Focus of the Month

CEOC International held its 56th General Assembly on 30th May 2016 in The Hague. Around 100 delegates, representing 29 members from 19 countries, attended the event to elect members of the Board of Directors and TC chairmen, welcome new members and to decide on future projects within the TIC sector.

In his President’s report Simo Hassi (Inspecta) highlighted the importance of trust in our members’ services and that TIC organisations must be able to show that they are truly striving for integrity in their operations. CEOC International has therefore decided to further explore the possibility of establishing a compliance code for its members as an additional measure of assurance for the quality of their work.

CEOC Vice-President Mark ThomĂ€ (DEKRA) introduced a communication project that CEOC has started together with its sister organisations EUROLAB, ETICS and IFIA. The aim is to form a “TIC Alliance” for the communications activities of associations within the TIC sector that can act as a single voice to promote our contribution to safety and quality. This initiative was strongly supported by the CEOC members.

CEOC International welcomed TĂŒrk Loydu as its newest members, thus increasing the membership to 31 member companies and associations.

This year three CEOC Board of Directors members were unanimously re-elected:

Additionally the General Assembly welcomed Mrs Ana Pina Teixeira (ISQ) as a new member of the Board.

Mrs Aleksandra Lipiec (UDT) was re-elected as CEOC auditor, while Olivier Talbot (Apave) was

re-confirmed as chairman of the Inspection committee.

The General Assembly elected three new chairmen for its committees:

Siegfried Melzer (TÜV SÜD) – TC Machines, Lifts and Cranes

Kamiel Vanderlinden (Vinçotte) – TC Non-destructive Testing

Norbert Wieneke (TÜV Rheinland) – TC Occupational Health and Safety

On behalf of CEOC International and its members President Simo Hassi thanked Adolf Russold for his work as chairman of TC Machines, Lifts and Cranes, a position he held for 16 years, and for his valuable and much appreciated contribution over many years to the association.

Vice-President Van Phuc LĂȘ (Apave) announced that the next CEOC General Assembly will take place 27th – 30th May 2017 in Lyon to celebrate Apave’s 150 years anniversary.

Simo Hassi thanked CEOC International for excellently organising this meeting and

accompanying events and closed the 56th General Assembly.

Standardisation: ISO/CASCO

A 12-week ballot on ISO/IEC 17029 Conformity as-sessment – General requirements for bodies per-forming validation and verification activities has opened on 2016-05-26 with a closing date on 2016-08-26.

The ballot on ISO/IEC CD 17025.2 – Requirements for testing and calibration laboratories closed. Members voted in favour of the revision. For the detailed re-sults, please see the enclosed documents.

CEN and CENELEC welcomed the European Commis-sion’s latest proposals concerning the future of the Eu-ropean Standardization System. In particular, CEN and CENELEC are satisfied to see that the Commission has committed itself to having a more consistent and unified policy towards standardization, which serves to strengthen the Single Market and also supports the im-plementation of EU policies and legislation. The 2015 ILAC MRA Annual Report has been pub-

The report sets out the ac-tivity that is carried out as part of the peer evaluation process, developments in accreditation over the last year, new and revised publications, and signatory status updates from 2015.

The ballot on EA-2/02 EA Procedure for the evalu-ation of a National Accreditation Body is closed. Members voted in favour of the revision and the document was published on the EA Website.

The IAF/ILAC Joint Working Group (JWG) on A-

Series Maintenance is submitting the documents, titled “IAF/ILAC-A1:xx/20xx – IAF/ILAC Multi-Lateral Mutual Recognition Arrangements (Arrangements): Requirements and Procedures for Evaluation of a Regional Group” and “IAF/ILAC-A2:xx/20xx - IAF-ILAC Multi-Lateral Mutual Recognition Arrangements (Arrangements): Re-quirements and Procedures for Evaluation of a Single Accreditation Body” to all ILAC and IAF members.

Eurofins Scientific announces the acquisition of Agro-Analyses SAS, an analytical service provider supporting the food retail and catering sectors in France.

