This is the 2nd issue of the Newsletter of the Lithuania-Poland-Russia ENPI Cross-border Cooperation Programme

2007-2013.

We believe that the information we publish in our newsletters proves to be useful in understanding the main objectives

of the Programme, its rules and requirements as well as in monitoring the progress in the Programme implementation.

This issue of the Newsletter will provide you with important information relating to the evaluation procedures for grant

applications. You will also find an article about the 4th meeting of the Joint Monitoring Committee, which was held

on 8th-9th December 2010 in Vilnius (Lithuania). Our regular section “Getting to know the Programme Regions” will help

you learn more about the Russian Programme area – the Kaliningrad region.

Dear Reader,

Taking into account the large Programme eligible area it is planned to open three Branch Offices of the JTS (in Vilnius,

Olsztyn and Kaliningrad) in order to ensure the appropriate publicity regarding the Programme implementation

and to provide relevant information to potential applicants, beneficiaries and other stakeholders.

During the last months the documents needed for the establishment of the Branch Offices were prepared and discussed

by the JMA, the JTS and the relevant authorities involved in the Programme implementation.

The Branch Offices are expected to be operational for the 2nd Call for Proposals.

• The Opening session of the applications, submitted for the 1st Call for Proposals, during which the application

envelopes were opened was organized on 25-27 October 2010 at the premises of the Joint Technical Secretariat

in Warsaw (Poland).

• Administrative and eligibility check took place from 28 October 2010 untill 1 March 2011. By the end of December

2010 many of the applicants received the letters asking them to submit certain clarifications during the administrative

and eligibility check.

• The 1st Evaluation Committee meeting of the Lithuania-Poland-Russia ENPI Cross-border Cooperation Programme

2007 -2013 took place in Warsaw (Poland) on 2-3 March 2011. Members of the Evaluation Committee approved

the Report from the opening session, and the administrative and eligibility check.

In March all the applicants received letters informing them about the results of the administrative and eligibility

check.

• In March and April the quality evaluation is performed by external and JTS assessors, and afterwards the results

will be approved by the Evaluation Committee members during the 2nd Evaluation Committee meeting.

The 2nd Evaluation Committee meeting will take place in May 2011.

All assessors must fulfil the following requirements which are approved by the JMC:

a) university degree;

b) very good command of English;

c) fluent knowledge of at least one of the following languages: Lithuanian, Polish, Russian;

d) at least 3 years experience in the field of administration and/or implementation of the programmes/projects

financed by the EU (preferable: INTERREG, Phare CBC, Tacis CBC) – including the evaluation of the projects

proposals;

e) at least 3 years experience in the field of minimum one Programme Priority;

f) knowledge of the Programme legal basis.

Additional requirements can be needed depending on the nature of projects:

a) knowledge of the field of the cross-border cooperation;

b) knowledge of regional development issues;

c) knowledge of the procedures of Practical Guide to contract procedures for EC external actions in the field

of conducting tender procedures;

d) knowledge of the financial and non financial principles of project development and implementation (budget prepa-

ration, eligibility of expenditures, the project cycle management, log frame preparation etc.);

e) experience in feasibility studies/financial and economic analysis.

• The final decisions on projects to be approved or rejected shall be made by the Joint Monitoring Committee, based

on the quality assessment results approved by the Evaluation Committee.

• After the JMC meeting the applicants will be informed about the final decision regarding the EU funding. The list

of approved projects of the 1st Call for Proposals will be published on the Programme website.

The Evaluation Committee consists of:• a non-voting Chairperson;

• a non-voting Secretary;

• an odd number of voting members.

Each country (Lithuania, Poland and Russia) presents one voting member (national voting members)

and up to two observes. National voting members are nominated by the relevant National authorities (in case of

Lithuania – the Ministry of Interior, in case of Poland – the Ministry of Regional Development, in case of Russia - the

Ministry of Regional Development). Substitutes of each voting member are nominated as well.

Responsibilities of the Evaluation Committee members• The Chairperson is responsible for coordinating the evaluation process in accordance with the Programme legal

basis and for ensuring its impartiality and transparency.

• The Secretary of the Committee is responsible for carrying out all administrative tasks connected with the evaluation

procedure.

