Our next General Assembly in Prague will be organised incollaboration with Hestia National Volunteer Centre

Metropolitan University of Prague under the auspices of theMayor of Prague.
The conference will focus on employee volunteering and collaboration between volunteerorganisations and companies: Is successful collaboration between companies and volunteerorganisations a mission impossible? What is in it for both sides to collaborate? The conferenceis held within the period of the Czech Presidency of the EU and it will be a joined meeting withIAVE

V::I::P - Promotion of Local and International Youth Volunteering forPeace Building and Conflict Resolution in Europe report is now published
The final seminar report of the CEV European project V::I::P is now availableon the CEV website. The report presents good practices workshops on localyouth volunteering projects for conflict resolution and peace building in theBalkan region as well as in Finland, Turkey, Northern Ireland and theNetherlands. Moreover, it discusses the role of donors and governments instimulating the potential of volunteering, and showcases the diversecontributions of volunteering to the peace building and conflict resolutionprocess.To download the report from the CEV website click here

European Year of Volunteering 2011 Czech Presidency declaressupport, CEV members action needed
Markus Held, CEV director, and Olga Sozansk, member of the CEV Board of Directors, havemet in the beginning of January representatives of the Czech Presidency of the EU in Prague.Following this meeting, the Czech ministers Ondrej Liska (education) and Vaclav Jehlicka(culture) presented the Czech Presidency priorities for these fields on 19 January to the
European Parliament. We were delighted to see that Minister Liska mentioned volunteering andactive citizenship as priorities for the Czech Presidency term until June 2009 and in particular adecision on the European Year 2011. He stated that we should work here and now with theCommission to drive this matter forward. He also announced that the Czech Presidency willorganise a special event on volunteering on 12 and 13 March 2009 in Prague, focusingespecially on the recognition of skills and competences of volunteers.
While this is a good step forward, the action of CEV members is still needed as there isno official decision on the Year 2011.
1) We need more pressure from national governments following the example of theCzech, Belgian, German, French and Polish ministries. Especially the support of theincoming EU Presidencies of Sweden, Spain, and Hungary will be very valuable to

move the debate forward. CEV has prepared model letters for you to address yourgovernments and seek support. Letters of your ministers to Figel and Barroso arepowerful tools to make them move.
2) There are voices in the Commission who do not seem to be very convinced thatvolunteering is not replacing jobs. We are, thus, currently collecting information onresearch in Europe that proves that unemployed people have (re)gained work
through volunteering and that the voluntary sector in general created jobs ratherthan substitutes them. We will send a separate call for this to CEV members, butplease do not hesitate to send us digests of pieces of research that you have onthis area notably in this time of a looming economic crisis these arguments willreinforce our case.
Volunteering in Europe: Facts and Figures Report on Slovakia ispublished
CEV has published the Facts and Figures report on volunteering in Slovakia. This countryreport was written by CEV intern Katarna Nikodemov, and highlights the main characteristics
as well as specificities of the volunteering landscape and the third sector in Slovakia. It providesbasic information regarding the definition, statistics and the profile of volunteers, it describesthe reasons behind these figures from three different perspectives historical, infrastructuraland socio-political and, finally, draws conclusions and proposes several recommendations forthe future development of volunteering in Slovakia. CEV stakeholder in European Commission seminar on volunteering ofolder persons and the role of public policies, Brussels, 11 March 2009:Places available
The European Commission DG Employment and Social Affairs organises in cooperation withAGE6
the European Older Peoples Platform a first seminar 2009 in order to prepare thedecision of the EC on a possible European Year 2012 on active ageing and intergenerationalsolidarity. The 120-150 participants of the seminar are members of the European expert groupon demography, and they will debate the role of EU policies in promoting volunteering as a toolfor active ageing and intergenerational dialogue. CEV is considered a stakeholder in thisdebate and will participate. We have been offered a limited number of places for CEVmembers experts in the field of volunteering of older people to participate at the conference.For further information please contact CEV at [email protected] as soon as possible as the placeswill be allocated on a first come first served basis.
Work of CEV members successful: ILO adopts Guidelines for MeasuringVolunteering
During the 18th International Conference of Labour Statisticians in Geneva, Switzerland thattook place December 2008, the decision to adopt guidelines for measuring the work ofvolunteers using labour force and other household surveys was taken. The International LabourOrganisation (ILO) and the Johns Hopkins Centre for Civil Society Studies will continue thework towards the drafting and publication of the Manual on the Measurement of VolunteerWork, which will notably suggest an international definition of volunteer work and offerguidelines for countries to use in measuring such work.
CEV members have been very active in advocating vis--vis the national Labour statisticiansfor the adoption of the guidelines that will allow the measurement of volunteering.

