Dear Reader,
Anybody who has not been able to attend the series of events surrounding the 60th General Assembly of the CIC has missed unforgettable moments of cultural and intellectual highlights paired with unprecedented hospitality in Prague, Bratislava and Budapest. Let me once again thank our friends in the Czech Republic, Slovakia and Hungary, our sponsors, among them Zwack Unicum, Toyota Hungary and Rauch as well of course as our Headquarters staff in Budakeszi for having organized such a commendable and high-level General Assembly. It will not be an easy task for Milan to follow up with the hosting of the 61st CIC General Assembly next year, from the 23th – 26th April 2014. Youth and of course infi nite youth will be at the center of attention during next year’s General Assembly and you should reserve the dates already now.
Our Headquarters is growing in size and importance. The Hungarian Government has doubled the size of our offi ce and is providing the entire space free-of-charge to the CIC for an unlimited period of time as was already the case once at the end of the 90s, for a period of 6 years. Read also the short accounts on the visits of a high-ranking delegation from China and the Director of the Paris hunting and nature museum.
Internationally, we have made enormous headway: the Collaborative Partnership on Wildlife (CPW), 2 years ago still just a splendid idea, is today a sparkling reality, with the CIC as deputy chair among 11 other global organizations, united at one single table to conserve wildlife.

Liebe Leser,
Jeder, der an der Reihe von Veranstaltungen, die im Rahmen der 60. CIC Generalversammlung stattgefunden haben, nicht teilnehmen konnte, hat unvergessliche Momente kultureller und intellektueller Höhepunkte verpasst. Die Teilnehmer wurden mit beispielloser Gastfreundschaft in Prag, Bratislava und Budapest empfangen. Hiermit möchte ich noch einmal unseren Freunden in der Tschechischen Republik, in der Slowakei und in Ungarn danken, aber auch unseren Sponsoren, darunter Zwack Unicum, Toyota Hungary und Rauch, sowie natürlich den Mitarbeitern unserer Zentrale in Budakeszi, dass sie so eine lobenswerte und hochrangige Generalversammlung organisiert haben. Es wird für die italienische Delegation keine leichte Aufgabe sein, mit der Organisation der 61. CIC Generalversammlung, die vom 24. – 26. April 2014 in Mailand stattfi nden wird, das hohe Niveau zu erhalten. Die Jugend und natürlich die unendliche Jugend werden im Fokus der Aufmerksamkeit der kommenden Generalversammlung stehen. Sie sollten sich jetzt schon die Daten reservieren.
Unsere Zentrale wächst an Kapazität und Bedeutung. Die ungarische Regierung hat die Bürofl äche verdoppelt und stellt dem CIC die gesamte Räumlichkeiten kostenlos für einen unbegrenzten Zeitraum zur Verfügung, wie das schon Ende der ‘90er Jahre der Fall war; damals allerdings nur für begrenzte 6 Jahre. Lesen Sie auch die kurzen Berichte über die Besuche der hochrangigen chinesischen Delegation und des Direktors des Pariser Jagd und Naturkundemuseums.
Auf internationaler Ebene verzeichnen wir einen großen Fortschritt: die Kooperationspartnerschaft für nachhaltige Wildtierbewirtschaftung (CPW), welche vor 2 Jahren noch eine tolle Idee war, ist heute Realität. Zusammen mit 11 anderen, globalen Organisationen sind wir vereint an einem Tisch um Wildtiere zu erhalten und haben dabei den Stellvertretenden Vorsitz.

Toute personne n’ayant pas pu assister à la série d’événements de la 60ème Assemblée générale du CIC a raté des moments culturels et intellectuels inoubliables et une hospitalité sans précédent à Prague, Bratislava et Budapest. Permettez-moi de remercier, une fois de plus, nos amis de la République tchèque, de la Slovaquie et de la Hongrie, nos sponsors, parmi lesquels Zwack Unicum, Toyota Hongrie et Rauch, ainsi bien sûr que notre personnel de la Direction générale à Budakeszi pour avoir organisé une Assemblée générale si remarquable et d’un tel haut niveau. Ce ne sera pas facile à suivre pour Milan dans la tenue de la 61ème Assemblée générale du CIC l’an prochain, du 23 au 26 avril 2014. La jeunesse et bien sûr la jeunesse infi nie seront au centre de l’attention lors de l’Assemblée générale l’année prochaine et vous devriez d’ores et déjà réserver les dates.
Notre Direction générale s’accroît en taille et en importance. Le gouvernement hongrois a doublé la taille des bureaux de notre Direction générale et nous fournit l’espace gratuitement pour une durée illimitée comme c’était déjà le cas pendant une période de 6 ans à la fi n des années 90. Lisez également les récits des visites d’une délégation de haut rang de la Chine et du Directeur du Musée de la chasse et de la nature de Paris.
Sur l’échelle internationale, nous avons fait d’énormes progrès: le Partenariat de collaboration sur la gestion durable de la faune sauvage (CPW), qui n’était qu’une magnifi que idée il ya 2 ans, est aujourd’hui une réalité splendide, qui inclut le CIC comme vice-président parmi 11 autres organisations internationaux, réunis à la même table pour la conservation de la faune sauvage.

Wildlife knows no borders!
FOLLOWING CIC Council meetings
in Prague and Bratislava, the core events
took place in Budapest, Hungary. Th e
highlight in Prague was a Hubertus mass
in the St. Vitus Cathedral celebrating
the 90th anniversary of the Czech Hunting
Association and the Jubilee 60th General
Assembly of the CIC with more than
2000 hunters from all parts of the Czech
Republic, neighbouring countries and
the Council members of the CIC.
In Slovakia, a delegation of the
CIC Council was honoured to be
received by H.E. the President of the
Slovak Republic and the Slovak CIC
Delegation gave an exquisite lunch,
followed by an enlightening musical
performance with a taste of a new
hunting opera.
Th e opening ceremony of the
Budapest programme was held in the
magnifi cent and spectacular Hungarian
Parliament. Th e Opening Ceremony
was honoured by the presence of many
distinguished guests and a series of
prestigious keynote speakers, including
Reinhold Messner, mountaineer,
adventurer and explorer together with
the Namibian John Kenena Kasaona.
Both gave fascinating insights into
the role of humans in nature. In a
world where humans are becoming
increasingly disconnected from nature,
one of the most striking reminders of
the importance of hunting in wildlife
management was the enthusiastically
applauded statement from Jon Hutton,
Executive Director of UNEP-WCMC:
“Hunting is not part of conservation; it
is conservation”. Hunting is a decisive
wildlife conservation tool in today’s
managed environment! H.E. the
Minister of Environment of Namibia,
honourable guest of the assembly
announced that Namibia was in the
process to join the CIC as a State
member.
In his opening speech to the 60th
CIC General Assembly, Deputy Prime-
Minister Dr. Zsolt Semjén welcomed
especially the Czech and Slovak
friends, with whom this jubilee event
was jointly organized. Hungary set out
two main tasks to achieve with regards
to hunting. Firstly, to re-establish the
honour of Hungarian hunting culture,
secondly, to conserve the Hungarian
wildlife populations, to maintain game
both as wild animals and in the wild.
In this regard, Hungary is especially
grateful to the CIC and its international
network, who have supported this
mission through their professional and
human relations.
He thanked participants for
honouring Hungary with their visit,
to celebrate together, and requested
to cooperate further in their eff orts to
conserve wildlife in their wild habitats,
maintain our hunting culture, and to
showcase it to the general public.
Given the motto of the General
Assembly it was most appropriate that
the Division meetings started with
that of the CIC Culture Division.
Th e message from the CIC Culture
Division discussions was clear:
hunting is an intangible part of human
culture! Th e meeting sounded the
beginning of a certainly lengthy, but
hopefully rewarding process towards
the recognition of hunting as a global
cultural heritage.
Interesting new evidence is showing
that the traditional harvesting of strong
trophy males can lead to a degradation
of genetic make-up of populations. Data

e.g. from forest management. Detecting
and understanding trends is essential
for successfully adapting wildlife
management schemes to a changing
environment.
During an interesting session on
trans-boundary cooperation in wildlife
management a need to further develop
the so-called “fl y-way ideology” was
expressed (any conservation action on
migratory birds needs to be validated
for the entire potential fl y-way).
One of today’s greatest conservation
challenges is the return of large
carnivores to the highly fragmented
and urbanised landscapes, especially in
Europe. Th ere was a general consensus
that these magnifi cent animals are
essential elements of a healthy and
balanced ecosystem. Th ough large
carnivores are not migratory species,
their home range and population
size also requires international and
cross-border cooperation, and not
only amongst scientists and hunters,
but especially amongst responsible
politicians. It was highlighted that
whereas Europe is trying to manage
increasing populations, in Africa the
issue is about how to mitigate human-
wildlife confl icts with decreasing
populations. Concerns were raised
about non-range countries trying
to infl uence the policies of range

countries. Participants urged that
locals be empowered to deal with their
large carnivore management issues.
Experience clearly shows that benefi t
sharing of income from sustainable
hunting provides the incentives for local
people to motivate and tolerate possibly
life-threatening large carnivores in their
neighbourhood.
Th e CIC Working Group Young

communications initiative of the CIC
President Bernard Lozé launched at the
59th General Assembly in 2012 in Cape
Town.
Another follow-up from the previous
General Assembly was the presentation
by Metsähallitus (Finnish State Forestry
Enterprise) on the subject of the
economics of hunting on state-owned
lands in Finland. Th is was greeted with
a great deal of interest from participants
and seen as a topic which should be
examined further and highlighted
again at future General Assemblies. Th e
objective of the future could be a CIC
library with data on the economics of
hunting.
Already during the opening of the
General Assembly, the announcement
was made that the CIC wishes to
establish a wildlife management
reference library at its Headquarters in
Budapest, thus contributing one more
building block to a possible future
Global Wildlife Centre of Excellence in
Hungary.
Another groundbreaking event was
a fi rst meeting between the CIC and
the Environmental Crime Programme
of Interpol. Th e meeting resulted in
the agreement to jointly map possible
areas of collaboration between the CIC
and Interpol in order to work towards
a Memorandum of Understanding
between the two organizations. A
further meeting with representatives of
the Food and Agriculture Organisation
of the United Nations (FAO) confi rmed
the intent of both CIC and FAO to
collaborate further, beyond the joint-
work which has already been done.
Strong support was shown for the re-
establishment of an African-Eurasian
Waterbird Agreement (AEWA) working
platform within the CIC. Together
with this revival came a discussion with
renowned experts on issues related to
lead-free ammunition, a topic which is
of great interest to the CIC.
As a further result of the 60th CIC
General Assembly, two important
recommendations were passed by the
CIC. Th e fi rst concerned Age-Based
Lion Hunting, and the second the
Trade in Rhino Horn (see pages 14-19).
Both topics are of high importance for
wildlife conservation internationally
and in line with the sustainable use
principles and scientifi cally based
management of wildlife, which the
CIC advocates.
Th e CIC extends its deep appreciation
to Slovakia, the Czech Republic and
Hungary for being such excellent hosts
to these hugely successful events. Th e
important support, especially of the
Hungarian Government, was essential
in making the 60th General Assembly
a success. Wildlife truly knows no
borders!
Jagd ist Kultur! Wild kennt keine Grenzen!Die 60. Jubiläums-Generalversammlung des Internationalen Rates
zur Erhaltung des Wildes und der Jagd (CIC) fand im Dreiländereck
der Tschechischen Republik, der Slowakei und Ungarns vom 26. – 30.
April 2013 statt. Weltweit angesehene Experten trafen sich, um das
Thema der Wildtierbewirtschaftung zu diskutieren. Es galt das Motto
Die Jagd: Erhaltung der Wildtiere – Schlüssel zum Weltkulturerbe.
Nach Sitzungen des CIC Rates in Prag und Bratislava fanden die
Hauptveranstaltungen in Budapest, Ungarn, statt. Der Höhepunkt in
Prag war die Hubertusmesse in der Kathedrale St. Vitus, wo der 90.
Jahrestag des Tschechischen Jagdverbandes und die 60. Jubiläums-
Generalversammlung des CIC mit mehr als 2.000 Jägern aus allen
Teilen der Tschechischen Republik, der Nachbarländer und der CIC
Ratsmitglieder gefeiert wurde.
In der Slowakei wurde der CIC Rat mit einem Empfang bei Seiner
Exzellenz, dem Präsidenten der Slowakischen Republik geehrt. Die
slowakische CIC-Delegation lud zu einem exquisiten Mittagessen
ein. Anschließend gab es eine begeisternde Musik-Veranstaltung mit
einer „Kostprobe“ der neuen Jagdoper.
Die Eröffnungszeremonie des Programms in Budapest fand in dem
opulenten ungarischen Parlament statt. Die Eröffnungsveranstaltung
wurde durch die Anwesenheit zahlreicher bedeutender Gäste
und eine Reihe berühmter Redner geehrt, darunter Reinhold
Messner, Bergsteiger, Abenteurer und Forscher, der ebenso wie der
Namibianer John Kenena Kasaona faszinierende Einsichten in die
Rolle des Menschen für die Natur lieferte.
In einer Welt, in der Menschen zunehmend von der Natur entfernt
leben, war der Beitrag des Exekutivdirektors des Umweltprogramms
der Vereinten Nationen Jon Hutton mit viel Applaus begrüßt, in dem
er eine der überzeugendsten Mahnungen für die Bedeutung der Jagd
für die Wildtierbewirtschaftung äußerte: „Die Jagd ist nicht Teil des
Naturschutzes – sie ist Naturschutz“. Die Jagd ist in der modernen,
bewirtschafteten Umwelt ein essentielles Mittel für Wildtiererhaltung.
Seine Exzellenz, der Umweltminister von Namibia, Ehrengast der
Generalversammlung, gab bekannt, dass Namibia dabei ist, dem
CIC als Staatsmitglied beizutreten.
In seiner Eröffnungsansprache zu der 60. Generalversammlung des
CIC begrüßte der stellvertretende Premierminister Dr. Zsolt Semjén
besonders die Freunde aus Tschechien und der Slowakei, mit denen
diese Jubiläumsveranstaltung gemeinsam organisiert worden war.
Ungarn hat zwei Hauptaufgaben benannt, welche bezüglich der
Jagd erreicht werden müssen. Erstens die Wiederherstellung der Ehre
der ungarischen Jagdkultur, zweitens der Schutz der ungarischen
Wildtierpopulationen, um Wild als wild lebende Tiere in der freien
Natur zu erhalten. Diesbezüglich ist Ungarn dem CIC und seinem
internationalen Netzwerk besonders dankbar, welcher diese Mission
durch seine professionellen und persönlichen Beziehungen unterstützte.
Er dankte den Teilnehmern dafür, dass sie Ungarn mit ihrem Besuch
ehrten und gemeinsam feiern wollten. Er rief dazu auf, weiter bei ihren
Bemühungen zusammenzuarbeiten, Wildtiere in ihrem natürlichen
Lebensraum zu schützen und dies der Öffentlichkeit auch zu zeigen.
Das Motto der Generalversammlung legte es nahe, dass die
fachlichen Sitzungen mit der CIC-Kulturdivision beginnen sollten. Die
Botschaft der CIC-Kulturdivision war klar: Die Jagd ist ein immaterieller
Bestandteil der menschlichen Kultur! Die Sitzung leitete den Beginn
eines gewiss langwierigen, hoffentlich aber erfolgreichen Prozesses der
Anerkennung der Jagd als eines kulturellen Welterbes ein.
Interessante neue Belege zeigen, dass die herkömmliche Jagd
großer Trophäenträger zu einer Verschlechterung des Erbguts von
Populationen führen kann. Die aus Statistiken der Jagdstrecke
einschließlich von Trophäen gewonnenen Angaben müssen analysiert,
gleichzeitig aber in Beziehung zu anderen Ressourcendaten wie
z.B. dem Waldmanagement gesetzt werden. Das Erkennen und
Verstehen von Trends ist entscheidend für die erfolgreiche Anpassung
von Programmen der Wildtierbewirtschaftung an eine sich
verändernde Umwelt.
Während einer interessanten Sitzung über grenzüberschreitende
Zusammenarbeit im Wildtiermanagement kam die Notwendigkeit
der Weiterentwicklung der sog. „Zugweg-Ideologie“ zum Ausdruck
(alle Erhaltungsmaßnahmen für Zugvögel müssen für den gesamten
möglichen Zugweg validiert werden).
Eine der größten aktuellen Herausforderungen an die
Wildtiererhaltung besteht in der Rückkehr von Großraubtieren in die
stark fragmentierten und urbanisierten Landschaften, insbesondere
in Europa. Es bestand ein allgemeiner Konsens darüber, dass diese
wunderbaren Tiere wesentliche Elemente eines gesunden und
ausbalancierten Ökosystems sind. Wenngleich Großraubtiere keine
wandernden Arten sind, verlangt die Ausdehnung ihres Lebensraums
und die Größe ihrer Populationen doch eine internationale und
grenzüberschreitende Zusammenarbeit, und zwar nicht nur zwischen
Wissenschaftlern und Jägern, sondern insbesondere zwischen den
verantwortlichen Politikern. Es wurde betont, dass in Europa das
Management wachsender Populationen im Vordergrund steht,
während es in Afrika vornehmlich um die Bewältigung von Konfl ikten
zwischen Menschen und Wildtieren bei abnehmenden Populationen
geht. Bedenken wurden geäußert, dass nicht-Verbreitungsstaaten
versuchen, die Politik von Ländern zu beeinfl ussen, in denen diese
Großraubtiere leben. Die Teilnehmer drängten darauf, dass die
örtliche Bevölkerung die Kompetenz erhalten muss, Fragen des
Großraubwild-Managements zu behandeln. Die Erfahrung belegt
eindeutig, dass die Verteilung der Erträge aus nachhaltiger Jagd
Anreize für die örtliche Bevölkerung liefert, die möglicherweise