• The voting members of the Evaluation Committee are responsible for carrying out assessment

in line with the accepted evaluation criteria which are provided in the evaluation grids accepted by the JMC as part

of application package.

Impartiality and confidentiality Members of the Evaluation Committee, observers and assessors:

a) will be asked to sign the declaration of impartiality and confidentiality before conducting the evaluation;

b) must not represent applicants /partners in the projects;

c) must not participate in the preparation of the projects submitted within the Programme;

d) must not be directly connected to the Programme preparation or coordination (not applicable in case of such

civil servants as the JTS, the JMA representatives, National Authorities and JMC members etc.). Members

of the JTS directly participating in communication or/and information activities can not be appointed as assessors

for technical evaluation;

e) voting members shall not contact project applicants nor partners directly. If there is a necessity to get additio-

nal information or clarifications from the project applicants, only the Chairperson of the Evaluation Committee

or the Secretary, on request of the Chairperson, shall make contacts with the project applicants.

Any Evaluation Committee member, observer or assessor, who has a potential conflict of interest with any appli-

cant and/or partners must declare it immediately and withdraw from the Evaluation Committee. The Chairperson

of the Evaluation Committee determines to what extent the evaluation process must be restarted.

In order to maintain the confidentiality of the proceedings, participation in the Evaluation Committee meetings

is strictly limited to the members of the Evaluation Committee and observers and in justified cases to the relevant

assessors involved in the project evaluation (upon invitation of the Chairperson of the Evaluation Committee).

The identity of the Evaluation Committee voting members in charge of carrying out the technical evaluation

as well as those of the JTS staff acting as internal assessors in charge of carrying out the administrative and eligibi-

lity checks must be kept confidential within the Evaluation Committee and the JMC.

Opening session and administrative/eligibility check The following parameters are assessed:

• The submission deadline was respected. If the deadline was not respected, the Application was

automatically rejected.

• The Application Form had to satisfy all the criteria specified in the checklists “Administrative Compliance”

and “Eligibility Verification”.

• If the Applicant or the Partner proved to be ineligible, the Application was rejected and not evaluated further.

• Some of the applicants were asked to submit clarifications. The request could only refer to clarification of the

controversial issues or formal correction/completion/submission of missing documents, and could not be treated

as a chance to improve the quality of the Application.

DefinitionLarge Scale Projects (LSPs), in line with the European Commission Regulations, are ”projects comprising

a set of works, activities or services intended to fulfil an indivisible function of a precise nature pursuing clearly identified

objectives of common interest for the purposes of implementing cross-border investments”.

Generation of Large Scale Projects and Strategic SupportAn LSP has to be submitted by at least two partners, one of which has to be from the Lithuania or Poland

and the other – from the Russian Federation. Project partners choose among themselves the Beneficiary (Lead

Partner) of the Project, which will be responsible for the Project as a whole towards the Joint Managing Authority (JMA)

– the Ministry of Regional Development of Poland.

LSPs can be implemented only in the core cooperation areas of the Programme:

Lithuania:• Klaipėda, Marijampolė and Tauragė counties

Poland:• Gdańsk-Gdynia-Sopot, Gdański, Elbląski, Olsztyński, Ełcki, Białostocko-Suwalski sub-regions

Russian Federation:• the whole territory of the Kaliningrad Oblast

Projects which are to be treated as LSPs must provide a written statement of support from the relevant national

and/or regional authorities.

Duration and BudgetThe duration of an LSP should not exceed 36 months and the project must be fully implemented during the Programme

implementation period, i.e. till 31st December 2014.

The budget of an LSP should not be less than 4 million EUR and should not exceed 10 million EUR.

Percentage of the Programme allocation spent on this kind of projects is limited up to 30% of the total ENPI co-financing

budget, i.e. the approved maximum available amount for LSPs is 56 718 673,42 EUR.

Current StageSubmission of the Project SummariesPotential beneficiaries and their partners prepared Project Summaries, i.e. brief outlines of the future projects.

The Project Summaries were submitted until 30th April 2010. In total, nine Project Summaries were received by the Joint

Technical Secretariat (JTS). During the Joint Monitoring Committee (JMC) meeting in July 2010 it was decided to reject

two Project Summaries, while most of the others had to be revised and re-submitted until 15th September 2010.

