On November 17, 2010 the Ministry of Energy and Energy Affairs (MEEA), Methanol Holdings Trinidad Limited (MHTL) and the National Energy Corporation (NEC), together with the Ministry of Trade and Industry successfully held a whole day conference at the Hyatt Regency Trinidad to discuss the various investment opportunities in Melamine for local business. Melamine contains 66% nitrogen by mass and if mixed with resins, has fire retardant properties due to its release of nitrogen gas when burnt. It has several other industrial uses, one of which is its use as an additive, which is employed in the manufacture of high performance coatings utilized in our global S&R industry.

This area is adjacent to the former Alutrint smelter port and nearby TOFCO fabrication yard at La Brea, in south western Trinidad. This site visit confirms the availability of suitable land to expand the existing port and to re-establish shipbuilding and repair operations there. MASTER OF PORT & MARITIME MANAGEMENT NOW OFFERED AT

UWI ARTHUR LOK JACK BUSINESS SCHOOL The Arthur Lok Jack Graduate School of Business, UWI Trinidad and Tobago, hosted a session to speak about the Master of Port and Maritime launched recently at the School. The session was held on November 23, 2010 at the School’s Mount Hope Campus.

Señor Cesar Gomez of the Consul of Panama explains the expansion of maritime services in the region.

Mrs. Joanne Edwards-Alleyne explains the need for training and development.

Featured speakers included Señor Cesar Gomez from the Honorary Consulate of Panama, Mrs. E. Joanne Edwards-Alleyne, General Manager of the Shipping Association of Trinidad and Tobago and Mr. Richard Ramsawak, Programme Director of In-Company Programmes.

The speakers focused on developments and best practices in the development of the Maritime industry globally and also looked at some of the implications relevant to Trinidad and Tobago. Señor Gomez highlighted some of the key changes undertaken by the Government of Panama to expand and develop the Panama Canal to meet growing global demand for larger ships, larger volumes of cargo and to provide a more holistic and efficient number of Maritime services. The need for such a programme in Trinidad and Tobago was pointed out by Mrs. Edwards-Alleyne, General Manager of the Shipping Association of Trinidad and Tobago, as she noted that a recent study commissioned by the Ministry of Trade and Industry, and the Maritime Industry Development Committee (MIDC), highlighted the need for management and softer team building competencies in the domestic maritime industry. She noted that a key ingredient to achieve this objective would be the development of the human resource capability in the sector, and commented that once the programme got underway, it should contribute significantly towards achieving this goal.

DNV AND PATJENS COOPERATE ON FIRST LNG CONTAINER SHIP Together with DNV (Det Norske Veritas) and other partners, DNV customer Reederei Stefan Patjens is ready to retrofit LNG on board a 5,000 TEU container vessel. When completed, this would be the very first use of LNG as fuel on board a container ship and of LNG as fuel in worldwide trading.

MV “MAERSK DRURY” (built 2006), is the 5,044 TEU test ship to be used.

The vessel in mind is a four-year-old container ship, owned by German shipping company Reederei Stefan Patjens. Two of its auxiliary engines and its auxiliary boiler will be modified so they can be fuelled by LNG. As a result, the ship will be better prepared for sailing through ECAs (Emission Control Areas) and, when in harbour, it will have access to its own clean fuel for energy production.

“I’m sure a wide set of environmental improvements will be implemented in the shipping industry in the years to come,” says Stefan Patjens, the managing director and owner of Reederei Stefan Patjens. “We decided not to wait for these other improvements but instead to take part in initiating improvements ourselves. What we are introducing is not the final solution for container shipping, but it is a step forward - a new solution on its way towards an even higher target.”

DNV President Tor Svensen says: “DNV really appreciated the initiative taken by Mr Patjens and his competent staff. In addition to the expertise we represent, having classed all the 20 LNG-fuelled vessels in operation today, we have also teamed up with other competent partners like Maersk, MAN and TGE Marine Gas Engineering in order to realise this project.

“As with all industrial improvements,” Mr Svensen continues, “LNG will be introduced as a shipping fuel step by step. Our LNG rules were introduced in 2001, and the first LNG-fuelled coastal ferry started in ordinary service later that same year. We have learned from coastal shipping operations every year since. With this container ship project, we are ready to use LNG for global trades too.”

The project was kicked off some six months ago and the container vessel in mind will most likely have its first LNG on board in 2012.

As noted above, this is not a newbuilding but a retrofit, requiring modifications. By converting cargo space next to the engine room into a gas technology room and using additional LNG containers on deck, LNG will be supplied using only containers. The bunkering solution will be efficient and the loss of cargo space will be minimal.

“If cost-benefit was the only driver, we would not have initiated this project,” says Mr Patjens. “But our drivers are wider. We want to contribute to environmental improvements – improvements that will benefit the whole of society.”

LNG as fuel eliminates SOx emissions and reduces NOx emissions by almost 90%. CO2 emissions are also reduced significantly – by some 20 to 25%.