lebensgefährlichen Großraubtiere in ihrer Nachbarschaft zu dulden.
Die CIC-Arbeitsgruppe Young Opinion stellte die neue
Facebook-Seite des CIC vor. Dies geschah als Reaktion auf die
Kommunikationsinitiative des CIC Präsidenten Bernard Lozé, welche
während der 59. Generalversammlung 2012 in Kapstadt gestartet
wurde.
Ebenfalls aus der vorhergehenden Generalversammlung ging
die Präsentation von Metsähallitus (dem staatlichen fi nnischen
Forstbetrieb) zum Thema Ökonomie der Jagd auf Land in Staatsbesitz
in Finnland hervor. Sie wurde von den Teilnehmern mit viel Interesse
bedacht und als ein Thema betrachtet, welches weiter verfolgt und
auf künftigen Generalversammlungen weiter erörtert wird. Das
Fernziel könnte eine CIC-Bibliothek mit Daten zur wirtschaftlichen
Bedeutung der Jagd sein.
Bereits während der Eröffnung der Generalversammlung wurde
angekündigt, dass der CIC in seiner Zentrale in Budapest eine
Referenzbibliothek zur Wildtierbewirtschaftung einrichten möchte,
welche ein weiterer Baustein eines künftig möglichen Globalen
Exzellenzzentrums für Wildtiere in Ungarn sein kann.
Ein weiteres bahnbrechendes Ereignis war die erste Zusammenkunft
des CIC und des Umweltkriminalitätsprogramms von Interpol. Die
Zusammenkunft führte zu einer Vereinbarung, gemeinsam mögliche
Bereiche der Zusammenarbeit zwischen dem CIC und Interpol
zu benennen, um eine Absichtserklärung zwischen den beiden
Organisationen abzuschließen. Ein weiteres Treffen mit Vertretern
der Ernährungs- und Landwirtschaftsorganisation der Vereinten
Nationen (FAO) unterstrich die Absicht des CIC und der FAO, auch
jenseits der bisherigen gemeinsamen Arbeit zusammen zu arbeiten.
Starke Unterstützung wurde gezeigt für die erneute
Einrichtung einer beim CIC angesiedelten Arbeitsplattform für das
Regionalabkommen zur Erhaltung der afrikanisch-eurasischen
wandernden Wasservögel (AEWA). Zusammen mit dieser
Wiederbelebung kam die Diskussion zwischen angesehenen Experten
über Fragen auf, die in Zusammenhang mit bleifreier Munition
stehen, einem Thema, welches von großem Interesse für den CIC ist.
Als ein weiteres Ergebnis der 60. Generalversammlung des CIC
wurden zwei wichtige Empfehlungen des CIC verabschiedet. Die erste
betraf die altersbasierte Löwenjagd und die zweite den Handel mit
dem Horn des Rhinozeros. Beide Angelegenheiten sind international
von großer Bedeutung für die Wildtiererhaltung. Sie stehen im
Einklang mit Prinzipien der nachhaltigen Nutzung und eines
wissenschaftsbasierten Wildtiermanagements, welche der CIC vertritt.
Der CIC drückt seine tiefe Verbundenheit gegenüber der Slowakei,
der Tschechischen Republik und Ungarn dafür aus, dass diese Länder
exzellente Gastgeber der sehr erfolgreichen Veranstaltungen waren. Die
hilfreiche Unterstützung, die insbesondere von der ungarischen Regierung
zu Teil wurde, war entscheidend dafür, dass die 60. Generalversammlung
ein großer Erfolg wurde. Wild kennt wirklich keine Grenzen!
La Chasse est une culture dans son ensemble !La faune sauvage ne connaît pas de frontières !La 60e Assemblée Générale du Conseil International de la Chasse
et de la Conservation du Gibier (CIC) a été célébrée du 26 au 30
avril 2013, dans le triangle que constituent la République tchèque,
la Slovaquie et la Hongrie. Des experts renommés dans le monde
entier se sont réunis pour discuter sur le thème de la gestion de la
faune sauvage, sous la devise : La Chasse : Conservation de la Faune
sauvage – Un Élément Clé pour l’Héritage Culturel Mondial.
Suivant la réunion du Conseil du CIC à Prague et à Bratislava, les
principaux évènements se sont déroulés à Budapest, Hongrie. À Prague,
le temps fort fut la messe Hubertus qui s’est tenue dans la Cathédrale
St-Vitus pour célébrer le 90e anniversaire de l’Association de Chasse
de la République Tchèque, ainsi que la 60e Assemblée Générale du
CIC, avec plus de 2000 chasseurs provenant de toutes les régions de la
République tchèque et des pays voisins, et les membres du CIC.
En Slovaquie, la délégation du CIC a eu l’honneur d’être reçue par
S.E. le Président de la République Slovaque et la Délégation Slovaque
du CIC a offert un déjeuner exquis, suivi par une performance musicale
très instructive qui sonnait comme un nouvel opéra de la chasse.
La cérémonie d’ouverture du programme de Budapest a eu
lieu dans le magnifi que et spectaculaire Parlement hongrois. Cette
cérémonie a été honorée par la présence de nombreux invités de
marque et par une série d’orateurs de prestige, notamment Reinhold
Messner, alpiniste, aventurier et explorateur, tout comme le namibien
John Kenena Kasaona. Tous deux ont donné un aperçu fascinant du
rôle de l’Homme dans la nature. Dans un monde où les êtres humains
se détachent de plus en plus de la nature, un des rappels les plus
marquants quant à l’importance de la chasse dans la gestion de la
faune sauvage fut la déclaration applaudie avec enthousiasme par
Jon Hutton, Directeur Général du UNEP-WCMC : « La chasse n’est pas
une partie de la conservation ; c’est la conservation » . La chasse est
un instrument décisif pour la conservation de la faune sauvage dans
l’environnement géré de nos jours ! S.E. le Ministre de l’Environnement de
Namibie, l’invité d’honneur de l’assemblée, a annoncé que la Namibie a
entamé le processus de rejoindre le CIC en tant qu’État membre.
Dans son discours d’ouverture de la 60ème Assemblée générale
du CIC, le Vice-Premier Ministre, le Dr. Zsolt Semjén, a accueilli tout
particulièrement nos amis tchèques et slovaques, avec lesquels ce
jubilé a été conjointement organisé. La Hongrie a présenté les deux
missions principales à réaliser, en matière de chasse. En premier lieu,
rétablir l’honneur de la culture de chasse hongroise ; en second lieu,
conserver les populations de faune sauvage hongroises, pour conserver
un gibier sauvage au sein d’une nature elle-même sauvage. A cet
égard, la Hongrie est particulièrement reconnaissante envers le CIC et
à son réseau international, qui ont soutenu cette mission tout au long
de leurs relations tant professionnelles que personnelles.
Il a remercié les participants d’honorer la Hongrie de leur visite,
de célébrer ensemble, et a appelé à davantage de coopéreration
dans les efforts communs visant à conserver la faune sauvage dans
ses habitats sauvages, à sauvegarder notre culture de chasse, et à la
mettre en valeur auprès du grand public.
En égard à la devise de l’Assemblée Générale, il était tout à fait
opportun que le premier meeting fut celui de la Division Culture
du CIC. Le message véhiculé à travers les discussions de la Division
Culture du CIC était clair : la chasse est une partie intangible de la
culture humaine ! Ce meeting a marqué le début d’un processus
certainement très long, mais qu’on espère fructueux en ce qui concerne
la reconnaissance de la chasse en tant qu’héritage culturel mondial.
Les nouveaux éléments de preuve, qui revêtent un grand intérêt,
montrent que la chasse au trophée traditionnelle qui vise les mâles
peut engendrer une dégradation de la constitution génétique des
populations. Les données obtenues par les statistiques de tableaux de
chasse, y compris les trophées, doivent être analysées mais aussi reliées
aux autres données relatives aux ressources comme par exemple la
gestion de la forêt. La détection et la compréhension des tendances
sont essentielles à une adaptation réussie des systèmes de gestion de
la faune sauvage à un environnement en plein changement.
Lors d’une séance intéressante sur la coopération transfrontalière
dans la gestion de la faune sauvage, il a été exprimé une nécessité
de développer davantage ce que l’on appelle « l’idéologie fl y-way»
(toute action de conservation des oiseaux migratoires doit être
validée pour l’ensemble de l’éventuelle voie de migration).
Un des défi s de conservation les plus importants de nos jours
constitue la réapparition des grands carnivores dans les paysages
urbanisés et hautement fragmentés, surtout en Europe. Un consensus
général a eu lieu quant au fait que ces magnifi ques animaux sont
les éléments essentiels d’un écosystème sain et équilibré. Même si
les grands carnivores ne sont pas des espèces migratrices, l’étendue
de leur domaine vital et la taille de leur population requièrent
également une coopération internationale transfrontalière, et ce
non seulement entre les scientifi ques et les chasseurs, mais aussi, et
surtout, entre les responsables politiques. Les participants ont souligné
le fait que tandis que l’Europe s’efforce de gérer l’augmentation
de sa population, l’Afrique est confrontée à la question de savoir
comment apaiser les confl its entre l’homme et la faune sauvage avec
à une population en baisse. Des inquiétudes ont été soulevées au
sujet des pays n’appartenant pas à l’aire de répartition qui tentent
d’infl uencer les politiques des pays y appartenant. Les participants
ont instamment demandé à ce que les populations locales soient
habilitées à gérer leurs problèmes de gestion des grands carnivores.
L’expérience a clairement montré que le partage des bénéfi ces tirés
de la chasse durable fournit les incitations nécessaires pour motiver
les populations locales, et faire tolérer dans leur environnement les
grands carnivores qui représentent une menace pour la vie humaine.
Le Groupe de travail Opinion jeune du CIC a présenté la nouvelle
page Facebook du CIC, en réponse à l’initiative de communication
du Président du CIC Bernard Lozé, lancée à l’occasion de la 59e
Assemblée Générale en 2012 au Cap.
La présentation de Metsähallitus (entreprise d’État fi nlandaise
d’exploitation forestière) au sujet de l’économie de la chasse sur les
terrains appartenant à l’État fi nlandais a également été une réponse
à la dernière Assemblée Générale. Cette présentation a suscité le plus
grand intérêt de la part des participants et a été perçue comme un
thème à approfondir et à mettre une nouvelle fois en exergue lors des
futures Assemblées Générales. Une bibliothèque du CIC recueillant des
données sur l’économie de la chasse pourrait constituer un futur objectif.
Lors de l’ouverture de l’Assemblée Générale déjà, il avait été
annoncé que le CIC souhaitait instaurer une bibliothèque de
référence en ce qui a trait à la gestion de la faune sauvage à son
siège à Budapest, ce qui constituera ainsi une pierre angulaire
supplémentaire pour un éventuel Centre Mondial d’Excellence pour
la Faune Sauvage futur en Hongrie.
Un autre évènement sans précédent fut le premier meeting entre le
CIC et le Programme INTERPOL sur la criminalité de l’environnement,
qui a donné lieu à un accord en matière de répertoriage des
domaines de collaboration possibles entre le CIC et Interpol en vue de
développer à un protocole d’entente entre les deux organisations. Un
autre meeting avec les représentants de l’Organisation des Nations
unies pour l’alimentation et l’agriculture (FAO) a confi rmé l’intention
d’intensifi cation de la collaboration entre le CIC et la FAO, qui ira au-
delà du travail commun déjà effectué.
Un ferme soutien a été manifesté en ce qui concerne la réinstauration
d’une plateforme de travail pour l’Accord sur la conservation des
oiseaux d’eau migrateurs d’Afrique-Eurasie (AEWA) au sein du
CIC. Ce regain d’enthousiasme a également été accompagné d’une
discussion avec des experts de renom sur des thèmes liés aux munitions
exemptes de plomb, un sujet d’un intérêt capital pour le CIC.
Un autre résultat de la 60e Assemblée Générale du CIC fut les deux
résolutions importantes adoptées par le CIC. La première concernait
la Chasse au Lion Basée sur l’âge, et la seconde le Commerce de
Cornes de Rhinocéros. Ces deux thèmes revêtent une importance
fondamentale pour la conservation de la faune sauvage sur le
plan international, en conformité avec les principes de l’exploitation
durable et la gestion de la faune sauvage fondée sur les données
scientifi ques que le CIC préconise.
Le CIC remercie sincèrement la Slovaquie, la République tchèque
et la Hongrie pour leur accueil remarquable lors de ces évènements
qui ont connu un vif succès. Ce soutien important, en particulier
du Gouvernement Hongrois, a été essentiel à la réussite de la 60e
Assemblée Générale. La faune sauvage ne connaît absolument
aucune frontière !

