Greetings Fellow Bears,
It is hard to believe that spring has sprung. I hope each of you had a great winter and are looking forward to the changes that the new season will surely bring. The Board of Direc-tors has been diligently working to find new ways to support the program. In addition to the numerous academic opportunities that we are available to make available to the current class, this year we worked with Balfour® to develop a class ring that is specific and unique to our program. The ring features the standard Baylor top. One side of the ring is the Army-Baylor Program design with your graduating year. The second side is customizable based on the Department (Army, Navy, Air Force, Coast Guard, Veterans Affairs, or Civilian). Bal-four is putting the final designs together, and we expect the ring to be available for ordering before the 2018 Class completes its didactic phase.
As we get closer to 2017 ACHE Congress, I want to remind everyone attending the Congress that our Annual ABN Reception has moved to Wednesday this year. This change was deliberate in order to deconflict the event with Joint Federal Sector Dinner. As a result of moving the event to Wednesday, 29 March, it will not be listed by ACHE in the official events list. This year’s reception is at McCormick & Schmick’s at 1800hrs. If you plan on attending, we ask that we register soonest in order to assist us with establishing a preliminary head count. The link is below.

Army-Baylor Alumni Board
Over the past year, the Army-Baylor Alumni Board of Directors have been working improve our Network and provide more value to our members. We’ve made quite a bit of progress, but there is plenty of work to do, and we need your help! One of the hurdles our Network faces annually is board high turnover, short tenure, and the re-volving nature of volunteer roles and responsibilities. The alumni associations of our peer programs have already addressed these issues and adopted a board structure and bylaws that facilitates continuity and provides more opportunity for involvement by the members. We are asking for your approval to change the structure and ten-ure of our volunteer positions in order to provide more consistent, enduring, and more effective influence. Every association member is com-mitted to strengthening our community, and you can help by voting. Vote today:

Greetings, Bears! I’m happy to share a number of highlights from your Army-
Baylor Program. It’s been another successful and productive Fall and Winter sea-
son for our faculty and students. I lead with exciting program news, then follow
with goings on from our students and faculty.
Program News
Army-Baylor Program Continues ACHE Higher Education Network Award Winning Streak.
The Army-Baylor Program continued its streak of winning the ACHE Higher Edu-cation Network Award. The program has won 9 of the 10 years the award has been in existence. This national award recognizes the graduate program with the highest level of ACHE engagement. The press release can be found at:

Army-Baylor Program Student Wins 2nd
Place in ACHE Richard J. Stull Student Essay Competition.
MAJ(P) Joe Yancey won 2nd
place in the graduate division in the ACHE Richard J. Stull Student Essay Competition for his paper titled, “Can Planning Ahead SaveHealth Care Costs at the End of Life?” MAJ(P) Yancey will present his paper atthis year’s ACHE Congress along with the other finalists. His paper is available forreview on the Army-Baylor website under the news section
(http://www.baylor.edu/graduate/mha/news.php).
Both the Higher Education Network and Richard J. Stull Student Essay Competi-
tion awards will be presented on Wednesday, March 29, 2017, at the Leon I.
Gintzig Commemorative Lecture and Luncheon during ACHE's 60th Congress on
Healthcare Leadership in Chicago.
Assistant Secretary of the Army Approval for Department of the Army Civilians.
On 8 Nov 2016, U.S. Army Medical Command gained formal approval from the Office of the Assistant Secretary of the Army Manpower and Reserve Affairs to place MEDCOM civilian employees back into the Army-Baylor Program. Civilian placement into the pro-gram was placed on hold for several years pending this formal approval. Interested civil-ians will apply through the Civilian Long Term Education program managed through MEDCOM G-3/7. Please direct interested civilian applicants to Mr. Raymond Mendoza in MEDCOM G3/7. Executive Clinical Leadership Track Update.
The first two Executive Clinical Leadership track students graduated from the Army-Baylor
Program in August 2016: COL Bonnie Hartstein (Medical Corps) and MAJ Matthew Krull
(Medical Service Corps, 67E). There are three students in the Executive Clinical Leader-
ship track in this year’s class: LTC Thomas Ellwood (Medical Corps), LTC Abraham Suhr
(Medical Corps), and LTC Lori Whitney (Nurse Corps).
High Reliability Healthcare Course.
From 12-16 Sep 2016, the Army-Baylor Program led by LTC Don Sexton hosted the High
Reliability Healthcare Course. 44 Quality Managers from across the AMEDD along with 18
representatives from DHA, Air Force, and AMEDDC&S participated in the course held at
the Gateway Club on Lackland Air Force Base. The course focused on competency de-
velopment in the areas of high reliability, quality management and performance improve-
ment, and patient safety.

Preceptor and Faculty Awards. COL Daniel G. Bonnichsen,
MEDDAC Commander, Fort Meade, was awarded this year’s Army-Baylor Dean Toland
Preceptor of the Year. COL Bonnichsen served as the Preceptor for MAJ Philip Durando
and CPT Charles Wyatt, Army-Baylor MHA/MBA residents assigned to Tripler Army Medi-
cal Center, during 2015-2016. The Administrative Residency represents one-half of the Ar-
my-Baylor experience and is critical for the development of executive competencies. We
are grateful to COL Bonnichsen for his efforts to create an optimal learning environment for
CPT Seungho Kang was the Class of 2016’s Boone Powell Award winner. CPT Kang
completed his administrative residency at the Johns Hopkins Hospital in Baltimore, Maryland.
CPT Kang’s portfolio projects included: (1) Risk Management Process Framework for Nobilant,
LLC, (2) An AHP-Based Approach to Data Warehouse Vendor Selection, (3) Strategic Affilia-
tion Opportunities with Four Pennsylvania Based Regional Hospitals for Pediatric Services,
and (4) Business Case Analysis on Ground Ambulance Services.
LTC John Thomas was the recipient of the Richard Harder Best Practice Award. LTC
Thomas completed his administrative residency at the UCLA Medical Center in Los Angeles,
CA. LTC Thomas’ best practice was titled, “UCLA Health’s Lift Team Safe Patient Handling in
the Ambulatory Care Environment.”

