educational Institutions, Dr. Ram Mohan,Deputy Director, Collegiate Education, Government ofTamil Nadu, Sh.. R. Durairaj, Principal, ARR MatircSchool, Sh. Kaliayamoorthy, Principal, ARR College ofEducation took part in the inaugural function. Dr. K. S.Subhramaniyam presided over while others felicitated.Sh. Durai Jayaprakash proposed the vote of thanks.

From 11.30 AM to 01.30 PM, the induction of thestudents was arranged. The Regional Director addressedthe students, Academic Counsellors and other part-timestaff of the PSC.

In the afternoon, an orientation of the academiccounsellors and the part-time staff on academiccounselling, assignment evaluation and payment normswas conducted. The features of academic counselling asdistinct from lecturing were focused on and the need todeploy small group teaching techniques was emphasized.

Jaipur Regional Centre

1. IGNOU Regional Centre Jaipur has participated inthe Baneshwar Mela, between 18-22 Feb. 2008,Baneshwar, District Dungapur. This areas is a NotifiedTribal Area, and about 4-5 lakh people visited IGNOUstall during the mela. Information about IGNOUProgrammes was disseminated to visitors from the districtas well as adjoining areas of Gujarat and MadhyaPradesh.

2. IGNOU Regional Centre Jaipur participated in BharatNirman Abhiyan organized by Press Information Bureau,in collaboration with AIR, DAVP Doordarshan and FieldPublicity Unit. The main target groups are people fromrural areas. IGNOU Regional Centre Jaipur put up stallsat Bharat Nirman Abhiyan at Niwai, District. Tonk,Jaisalmer and Pushkar, Ajmer in Feb. 2008.

WALK-IN-ADMISSIONS

Indira Gandhi National Open University (IGNOU) is allset to open its admissions to students all year long.Under the university’s newly- launched ‘walk-inadmission’ scheme, which will come into effect in July,students will be able to ‘Walk in’ at any time of the yearto their nearest Regional Centre or to the IGNOUheadquarters and register themselves for the respectiveprogrammes.

Prof. V N Rajasekharan Pillai, Vice- Chancellor, IGNOU,had announced the scheme earlier this year and theAcademic Council, in February, approved it forimplementation from July.

Prospective students can walk in to the Regional Centre/headquarters along with their credentials and requisiteprogramme fee and submit their admission forms. Theirapplications will then be scrutinized and if everything isin order, their admissions will be confirmed on the spot.The scheme would not include programmes like theMBA or Bed, which require aspirants to undertake

entrance examinations. However, all of IGNOU’sacademic programmes will now be offered for bothadmission cycles, i.e. January and July. So, the entranceexaminations for the BEd programme, which earliertook place only once a year, will also be conductedtwice.

Further, all registrations, admissions, re-admissions andfee payments will also be made available online Julyonwards. This is part of the process of reforms beingcarried out by the university in the sphere of open anddistance learning (ODL).

The online admissions would be made available onIGNOU’s website and students will be allowed to submitadmission applications at any time of the year. Studentswill also get to choose from various modes of payment– cash, credit card, debit card or bank draft.

Besides, the university also plans to arrange for on-thespot delivery of study materials to students whereverfeasible. All in all, with development such as these,IGNOU promises its aspirants an admission processthat is more flexible than ever before.

Audio Video Programme Cds for sale

1. IMPROVEMENT IN DIVISION/CLASS

The students of Bachelors and Masters DegreeProgrammes, who have completed their programme butfalling short of 2% marks for securing Ist or IIndDivision and wish to improve may submit theirapplication to Registrar, SRE Division, New Delhi in theattached prescribed format along with the requisite feein the form of Demand Draft drawn in favour of IGNOUand payable at New Delhi.