MR. ANDRÁS DEMETER, Advisor
to the Directorate-General for the
Environment, European Commission,
in his address emphasised how in the
fi eld of nature conservation “hunters
and game managers can contribute a lot
fr om their own experience.” Mr. Demeter
spoke of the hunting community as
“a very important stakeholder in the
dialogue about how to attain conservation
objectives.” On the timely subject of
large carnivores he recognised that “it is
no longer the ecological carrying capacity
but rather the social carrying capacity
that needs to be addressed”. He spoke of
the recently launched DG Environment
initiative which seeks to develop a
structured dialogue among the diff erent
stakeholders who have an interest in
large carnivores. Having been involved
right from the start, the CIC has, in
the words of Mr. Demeter, “brought to
the discussions useful experiences fr om
the global discussions on the sustainable
use of wildlife.” He welcomed the
discussions on large carnivores at the
CIC General Assembly as an important
step in advancing the global debate.
Mr. Braulio Ferreira de Souza Dias,
Executive Secretary of the Convention
on Biological Diversity, spoke of some
of the challenges nature is facing today,
including the “unsustainable and
illegal harvesting of wild resources”. Mr.
Dias reminded us “that a signifi cant
proportion of food and medicines is still
being gathered fr om the wild, that people
around the world hunt for their nutrition,
as well as to keep ecosystems in balance
where the top predators are no longer
present”. He praised the CIC for its
role in co-founding the Collaborative
Partnership on Sustainable Wildlife
Management, “a joint eff ort of 12
organisations with a common interest
in the conservation and sustainable
use of wildlife”. Mr. Dias spoke of how
“the work of the CIC and its partners
in the Collaborative Partnership on
Sustainable Wildlife Management can
support countries, decision makers and
resource managers to wisely manage the
valuable natural resources of our planet.”

During the opening ceremony of the General Assembly, the CIC was particularly grateful for the interventions of four distinguished speakers: Mr. András Demeter, Mr. Braulio Ferreira de Souza Dias, Mr. John Kenena Kasaona, and Mr. Reinhold Messner. All four speakers recognised the crucial role which hunters play in the management of wildlife including the duty of hunters to maintain the balance between humans and nature.
Mr. John Kenena Kasaona, Director
of Integrated Rural Development
and Nature Conservation, gave a
fascinating insight into the community
based natural resource management
programmes in Namibia. Th e key
question for Mr. Kasaona was “how
do we benefi t fr om wildlife without
any detrimental eff ects on wildlife
populations and the balance of species
in nature?” His answer for Namibia
was to “use hunting as management
tool to keep the population within
the carrying capacity of the area,
and as a means to keep us in touch
with our environment.” More than a
staggering 25% of total income to the
conservation programme in Namibia
has been generated through the
hunting industry over the years, and it
is growing. Community based natural
resource management programmes
provide “an economic incentive for
people in communal farming areas to
conserve wildlife”. In the words of Mr.
Kasaona, selective hunting contributes
to biodiversity conservation “as long
as we have healthy wildlife populations
[...] backed up by data based on regular
and scientifi c game counts, and as long
as the hunting quota targets older male
animals and specifi c problem animals”.
He was able to confi dently say that in
Namibia “through the sustainable use of
wildlife and through tourism, wildlife is
paying for existence!”
Mr. Reinhold Messner, Italian
mountaineer and explorer, who attended
the General Assembly at the kind
request of his friend Prof. Dr. Franz H.
Rhomberg, gave an enthralling talk on
the power of nature and the concept
of wilderness. Mr. Messner described
wilderness as “a place where humans
cannot enter because it is too dangerous,
too tough.” He spoke of a confl ict
“between wilderness and the cultural
landscape, the landscape which has been
formed by humans.” According to him,
it is “the hunting community which bears
the burden of having to keep the balance
between these two worlds.” His message
was clear: “Nature is creative and
chaotic, more chaotic than the fi nancial
world. We cannot see through it; we
cannot understand all the little facets.
However, we have the possibility and
the responsibility to co-shape it.” Perhaps
the strongest message to humans as
custodians of nature and to hunters in
particular as custodians of wildlife was
that “if we talk about mistakes in relation
to humans and nature, we are the ones
who fail. Nature makes no mistakes.” Th e
speech of Mr. Messner, together with
his pictures of nature, served as a stark
reminder of the duties which hunters
have in helping maintain the balance in
today’s landscape.
Th e words of these four distinguished
speakers served as a clear illustration of
the role of hunting in today’s human
dominated world. Whether it is pure
wilderness or cities and agricultural
landscapes, humans are constantly
interacting with wildlife. Th ese
interactions have many associated socio-
economic and environmental impacts
which the hunting community as a whole
must help mitigate and manage. Th e
European Commission’s large carnivore
initiative, the community based natural
resource management programmes
in Namibia, and importantly the
Collaborative Partnership on Sustainable
Wildlife Management co-founded
by the CIC are all important tools in
furthering wildlife conservation through
its sustainable use. Most importantly, it
is the duty of each individual hunter to
help maintain a healthy balance in today’s
landscape and to maintain biodiversity.©

exprimé sa gratitude envers quatre éminents orateurs : M. András
Demeter, M. Braulio Ferreira de Souza Dias, M. John Kenena Kasaona,
et M. Reinhold Messner. Ces quatre intervenants ont unanimement
reconnu le rôle crucial joué par les chasseurs dans la gestion de la
faune sauvage, en particulier le devoir des chasseurs de maintenir
l’équilibre entre les êtres humains et la nature.
M. András Demeter, Conseiller auprès de la Direction générale
de l’Environnement de la Commission européenne, a, dans son
discours, beaucoup insisté sur « l’immense contribution, qu’à partir
de leur expérience, les chasseurs et gestionnaires du gibier peuvent
apporter à la conservation de la nature. » M. Demeter a insisté sur
le rôle majeur de la communauté des chasseurs dans la discussion sur
les moyens d’atteindre les objectifs de conservation de la nature. Sur
le thème d’actualité des grands carnivores, il a reconnu qu’ « il faut
désormais se confronter non plus à la capacité de charge écologique
mais à la « capacité de charge sociale ». » Il a parlé du lancement
récent d’une initiative de la Direction générale de l’Environnement
visant à développer un dialogue constructif entre les différentes
parties prenantes intéressées au sort des grands carnivores. De par
son implication depuis l’origine, « le CIC a apporté sa fructueuse
expérience au dialogue grâce aux discussions internationales menées
sur l’utilisation durable de la faune sauvage. » Il a accueilli les
discussions sur les grands carnivores lors de l’Assemblée générale du
CIC comme un pas important faisant avancer le débat mondial.
Mr. Braulio Ferreira de Souza Dias, Secrétaire exécutif de la
Convention sur la diversité biologique, a parlé de certains des défi s
auxquels la nature est aujourd’hui confrontée, notamment la «
récolte illégale et non durable des ressources naturelles ». M. Dias
nous a rappelé « qu’une proportion signifi cative de nourriture et de
médicaments provient encore de la nature vierge, qu’à travers le
monde, les gens chassent aussi bien pour se nourrir que pour maintenir
l’équilibre des écosystèmes là où les grands prédateurs ont disparu. »
Il a salué le rôle du CIC en sa qualité de co-fondateur du Partenariat
de collaboration sur la gestion durable de la faune sauvage (CPW) «
effort conjoint de douze organisations ayant un intérêt commun à la
conservation et à l’utilisation durable de la faune sauvage ». M. Dias
a parlé de la manière dont « le travail du CIC et de ses partenaires
au sein du CPW peut apporter un soutien aux pays, aux décideurs
et aux gestionnaires de ressources naturelles afi n qu’ils puissent gérer
avec sagesse les précieuses ressources de notre planète. »
M. John Kenena Kasaona, Directeur du Développement rural
intégré et de la Conservation de la nature, a présenté un aperçu
fascinant des programmes de gestion des ressources naturelles,
reposant sur les communautés rurales, en Namibie. Le questionnement
clé de M. Kasaona était : « Comment tirer profi t de la faune sauvage
sans aucune conséquence préjudiciable sur les populations de faune
sauvage et l’équilibre des espèces dans la nature. Pour la Namibie, sa
réponse a consisté à « utiliser la chasse comme outil de gestion pour
maintenir ces populations dans la capacité de charge de la zone,
et comme moyen de rester en contact avec notre environnement.»
En Namibie, plus de 25 % du revenu total du programme de
conservation est généré par l’industrie de la chasse et cette proportion
augmente au fi l des ans. Les programmes de gestion des ressources
naturelles reposant sur les communautés rurales procurent «pour les
habitants des zones rurales communales une incitation économique
à œuvrer à la conservation de la faune sauvage. » Selon les termes
de M. Kasaona, la chasse sélective contribue à la conservation de
la biodiversité « dès lors que la présence de populations de faune
sauvage en bonne santé […] est connue au moyen de données
reposant sur des dénombrements réguliers et scientifi ques du gibier,
et dès lors que la chasse cible en priorité des mâles âgés et des
animaux affectés de problèmes spécifi ques. » Il a pu affi rmer avec
confi ance qu’en Namibie « Grâce à l’utilisation durable de la faune
sauvage et grâce au tourisme cynégétique, la faune sauvage fait
vivre des communautés humaines ! »
M. Reinhold Messner, alpiniste et explorateur italien, qui a participé
à l’Assemblé générale sur la demande de son ami, le prof. Dr. Franz
H. Rhomberg, a prononcé un discours ensorcelant sur le pouvoir de
la nature et le concept de nature sauvage. M. Messner a décrit la
nature sauvage comme « un endroit inaccessible aux humains car
trop dangereux, trop âpre. » Il a parlé du confl it « entre la nature
sauvage et le paysage culturel modelé par les êtres humains. » Selon
lui, « le fardeau de maintenir de l’équilibre entre ces deux mondes
repose sur la communauté de la chasse.» Son message était clair : la
nature est créative et chaotique, plus chaotique que le monde de
la fi nance. Elle ne se dévoile pas ; nous ne pouvons en appréhender
toutes les infi mes facettes. Cependant, nous avons la possibilité et la
responsabilité de la co-façonner. » Le message le plus fort envers les
humains, en tant que gardiens de la nature et envers les chasseurs en
particulier, en tant que gardiens de la faune sauvage est peut-être :
«Si nous regardons les erreurs liées à l’homme et à la nature, c’est nous
qui échouons. La nature ne commet pas d’erreurs. » Le discours de M.
Messner, associé à ses images de la nature, a permis de sévèrement
rappeler que les chasseurs ont le devoir d’aider à maintenir l’équilibre
dans les paysages d’aujourd’hui.
Les paroles de ces quatre éminents orateurs ont fourni une claire
illustration du rôle de la chasse dans le monde d’aujourd’hui, dominé
par l’être humain. Que ce soit dans la nature sauvage ou dans les villes
et paysages agricoles, les humains interagissent constamment avec la
faune sauvage. Ces interactions ont de multiples conséquences socio-
économiques et environnementales associées, que la communauté
de la chasse dans son ensemble doit contribuer à atténuer et à gérer.
L’initiative de la Commission européenne sur les grands carnivores,
les programmes de gestion des ressources naturelles reposant sur les
communautés en Namibie, et surtout le Partenariat de collaboration
sur la gestion durable de la faune sauvage co-fondé par le CIC
constituent tous d’importants outils pour promouvoir la conservation
de la faune sauvage par son utilisation durable. Le plus important
est qu’il est du devoir de chaque chasseur d’aider individuellement
à maintenir un équilibre sain dans le paysage d’aujourd’hui et à
sauvegarder la biodiversité.