In line with an increased commitment to expand its presence in the North American market through strategic

alignments, Eurofins STA Laboratories, Inc. (ESTA) and Eurofins BioDiagnostics Inc. (EBDI) have merged into a single company and brand. By combining the analytical and genetic service strengths of EBDI with the extensive ex-perience of ESTA in the seed and plant health arena, this new entity becomes the most complete analytical testing com-pany in North America focused on the seed, plant, and agbio testing markets.

Eurofins Scientific announces that it has signed an agreement to acquire Exova’s food, water and pharmaceuti-

cal testing business in the UK & Ireland, comprising 10 laboratories, for approximately GBP 18m, subject to closing adjustments. The transaction is expected to be completed in July, upon fulfilment of customary closing condi-tions.

SVTI takes over the entire share capital of Swiss TS after 15 years of joint participation. The SVTI, the Swiss As-

sociation for Technical Inspections, and the German company TÜV SÜD have had a longstanding partnership. In 2001, SVTI and TÜV SÜD had established Swiss TS Technical Services AG (Swiss TS) and jointly owned it since then. For the purposes of consolidation of investments and activities SVTI and TÜV SÜD have now agreed that the stock shares of Swiss TS shall be 100% transferred to SVTI.

TÜV SÜD announced the acquisition of the assets of Walshire Labs, LLC. (Walshire) along with Product Safety

Engineering, Inc. (PSE). In combining the existing TÜV SÜD Tampa lab with two best-in class regional partner labs, customers in central Florida and the South eastern US will enjoy access to a 12,000 sq/ft facility for Global testing and certification services.

DEKRA Automotive South Africa is further expand-ing its footprint in SA by opening a state-of-the-art vehicle test centre along William Moffett Express-way in Port Elizabeth.DNV GL - Oil & Gas has been awarded a Master Service Agreement with Statoil. The contract includes a broad scope of studies on top-ics such as safety, platform technology, structural rea-nalysis and pipeline technology. In addition it offers hull and structural inspection services, the competent con-trol of complex lifting equipment and software, mainte-nance and services for IT delivery.

DNV GL has been awarded a contract with Beothuk Energy Inc. to provide the constraints analysis, wind resource and energy assessment, LCOE mod-eling and a preliminary wind farm layout.

DNV GL will serve as accreditor of performance for

a federally funded project at Hawaiian Electric Com-pany demonstrating the ability of a grid manage-ment solution to deliver on-demand solar energy with energy storage.

A joint development project (JDP) between DNV GL,

Statoil and Farstad Shipping has demonstrated that offshore supply vessels (OSV) can save up to 21.000 Euros on their annual fuel bill, by running the vessel at optimal trim. The project partners car-ried out a comparative study in the North Sea to docu-ment potential energy savings created by using DNV GL’s trim optimization tool ECO Assistant on a platform supply vessel (PSV).

DNV GL has welcomed Royal Caribbean’s new ves-

sel Harmony of the Seas into class. With 227,000 GT and a length of 361 metres, Harmony of the Seas is the largest cruise ship ever to set sail. After her delivery at STX Europe shipyard in Saint Nazaire, France, the DNV GL-classed vessel sailed to South-ampton last week and will set sail to Northern Europe on a series of short getaways before embarking on her maiden cruise on 29 May, arriving in Barcelona on 5 June.

DNV GL and M.A.C. Solutions have signed a part-nership agreement to cooperate in fleet perfor-mance management services. DNV GL will incorpo-rate information from M.A.C.‘s onboard data collection system “SDBnet” into its ECO Insight solution, which will provide advanced fleet performance analytics based on M.A.C. onboard data.

DNV GL’s blended auditor training course for quali-

ty management approved by IRCA. The new course combines interactive e-learning and classroom ses-sions. Instead of five days of classroom training, partici-pants can now cover the contents of the first two days through interactive e-learning modules.

German shipping company Leonhardt & Blumberg has rolled out DNV GL’s ECO Insight fleet perfor-mance management solution across its entire fleet of 40 container vessels.