The project has been pre-introduced to the Hamburg Port Authorities, which were given a presentation on the project just a few days ago. “All measures to improve air quality are highly appreciated. So the realisation of this project would be a good step in the right direction,” said Wolfgang Becker, Environmental Director at the Hamburg Port Authority.

CUNARD TO CELEBRATE ROYAL WEDDING AT SEA On April 29 2011, the day of the Royal Wedding, Guests on board Cunard’s three ships – “QUEEN MARY 2”, “QUEEN VICTORIA” and “QUEEN ELIZABETH” need have no fear of missing one second of the historic union of the future King and Kate Middleton.

Each of the three ships feature Royal Court Theatres. Queen Mary 2’s Royal Court Theatre seats over 1,000 guests, who will be able to watch events unfold in plush cinema comfort as the ship sails between New York and Southampton, on a seven-night transatlantic crossing (April 26 – May 2, 2011). Peter Shanks, Cunard President and Managing Director, says: “If demand for seats exceeds supply we are able to use our Planetarium and lecture room, Illuminations, which seats a further 450 passengers”.

The Royal Court Theatres on the smaller “QUEEN ELIZABETH” and “QUEEN VICTORIA” seat over 800 passengers, and they too will be used to screen the Royal nuptials live. Peter Shanks continues “Cunard is a company with an enviable heritage and unparalleled links to the Royal family – our ships were named by Her Majesty The Queen or by her apparent successor, HRH The Duchess of Cornwall. It follows then that our passengers are likely to have an above average interest in the pageantry of a Royal wedding. We intend to cater for that and ensure they do not miss one minute.” “Royal weddings don’t happen that often and with our impeccable Royal connections we intend to ensure that our red ensign ships lead the British merchant marine in marking this momentous day”. At the time “QUEEN ELIZABETH” will be at sea heading for Southampton, and “QUEEN VICTORIA” will be at sea in the Mediterranean. The day will also be one of celebration on all ships, with that evening’s dinner featuring a commemorative menu and a champagne toast.

Keppel and Nakilat Cut Ribbon on Huge Shipyard in Qatar - Nov 2, 2010

Nakilat-Keppel Offshore & Marine (N-KOM), Qatar's premier offshore and marine facility jointly developed by Keppel Offshore & Marine Limited (Keppel O&M) and Qatar Gas Transport Company Ltd (Nakilat), was launched yesterday by the Emir of Qatar, His Highness Sheikh Hamad bin Khalifa Al Thani, and Singapore's Minister for Trade and Industry, Mr Lim Hng Kiang. On this occasion, N-KOM strengthened its credentials to be a leading shipyard in the Middle East with the signing of a three year fleet servicing agreement with Shell International Trading and Shipping Company Limited (STASCo) for ship repair services. N-KOM further signed a memorandum of understanding with Gulf Drilling International (QSC) and also entered into letters of intent with, Idemitsu Tanker, Mitsui O.S.K. Lines, NYK Line, Kawasaki Kisen Kaisha ("K" Line), Iino Kaiun Kaisha (Iino Lines) and Marine Contracting Association (MARCAS) to provide shipyard and drydocking services for their vessels. Mr Choo Chiau Beng, CEO of Keppel Corporation and Chairman of Keppel O&M said, "When we embarked on this landmark collaboration with Nakilat in 2007, we had envisioned that it would be a best-in-class shipyard, and the preferred partner for marine and offshore solutions in the region.

Eike Batista Firm to Build Shipyard in South East Brazil - Nov 22, 2010

A subsidiary of Brazilian billionaire Eike Batista’s mining, energy and engineering conglomerate has announced plans to build a shipyard at an industrial complex in the southeastern city of Sao Joao da Barra. The shipyard will have a 2,400-meter (7,850-foot) wharf and cover an area 70 percent larger than the original project design had specified, Offshore Services X said in a statement sent November 23, 2010 to Brazil’s securities and exchange commission.

The company had initially planned to install the shipyard in the southern Brazilian state of Santa Catarina before deciding on the Acu industrial complex in Rio de Janeiro state.

According to the company’s business plan, the shipyard will have initial steel processing capacity of 180,000 tons annually, to be subsequently expanded to 460,000 tons. A total of $1.7 billion will be allocated for construction of the shipyard, according to the company’s initial plans, although it did not confirm that amount . South Korea’s Hyundai, which has a 10 percent stake in OSX, will participate in the project.

USC gets a 50% stake in Aker’s Shipyard - Nov 25, 2010

State-owned United Shipbuilding Corporation (USC, Russia) has acquired a 50-percent stake in Aker Helsinki Shipyard oy (Helsinki, Finland), PortNews reports citing a source in the Aker Group.

USC closed the deal recently, and at the time of the transaction the Aker’s shipbuilding asset cost 300 million euros. The shipyard is capable of building ships of ice class of any complexity, including the powerful icebreakers. The source declined to unveil the price USC paid for the stake in Finnish shipyard.