Beiträge zu der Eröffnungszeremonie der Generalversammlung
dankbar: András Demeter, Braulio Ferreira de Souza Dias, John
Kenena Kasaona und Reinhold Messner. Alle vier Redner würdigten
die entscheidende Rolle, die Jäger bei der Bewirtschaftung
von Wildtieren spielen, einschließlich der Pfl icht der Jäger, das
Gleichgewicht zwischen Mensch und Natur aufrechtzuerhalten.
András Demeter, Berater der Generaldirektion Umwelt der
Europäischen Kommission, betonte in seiner Ansprache, wie „Jäger
und Wildmanager“ im Bereich des Naturschutzes „vieles aus ihrer
eigenen Erfahrung beitragen können“. András Demeter bezeichnete
die Jägergemeinschaft als eine „sehr wichtige Interessengruppe im
Dialog über die Erreichung der Schutzziele.“ Über Großraubtiere
bemerkte er, dass „es nicht mehr die ökologische Tragfähigkeit,
sondern vielmehr die soziale Tragfähigkeit ist, die verbessert werden
muss.“ Er sprach über die kürzlich gestartete Initiative der GD Umwelt,
mit welcher ein strukturierter Dialog zwischen den verschiedenen
Interessengruppen entwickelt werden soll, die sich mit Großraubtieren
beschäftigen. Da der CIC von Anfang an beteiligt war, konnte er nach
den Worten von András Demeter „wertvolle Erfahrungen aus den
globalen Diskussionen über die nachhaltige Nutzung der Wildtiere
zu den Erörterungen beitragen.“ Er bezeichnete die Erörterungen auf
der CIC-Generalversammlung über Großraubtiere als einen wichtigen
Schritt, mit dem die weltweite Debatte vorangetrieben wird.
Braulio Ferreira de Souza Dias, Exekutivsekretär der Biodiversitäts-
Konvention, sprach über einige Herausforderungen, denen die Natur
heute gegenübersteht, einschließlich der „nicht-nachhaltigen und
illegalen Nutzung natürlicher Ressourcen.“ Braulio Ferreira de Souza
Dias erinnerte daran, „dass ein erheblicher Teil der Nahrungsmittel und
Arzneien immer noch in der Natur gesammelt werden, dass Menschen
in aller Welt für ihre Ernährung jagen sowie für das Gleichgewicht
des Ökosystems sorgen, wo die Top-Raubtiere nicht mehr vorhanden
sind.“ Er lobte den CIC für dessen Rolle bei der Mitgründung der
Kooperationspartnerschaft für nachhaltige Wildtierbewirtschaftung,

Naturschutz und die nachhaltige Nutzung der Wildtiere einsetzen.“
Braulio Ferreira de Souza Dias erläuterte, wie „die Arbeit des CIC
und seiner Partner bei dieser Kooperationspartnerschaft Länder,
Entscheidungsträger und Ressourcenmanager dabei unterstützen
kann, die wertvollen natürlichen Ressourcen unseres Planeten
umsichtig zu bewirtschaften.“
John Kenena Kasaona, Direktor für integrierte ländliche
Entwicklung und Naturschutz, lieferte einen faszinierenden Einblick
in die gemeinschaftsgestützten Programme zur Bewirtschaftung
natürlicher Ressourcen in Namibia. Die Schlüsselfrage lag für John
Kenena Kasaona darin, „wie wir von Wildtieren profi tieren, ohne
dass nachteilige Effekte auf ihre Populationen und das Gleichgewicht
der Arten in der Natur entstehen.“ Seine Antwort für Namibia
lautet: „die jagdliche Nutzung als ein Managementinstrument,
mit dem die Wildpopulationen innerhalb der Tragfähigkeit des
Lebensraumes gehalten werden, und als ein Mittel, um den Kontakt
mit der Natur zu bewahren.“ Mehr als 25% des Gesamteinkommens
des Naturschutzprogramms in Namibia wurde in den letzten
Jahren durch die Jagdindustrie erwirtschaftet – Tendenz steigend.
Gemeinschaftsgestützte Programme zur Bewirtschaftung natürlicher
Ressourcen stellen einen „wirtschaftlichen Anreiz für Menschen die
Wildtiere zu schützen.“ Nach den Worten von John Kenena Kasaona
trägt die Jagd zur Erhaltung der Biodiversität bei, „so lange wir
gesunde Wildtierpopulationen haben [...], deren Bestand durch
Daten aufgrund regelmäßiger Wildzählungen gesichert ist, und so
lange die Abschussquoten auf ältere männliche Tiere und besondere
Problemtiere ausgerichtet sind.“ Er konnte mit Sicherheit sagen, dass
„die Existenz von Wildtieren sich durch ihre nachhaltige Nutzung und
Tourismus in Namibia auszahlt!“
Reinhold Messner, der italienische Bergsteiger und Forscher, der
auf die Bitte seines Freundes Prof. Dr. Franz H. Rhomberg bei der
CIC Generalversammlung teilnahm, hielt einen spannenden Vortrag
über die Macht der Natur und die Idee unberührter Wildnis. Reinhold
Messner beschrieb die Wildnis als „Gebiete, welche Menschen nicht
betreten können, weil es zu gefährlich oder zu schwierig ist.“ Er sprach
von einem Konfl ikt „zwischen Wildnis und der Kulturlandschaft, der
Landschaft, welche durch Menschen geformt wurde.“ Nach seiner
Auffassung „trägt die Jägergemeinschaft die Bürde, das Gleichgewicht
zwischen diesen beiden Welten aufrechtzuerhalten.“ Seine Botschaft
war klar: „Natur ist kreativ und chaotisch, chaotischer als die
Finanzwelt. Wir können sie nicht durchschauen; wir können nicht
alle kleinen Facetten verstehen. Wir haben allerdings die Möglichkeit
und die Verantwortung, sie mitzugestalten.“ Die wahrscheinlich
eindrucksvollste Botschaft lautete: „wenn wir von Fehlern bei
der Beziehung zwischen Menschen und Natur sprechen, sind wir
diejenigen, welche Fehler machen. Die Natur macht keine Fehler.“
Die Worte dieser vier hervorragenden Redner waren eine deutliche
Illustration der Rolle, welche die Jagd in der modernen, von Menschen
dominierten Welt hat. Ob es sich nun um unberührte Natur oder
Städte und landwirtschaftliche Gebiete handelt, die Menschen
interagieren ständig mit Wildtieren. Diese Interaktionen haben
zahlreiche sozio-ökonomische und die Umwelt betreffende Folgen, bei
denen die gesamte Jägergemeinschaft helfen muss, sie abzumildern
und zu lösen. Die Großraubtierinitiative der Europäischen
Kommission, das gemeinschaftsgestützte Managementprogramm
für natürliche Ressourcen in Namibia und die bedeutende
Kooperationspartnerschaft für nachhaltige Wildtierbewirtschaftung,
welche der CIC mitbegründete – sie alle sind wichtige Instrumente zur
Erhaltung der Wildtiere durch nachhaltige Nutzung. Am wichtigsten
ist, dass es die Pfl icht jedes einzelnen Jägers ist, zur Erhaltung der
Biodiversität und des gesunden Gleichgewichts in der heutigen
Landschaft beizutragen.

vast areas of lion habitat and to resist the encroachment pressure by alternative land
uses which may destroy biodiversity and wild ecosystems
REFERRING to a recent decision by the Dallas Safari Club, a CIC member
organization, that the ideal huntable male lion is one which is at least six years of
age and is not known to head a pride or be part of a coalition heading a pride with
dependent cubs
TAKING NOTE of scientifi c research, which shows that the hunting of male lions
of at least fi ve years of age and above has no negative eff ects on population dynamics
Th e 60th CIC General Assembly in Budapest, Hungary,
1. ENCOURAGES Government authorities, hunting operators and visiting
hunters, as well as all international and national hunting organizations to follow
age-based rules for hunting lions.
2. RECOMMENDS the Government authorities to enact, in cooperation with the
hunting operators, respective country specifi c regulations encouraging the hunting
of mature male lions and discouraging the hunting of immature male lions, and to
apply them together with transparent monitoring and control procedures.
3. FURTHER RECOMMENDS that a database with details of hunter-harvested
lions is set up in cooperation with neutral institutions such as IUCN SSC.
4. ACKNOWLEDGES and COMMENDS the Tanzanian and Mozambican
authorities for introducing such systems and encourages them to further improve
the effi ciency of these systems and extend them.

4. ERKENNT AN UND LOBT die Behörden in Tansania und
Mosambik für die bereits erfolgte Einführung derartiger Systeme
und ermuntert diese zu einer weiteren Erhöhung der Effi zienz dieser
Systeme, welche auf andere Länder in der Region ausgeweitet

TAKING NOTE that the black rhino has been on CITES Appendix I since 1977 and that consequently all trade – with few
exceptions - has been illegal
AWARE that despite this, black rhino populations in Africa have dropped during that time from approximately 65,000 in 1970
to 5,000 now due to illegal hunting and loss of habitat
REITERATING that white rhino populations during that time have increased to 20,000 mainly because of the involvement
of the private sector and economic incentives, including trophy hunting
REGRETTING that all existing African rhino populations are today under extreme poaching pressure
NOTICING that the main destination for illegal rhino horn is the traditional oriental medicine market in Asia and that the
demand for horn is unlikely to disappear
EXPRESSING CONCERNS that in the face of surging costs of rhino protection, private rhino owners in South Africa
can no longer aff ord to continue hitherto successful rhino
conservation work and are increasingly disinvesting and
disposing of their animals
UNDERLINING that large stocks of rhino horn exist in
South Africa, which are continuously replenished through
natural mortality, dehorning and confi scations
NOTING that the demand for rhino horn products in the
traditional oriental medicine market of Asia could potentially
be satisfi ed by a legal, controlled trade
DRAWING ATTENTION to the fact that strict protection
has failed in the case of the black rhino, whereas market
related, sustainable use of white rhino has demonstrably
contributed to the upsurge of white rhino numbers in the
past decades
Th erefore the CIC General Assembly in Budapest,
Hungary on 30th of April 2013
1. PROPOSES to replace the ineff ective rhino horn trade
ban with an eff ective legal rhino horn trade system under the
auspices of CITES.
2. CALLS ON the Parties of CITES, Governments of rhino
range countries, owners of stockpiled rhino horn and private
rhino owners in Africa, as well as the Governments of Asian
countries where rhino horn products are consumed and
relevant national organisations for the integrity of traditional
oriental medicines to cooperate in creating the management
framework for legal rhino horn trade.

rhinocéros en Afrique du Sud, continuellement réapprovisionnés par
mortalité naturelle, écornage et confi scations
CONSIDERANT que la demande de produits issus de cornes
de rhinocéros, dans le cadre du marché de la médecine orientale,
pourrait potentiellement être satisfaite par le biais d’un commerce
légal et contrôlé
ATTIRANT L’ATTENTION sur l’échec d’une protection stricte
s’agissant du rhinocéros noir tandis que l’utilisation durable, associée
au marché, du rhinocéros blanc a, de manière largement prouvée,
contribué à l’accroissement du nombre de rhinocéros blancs au cours

Par conséquent l’Assemblée Générale du CIC, le 30 Avril 2013 à
Budapest, en Hongrie
1. PROPOSE de remplacer l’interdiction, dépourvue d’effets, du
commerce de corne de rhinocéros par un système commercial légal
et effi cace, sous le contrôle de la CITES.
2. APPELLE les Parties à la CITES, les gouvernements de l’aire
de répartition du rhinocéros, les propriétaires de stocks de cornes
de rhinocéros et les propriétaires privés de rhinocéros, ainsi que les
gouvernements des pays asiatiques où des produits issus de cornes de
rhinocéros sont consommés et les organisations nationales respectives
garantissant l’intégrité de la médecine orientale à coopérer à
l’instauration du cadre de gestion d’un commerce légal de la corne
de rhinocéros.

SOUTH AFRICA’S rhinos, three
quarters of the world’s rhino population,
are in peril. 2.000 were poached since
2009 and nearly 500 this year alone.
CITES, as useful as it has been for
endangered species since its inception,
has clearly been ineff ective in this case.
Th e International Council for Game
and Wildlife Conservation (CIC)
has therefore adopted a pro-trade-
recommendation at its recent general
assembly in Budapest. Th e CIC
1. proposes to replace the ineff ective
ban of trading rhino horn with an
eff ective legal trading system for rhino
horn under the auspices of CITES;
2. calls on all stakeholders to cooperate in
creating the management framework
for legal trading of rhino horn.
CIC’s Presidential advisor on
communication, Dr. Rolf D. Baldus,
who had prepared the in cooperation
with CIC’s CITES expert, Willem
Wijnstekers, a former Secretary
General of CITES, said: “Th e

recommendation is the outcome of a
lengthy dialogue with national CITES
authorities, scientists and South Afr ican
rhino farmers. Opinions were manifold
and controversial.” Th e CIC decided
therefore to concentrate on a pro-trade
recommendation and not on the details.
To negotiate those with CITES should
be left to the legitimate stakeholders. “It
is South Afr ica’s rhinos aft er all, isn’t it,”
said Baldus.
Th ree weeks aft er adopting this
resolution, the South African cabinet
decided to submit a proposal to the
17th conference of parties (COP) to
CITES, scheduled to take place in 2016
in South Africa. Th e South African
proposal aims at introducing regulated
international trade in rhino horn.
“South Afr ica cannot continue to be held
hostage by the syndicates slaughtering
our rhinos“ said Minister Edna Molewa,
when she briefed the media. “We do
have the ability to make this scarce
resource available without impacting on
the species, through the implementation
of a regulated trade system. In addition,
this will assist us in further promoting the
conservation of the species and growing
the population in South Afr ica and other
range States“ the minister concluded.

an editorial in the electronic

Convention itself off ers a legal shortcut
to start trade even before obtaining a
decision from the next CITES COP.