DNV GL has released the 2016 PV Module Reliabil-

ity Scorecard, its second edition of a rigorous re-view of PV module performance. The study aims to address the lack of publicly available long-term da-ta on reliability.

DNV GL has been awarded a contract by COSCO

Shipping Company Limited (COSCO SHIPPING) of China for the installation engineering services for the BorWin gamma high voltage direct current

(HVDC) converter platform.

DHI and FORCE Technology have collaborated with great success throughout many years. Now they have chosen to expand their cooperation by offering combined courses- to benefit the maritime Denmark.

LRQA has received accreditation from the USA's ANSI-ASQ National Accreditation Board (ANAB) for

Responsible Care (RC) 14001:2015.

LRQA recently received accreditation by the Center for Offshore Safety (COS) to conduct safety and environmental management systems (SEMS) au-dits. This full accreditation enables LRQA to evaluate the effectiveness of SEMS implementation for offshore oil and gas operators, contractors, service providers, manufacturers and suppliers.

LRQA is the first assurance provider to have been awarded global accreditation by the United King-dom Accreditation Service (UKAS) for making the transitions against the world’s leading ISO manage-ment systems standards. The scope of the accredi-tation covers Quality (ISO 9001), Environmental (ISO 14001), Food Safety (ISO 22000), Asset Management (ISO 55001), Business Continuity (ISO 22301), Energy (ISO 50001), Information Security (ISO 27001), IT Ser-vice (ISO 20000) and Supply Chain Security Manage-ment Systems (ISO 28000).

LR and Keppel collaborate to enhance semi-submersible designs. Co-funded by the Maritime and Port Authority of Singapore, the project will use LR's ‘NewWave’ simulation tool and Keppel's in-house semi-submersible model test data to develop 'Numerical Wave Basin' in order to improve both safety and perfor-mance of new semi-submersible designs.

Exagan, a leading innovator of gallium nitride (GaN) semiconductor technology that enables smaller and more efficient electrical converters, has begun a strategic partnership to develop and commercial-ize GaN-on-silicon products with HIREX Engineer-ing, a company of Alter Technology Group (TÜV NORD GROUP’s Aerospace and Electronics Busi-

ness Unit).

TÜV Rheinland launches first independent tire test-ing laboratory in Indonesia. In a move aimed at en-suring the quality of tire manufacturing and improving road safety, TÜV Rheinland has opened the first inde-pendent tire testing laboratory in Indonesia. Located at in Taman Tekno BSD, South Tangerang, the new 530 qm lab is fully certified by the Indonesia National Ac-creditation Body (KAN) and qualified to test passenger car, truck, bus and motorcycle tires to the latest nation-al and international standards.

TÜV Rheinland: collaboration agreement with ATEC

Training & Certification Services. TÜV Rheinland recently signed a collaboration agreement to further expand and promote the certification of personnel com-petencies for experts working in hazardous locations and conditions worldwide.

TÜV SÜD is Certified Partner in the LED Light for you Network. The network, initiated from OSRAM, brings customers and LED lighting solution partners together. All partners of the network have to pass a certification process to secure they have long-time ex-perience in realizing LED solutions in general lighting.

TÜV SÜD cooperates in supporting the creation of a Green & Smart City in Iran. The Iranian city of Parand New Town is to become a showcase for green and smart technology in urban development. The satel-lite town is located 35 kilometres south-west of Tehran.

The project is under the common management of Iranian Maharem Group and TÜV SÜD and is being realised by German and Iranian companies. TÜV SÜD's role is to make sure that Green City standards are applied and observed.

Railcert B.V. has changed its name to TÜV SÜD Nederland B.V. Following the acquisition of 100 per cent of the shares in the Dutch rail inspection and certification organisation in 2013, the change in the company's name now marks the final step of the company's integration into TÜV SÜD's

Business Unit Rail.

UL has announced that it has issued the first

safety certification to the UL 2272 safety require-ments for electrical systems of self-balancing scooters (aka hoverboards) that was launched in February 2016. After completing a construction eval-uation, safety testing, and complying with UL 2272’s marking, labeling, and user instruction requirements, the hoverboard model N3M320 manufactured by Ninebot (parent company of Segway) has been found to meet all the requirements.