Volunteering plays its part in European economic and social development- CEV contribution to the European Citizens Consultations: Please
debate & vote
As announced in the previous edition of the CEV news, the European Citizens Consultations9
is a joint initiative of the European Commission and a consortium of more than 40 Europeanorganisations, and it consists of online debates focusing on the economic and social future ofthe Europe. EU citizens are invited to give an input to policy makers on this topic. Bearing thisin mind, CEV has made a proposal to the forum calling upon the EU institutions to recognisethe role that volunteering plays in European economic and social development, by concretelydemanding the announcement of the European Year of Volunteering 2011.

New CEV member in the Netherlands: Association of Dutch VoluntaryEffort Organisations (NOV)
The Association of Dutch Voluntary Effort Organisations (theNOV11 Association) became a CEV full member organisationduring the last quarter of 2008. NOV represents 350organisations in the Netherlands, which work with or forvolunteers. The NOV Association is unique in that it is the only organisation in the Netherlandsgeared to strengthening the voluntary effort as such. Its member organisations can be dividedinto two categories: organisations that perform voluntary efforts and organisations that therebyperform a supporting or coordinating role.
NOV has three core tasks: (1) to serve the interests of the voluntary effort sector: the NOVAssociation is the spokesperson and lobbyist of the Dutch voluntary effort, and as such adiscussion partner of politicians, government officials and other policy-influencing parties. TheNOV Association provides both solicited and unsolicited advice; (2) to act as an intermediary for

its members: the NOV Association stimulates networks and offers member organisations thepossibility to meet as a group, and to exchange knowledge and experiences and to developcollaborative projects; (3) to provide a major stimulus to the voluntary effort: the NOVAssociation works towards more public recognition of the voluntary effort, but it also lends itsname to a variety of innovative initiatives in this area. CEV members met to discuss about the EYV2011 & VolunteeringResearch in Italy
On 28th
November 2008, the Volunteer Support Centre ofGenoa (CELIVO), with the collaboration of the ItalianFederation of Volunteer Support Centres (CSVnet) and CEV
organised a round table Volunteers, European Citizens - Looking towards 2011 EuropeanYear of Volunteering. The event took place in Genoa, Italy.
This event served to explore the issue of volunteerism as a tool for a moreinclusive society and for an active European citizenship; and to bring together
local authorities, local and national voluntary associations as well asrepresentatives of many CEV members around the completion of thepublication of Volunteering across Europe research. This research is afollow-up of the research on volunteering started by SPES in 2005, which has
been analysing different aspects of the voluntary sectors in all the 27 EU Member Sates. Theresearch on volunteering across Europe has seen more than 18 CEV members involved in thewhole research work. The process is still on going and the last part of the research onvolunteering in 17 EU member states will be published during 2009.
MOVISIE developed a new Validation of Prior Learning method
MOVISIE has developed together with the volunteering sector in the Netherlands
a method, which helps to identify specific experiences of a volunteer andvalidates competences based on this experience. The VPL method (Validation ofPrior Learning) uses the concept of competences. A competence is the ability to
act, to do something. A competence combines knowledge, aspects of attitude, and skills.
The method makes use of four instruments: 1) A portfolio for the volunteer; 2) A manual for thefacilitator in guiding volunteers through the VPL procedure; 3) A manual for assessor how todetermine evidence for competences that volunteers have identified; and 4) A manual for theorganisation in how to implement VPL.
Implementing VPL for volunteers has a lot of positive outcomes. Volunteers gain more selfesteem and are more motivated to do their voluntary work. Organisations get more motivatedvolunteers and can better keep them. Besides, they have concrete instruments to develop
(further) their voluntary policies and provide career perspectives for volunteers. Moreinformation on VPL, the four instruments and VPL training possibilities are to be found on theMOVISIE website