The modalities for improvement in Division/Class are asunder:-

i) The improvement of marks/grades is applicable onlyfor the Bachelor / Masters Degree Programmes.

ii) The improvement is permissible only in theorypapers. No improvement is permissible in Practical/Lab courses, Projects, Workshops and Assignmentsetc.

iii) Under the Provision of improvement, a maximum of25% of the credits for successful completion of aprogramme shall be permitted. The details of suchprogramme are as under:-

The maximum number of courses for which studentscan apply for improvement, subject to the limits ofcredits as above, shall be five courses.

iv) The students who fall short of 2% marks for securing2nd and 1st Division only are eligible for applying forimprovement.

v) Students wishing to improve their performance shouldsubmit the prescribed format and send to Registrar,SRED within the prescribed dates along with [email protected]/- per course by means of a Bank Draftdrawn in favour of IGNOU payable at New Delhi.

vi) Students who have completed the programme withinthe minimum prescribed period will only be eligiblefor improvement of marks/grades.

vii) Students wishing to improve the marks will have toapply within six months from the date of issue of

final grade card to them, subject to the conditionthat their registration for the programme/course beingapplied for improvement, is valid till the next term-end examination in which they wish to appear forimprovement.

viii)No student will be permitted to improve if maximumduration to complete the programme, including there-admission period, has expired.

ix) Only one opportunity will be given to improve themarks/grade.

x) After appearing in the examination for improvement,better of the two examinations i.e., marks alreadyawarded, and the marks secured in the improvementexamination will be considered. In such cases, theimproved marks can be incorporated only onsurrender of the Grade Card, Provisional Certificateand Degree Certificate already issued to the student.

xi) In case of improvement, the month and year ofcompletion of the programme will be changed to theTerm-end examination in which they appear forimprovement.

xii) Students will be permitted for improvement of marks/grades provided the University conducts examinationfor the particular course in which they wish toimprove is being conducted by the University at that

time.

For Change of Address download this form fromignou.ac.in and send it duly filled-in to the concernedRegional Director, who will forward it to the Director(SRED), Maidan Garhi, New Delhi after verification ofstudent’s signatures.

Request for change of address received through e-mailwill not be entertained.

RULES & REGULATION FOR IMPROVEMENT IN DIVISION/CLASS

1. The improvement of marks/grades is applicable only for the Bachelor’s/Master’s Degree Programmes.

2. The students, who fall short of 2% marks for securing 1st Division or 2nd Division only, are eligible for applyingfor improvement.

3. Only one opportunity will be given to improve the marks/grade.

4. The improvement is permissible only in theory papers. No improvement is permissible in Practical/Labcourses, Projects, Workshops and Assignments etc.

5. Under the Provision of improvement, a maximum of 25% of the maximum credits required for successfulcompletion of a programme shall be permitted.

6. Students wishing to improve the marks will have to apply within six months from the date of issue of finalstatement of marks/grade card to them, subject to the condition that their registration for the programme/course being applied for improvement, is valid till the next term-end examination in which they wish toappear for improvement. However, the students who have completed the programme as on the date of issueof this notification, wishing to improve can apply for improvement in the Term-end Examination forDecember 2007 or June 2008 subject to the condition that the maximum duration to complete the programmeincluding re-admission has not expired at the time of appearing in the Examination in December 2007 andJune 2008 respectively.

7. No student will be permitted to improve if maximum duration to complete the programme, including the re-admission period, has expired.

8. After appearing in the examination for improvement, better of the two examinations i.e. marks/grade alreadyawarded and the marks/grade secured in the improvement examination will be considered. In such cases, theimproved marks/grade can be incorporated only on surrender of the statement of marks/Grade Card,Provisional Certificate and Degree Certificate already issued to the student.

9. In case of improvement, the month and year of completion of the programme will be changed to theTerm-end examination, in which students appeared for improvement.

10. Students will be permitted for improvement of marks/grades provided the examination for the particularcourse, in which they wish to improve is being conducted by the University at that time.

11. Students wishing to improve their performance should submit the application in the prescribed formatalongwith fee @ Rs. 300/- per course by means of Demand Draft drawn in favour of IGNOU payable at NewDelhi and send within the prescribed dates to the following address:-

NOTE:

The request for re-evaluation by the students must be made before 31st March for December TEE and 30th September forJune TEE or within one month of declaration of results whichever is later. The date of declaration of results will becalculated from the date on which the results are placed on the IGNOU website.

After re-evaluation, the better of the two scores of original marks/grade and re-evaluated marks will be considered.

The revised marks after the re-evaluation shall be incorporated in the student record and the revised Grade card/Marks sheetshall be sent to the students within one month from the receipt of the application.