Bureau Veritas has announced that it has launched an IT platform, BVE3, to support its Chemical Discharge Monitoring business. BVE, Bureau Veritas' Environmental Emission Evaluator, is a supplementary tool to support supply chain partners in reducing the environmental impacts through the provision of a mechanism to understand factories' daily and weekly discharge potentials.

Intertek has launched a new remotely operated vehicle (ROV) potable water tank inspection ser-vice that offers clients the option of using ROV’s

to inspect their large-capacity water tanks.

Intertek has announced that it has extended its

notified body status under the ATEX directive to reviewers in two laboratories in the U.S., enabling localized certification services for clients manu-facturing equipment for explosive atmospheres in the European Union. Under the notified body status of Intertek’s laboratory in Leatherhead, UK, the Unit-ed Kingdom Accreditation Service (UKAS) and UK Government Department of Business, Innovation and Skills (BIS) have granted local notified body initiative authority to Intertek experts in Cortland, New York and Plano, Texas, who will join Intertek’s UK team in making certification decisions and issuing EU type certification under the directive.

Intertek has announced the addition of its labora-tory in Mexico City to its list of notified bodies able to test and certify low-voltage electrical products for the Gulf mark (G mark) scheme. The Gulf Standards Organization (GSO) and Gulf Cooper-ative Council (GCC) have granted the designation to the lab, which joins Intertek facilities in Shanghai, Hong Kong, Singapore, the United States, Brazil, United Kingdom, Germany and Sweden as approved notified bodies.

Intertek has launched a new inspection service which safely and accurately assesses pipelines for external and internal defects, potentially caused by corrosion, as well as ensuring regula-tory compliance using advanced inline inspection

tools.

Intertek and the China Quality Certification Center (CQC) recently signed a memorandum on strate-gic partnership formalizing their cooperation in national certifications, such as China Compulsory

Product Certification (CCC), as well as international

certifications.

Intertek in partnership with the Business Environ-mental Performance Initiative (BEPI), announced the launch of the Supply Chain Chemical Manage-ment Module (SCCM), a new set of tools developed to support factories in managing chemicals as part of the overall effort to create more sustainable glob-al supply chains for the textile and footwear indus-

try.

Intertek will deliver surveillance and quality assur-ance services to Fusion for Energy (F4E), the or-ganization responsible for providing Europe’s con-

tribution to ITER.

Intertek has launched an AgriTech laboratory based in Hyderabad, India. High-tech DNA analyses will be performed by this purpose-built laboratory for the agri-biotech, plant seeds breeding, and plant seeds

production industries.

Intertek and the Korean Gas Safety Corporation

(KGS), the only gas safety management specialist in Korea, have expanded their partnership for the testing and certification of equipment used in explo-sive atmospheres. Under the expanded agreement, the two organizations will accept testing and quality assessments for national and international certifications and compliance verifications, while also providing sup-port for education and training, as well as exchange of technical information.

The Certified Automotive Parts Association (CAPA) and Intertek have signed a memorandum of under-standing (MOU) with the China Automotive Technol-ogy and Research Center (CATARC), formalizing their cooperation to encourage the development of high quality, certified aftermarket automotive parts in China. Under the agreement, the organizations will work together to develop Chinese standards and pro-mote cooperation among automotive companies, test-ing agencies, certification entities and other institutions in the U.S. and China.

Intertek has signed a further 3 year contract with the Uganda National Bureau of Standards (UNBS) to continue to manage its Pre- Export Verification of Conformity to Standards Programme (PVoC) for

exports to the country.

Intertek has been appointed by Burgan Cape Termi-

nals to provide quality, safety and assurance ser-vices during the construction of the Burgan Cape

Terminals facility at the Port of Cape Town.

In New Zealand, SGS has invested in new facilities

and renewed the MPI Permit for its agriculture la-boratory, as part of a move to new premises in Mt.