As USC said the deal is aimed at meeting the needs of primarily Sovcomflot, as well as other Russian shipping companies that plan to place orders for the construction of high-tech ice-class vessels.

A spokesman to Aker Group added that under the deal with USC, the Russian Corp. is receiving soon a 20.4% stake in the design office Aker Arctic Technology Inc. The design institute has a unique experimental basin, where ice-class vessels are passing tests.

India may relax Rules for local Shipbuilders - Nov 25, 2010

The shipping ministry proposes to check Chinese shipbuilders from grabbing orders from Indian shipowners by relaxing eligibility rules and granting purchase price preference for local shipyards to undertake contracts. “We are trying to create a level playing field for Indian shipyards,” said a shipping ministry official. “Recently, a lot of Indian shipbuilding orders have gone to Chinese yards mainly due to tight eligibility requirements and lack of prior shipbuilding experience of many new yards.” The official requested anonymity because the plan is yet to be cleared by cabinet. A ministry note outlines the manner in which eligibility norms can be relaxed for Indian yards, including purchase price preference, he added. In September, state-run Shipping Corp. of India Ltd (SCI) signed a contract with Jiangsu Eastern Heavy Industries Co. Ltd for buying four dry bulk carriers worth $33.3 million (151.51 crore) each. In October, SCI’s board cleared a plan to buy four oil supertankers, each with a capacity to carry as much as 318,000 tonnes of crude oil, from Jiangsu Rongsheng Heavy Industries Group Co. Ltd, one of China’s largest private shipbuilders, for $104.95 million each. The average age of the Indian shipping fleet is 17.5 years. Many of the ships have to be dismantled over the next five years after completing their economic life in line with global regulations.

USS GEORGE WASHINGTON EN ROUTE TO KOREA US Forces Korea say she is going to take part in pre-planned exercise.

“USS George Washington”(built 1992) by Newport News Shipbuilding is an American nuclear-powered supercarrier, the sixth ship in the Nimitz class and the fourth United States Navy

ship to be named after George Washington, first President of the United States.

The “USS GEORGE WASHINGTON” carrier strike group will join Republic of Korea naval forces in the waters west of the Korean peninsula from November 28th to December 1st, US Forces Korea has announced. In a statement the exercise was described as 'defensive in nature'. While planned well before yesterday’s unprovoked artillery attack on Yeonpyeong Island, the statement said it demonstrates the strength of the ROK-U.S. Alliance and their commitment to regional stability through deterrence. U.S. Navy ships scheduled to participate include the “USS GEORGE WASHINGTON” (CVN 73) with an embarked carrier air wing (CVW 5), “USS COWPENS” (CG 62), USS Shiloh (CG 67), “USS STETHEM” (DDG 63), “USS FITZGERALD” (DDG 62). The statement concluded with: "U.S. and allied operations are built on an already strong foundation of cooperation and this exercise is intended to further enhance interoperability. The U.S. and ROK forces will conduct air defense and surface warfare readiness training.” "The U.S. Navy routinely operates in the waters off the Korean peninsula and has conducted numerous operations and exercises in this area. In October 2009 the George Washington strike group conducted similar operations in the international waters west of the Korean peninsula. U.S. aircraft carriers frequently visit the Korean peninsula and conduct port visits in Busan; such as “USS GEORGE WASHINGTON” in 2010, “USS JOHN C. STENNIS” in March 2009, “USS RONALD REAGAN”, “USS NIMITZ”, and “USS GEORGE WASHINGTON” in 2008. "

DIGITAL WELDING BOOSTS SHIPBUILDING In a move to cut costs and raise productivity, Hyundai Heavy Industries is expected to become the first shipbuilder in the world to adopt digital welding processes in shipbuilding.

Korea’s leading shipbuilder HHI said that the digital welding will gradually be applied starting next year.

By 2015 all welding process will be digitalized. The company said the digital welding process will improve productivity by 20 percent, reducing 1 million manpower hours on welding every year. The manpower savings would result in the building of five additional 300,000-ton very large crude carriers. The company said this would also result in cost savings of more than 100 billion won. The digital welding process standardizes the quality of the welding instead of depending on the individual skills of welders. Information about voltage and electric currents involved in the welding process appears on a LCD display. “With the digital welding system, anyone can become a skilled expert whatever their past skill and experience,” said Kim Hyun-cheol at Hyundai Heavy Industries. “This is an innovative technology that will change shipbuilding,” he added.

Dookeran to private sector: Get your act together

"The time has come for the public's private sector to get their act together and to get a private sector investment programme that will supplement and complement the public sector investment programme to ensure that this country collectively moves forward in a new momentum in 2011," said Minister of Finance Honourable Winston Dookeran, MP.

Minister Dookeran said the Finance Ministry has projected a two per cent growth in the Trinidad and Tobago economy by mid-2011, which was concurred by the International Monetary Fund in their consultations with his Ministry two weeks ago.