Nach der Nashorn-Empfehlung des CICDie südafrikanischen Nashörner, die dreiviertel der Nashorn-
Weltpopulation darstellen, sind in Gefahr. Seit 2009 wurden 2.000
gewildert, allein dieses Jahr fast 500. So nützlich CITES seit der
Gründung für gefährdete Arten gewesen ist, war es doch in diesem
Fall eindeutig unwirksam.
Der Internationale Rat zur Erhaltung des Wildes und der Jagd (CIC)
hat deshalb auf seiner letzten Generalversammlung in Budapest eine
Empfehlung für den Handel verabschiedet. Der CIC
1. schlägt vor, das ineffi ziente Handelsverbot für das Horn des
Rhinozeros durch ein effi zientes, legales Handelssystem unter der
Federführung von CITES zu ersetzen;
2. ruft alle Interessengruppen auf, bei der Entwicklung eines
Managementrahmens für den legalen Handel mit dem Horn des
Rhinozeros zusammenzuarbeiten.
Der Berater des CIC Präsidenten, Dr. Rolf D. Baldus, der die
Empfehlung in Zusammenarbeit mit dem Experten des CIC für CITES,
Willem Wijnstekers, dem ehemaligen Generalsekretär von CITES,
entworfen hatte, erklärte: „Die Empfehlung ist das Ergebnis eines
langen Dialoges mit nationalen CITES-Behörden, Wissenschaftlern
und südafrikanischen Nashorn-Züchtern. Es gab unterschiedliche
und strittige Auffassungen.“ Der CIC entschied sich deshalb für
die Konzentration auf die Empfehlung für den Handel und nicht
auf Details. Diese mit CITES auszuhandeln, sollte den legitimen
Interessengruppen überlassen bleiben. „Letztlich geht es um das
Nashorn in Südafrika, oder etwa nicht?“, meinte Baldus.
Drei Wochen nach Verabschiedung dieser Empfehlung beschloss
das südafrikanische Kabinett, der 17. Konferenz der Vertragsparteien
(COP) von CITES, die 2016 in Südafrika stattfi nden soll, einen
Vorschlag zu machen. Der südafrikanische Vorschlag zielt auf die
Einführung eines regulierten internationalen Handels mit dem Horn
des Rhinozeros ab. „Südafrika darf nicht weiter von den Kartellen als
Geisel gehalten werden, die unsere Nashörner abschlachten“, sagte
die Ministerin Edna Molewa bei einer Informationsveranstaltung
für die Medien. „Wir haben die Möglichkeit, diese seltene Ressource
ohne Nachteile für die Art verfügbar zu machen, und zwar durch
die Einführung eines regulierten Handelssystems. Darüber hinaus
wird uns dies bei der weiteren Förderung des Artenschutzes und der
Vergrößerung der Population in Südafrika und anderen Arealstaaten
unterstützen“, schloss die Ministerin.
In der Zwischenzeit hat Baldus ein Editorial in dem elektronischen
Newsletter African Indaba (Band 11, Ausgabe 3/2013; siehe: http://www.
africanindaba.co.za/Newsletter/1.htm) verfasst, in dem er zeigt, dass
das Abkommen ein legales, abgekürztes Verfahren für die Aufnahme
des Handels vorsieht, und dies schon, bevor die Entscheidung auf der
nächsten CITES-Konferenz der Vertragsparteien fällt. Nach Artikel VII
(4) und der Defi nition in der Resolution Conf. 10.16. können Produkte
von in Gefangenschaft gezüchteten Breitmaulnashörnern legal allein
auf der Grundlage der südafrikanischen Exportgenehmigung nach
Anhang II exportiert werden.
Suivi de la Recommandation du CIC sur le rhinocérosLes rhinocéros d’Afrique du Sud, qui représentent les trois-quarts de
la population mondiale de rhinocéros, sont en péril. 2 000 d’entre
eux ont fait l’objet de braconnage depuis 2009 et presque 500 pour
la seule année en cours. La CITES, aussi utile qu’elle ait pu être pour
les espèces menacées, depuis sa création, s’est révélée manifestement
ineffi cace dans ce cas.
Le Conseil international de la Chasse et de la Conservation du Gibier
(CIC) a par conséquent adopté une Recommandation favorable au
commerce lors de sa récente Assemblée générale à Budapest. Le CIC :
1. propose de remplacer l’ineffi cace interdiction du commerce des
cornes de rhinocéros par un système de commerce légal des cornes
de rhinocéros, sous les auspices de la CITES ;
2. appelle instamment toutes les parties prenantes à coopérer à la
création du cadre d’organisation d’un commerce légal des cornes
de rhinocéros.
Le conseiller présidentiel en communication, le Dr. Rolf D. Baldus, qui
a préparé la résolution en coopération avec l’expert de la CITES du CIC,
Willem Wijnstekers, ancien Secrétaire général de la CITES, a affi rmé :
« Cette résolution est le fruit d’un très long dialogue entre les autorités
nationales de la CITES, les scientifi ques et les fermiers d’Afrique du Sud
possédant des rhinocéros. Les opinions étaient multiples et controversées.
» Le CIC a par conséquent décidé de se focaliser sur l’élaboration d’une
résolution en faveur de ce commerce et non sur les détails. La négociation
de ces derniers avec la CITES devrait rester de la compétence des parties
prenantes légitimes. « Ne s’agit-il pas du rhinocéros d’Afrique du Sud
après tout », a dit le Dr. Baldus.
Trois semaines après l’adoption de cette résolution, le cabinet sud-
africain a décidé de soumettre une proposition à la 17ème Conférence
des Parties (CoP) à la CITES, devant avoir lieu en 2016, en Afrique
du Sud. La proposition sud-africaine vise à introduire un commerce
réglementé des cornes de rhinocéros. « L’Afrique du Sud ne peut pas
continuer à être prise en otage par les malfaiteurs qui massacrent
nos rhinocéros » a affi rmé la Ministre Edna Molewa, lorsqu’elle s’est
adressée aux médias. Nous pouvons réellement rendre cette ressource
rare disponible sans porter atteinte à l’espèce, grâce à la mise en place
d’un système commercial réglementé. De surcroît, cela nous aidera à
davantage promouvoir la conservation de cette espèce et à en faire
augmenter la population en Afrique du Sud et dans les autres Etats de
son aire de répartition » a conclu la ministre.
Pendant ce temps, Baldus a publié un éditorial dans la lettre
électronique African Indaba (Volume 11, Numero 3/2013; voir :
http://www.africanindaba.co.za/Newsletter/1.htm) dans lequel il
montre que la Convention elle-même offre une raccourci légal
pour commencer le commerce avant même d’obtenir une décision
de la prochaine CoP de la CITES. En effet, selon l’article VII (4) et
la défi nition de l’élevage spécifi ée dans la Résolution Conf. 10.16,
les produits issus des rhinocéros à lèvres carrées élevés en captivité
pourraient être légalement exportés, uniquement sur le fondement
d’un permis d’exportation d’Afrique du Sud relevant de l’Annexe II.

Merit of Hungary. Th e Order of Merit
is the highest State Order of Hungary.
Th e awards followed a proposal from
the Hungarian Prime Minister to His
Excellency, the President of Hungary,
Dr. János Áder.

held in the Hungarian Parliament at
the occasion of the Opening of the
60th Jubilee General Assembly of the
CIC.

gratitude to the Hungarian State for
this highest of recognitions.
Verdienstorden für CIC-MitgliederDer CIC kann mit großer Freude bekannt geben, dass vier seiner
Mitglieder mit dem Verdienstorden Ungarns ausgezeichnet
wurden. Der Verdienstorden ist die höchste staatliche Auszeichnung
Ungarns. Die Verleihung folgte auf Vorschlag des ungarischen
Premierministers an seine Exzellenz, den Präsidenten Ungarns, Dr.
János Áder. Die Verleihungszeremonie fand aus Anlass der Eröffnung
der 60. Jubiläums-Generalversammlung des CIC im ungarischen
Parlament statt.
Seine Exzellenz, Dr. Zsolt Semjén, stellvertretender Premierminister
Ungarns, verlieh die folgenden Verdienstorden an:
• Bernard Lozé, Präsident des CIC – Kommandeurskreuz
• Werner Trense, Ehren-Generalsekretär des CIC – Offi zierskreuz

Die vier CIC-Mitglieder erhielten diese Auszeichnungen für ihre
hervorragenden Leistungen und unermüdlichen Anstrengungen im
Bereich der Wildtiererhaltung und der Förderung der nachhaltigen
Nutzung von Wildtieren. Nach dem Erhalt des Kommandeurskreuzes
hielt CIC Präsident Bernard Lozé eine Rede, in der er sich tief bewegt
von der Auszeichnung zeigte. Bernard Lozé drückte seine aufrichtige
Dankbarkeit gegenüber dem ungarischen Staat für diese höchste
Auszeichnung aus.
Ordre du Mérite attribué aux membres du CICLe CIC a l’immense plaisir d’annoncer que quatre de ses membres ont
reçu la Croix de l’Ordre du Mérite de Hongrie. L’Ordre du Mérite est
l’Ordre d’Etat le plus élevé de Hongrie. Ces titres ont été décernés sur
proposition du Premier Ministre hongrois à Son Excellence, le Président
de Hongrie, le Dr. János Áder. La cérémonie de présentation s’est
tenue au Parlement hongrois à l’occasion de l’ouverture du Jubilé de
la 60ème Assemblée générale du CIC.

de la Croix de Commandeur, le Président du CIC, Bernard Lozé a
fait un discours lors duquel il est apparu profondément ému par la
distinction. Monsieur Lozé a exprimé sa plus sincère gratitude envers
l’Etat hongrois d’avoir reçu cette reconnaissance la plus élevée.

THE EDMOND BLANC Prize
is given to hunting areas for special
achievements in the excellent
management of sustainable wildlife.
Th is year, in addition to exemplary
management, the CIC was looking for
hunting areas which practice some form
of traditional hunting methods.
Th e prize was awarded during the
Closing Ceremony of the 60th CIC
General Assembly in Budapest on 30
April 2013. Th e worthy recipient of the
CIC’s prestigious Edmond Blanc Prize
was the Pol’ana hunting area in the
Slovak Republic.
Th is hunting area of approximately
20,000 hectares is situated in the
volcanic mountains of Central Slovakia
in the Banská Bystrica area. Its emphasis
is on the management of populations
of large ungulates, namely red deer, roe
deer and wild boar. Th e outstanding
achievements of Pol’ana are in red deer
management. For 30 years, a stag with
240 CIC points held the record for
Czechoslovakia. Between the time of
its foundation aft er the Second World
War and today, Pol’ana has produced no
fewer than 38 gold medal stags.
Right across the Slovak Republic,
Pol’ana red deer are considered as of
particularly high quality. In the last 30
years, 311 head of red deer originating
from Pol’ana have been released into
other areas of the Slovak Republic, and
more oft en than not there has been a
notable improvement in the quality of
the local deer populations as a result.
Pol’ana is an important center of
biological research which focuses
among other things on the interaction
between red deer populations and large
carnivores, bear and wolfs, which can
also be found there, and on rare plants
which occur in the area of Pol’ana.
Traditional hunting methods are
kept alive through the use of Slovak
mountain horses for hunting in order to
minimize disturbances to wildlife. Th is
breed of horses called Norik murrhine
is unique to Slovakia.
Th e coordinator of prizes at the
CIC, Dr. Wulf Gordian Hauser,
stated: “Pol’ana has richly deserved the
Edmond Blanc Prize due to its signal
achievements in the management of red
deer populations in Central Slovakia.
In particular, the jury of the CIC was
particularly impressed with the usage of
horses as a traditional hunting method
which reduces stress levels for wildlife.
It also assures the continued use of this
special Slovakian breed of mountain
horse which fi ts perfectly with the CIC’s

goal of upholding traditions in hunting
and promoting best practices which favor
the preservation of healthy populations of
game.”