Students Hear from Medical Director of Louisville VA Medical Center. On 27 Jan 2017,
Mr. Martin Traxler spoke to students from the Class of 2018 and faculty about the Veterans
Affairs Medical System and the Louisville VA Medical Center. Afterwards, selected students
and faculty had the opportunity for a more intimate question and answer session over lunch
with Mr. Traxler – an opportunity that was generously paid for by the Alumni Network.

Students Participate in South Texas Chapter
ACHE/HFMA Healthcare Landscape.
Students from the Class of 2018 participated in the 2017 South Texas ACHE/HFMA
Healthcare Landscape. The theme of this year’s conference was “The Challenge of Change.”
During this day-long continuing education event, students heard from guest speakers such as
VADM Raquel Bono, Director, Vice Admiral, DoD/Defense Health Agency and Mary Mirabelli,
FHFMA, VP Global Practice Healthcare, Hewlett Packard Enterprise, 2016-2017 Chair, HFMA,
as well as Valerie Powell-Stafford, FACHE, CEO, Englewood Hospital, FL. Student attendance
at Landscape is made possible by generous funding from the Army-Baylor Alumni Network.

Farewell Dr. Mangelsdorff and MAJ Vickee Wolcott
Faculty members and alumni gathered on Friday, 30 Sep 2016 at the Flying Saucer to bid Dr.
David Mangelsdorff farewell after 43 years of service to the Army-Baylor Program (22
years as full-time faculty). Dr. Mangelsdorff leaves behind a rich legacy of teaching, scholar-
ship, and research and will be greatly missed. We fully expect to see Dr. Mangelsdorff from
time to time at Aabel Hall in his Professor Emeritus status. TGIF, Dr. Mangelsdorff!
Faculty members gathered on 5 Oct 2016 at Stonewerks Grill to bid farewell to MAJ Vickee
Wolcott after 13 years of military services. During her time in the program, MAJ Wolcott
taught courses in Health Management of Info Systems and Research Methods. She published
2 papers from collaborations with Stanford University – 1 in the New England Journal of Medi-
cine. She coordinated the first-ever faculty development workshop with Baylor University’s
Academy for Teaching and Learning. She also worked with WAMC and BAMC to plan a data
center to enable health services research and analytics for the MHS.

that I believe the Army-
Baylor Program has the

the Nation. Though I
haven’t formally tested
this claim, our list of sites
includes the top five med-
ical centers in the U.S.
according to U.S. News
and World Report rank-
ings. One other support-
ing fact is the quality of
our preceptors like the
CEO of Scripps Health,
Mr. Chris Van Gorder.
In August, Modern Healthcare announced 2016’s 100 Most Influential People in Healthcare and included Mr. Van Gorder. This year, Mr. Van Gorder serves as a preceptor to one of our Army-Baylor MHA/MBA students, LTC Peter Huynh, who is currently completing his Adminis-trative Residency at Scripps Health. Last year, Mr. Van Gorder served as preceptor for MAJ Ina Lee. Additionally, several CEOs on the list are key leaders in organizations where our students are conducting their residency to include Kaiser Permanente, Cleveland Clinic, and Mayo Clinic. Our Administrative Residency Preceptors are key partners in developing high-ly competent healthcare executives for the MHS. COL Tanya Peacock was selected as the interim Vice Provost for the Directorate of
Training and Academic Affairs, US Army Medical Department Center and School (formerly
known as the Dean, AMEDDC&S). While serving as the interim Vice Provost, COL Peacock
will remain as an associate professor in the Army-Baylor program, continuing to teach courses
in International Business and International Business Case Competition.
Congratulations to LTC Don Sexton who was a primary selectee for the Deputy Commander
for Administration panel! LTC Sexton will be departing the faculty in summer 2017 but plans on
continuing his research on high reliability organizations in his next duty assignment.
Congratulations to both MAJ Kimberly Decker and MAJ Teresa Hinnerichs who were selected
for doctoral studies in the 2017 Long Term Health & Education Training board! These officers
will begin PhD programs in the fall of 2017 with follow-on assignments as faculty in the Army-
Baylor program.

Rene Pryor celebrated 35 years of federal ser-
vice! Dr. Karin Zucker celebrated 40 years of fed-

F inally, I will be transitioning from military service this fall and taking initially a
faculty, then program director position at the University of Incarnate Word Master
in Health Administration program. This move will allow my wife Emme and I and
our three girls to remain in San Antonio. I hope to stay connected with the program
through research and the Alumni Network. It has been an absolute honor and privilege to
serve as Army-Baylor program director for these past three years. Stay tuned for the an-
nouncement of the 27th Army-Baylor program director! Looking ahead, your Army-Baylor
program will be in good hands!