Assessment of the Project Summary by the JMC and Decision on the draft shortlist of LSPsThe revised Project Summaries were assessed by the JTS and JMA. The final decision was taken by the JMC during

the meeting in December 2010 where seven Project Summaries were approved.

The draft shortlist approved by the JMC and accompanied by the Project Summaries as well as the JMC recommen-

dations was submitted to the EC for acceptance. The decision of the EC to accept all the submitted Project Summaries

was taken in January 2011, and the final shortlist of LSPs was created.

Further StepsSubmission of the Application Form Currently the Application Form to be submitted by the LSP Applicants is under the JMC review. When it is finalised,

the LSP Applicants will have to submit it together with the full documentation necessary for the project implementation,

i.e. detailed description of the Action, Partnership Agreement, Feasibility Study, Environmental Impact Assessment,

full Technical documentation, Building permission, all required agreements and permissions , etc. The LSP Application

Forms will also have to address the comments and questions raised by the EC during the review of the Project Summa-

ries in January 2011.

Assessment of the Application Form First, the Application Forms and supporting documentation submitted to the JTS will undergo an administrative

check. Later on the quality assessment will be carried out by the external assessors possessing technical knowledge

in the relevant fields. The eligibility of costs will be verified by the JTS.

During the quality assessment the following aspects will be verified: environmental sustainability, long-term project

sustainability, budget and economic evaluation of the Project (efficient use of allocated funds and value for money),

quality of the partnership, and capacities of the Beneficiary as well as its Partner(s).

The Application Form and the assessment results together with the comments made by the assessors will be reviewed

the JMC members before the approval.

All the procedures described above will apply to the LSP Application Forms received on “first come

– first served” basis.

The final approval of LSPs The LSP Application Form together with the JMC written recommendation reflecting validity and quality of the LSP Appli-

cation Form will be submitted to the EC for its final acceptance.

Upon the approval of the Application Forms by the EC, the Grant Contracts with the Applicants will be signed

by the JMA.

Implementation of LSPs Large Scale Projects will be monitored through quarterly progress reporting and will be implemented in closer

cooperation with the JTS and JMC than regular projects.

The JTS/JMA will take part in the main events of the Large Scale Projects as much as possible. The progress

in the implementation of the Large Scale Projects will be presented regularly at the JMC meetings.

The fourth meeting of the Joint Monitoring Committee

for Lithuania-Poland-Russia ENPI CBC Programme

2007-2013 was held on December 8-9, 2010 in Vilnius

(Lithuania). The meeting was chaired by Mr. Gedimi-

nas Česonis, the Head of Unit in the Regional Policy

Department of the Ministry of the Interior of the Republic

of Lithuania.

There were representatives of the following institutions:

Ministry of the Interior of the Republic of Lithuania, Ministry

of Foreign Affairs of the Republic of Lithuania, the Associa-

tion of the Local Authorities of Lithuania, the public entity

Joint Technical Secretariat in Vilnius, Ministry of Regional

Development of the Republic of Poland, Marshal Office

of Warmińsko-Mazurskie Voivodeship, Marshal Office

of Kujawsko-Pomorskie Voivodeship, Marshal Office

Association, Ministry of Regional Development

of the Russian Federation, Agency for International

and Interregional Relations of the Kaliningrad Region

Government, Ministry of Foreign Affairs of the Russian Federation, the European Commission, RCBI, INTERACT ENPI

and the Joint Technical Secretariat for the Lithuania-Poland-Russia ENPI CBC Programme 2007-2013.

The following issues were presented and discussed at the meeting: summary of work performed by the JTS in 2010

including the 1st Call for Proposals; schedule of work to be done

in 2011; next calls for proposals to be launched; the potential

Programme events to be organized as part of the Information

and Communication plan, the establishment of JTS Branch

Offices. During the meeting a draft shortlist of Large Scale Project

Summaries, the Joint Managing Authority work plan and a list

of members of the Evaluation Committee were approved. Next

Joint Monitoring Committee meeting is planned to be held in June

2011.

Kaliningrad Oblast is the westernmost point of Russia. It is one of the most beautiful

and unusual regions of the country. In the beginning of the last century those resorts

which were situated on the territory of the region were very popular for European aristo-

cracy recreation. Nowadays cultural, ecological and sanatorium-and-spa tourism is highly

developed here.