Edmond Blanc Preis 2013Der Edmond Blanc Preis wird an Jagdgebiete vergeben, die sich
durch besondere Erfolge bei der exzellenten und nachhaltigen
Bewirtschaftung von Wildtieren auszeichnen. In diesem Jahr suchte
der CIC nach Jagdgebieten, die sich nicht nur durch beispielhafte
Bewirtschaftungstechniken auszeichnen, sondern auch Verfahren der
traditionellen Jagd anwenden.
Der Preis wurde während der Schlusssitzung der 60. CIC-
Generalversammlung am 30. April 2013 in Budapest verliehen. Der
würdige Empfänger des prestigeträchtigen CIC-Edmond Blanc Preis
war das Pol‘ana-Jagdbebiet in der Slowakischen Republik.
Dieses Jagdgebiet umfasst ca. 20.000 Hektar und liegt in den
Vulkanbergen der Zentralslowakei im Banská Bystrica-Bereich.
Die Bewirtschaftung ist vornehmlich den Populationen großer
Paarhufer gewidmet, insbesondere dem Rothirsch, dem Rehwild
und dem Schwarzwild. Besondere Erfolge wurden in Pol‘ana bei der
Bewirtschaftung des Rothirschs erzielt. Über 30 Jahre hielt ein Hirsch
mit 240 CIC-Punkten den Rekord für die Tschechoslowakei. Seit dem
Zeitpunkt der Gründung nach dem Zweiten Weltkrieg und bis heute
hat Pol’ana nicht weniger als 38 Hirsche hervorgebracht, die mit
Goldmedaillen ausgezeichnet wurden.
In der gesamten Slowakischen Republik gilt der Pol‘ana-Rothirsch als
besonders qualitätvoll. In den letzten 30 Jahren wurden 311 Exemplare
des Rothirschs in andere Gebiete der Slowakischen Republik verbracht.
In der Mehrzahl der Fälle bestand das Ergebnis in einer erkennbaren
Verbesserung der Qualität der lokalen Hirsch-Population.
Pol‘ana ist ein wichtiges biologisches Forschungszentrum, welches
sich unter anderem auf die Interaktion zwischen Rothirsch-
Populationen und Großraubtieren wie Bären und Wölfe konzentriert,
die dort ebenfalls vorkommen, sowie auf seltene Pfl anzen, die in dem
Gebiet der Pol‘ana wachsen.
Traditionelle Jagdmethoden werden am Leben erhalten, indem
das slowakische Bergpferd für die Jagd genutzt wird, um die Wildtiere
möglichst wenig zu stören. Die Zucht der Norik Murrhine genannten
Pferde erfolgt allein in der Slowakei.
Der Koordinator der CIC-Preise, Dr. Wulf Gordian Hauser, erklärte:
„Pol‘ana hat den Edmond Blanc Preis wegen der Signalwirkung ihrer
Erfolge bei der Bewirtschaftung von Rothirsch-Populationen in der
Slowakei redlich verdient. Die Jury des CIC war insbesondere beeindruckt
von der Nutzung der Pferde als einer traditionellen Jagdmethode,
welche das Stressniveau für Wildtiere senkt. Dies garantiert auch die
fortgesetzte Nutzung dieser besonderen Rasse slowakischer Bergpferde,
was perfekt zu dem Ziel des CIC paßt, Traditionen der Jagd zu bewahren
und bewährte Verfahren zu fördern, welche vorteilhaft für den Schutz
gesunder Wildpopulationen sind.“
Die Empfänger der Edmond Blanc Diplome waren HM Kaszó
Erdögazdaság Zrt. und die Gutsverwaltung Fischhorn GmbH & Co KG.
Prix Edmond Blanc 2013 Le Prix Edmond Blanc récompense des domaines de chasse dont les
succès illustrent une excellente gestion durable de la faune sauvage.
Cette année, outre une gestion exemplaire, le CIC recherchait des
domaines de chasse où se pratiquent sous une forme ou une autre
des méthodes de chasse traditionnelles.
La remise du prix est intervenue le 30 avril 2013, lors la cérémonie
de clôture de la 60ème Assemblée générale à Budapest. Ce
prestigieux prix Edmond Blanc a été attribué au Domaine Pol’ana
en République slovaque.
Cette zone de chasse d’environ 20 000 hectares se situe au sein
des montagnes volcaniques de Slovaquie centrale, dans la région
de Banská Bystrica. L’accent y est mis sur la gestion de populations
de grands ongulés, à savoir cerfs élaphes, chevreuils et sangliers
sauvages. Pol’ana a obtenu de remarquables résultats en matière
de gestion du cerf élaphe. Pendant 30 ans, un cerf y a détenu le
record de Tchécoslovaquie, avec 240 points CIC. Depuis sa fondation
après la seconde guerre mondiale jusqu’à aujourd’hui, Pol’ana a été
le berceau de pas moins de 38 cerfs avec médailles d’or.
A travers toute la République slovaque, la qualité des cerfs de
Pol’ana est reconnue comme particulièrement élevée. Au cours
des 30 dernières années, 311 cerfs provenant de Pol’ana ont été
relâchés dans d’autres domaines de la République slovaque. Et dans
lesdits domaines, cette introduction a eu pour résultat, plus souvent
qu’ailleurs, une notable amélioration de la qualité des populations
locales de cerfs.
Pol’ana est un important centre de recherche biologique dont
les travaux se concentrent entre autres sur les interactions entre les
populations de cerfs sauvages et de grands carnivores, ours et loups,
que l’on peut également y rencontrer, ainsi que sur les plantes rares
qui s’y épanouissent.
Les méthodes de chasse traditionnelles, avec des chevaux de
montagne slovaques, sont préservées, ce qui limite les atteintes à
l’environnement. Cette race de chevaux, appelée Norik murrhine,
existe uniquement en Slovaquie.
Le coordinateur des prix du CIC, le Dr Wulf Gordian Hauser,
a déclaré : « Pol’ana mérite grandement le Prix Edmond Blanc à
raison de ses remarquables réalisations en matière de gestion des
populations de cerfs en Slovaquie centrale. Le jury du CIC a été, en
particulier, extrêmement impressionné par le recours aux chevaux,
participant d’une méthode de chasse traditionnelle qui réduit le
niveau de stress pour la faune sauvage. Le domaine Pol’ana garantit
également le recours permanent à cette race particulière de chevaux
de montagne ; ce qui s’accorde parfaitement avec l’objectif du CIC
d’encourager les traditions de chasse et à promouvoir les meilleures
pratiques tendant à la préservation de saines populations de gibier. »

FOR THIS YEAR’S Hunting in Art
Prize, the prize jury of the CIC had
made a decision to look for artisans
producing high quality and beautiful
guns. Th e rationale behind this decision
was that the guns produced by some
manufacturers truly are works of art!
Th e awards ceremony took place
during the Offi cial Closing of the 60th
CIC General Assembly in Budapest
on 30 April 2013. Th e jury received a
number of nominations from several
countries, all of which produce some
exquisite guns for hunting. Finally,
in what was a very tight competition,
the jury decided to award the prize to
the Italian nominee, Fratelli Piotti of
Gardone, Provincia di Brescia.
At the awards ceremony, CIC
prize coordinator Dr. Wulf Gordian
Hauser stated: “I have personally seen
the manufacturing operations of Fratelli
Piotti last year, and I was very impressed
by the fact that many manufacturing
steps which are machined at the large
gun manufacturers are done by hand
with enormous dedication by the Piotti
brothers. Hundreds of hours of dedicated
work by the members of this family go
into making a gun, and the results are
true pieces of art.”
CIC President Bernard Lozé, who
handed over the prize certifi cate,
said: “One of the goals of the CIC is
the preservation of the best traditions of
hunting. For this, the traditional art of
gun making is an excellent example, and
Fratelli Piotti is a worthy recipient of this
award.”

Th e head of the culture division of the
CIC, Prince Alexandre Poniatowski,
added: “Th e CIC sees as its task,
besides the promotion of sustainable
wildlife management, also the support
of traditional artisan skills related to
hunting, such as gun making. Fratelli
Piotti provides an exemplary illustration
of the high level of skills involved in
traditional gun making.”
CIC verleiht einem italienischen Waffenhersteller den Preis „Jagd in der Kunst“Die Preisjury für den diesjährigen Preis „Jagd in der Kunst“ entschied
sich, nach Kunsthandwerkern zu suchen, die erstklassige und schöne
Waffen herstellen. Der Grund für diese Entscheidung besteht darin,
dass die von manchen Herstellern produzierten Waffen echte
Kunstwerke sind!
Die Zeremonie der Preisverleihung fand auf der offi ziellen
Beendigung der 60. Generalversammlung des CIC am 30. April
2013 in Budapest statt. Die Jury hatte eine Reihe von Vorschlägen
aus verschiedenen Ländern erhalten, die jeweils eine Reihe exquisiter
Jagdwaffen herstellen. Schließlich entschied die Jury in dem sehr
engen Wettbewerb, den Preis dem italienischen Kandidaten, Fratelli
Piotti aus Gardone, Provincia di Brescia, zuzuerkennen.
Bei der Verleihungszeremonie erklärte der Preis-Koordinator des
CIC Dr. Wulf Gordian Hauser: „Ich habe den Herstellungsprozess bei
Fratelli Piotti im letzten Jahr selbst gesehen und war sehr von der
Tatsache beeindruckt, dass viele der Herstellungsschritte, die von großen
Waffenherstellern maschinell erledigt werden, von den Piotti-Brüdern
mit großer Hingabe von Hand durchgeführt werden. Hunderte von
Stunden mühevoller Arbeit der Familienmitglieder fl ießen in die
Herstellung einer Waffe ein. Und das Ergebnis sind echte Kunstwerke.“
CIC-Präsident Bernard Lozé, der die Preisurkunde übergab,
sagte: „Eines der Ziele des CIC ist der Erhalt der besten Traditionen
der Jagd. Dafür ist die traditionelle Kunst der Waffenherstellung ein
ausgezeichnetes Beispiel, und Fratelli Piotti sind würdige Empfänger
dieses Preises.“
Der Leiter der CIC Kulturdivision, Prinz Alexandre Poniatowski,
fügte hinzu: „Der CIC sieht es als seine Aufgabe an, neben der
Förderung der nachhaltigen Wildtierbewirtschaftung auch
traditionelle handwerkliche Fähigkeiten zu unterstützen, die – wie die
Waffenherstellung – einen Bezug zur Jagd haben. Fratelli Piotti liefern
ein ausgezeichnetes Beispiel für das hohe Niveau an Fertigkeiten,
welches für die traditionelle Waffenherstellung benötigt wird.“
Le Prix CIC de la Chasse dans l’art décerné à un fabricant d’armes italienPour le Prix de la Chasse dans l’Art de cette année, le jury du CIC
avait pris la décision de rechercher des artisans produisant des armes
à feu élégantes et de qualité élevée. Les armes à feu réalisées par
certains fabricants sont de véritables œuvres d’art, ce qui explique
une telle décision !
La cérémonie de remise des prix a eu lieu lors de la clôture offi cielle
de la 60ème Assemblée générale de Budapest, le 30 avril 2013. Le
jury a reçu des nominations de plusieurs pays, lesquels produisent
tous d’exquises armes à feu pour la chasse. Finalement, dans le cadre
d’une compétition très serrée, le jury décida d’attribuer le prix au
nominé italien, Fratelli Piotti de Gardone, Provincia di Brescia.
Lors de la cérémonie de remise des prix, le coordinateur du prix du
CIC, le Dr. Wulf Gordian Hauser a déclaré : « J’ai personnellement
assisté au processus de fabrication de Fratelli Piotti l’année dernière
et j’ai été impressionné par le fait que beaucoup des étapes de
fabrication, qui sont mécanisées chez les grands fabricants d’armes
à feu, sont réalisées à la main avec un dévouement immense par les
frères Piotti. Des centaines d’heures d’un travail assidu sont consacrées
par les membres de cette famille à la fabrication d’une arme à feu, et
cela a pour résultat de réelles œuvres d’art. »
Le Président du CIC Bernard Lozé, qui a remis le certifi cat du
prix, a affi rmé : « L’un des objectifs du CIC est la préservation des
meilleures traditions de chasse. L’art traditionnel de la fabrication des
armes à feu en est une excellente illustration, et Fratelli Piotti mérite
grandement ce prix. »
Le chef de la Division Culture du CIC, le Prince Alexandre
Poniatowski, a ajouté : « Le CIC considère également comme
sa mission, outre la promotion de la gestion durable de la faune
sauvage, de promouvoir les savoir-faire artisanaux traditionnels, tels
la fabrication des armes à feu. Fratelli Piotti fournit une illustration
exemplaire du haut niveau de savoir-faire nécessaire à la fabrication
traditionnelle d’armes à feu. »

Trophy Evaluation System (TES) of
the CIC. Th e organisation of the TES

component of the TES is the CIC
Trophy Evaluation Board (TEB). Th e
TEB is made up of Senior International
Trophy Judges (SITJ), with the most
up-to-date list of SITJ available in the

years, the Hunting Auction was the
highlight of the CIC General Assembly,
celebrating this year its 60th Jubilee in
Prague, Bratislava and Budapest. As usual,
the Hunting Auction took place on the
last night of the General Assembly during
the gala dinner. Th e venue this time was
the Museum of Applied Arts and its
wonderful Art Nouveau Hall which
provided an appropriate and dignifi ed
H u n t i n g

setting. One can say that, almost out of
tradition, the live auction was led by
the professional auctioneer, Mr. Philip
Schuler. Aft er about two-thirds of the
hunts had been auctioned in a so-called
silent auction, 12 very special ones fell
under the hammer during the gala dinner.
Th anks to generous donations, a
passionate audience and last but not
least a professional auctioneer, this year’s
auction was once again a great success.
Th is is important, as the auction is still
one of the main sources of income for
the CIC and helps to carry out all of the
ambitious projects.
Th erefore, we would like to especially
thank all those who were supporting
this annual event, as the project team
with Olivier Rolin Jacquemyns,
Gerhard Damm and Rolf Baldus, the
auctioneer Philip Schuler and last but
not least all the generous donors.
Schatzjagd 2013Selbstverständlich war auch 2013 die ’Hunting Auction’ der
Höhepunkt der Generalversammlung des CIC, der in diesem Jahr
sein 60. Jubiläum feierte und dies gleich in drei Städten: Prag,
Bratislava und Budapest. Die Hunting Auction fand wie immer am
letzten Abend der Generalversammlung während des Gala Dinners
statt, dem das Kunstgewerbemuseum bzw. dessen wunderbare
Jugendstilhalle einen angemessenen und würdigen Rahmen verlieh.
Fast schon aus Tradition kann man sagen, wurde auch in diesem Jahr
die Live-Auktion von einem professionellen Auktionator, dieses Mal
wieder von Herrn Philipp Schuler durchgeführt. Nachdem gut zwei
Drittel der Jagden in einer sogenannten stillen Auktion versteigert
wurden, kamen an diesem Abend noch etwa 12 ganz besondere
„Leckerbissen” unter den Hammer.
La Chasse au Trésor 2013Bien évidemment, en 2013, comme lors les années précédentes, la
chasse au trésor était le point culminant de l’assemblée générale du
CIC, qui célèbré cette année sa 60ème jubilé à Prague, Bratislava et
Budapest. Comme d’habitude, la vente aux enchères s’est déroulée
lors de la dernière soirée de l’assemblée générale, pendant le dîner
de gala. Cette fois-ci le lieu était celui du Musée d’arts appliqués de
Budapest et sa merveilleuse salle style Art Nouveau, qui a fourni un
cadre approprié et digne de l’événement. On peut dire, presque par
tradition, que la vente aux enchères a été menée par le commissaire-
priseur professionnel, M. Philip Schuler. Après qu’environ deux tiers des
chasses aient étés vendus aux enchères dans une vente aux enchères
dite silencieuse, 12 lots très spéciaux sont tombés sous le marteau du
commissaire-priseur lors du dîner de gala.
CIC-Regeln und Vorschriften für die Trophäen-vermessung und SITJ-Liste online verfügbarDie endgültige Version der CIC-Regeln und Vorschriften für
die Trophäenvermessung, die vom CIC-Exekutivkomitee
genehmigt wurde, steht jetzt im Mitgliederbereich der CIC-
Website auf Englisch, Französisch, Deutsch und Russisch zur
Verfügung. Diese Regeln und Vorschriften behandeln das neue
Trophäenbewertungssystem (TES) des CIC. Die Organisation des TES

vor eine der wichtigsten Einnahmequellen des CIC, ohne die es ihr
nicht möglich wäre ihre ehrgeizigen Projekte zu realisieren.
Deswegen sei an dieser Stelle noch einmal ausdrücklich allen
jenen gedankt, die diese alljährliche Aktion unterstützen, wie das

THE DIRECTOR OF the “Musée de
la chasse et de la nature” of Paris, Mr.
Claude d’Anthenaise visited the CIC
Headquarters at the start of July in view
of a future cooperation between the
two organisations.
Th e Culture Division of the CIC,
presided by Prince Alexandre
Poniatowski, has been working on the
development of a worldwide network
of hunting museums.
Th e “Musée de la chasse et de la nature”,
by merging modern art and longstanding

tradition, is one of the epicenters of this
transboundary cultural project and
therefore a key player in this network.
Th e CIC is currently working together
with the “Musée de la chasse et de la
nature” to identify the relevant contact
persons for hunting museums worldwide
in order to organise a Hunting Museum
Forum, due to take place in Paris in
autumn 2014.
Mr. d’Anthenaise also paid a visit to the
city of Hatvan, where the largest hunting
museum of Central and Eastern-Europe
is being developed. Located in the
beautiful Grassalkovich palace, the new
museum plans to open its doors to the
public in the spring of 2014.
During the visit, the Lord Mayor
of Hatvan, Mr. Zsolt Szabó and
Mr.d’Anthenaise shared their thoughts
on ways of displaying and enhancing the
new museum’s collections. Mr. Szabó
and Mr. d’Anthenaise also discussed the
planned Hunting Museum Forum.