Wellington, Auckland, in early 2016.

SGS has announced the expansion of its service offering in the Rocky Mountains with a new state-of-the-art 4,800 square foot user facility. The facility will be available to manufacturers, designers and program engineers to aid in developing and testing products for use in high altitude and cold temperature operation.

SGS has extended its GLP accreditation in Brazil

and can now offer compliant residue testing as well

as field services.

SGS has launched mapping services in the Mediter-

ranean region. In the Mediterranean region, a special-ized team of SGS agronomists has launched sophisti-cated agricultural mapping services enabling optimiza-tion of fertility and water management.

The REACH requirements for skin corrosion/irritation, serious eye damage/eye irritation, acute dermal toxicity and skin sensitisation are chang-ing, making non-animal testing the default require-ment. The amended REACH annexes concerning skin and eye irritation and acute dermal toxicity have been published in the Official Journal of the European Union and will enter into force on 20 June. http://tinyurl.com/zyg75mu

The EU chemicals agency (ECHA) announced that the use of chemicals in Europe is getting safer. This comes out of ECHA’s second five-year progress report on the two main EU chemicals laws.

The update of the dossier submission and com-munication tool, REACH-IT, will be launched on 21

June. To manage the update, ECHA will close the sys-tem one week before the launch, on 14 June at noon (EEST). The new REACH-IT will be simpler to use and more intuitive, which will particularly help small and me-dium-sized companies (SMEs) registering their chemi-cals for the last REACH registration deadline of 31 May 2018. The support material can be accessed within the tool itself allowing users to get targeted help while using the tool. http://tinyurl.com/zqb9ukh

ECHA has published an inventory of substances,

which are likely to fulfil the criteria to be hazardous. The inventory helps REACH registrants, who manufac-ture or import between 1 to 10 tonnes per year, in decid-ing whether they may be able to register their substance with limited information.

The European Commission unveiled a proposal to improve the way authorities at national level cooperate to protect consumers. The Commission is proposing to give more investigative powers to national consumer authorities so that all of them can, for example, request and obtain information from other bodies (e.g. domain name providers, bank details) or take down websites or suspend payments to companies that are being investigated. http://tinyurl.com/huym2yq

The European Commission has proposed to boost consumer and business trust in e-commerce by making it easier for authorities to enforce consumer rights and by clarifying the rules on unfair commercial practices. With the revision of the Consumer Protection Cooperation Regulation, the Commission aims to strengthen consumer and business trust in cross-border e-commerce by ensuring a strong and equal enforcement of consumers' rights across the EU.

On 26 May 2016 the European Parliament voted through a report which calls on the Commission to create a more consumer-friendly energy market. The report, ‘A New Deal for Consumers’, is a timely call ahead of a Commis-sion legislative package due in the second half of the year, expected to cover issues related to energy bills, supplier switching, smart meters or small-scale generation of renewable energy by consumers.

Otis made a pair of big announcements at World Elevator & Escalator (WEE) Expo on May 10: It plans to com-plete a 270-m-tall test tower and R&D facility in Shanghai by the end of 2018, and has made the SkyBuild self-climbing construction elevator a standard option in its SkyRise line.

Otis has been selected to provide 19 5-mps elevators to the 240-m-tall, 68-story Altair in Colombo, Sri Lanka.

Upon completion, it will be the tallest residential structure with the fastest elevators in Sri Lanka.

Mitsubishi Electric announced on May 10 it has increased the speed of one of the elevators in the 632-m-tall Shanghai Tower to 1,230 mpm, or 20.5 mps, which will be the fastest elevator in the world. It will travel from the second-basement level to 119th floor in 53 s.

KONE has been awarded a contract to install 130 elevators and escalators at the Adana Integrated Health Cam-

pus in Adana, Turkey. Incorporating innovative earthquake-resistant features, it will be the largest health campus in the Middle East, consisting of three hospitals - including a four-tower main facility - containing 1,550 beds.