The most big tourist centers of the Kaliningrad Oblast are Kaliningrad city and the Curonian

Spit. Nature lavishly endowed this land with beauty landscapes, and unique medical

and health-improving resources. The main resorts of the region – Svetlogorsk and Zeleno-

gradsk – have enjoyed wide popularity among Russian and European tourists for more

than 200 years. The special appeal of the Kaliningrad Oblast resorts is medicinal spas

and amber therapy.

The geographical location of the Kaliningrad Oblast allows combining recreation on the sea coast with active travelling

along the Baltic region. Visiting this place you would touch the amazing history of the land, have a rest at the remarkable

sea resorts and would be able to travel to the neighbouring European countries.

General Information

Kaliningrad Oblast is situated on the south-east seaboard of the Baltic Sea and is the westernmost region of the Russian

Federation. It is totally separated from the rest territory of Russia by means of foreign countries borders and international

sea waters. In the north and east it borders upon Lithuania, in the south – upon Poland. In the west 140 km-long sea

coast is washed by the Baltic Sea waters which form two bays: the Curonian Bay (1600 km2) and the Kaliningrad Bay

which is the Russian part of the Vistula Bay (500 km2).

The bays are separated from the sea by means of narrow land lines – the Curonian Spit, 48km of which belong

to the Kaliningrad Oblast, and the Baltic Spit, which is the Russian part of the Vistula Spit (65 km). The total territory

of the region including bays is 15100 km2, the land territory is 13300 km2.

Getting to know the Programme Regions – Kaliningrad Region

Kaliningrad is connected to the high seas my means of fairway,

which was built in the beginning of XX century. Maximal extent of the

region from east to west is 195 km and from north to south is 110 km.

The longest rivers are: Pregol — 123 km, Neman — 115 km. The biggest

lake is Vishtynetskoe — 18 km2. The highest altitude above sea level,

Vistula Plateau, is 242 meters.

The population of the Kaliningrad Oblast in 2006 amounted

to 939,9 thousand people (722,6 thousand people live in towns

and 217,3 thousand people live in the countryside). Density of population

is 62,2 persons per square meter. Population of the region is multiethnic: there are representatives of 30 ethnic groups

and nationalities. Russians are the most numerous — 78,1%. Belarusians — 7,7%, Ukrainians — 7,6%, Lithuanians —

1,9%, Armenians — 0,8%, Germans — 0,6%, Poles — 0,5%.

The region has all kinds of transportation: sea, river, railway, air and motor transport.

Nature and Climate The biggest part of the territory is occupied by the lowland. On the south-

east there is the Baltic ridge with heights up to 230 m. There is an amber

deposit (one of the biggest in the world), a clay field, a gravel field, mine

salt fields and others. Climate is transitional from maritime to temperate

continental one. Average annual temperature is +8° С. Average tempe-

rature in January is -3° … -5° С, in July +20° С. Precipitation is about

700 mm/year.

The Baltic and Curonian sand spits separate two big desalinated bays –

the Kaliningrad Bay and the Curonian Bay – from the sea. Big rivers are: Neman (with Šešupė tributary) and Pregol (with

Lava tributary).There is a number of rivers, land reclamation canals, 4000 lakes and ponds.

The region is situated under taiga zone (mixed forest). Broad-leaved and dark coniferous forests (oak, fir tree, pine,

birch, lime tree) occupy about 15 % of the territory. There are European (brown) hares, squirrels, martens, foxes, roe

deer, wild boars and others in these forests. There are many birds. Waters are rich in fish: in desalinated sea bays there

are bream, pikeperch, European smelt, and eel; in the sea – Baltic herring, sprat, smelt, salmon. There is a National

Park “The Curonian Spit” on the territory of the region.

The Kaliningrad Bay is situated on the south coast of the Baltic Sea and is separated from it by the Baltic Spit,

part of which is in Poland. The westernmost point of Russia is at coordinates 19° 38” east. The Pregol river, in the mouth

of which Kaliningrad city is located, flows into the Kaliningrad Bay. The bay does not freeze over in winter.