Class – useful or not?
“MANAGEMENT WITH a rifl e”
and selective hunting – concepts that
have shaped the understanding of
hunters and gamekeepers for decades.
Th ey are now increasingly and rather
controversially discussed. In particular,
hunting based on antler or horn features
is the focus of criticism.
“Management with a rifl e” stems from
the idea of attempting to mimic natural
selection due to lack of large carnivores.
Selective hunting on the other hand
aims to promote particularly vital
specimens and allow them to reproduce.
Th e red deer antler depends on genetic
factors and infl uences reproductive
success. Th e concrete formation of the
antlers, however, is also infl uenced by
other factors (e.g. nutrition, parasitism,
stress). Th e roe deer antler depends
more on environmental factors
(especially nutrition), while its shape
has a signifi cant hereditary component.
Th e red deer antler can therefore serve
to some extent as a determining factor
for the hunter in the selection process.
Another positive aspect is the fact that
the culmination of antler development
in red deer happens comparatively late on
the lifetime of a stag. If they are harvested
at the time when they possess their
strongest antlers, this is also benefi cial
from the point of view of the reasonable
age structure of the population.
However, any hunting activity based
on antler characteristics is a selection,
something which is favoured by the
traditional approach. It is doubtful
whether this always makes sense from
a biological point of view. Genetic
diversity is an important prerequisite
for the long-term survival of a species;
however, it requires a suffi ciently large
population. A too intense and one-

Orientierung an Geweih- oder Hornmerkmalen steht im Zentrum
der Kritik.
„Hege mit der Büchse“ resultiert aus der Vorstellung, die natürliche
Auslese wegen fehlender Großraubwildpopulationen nachzuahmen.
Der Wahlabschuss seinerseits verfolgt das Ziel, besonders vitale Stücke
zu fördern und fortpfl anzen zu lassen.
Das Geweih des Rothirsches ist von genetischen Faktoren
abhängig, und beeinfl usst den Reproduktionserfolg. Die konkrete
Geweihausformung wird aber auch von anderen Faktoren beeinfl usst
(z.B. Ernährung, Parasitierung, Stress und verschiedene andere).
Beim Rehwild hängt das Geweihgewicht mehr von Umweltfaktoren
(insbesondere Ernährung) ab, während die Geweihform eine
deutliche erbliche Komponente aufweist.
Das Geweih des Rothirsches lässt daher in gewissem Umfang die
Orientierung für den Jäger beim Wahlabschuss zu. Ein weiterer
positiver Aspekt ist die Tatsache, dass die Geweihentwicklung bei
Hirschen vergleichsweise spät kulminiert. Werden diese bevorzugt zu
dem Zeitpunkt erlegt, wenn sie ihr stärkstes Geweih tragen, so kommt
das auch einer biologisch angemessenen Altersstruktur zugute.
Jedoch bedeutet jeder jagdliche Eingriff, der sich an
Geweihmerkmalen orientiert, eine Selektion, welche nach
traditionellem Ansatz durchaus beabsichtigt ist. Ob das allerdings in
allen Fällen biologisch sinnvoll ist, darf bezweifelt werden. Genetische
Vielfalt stellt eine wichtige Voraussetzung für das langfristige
Überleben einer Art dar, bedarf allerdings hinreichend großer
Bestände. Eine zu intensive, einseitige Auslese, welche ganz bestimmte
Geweihmerkmale bevorzugt, kann zum unbeabsichtigten Verlust an
Eigenschaften führen.
Fazit: Das Konzept der Güteklassen ist vor allem beim Rotwild
keineswegs völlig überholt. Allerdings müssen wir neue Erkenntnisse,
insbesondere aus der Genetik, in das System integrieren, um gesunde
Wildbestände zu bekommen und zu erhalten.

Des couronnes sans valeur? Catégories – utiles ou non ? «La gestion avec une carabine» et la chasse sélective – deux notions qui
ont façonné les connaissances des chasseurs et des gardes-chasse depuis
des décennies. Aujourd’hui, de plus en plus et de façon controversée,
ils sont le sujet de débats. En particulier, la chasse qui se fonde sur les
caractéristiques des bois ou des cornes est la cible de critiques.
«La gestion avec une carabine» est issue de l’idée de tenter d’imiter
la sélection naturelle en raison d’un manque de grands carnivores. En
revanche, la chasse sélective a pour but de promouvoir des individus
particulièrement vitaux et de leur permettre de se reproduire.
Les bois du cerf dépendent de facteurs génétiques et infl uencent
également le succès de reproduction. Cependant, la formation
des bois est aussi infl uencée par d’autres facteurs (par exemple : la
nutrition, le parasitisme, le stress). Les bois du chevreuil dépendent
de plusieurs facteurs environnementaux (en particulier la nutrition),
tandis que sa forme a une composante héréditaire importante.
Les bois du cerf peuvent donc servir, dans une certaine mesure,
comme facteur déterminant pour le chasseur dans le processus de
sélection. Un autre aspect positif est le fait que le point culminant du
développement des bois du cerf se produit relativement tard dans la
vie d’un cerf. Si les cerfs sont récoltés au moment où leurs bois sont les
plus forts, cela est aussi bénéfi que du point de vue de la structure de
l’âge équilibrée des populations.
Cependant, toute activité de chasse fondée sur les caractéristiques
des bois reste un choix, quelque chose qui est favorisé par l’approche
traditionnelle. Il est douteux que cela ait toujours du sens d’un
point de vue biologique. La diversité génétique est une condition
importante pour la survie à long terme d’une espèce, mais il nécessite
une population suffi samment grande. Une sélection trop intense et
unilatérale, qui cible les caractéristiques spécifi ques des bois, peut
entraîner une perte accidentelle de certaines qualités.
Conclusion: le concept de catégories n’est pas totalement obsolète,
en particulier en ce qui concerne les cerfs. Cependant nous devons
intégrer dans le système les nouvelles connaissances, en particulier
ceux de la génétique, afi n d’avoir et d’entretenir des populations
fauniques saines.

THE CIC IS PLEASED to announce

Partnership on Sustainable Wildlife
Management (CPW) is now active and
can be accessed via the following link:

The partnership, which originated
in 2011 as an idea from the now
Vice-chair of the CPW and President
of the Policy & Law Division of the
CIC, Mr. Jan Heino, is now up and
running. Th e Chair of the partnership is
Mr. Braulio F. de Souza Dias, Executive
Secretary, Convention on Biological
Diversity (CBD), with the United Nations
Food and Agriculture Organisation (FAO)
holding the secretariat.
Th e global platform brings together
international players dealing with
wildlife. Th e CPW unites today twelve
international organizations, including
the CIC, allowing a holistic and
integrated approach to wildlife issues
globally, for wildlife knows no borders.
Th e mission of the CPW is clear:
“to promote conservation through the
sustainable management of terrestrial
vertebrate wildlife in all biomes and
geographic areas and to increase cooperation
and coordination on sustainable wildlife
management issues among its members
and partners.”
Th e 1st Meeting of the CPW took place
in Bangkok, Th ailand on the 10 March
2013 at the occasion of the 16th CITES
Conference of Parties. Th e next meeting
is scheduled to be held at the occasion of
the 19th Session of the African Forestry
and Wildlife Commission due to take
place from the 30 September 2013–4
October 2013 in Windhoek, Namibia.

aufgenommen. Der Vorsitzende der Partnerschaft ist Braulio Ferreira
de Souza Dias, Exekutiv-Sekretär der Biodiversitätskonvention
(CBD), wobei das Sekretariat von der Welternährungsorganisation
der Vereinten Nationen (FAO) zur Verfügung gestellt wird.
Die globale Plattform bringt internationale Akteure zusammen,
die sich um Wildtiere kümmern. Die CPW vereinigt heute zwölf
internationale Organisationen einschließlich des CIC und erlaubt
einen ganzheitlichen und integrierten Ansatz bei globalen Fragen der
Wildtiererhaltung, denn Wildtiere kennen keine Grenzen.
Die Mission der CPW ist klar: „Förderung des Naturschutzes
durch nachhaltige Bewirtschaftung wildlebender Landwirbeltiere
in allen Biomen und geografi schen Gebieten und eine verbesserte
Kooperation und Koordination bei Fragen der nachhaltigen
Wildtierbewirtschaftung, die bei ihren Mitgliedern und Partnern
auftauchen.“
Die erste Sitzung der CPW fand aus Anlass der 16. CITES-
Vertragsstaatenkonferenz am 10. März 2013 in Bangkok, Thailand,
statt. Die nächste Sitzung soll aus Anlass der 19. Sitzungsperiode der
Afrikanischen Forst- und Wildkommission vom 30. September – 4.
Oktober 2013 in Windhoek, Namibia, stattfi nden.

collaboration sur la gestion durable de la faune sauvage (CPW) est à
présent en fonction et accessible par le lien suivant : http://www.fao.

Ce partenariat, né en 2011 à partir d’une idée de M. Jan Heino,
à présent Vice-Président du Partenariat de Collaboration et
Président de la Division Politique & Droit du CIC, s’est concrétisé et est
aujourd’hui pleinement opérationnel. Le Président du Partenariat
est M. Braulio F. de Souza Dias, Secrétaire exécutif de la Convention
sur la Diversité Biologique (CDB), tandis que L’Organisation des
Nations Unies pour l’alimentation et l’agriculture (FAO) en assure le
secrétariat.
Cette plate-forme mondiale rassemble les acteurs internationaux
du domaine de la faune sauvage. Le Partenariat de collaboration
réunit aujourd’hui douze organisations internationales, y compris
le CIC, ce qui permet une approche globale et intégrée des
problématiques de la faune sauvage, car la faune sauvage ne
connaît pas de frontières.
La mission du Partenariat de collaboration est claire et consiste
à : « promouvoir la conservation par la gestion durable de la
faune sauvage terrestre vertébrée dans tous les biomes et zones
géographiques et d’accroître la coopération et la coordination sur les
questions de gestion durable de la faune sauvage entre ses membres
et partenaires.»
La 1ère Réunion du Partenariat de Collaboration s’est tenue à
Bangkok, en Thaïlande le 10 mars 2013 à l’occasion de la 16ème
Conférence des Parties à la CITES. Il est prévu que la prochaine
réunion ait lieu lors de la 19ème Session de la Commission africaine de
la foresterie et de la faune sauvage devant se tenir du 30 septembre
au 4 octobre 2013 à Windhoek, en Namibie.
Besuch des Direktors des „Museums für Jagd und Natur“Claude d’Anthenaise, Direktor des „Museums für Jagd und Natur“
in Paris, besuchte Anfang Juli die CIC-Zentrale, um sich über
künftige Zusammenarbeit zwischen den beiden Organisationen
auszutauschen.
Die CIC Kulturdivision, die von Prinz Alexandre Poniatowski
geleitet wird, arbeitet an der Entwicklung eines weltweiten Netzwerks
von Jagdmuseen. Das „Museum für Jagd und Natur“ verbindet
moderne Kunst und alte Traditionen. Es ist eines der Zentren dieses
grenzübergreifenden Kulturprojektes und spielt deshalb in dem
Netzwerk eine führende Rolle. Der CIC arbeitet derzeit mit dem
Pariser Museum dabei zusammen, relevante Ansprechpartner für
Jagdmuseen in aller Welt zu fi nden, um das Forum für Jagdmuseen
zu organisieren, welches im Herbst 2014 in Paris stattfi nden soll.
Claude d’Anthenaise besuchte auch die Stadt Hatvan, in der das
größte Jagdmuseum Zentral- und Osteuropas aufgebaut wird. Das
neue Museum befi ndet sich in dem wunderbaren Grassalkovich-
Palast und soll im Frühjahr 2014 für die Öffentlichkeit zugänglich
sein. Während des Besuchs tauschten der Oberbürgermeister von
Hatvan, Zsolt Szabó, und Claude d’Anthenaise ihre Ansichten
über die Methoden der Ausstellung und Erweiterung von neuen
Museumssammlungen aus. Zsolt Szabó und Claude d’Anthenaise
erörterten auch das geplante Forum für Jagdmuseen.
Visite du Directeur du “Musée de la Chasse et de la Nature”M. Claude d’Anthenaise, Directeur du Musée de la chasse et de la
nature à Paris a visité la Direction générale du CIC début juillet dans
la perspective d’une future coopération entre les deux organisations.
La Division Culture du CIC, présidée par le Prince Alexandre
Poniatowski, poursuit son travail sur le développement d’un réseau
mondial des musées de chasse. Le Musée de la chasse et de la nature,
qui opère une fusion entre l’art moderne et une tradition ancienne,
est l’un des épicentres des projets culturels transnationaux et il est par
conséquent un acteur-clé de ce réseau. Actuellement, le CIC travaille
en coopération avec le « Musée de la chasse et de la nature » pour
identifi er les personnes à contacter dans les musées de la chasse à
travers le monde afi n d’organiser le Forum des musées de la chasse,
prévu à Paris à l’automne 2014.
M. d’Anthenaise a également effectué une visite dans la ville de
Hatvan, où le plus grand musée de chasse d’Europe Centrale et
Orientale est en cours de développement. Situé dans le magnifi que
palais Grassalkovich, le musée prévoit d’ouvrir ses portes au public au
printemps 2014. Lors de la visite, le maire de Hatvan, M. Zsolt Szabó
et M. d’Anthenaise ont échangé leurs opinions sur la façon d’exposer
et de mettre en valeur les collections du nouveau musée. M. Szabó et
M. d’Anthenaise se sont également entretenus du Forum des musées
de la chasse à venir.