KONE has been selected by Poly Property Group to provide 33 elevators and 21 escalators to the Liuzhou Poly International Center, a mixed-use development in Liuzhou, China, that includes a 54-story office tower, 248-m-tall hotel and shopping mall.

Mitsubishi Electric India plans to build a 26,400-m2 plant, 41-m-tall test tower and training center on 89,000 m2 during the current fiscal year in Bengaluru.

Thyssenkrupp's performance servicing more than 350 elevator systems for Germany's Federal Employment Agency was a deciding factor in the company being awarded a US$1.14-million, four-year contract to service nearly 20,000 of the agency's automatic doors and related mechanisms.

KONE has won a 41-unit order to provide the vertical transportation system for the Sopodel Office Tow-er+LifeStyle buildings in the central business district of Jakarta, Indonesia. Toba Pengembang Sejahtra, the build-ings, one housing offices and the other a hotel, are scheduled for delivery in 2017.

Of the 1,700 properties with lifts or escalators in the Ernakulam District of Kochi, India, 700 (more than 40%) are operating units without licenses. Property owners have either failed to apply for licenses or failed to renew them, which costs approximately US$30 and US$15, respectively.

Energy & Environment EU Commissioner for Climate Action and Energy Miguel Arias Cañete participated in the meeting of G7 Energy

Ministers. G7 representatives from France, Germany, Italy, the UK, the US, Japan and Canada also participated. The main items on the agenda were global energy security, energy investment for global economic growth and sustainable energy. European Parliament’s Committee on Industry, Research and Energy (ITRE) organised a public hearing on "The Gas Package - how to strengthen the EU's energy security", following the presentation of the "Gas Package" by the European Commission. ITRE is the lead committee in the adoption of the four proposals included in this package.

EU Commissioner for Climate Action and Energy Miguel Arias Cañete travelled to Algiers to strengthen the EU's energy cooperation with Algeria. Together with the Algeria's energy Minister Mr. Salah Khebri, he opened the very first EU-Algeria Business Forum dedicated to energy. The Forum, a concrete follow-up of the EU-Algeria Political Dialogue on Energy launched by the Commissioner in May last year, gathers more than one hundred European and Algerian energy companies, industrial and financial associations to discuss ways to facilitate much-needed investment in Algerian gas exploration and exploitation, renewable energy and energy efficiency sectors.

European Parliament’s Committee on Industry, Research and Energy (ITRE) has published a study on Energy Union: Key Decisions for the Realisation of a Fully Integrated Energy Market.

European Environment Agency (EEA) released a report; “The direct and indirect impacts of EU policies on land”.

European Environment Agency (EEA) has published a report Reduction of CO2 emissions from new vans. Ac-

cording to the report, the fuel efficiency of new vans registered in the European Union (EU) increased slightly in 2015 compared to the previous year and the average emissions of carbon dioxide (CO2) fell by less than 1 gramme (g) of CO2 per kilometre.

Single Market

European Parliament’s Committee on Internal Market and Consumer Protection (IMCO) published a report on the Single Market Strategy. The Single Market strategy report proposes ways to unleash the full potential of the single market to the benefit of consumers, employees and businesses, in particular start-ups. The report on non-tariff barriers in the Single Market observes that the continued existence of non-tariff barriers (NTBs) hinders the single market from achieving its full potential. It also observes that not all NTBs should be removed. Both reports were voted by the EP during its plenary sittings of 26 May.

The European Commission presented its vision on how European standard setting should evolve in the light of

technological developments, political priorities and global trends. It also announces next steps on the Joint Initia-tive on Standardisation (JIS), which aims to reinforce the partnership between the European institutions and the stand-ardisation community. European standards need to keep pace with the changing economy, the increasing importance of services, and the digital revolution thus the European Commission has adopted a Communication, announced in the Single Market Strategy, to ensure that Europe remains a global hub for standardisation. http://tinyurl.com/ztnywtv