The Curonian Bay is a lagoon at the south-east coast of the Baltic Sea. It is separated from the sea by the Curonian

Spit, and it is connected to the sea by the narrow Klaipeda strait. Length – 93 km, average width –17,3 km,

depth – up to 7 m. Neman river flows into it. It freezes over in winter.

The Curonian Spit is a sand peninsula in Lithuania and Russia. Length – 98 km, width – from 0,4 up to 3.8 km. It is typical

to see the dunes having height up to 70 m, the biggest part of which became overgrown with forests (pine, black alder

tree with a touch of oak, lime tree or elm tree).

Tourist types

Historical Routes Kaliningrad Oblast is the real godsend for those who love history.

Not just one century full of historical events traced on this land. Leaving

the region’s capital in any direction soon you can find yourself next

to the walls of the Medieval castle or Lutheran church, see places where

ancient Prussian cities or battle fields were. It is hard to make a separate

route to get to know this side of the region’s history, that is why we recom-

mend you to make several trips combining them with other sightseeing

tours.

Active Recreation More and more people choosing the type of recreation prefer an active pastime. For such people Kaliningrad summer

gives a number of opportunities. First of all these are different kinds of water sports – yacht sailing, water cycle, kayak,

canoe and little boat rows. Those who love equestrian sports can visit an annual show tournament or the biggest stud

farm in Chernyakhovsk. Horse ride and riding lessons are the most popular services in the region. You can choose

any route in Petrovo settlement, Chernyakhovsk or in the surroundings of Svetlogorsk.

Kaliningrad Oblast is rich in fish, there are more than 60 species. Bays, lakes and numerous rivers are the real paradise

for fishermen.

Ecological Routes Kaliningrad Oblast is one of the few places in Europe with such amount of unique objects of ecological tourism concen-

trated on the limited area. Nature lovers will highly appreciate various landscapes of the National park “The Curonian

Spit”, pristine relict bogs Zellau, and fairy-tale beauty of Krasnolesye – legendary Rominten. And on the shore of the real

pearl of our region Vistula Lake you can have a calm nature rest in private.

Bicycle Routes Due to well-developed road nets even in the countryside the Kaliningrad Oblast offers active recreation lovers dozens

of interesting bicycle routes (in Chernyakhovsk, Ozyorsk and Slavsk districts). The most interesting one is the Curonian

Spit cycle race in one of the most beautiful places in the region. These lands attract tourists not just with historical

monuments and original country estates but also with inimitable nature landscapes.

Water Routes Geographical peculiarities of the region allow you to run dozens or even sometimes hundreds kilometers down the river

or a canal without going ashore. Kayak, canoe or a little boat can help you to feel the real diversity of the primordial

water landscape in full measure. The most picturesque rivers are Lava, Angrapa, Šešupė and Krasnaya. Magnificent

beaches of the Baltic Sea, majestic canal, built centuries ago, water routes of our region will open a new fascinating

world for you.

Beach recreation and health improvement Kaliningrad sea coast is the only resort territory of Russia on the Baltic, it is an amazing combination of endless spacio-

usness of the Baltic Sea and a unique view of gold beaches and a coastal line.

Natural conditions of the Kaliningrad Oblast allow to have a rest and to take treatment any time of the year. Soft seaside

climate, water rich in salt and microelements and herbs favour health improvement and fine recreation.

The sea on the Baltic coast lavishly throws away “sunny stone” – amber. There is no such amount of this stone

anywhere in the world.

Neighbourliness: Parallel Routes Kaliningrad Oblast is the region of international collaboration. Coming to us as a tourist you can make a trip with

get-to-know visits to the neighbouring border territories of Lithuania and Poland. The history, similar nature conditions,

common historical and ecological routes unite Kaliningrad Oblast. While your rest on the Curonian Spit taking a bike

or a car you can visit its Lithuanian part in order to see numerous sightseeing of the Klaipeda district — the Sea Museum

and Dolphinarium in Smiltene, Witch’s Hill in Juodkrantė, a fishing village in Praille. If you are charmed with amber

stone beauty, you can learn more about it visiting the Amber Museum in Palanga, places of its extraction in Karklė

or a little market on the Theaters Square in Klaipeda. Visiting Svetlogorsk and Zelenogradsk, the Russian part of the

Baltic seacoast, you can make a trip to other resorts, for example, a Lithuanian resort Palanga.