MOVISIE has taken the lead in a Contact Making Seminar on theGrundtvig Initiative on Volunteering in Europe for SeniorsIn early December 2008 representatives of volunteer and elderly organisations, educationalinstitutes and governments from Belgium, Germany, United Kingdom and the Netherlandsgathered at a contact seminar organised by MOVISIE in Maastricht (NL) to discuss theGrundtvig Initiative on Volunteering in Europe for Seniors (GIVE) on the exchange of seniorvolunteers.

After consulting SPES, MOVISIE has suggested that for a successful GIVE initiative,motivational factors and characteristics of senior volunteer should not conflict with and beaccounted for in the objectives and operation of the project. Moreover issues like liability,insurance, language should be dealt with in a professional manner and the volunteerorganisations must take care of more matters than when implementing regular volunteeringactivities (e.g. social aspects and housing). MOVISIE considers the programme a very goodinitiative of the EU. The exchanges can be very rewarding for organisations and give the

Official launch of the European Year of Creativity and Innovation
2009 is the European Year of Creativity and Innovation (EYCI). The EYCI wasofficially launched in Prague on 7
thJanuary in an event attended, among other
top representatives of the EU and Czech government, by the EuropeanCommissioner for Education, Training, Culture and Youth, Jn Figel.
The ceremony was followed by a conference at which the ambassadors of the year presented areport of creativity and innovation in the EU. Their main message was that investment ineducation and skills should be a priority for the EU. To read more about this event, click here

Each year the European Commission defines its priorities and adopts an annual workprogramme. The programme for 2009 takes into consideration the current financial crisis andcalls for solidarity among member states. Statistical Report on the Situation of Young Europeans to be published in2009
It is essential for the European Union to empower young people, develop their skills and allowthem to act an active role in societies. Eurostat intends to publish a statistical book Youth inthe European Union in early 2009. An insight on a number of aspects that the publication willdeal with can be found in an already published leaflet. European Capitals of Culture 2009: Vilnius and Linz
The European Capital of Culture is a European Union initiative, launched in 1985 (Athens wasthe first European capital of culture) that gives the opportunity to showcase the Europeanculture and heritage, as well as its diversity.

As already mentioned in CEV activities section, CEV currently hosts a EVS (EuropeanVoluntary Service) volunteer in our office. Georgios is staying with us until the beginning of July2009. As from September 2009, CEV secretariat would like to engage another EVS volunteer inour work. We believe this is an excellent opportunity to further engage with young volunteerscoming from CEV member organisations active at local level. This opportunity would give thevolunteer a chance to gain insight into European affairs related to volunteering and youth andfor CEV and its members, it is a great chance to reinforce exchange of experience andknowledge.
Thus, we would like to propose to already accredited CEV members: (1) to put forward theapplication of a young and motivated person who would like to develop his/her skills during a 6months experience at CEV secretariat; (2) to be the sending organisation for the EVS project.Based on volunteers profile and upcoming CEV projects, CEV secretariat will write incooperation with the sending organisation the application. If you collaborate with a volunteerkeen on exchanging knowledge from the local to the European level, to learn more about EUpolicy development, and willing to work in a European NGO, please send us the applicationsnot later than 1

The Employee Volunteering Committee of UNV is doing a research in order to draft its ownEmployee Volunteering Scheme. To ensure effectiveness of such scheme UNV conducts a
research to pick up the best practices in this field. The areas where UNV needs yourassistance in terms of information are:
What are the exact modalities of the schemes that are being implemented by yourorganisation?
How many people have effectively used the schemes?
What are the limits imposed to ensure that staff actually use the time for the intendedpurpose?
What are (if there are any) lessons learned?

The Social Platform considers that theFrench presidency performed fairly well on social issues - progress was made in several keyareas, e.g. fight against discrimination and the integration of people excluded from the labourmarket, however its action was insufficient to refocus Europe on social rights.