Medical Devices

On 25 May the Council of the European Union, under its current Dutch Presidency, and the European Parlia-ment reached a provisional agreement on new rules for medical devices and in vitro diagnostic products. The agreement still has to be formally approved by the Council and the European Parliament. The aim of the new rules is to ensure that medical devices and in vitro diagnostics products are safe and to give patients fast access to new innova-tive devices. The Presidency will present the outcome of the negotiations to the member states for their approval in mid-June. The European Parliament will probably vote on it in a plenary session in the autumn. The new rules for medical devices will come into force three years after publication, those for medical devices for in vitro diagnostic products five years after publication. http://tinyurl.com/h9tkb2b

Plans for stricter monitoring and certification procedures to ensure that medical devices such as breast or hip implants comply fully with safety and traceability requirements were informally agreed by MEPs and the Dutch Presidency of the Council on 25 May 2016. MEPs also secured tighter information and ethical requirements for diag-nostic medical devices, e.g. those used for pregnancy or DNA testing. The agreement provides for: random inspections on the producers after devices have been brought out on the market, stricter checks on notified bodies, which will have to employ medically skilled people, an additional safety check for high-risk devices, such as implants or HIV-tests. Not only a notified body, but also a special committee of experts, will check that all requirements are met, an "implant card" for patients, enabling patients and doctors to trace which product has been implanted, and a requirement for medical device manufacturers to provide clinical evidence of the safety of their products, especially in the case of higher risk classes. The European Commission published the proposal in 2012, and the European Parliament already agreed on its position two years ago. However, it was not until last autumn that member states agreed a position, thus enabling negotiations with MEPs to start.

Occupational Safety and Health

European Parliament’s Committee on Transport and Tourism (TRAN) has published its draft report on the com-mon rules in the field of civil aviation and establishing a European Union Aviation Safety Agency. The purpose of the proposed regulation is aviation safety and it aims to create an effective and business friendly as well as a more proportionate regulatory framework.

The TRAN Committee has invited Commissioner Bulc for an exchange of views on the state of play of the leg-islation in the transport policy area. Commissioner discussed with Members of the Committee the implementation of the ongoing Commission Work Programme 2016 as well as the priorities for the Commission Work Programme 2017. Commissioner Bulc gave a presentation on transport projects under EFSI/CEF.

The TRAN Committee voted on the draft report on the Regulation amending Regulation 1406/2002 establishing a European Maritime Safety Agency. European Parliament’s Committee on Civil Liberties, Justice and Home Affairs (LIBE) has also published an opinion on it.

The European Commission has proposed changes to the Carcinogens and Mutagens Directive (2004/37/EC) to limit exposure to 13 cancer-causing chemicals at the workplace. Cancer is estimated to account for more than half of work-related deaths in the EU, totalling around 102,000 deaths per year. Introducing these limit values will lead to fewer cases of occupational cancer and improve legal protection of exposed workers, especially in the construction sec-tor.

Trade Agreements

The report on the 13th round of TTIP negotiations and the EU’s proposal for pharmaceuticals have been published.

The independent consultant, Ecorys, carrying out a Sustainability Impact Assessment (SIA) for the European Commission on the trade agreement being negotiated between the EU and the United States published its draft interim report. The 400-page report indicates that all Member States’ econo-mies would grow as a result of the new trade agree-ment. The study also predicts that EU exports to the US would rise by 27% and a mix of social indicators shows a combined benefit both for European and US citizens. http://tinyurl.com/j3cfq9f

The EU and Mercosur exchanged offers on ac-cess to their respective markets of goods, ser-vices and establishment and government pro-curement. EU Commissioner for Trade Cecilia Malmström met today the Secretary of Economy of Mexico Ildefonso Guajardo Villarreal to mark the begin-ning of new trade and investment negotiations between the two commercial partners. cials from seven Environmental Goods Agree-ment (EGA) members - Australia, Canada, the European Union, Japan, Korea, New Zealand, and the United States - met in Paris to discuss pro-gress in the negotiations and to chart a path to-ward successful conclusion later this year. This group has been working closely together with the aim of concluding an ambitious EGA with all participants ahead of when G20 Leaders meet in Hangzhou in September for the G20 Summit.