IN MARCH 2013, the CIC
participated in a meeting of IUCN
members from South Eastern Europe
(SEE) entitled “Shaping a Sustainable
Future for South-Eastern Europe”.
Following on from this meeting, the
IUCN Programme Offi ce for South-
Eastern Europe has proceeded to
develop a draft Strategic Plan for South-
Eastern Europe which was circulated
for comments amongst all participants
of the March meeting.
One of the issues identifi ed in the
region was, within the context of sus-
tainable/ecosystem management, the
unsustainable hunting occurring in the
region. Both game management and
law enforcement on hunting were seen
to be defi cient in the region. Th is was
considered a matter of great concern for
many participating organisations.
Th e region is home to some animals
which have all but vanished in Europe,
including large carnivores. Th e most
notable species of large carnivores is
the rare and endangered Balkan Lynx
(Lynx lynx martinoi). To the east,
millions of birds fl ock to the Danube
Delta. Th e region serves as a refuge for
many species listed by the IUCN as
vulnerable or endangered.
In order to conserve the wildlife in the
region and prevent the loss of many of
the endangered species, transboundary
cooperation between the countries
in the region is required. Th e CIC
Coordination Forum for Central and
Eastern Europe is at the forefront
in promoting wildlife conservation
across borders in the region. Th e CIC
was identifi ed as a key stakeholder in
helping to tackle this growing problem.
Together with its members in the region
and the CIC Coordination Forum for
Central and Eastern Europe, the CIC
has a vast network of actors capable of
mobilising support for the sustainable
use of wildlife and more broadly –
nature conservation – in the region.
Th is was evident from the Balkan Lynx
Conservation and Sustainable Hunting
Tourism Workshop that took place on
1-2 March 2013 in Skopje, Republic of
Macedonia (see also CIC Newsletter,
2013/1, p. 12.)

How can national delegations better support international CIC projects?
THIS YEAR’S SUMMER meeting
of the German CIC delegation in June
was dominated – amongst many other
topics – by a discussion on the diff erent
projects for the support of wildlife and
hunting, which are fi nanced by the
contributions of German CIC members.
Th e annual membership fee is € 450,
and every new member is expected to
pay an admission donation of € 2,500.
“To be a CIC member in Germany is not
really cheap,” says long-standing CIC
member Joachim Wadsack, “but it is a
major way to get funds for our projects.”
Th e only relief for members: As the
CIC is a registered charity in Germany
all payments to the organisation are tax-
deductible. Th is implies, however, that
all income is to be used in line with the
statutes, i.e. for conservation and wildlife
research purposes.
Members have passed statutes, which
lay down the types of projects that can be
fi nanced and the requirements and rules of
fi nancing. A committee of three members
scrutinizes all project applications before
the general assembly decides.
Th e range of projects is wide and
includes the promotion of wildlife
research and support to young
scientists, energy-production from wild
plants instead of maize, the creation of
a German trophy commission, a DNA-
screening of European bison, a wolf
information centre and others.
Th e delegation also supports
international CIC projects via the
Budapest offi ce. Examples are the
Markhor prize, CIC’s participation
in CITES or IUCN conferences,
a book on sustainable hunting in
Chinese language, the amendment
and printing of the “red book”, namely
the “International Formula for the
Measurement and Evaluation of
Trophies” etc. Th e delegation will also
assist in the creation of a Namibian
CIC delegation.

Strategischer Plan der IUCN für Südost-EuropaDer CIC nahm im März 2013 an einer Sitzung der südosteuropäischen
IUCN-Mitglieder (SEE) teil: „Gestaltung einer nachhaltigen
Zukunft für Südosteuropa“. Nach dieser Sitzung hat das IUCN-
Programmbüro für Südosteuropa den Entwurf eines strategischen
Plans für Südosteuropa entwickelt, der unter allen Teilnehmern der
März-Sitzung zirkulierte, um kommentiert zu werden.
Eines der in der Region identifi zierte Problem im Kontext der
nachhaltigen / ökologischen Bewirtschaftung besteht in der nicht-
nachhaltigen Jagd, die in der Region vorkommt. Sowohl die
Wildbewirtschaftung als auch der Vollzug von Jagdgesetzen werden in
der Region als mangelhaft angesehen. Dies galt bei vielen teilnehmenden
Organisationen als eine Angelegenheit, die sehr bedenklich ist.
Die Region ist die Heimat einiger Tierarten, die in Europa so
gut wie ausgestorben sind, einschließlich von Großraubtieren. Die
bemerkenswerteste Art von Großraubtieren ist der seltene und
gefährdete Balkanluchs (Lynx lynx martinoi). Millionen von Vögeln
ziehen in östlicher Richtung ins Donaudelta. Die Region dient vielen
Arten, die auf der Roten Liste als gefährdet oder stark gefährdet
eingestuft werden, als Refugium.
Um Wildtiere in der Region zu erhalten und den Verlust vieler
der gefährdeten Arten zu verhindern, ist eine grenzüberschreitende
Zusammenarbeit zwischen den Ländern der Region notwendig. Das

bei der Unterstützung zur Herbeiführung einer Lösung für dieses
wachsende Problem identifi ziert. Der CIC verfügt zusammen mit
seinen Mitgliedern in der Region und dem CIC Koordinationsforum
über ein umfassendes Netzwerk von Akteuren, die in der Lage
sind, Unterstützung für die nachhaltige Nutzung der Wildtiere und
darüber hinaus – den Naturschutz – in der Region zu mobilisieren.
Dies wurde durch den kürzlich abgehaltenen Workshop zum Schutz
des Balkanluchses und für nachhaltige Jagd deutlich, der am 1. und
2. März 2013 in Skopje, Republik Mazedonien, stattfand (siehe auch
den CIC-Newsletter 2013/1, S. 12).
Plan stratégique de l’UICN pour le Sud-Est de l’Europe En mars 2013, le CIC a participé à une réunion des membres de
l’UICN du Sud-Est de l’Europe (SEE), intitulée « Façonner un futur
durable pour le Sud-Est de l’Europe ». A la suite de cette rencontre,
le Bureau du Programme de l’UICN pour le Sud-Est de l’Europe a
élaboré un projet de Plan stratégique pour le Sud-Est de l’Europe,
diffusé à tous les participants de la réunion de mars pour recueillir
leurs commentaires.
L’un des problèmes identifi és était, dans le contexte de la gestion
durable des écosystèmes, la chasse non durable qui sévit dans cette
région. Dans cette région, la gestion du gibier tout comme l’application
de la loi sont apparues défaillantes. Il s’agit là d’une grande source
d’inquiétude pour beaucoup d’organisations participantes.
Cette région est le lieu d’habitation d’animaux qui ont disparu
presque partout ailleurs en Europe, y compris de grands carnivores.
L’espèce la plus remarquable de grands carnivores est le lynx des
Balkans, rare et menacé (Lynx lynx martinoi). A l’est, des millions
d’oiseaux affl uent vers le delta du Danube. La région sert de refuge
pour de nombreuses espèces fi gurant sur la liste de l’UICN comme
vulnérables ou menacées.
Il est nécessaire d’établir une coopération transfrontalière
entre les pays de la région afi n d’en conserver la faune sauvage
et d’empêcher la disparition de nombre d’espèces menacées. Le
Forum de Coordination du CIC pour l’Europe Centrale et de l’Est
est à l’avant-garde en matière de promotion de la conservation
de la faune sauvage au travers des frontières de la région. Le
CIC a été reconnu comme un acteur clé pour aider à faire face à
ce problème qui empire. Conjointement avec ses membres dans
la région, le CIC dispose d’un vaste réseau d’acteurs à même de
mobiliser des soutiens pour l’utilisation durable de la faune sauvage
et plus largement la conservation de la nature dans la région. Cela
est apparu évident lors de l’Atelier sur la conservation du Lynx des
Balkans et le tourisme cynégétique durable qui s’est déroulé le 1 et
2 mars 2013 à Skopje en République de Macédoine (voir aussi la
Lettre du CIC, 2013/1, p.12.)

THE RECENTLY adopted Guiding
Principles on Trophy Hunting of
IUCN’s Species Survival Commission
(SSC) are available now in Chinese,
German, Portuguese, Russian and
Spanish languages.
All the translated versions can be found
on the IUCN website. Th e original
English version has been translated by
the CIC in close coordination with
IUCN SSC. French , Italian and Dutch
translations are under way.
CIC President Bernard Lozé had
welcomed the Guiding Principles as
another political milestone of IUCN in
the fi eld of the sustainable use of natural
resources. He introduced the CIC
translations now and said: “Th e aim is
for these Guiding Principles to be widely
used by IUCN members, Governments
and others for policy and management
decisions related to trophy hunting. Th ey
will be useful for instance in legislation,
the design of new trophy hunting programs
or the review of existing ones. Th erefore it
was necessary to make them available in
important international languages, not
only English. I am particularly happy
to have them in Chinese and Russian.
Hunters, scientists and politicians fr om
these countries now have access to this
important international guideline on
hunting.”
Th e IUCN Species Survival
Commission (SSC) is a science-based
network of more than 7,500 volunteer
experts from almost every country in
the world, all working together towards
conserving biodiversity. Th e majority of
members are deployed in more than 120
Specialist Groups, Red List Authorities
and Task Forces.
Th e IUCN, of which the CIC is a
member, has long recognized that the
wise and sustainable use of wildlife can
be consistent with and contribute to
its conservation, because the social and
economic benefi ts derived from the
use of species can provide incentives
for people to conserve them and their
habitats. Th is document can therefore
build on existing IUCN policies.
Trophy hunting is seen as a tool which
can be used to create incentives for
the conservation of species and their
habitats and for the equitable sharing
of the benefi ts associated with the use
of natural resources. Th e Principles
highlight that species which are rare
or threatened may be included in
trophy hunting as part of site-specifi c
conservation strategies.

Sitzung der deutschen Delegation: Wie können nationale Delegationen internationale CIC-Projekte besser unterstützten?Die diesjährige Sommersitzung der deutschen CIC-Delegation im Juni
wurde – neben zahlreichen anderen Themen – von einer Diskussion
dominiert, bei der es um die verschiedenen Projekte für die
Unterstützung von Wildtieren und der Jagd ging, die durch Beiträge
der deutschen CIC-Mitglieder fi nanziert werden. Die jährliche
Mitgliedsgebühr beträgt 450 €. Von jedem neuen Mitglied wird eine
Aufnahmespende in Höhe von 2.500 € erwartet. „Es ist nicht wirklich
billig, in Deutschland Mitglied des CIC zu sein“, meint das langjährige
CIC-Mitglied Joachim Wadsack, „aber es ist eine wichtige Quelle zur
Finanzierung unserer Projekte.“ Der einzige Trost für Mitglieder: Da
der CIC in Deutschland als gemeinnützige Organisation gilt, sind alle
an ihn gerichteten Zahlungen von der Steuer absetzbar. Das verlangt
allerdings, dass die Einnahmen satzungsgemäß verwendet werden,
d.h. für den Schutz und die Erforschung von Wildtieren.
Die Mitglieder haben eine Satzung beschlossen, welche die
Arten von Projekten festlegt, die fi nanziert werden können, sowie
die Anforderungen an und Regelungen für die Finanzierung. Ein
Komitee von drei Mitgliedern prüft alle Projektanträge, bevor die
Generalversammlung eine Entscheidung trifft.
Die Bandbreite der Projekte ist groß und schließt ein: Förderung
von Wildtierforschung und Unterstützung junger Wissenschaftler,
Energiegewinnung aus natürlichen Pfl anzen statt aus Mais, Aufbau
einer deutschen Trophäenkommission, ein DNA-Screening des
europäischen Bisons, ein Wolfsinformationszentrum und anderes.
Die Delegation unterstützt über die Budapester Zentrale auch
internationale CIC-Projekte. Beispiele sind der Markhor-Preis, die
Teilnahme des CIC an CITES- oder IUCN-Konferenzen, ein Buch über
nachhaltige Jagd in chinesischer Sprache, Neufassung und Druck des
„Roten Buches“, also der „internationalen Formel für die Vermessung
und Evaluation von Trophäen“ usw. Die Delegation wird auch bei
dem Aufbau einer namibischen CIC-Delegation Unterstützung
leisten.
Während der Sitzung über die Richtlinien der Delegation zu
der Finanzierung internationaler Projekte über die regelmäßigen
Beiträge an den CIC kam es zu einer lebhaften Diskussion. Die
Mitglieder sind sich dessen bewusst, dass einige andere Delegationen
eine ähnliche Unterstützung leisten. Es wäre allerdings wünschenswert,
wenn noch mehr Delegationen diesem Beispiel folgen würden. „Das
ist ein Thema, welches der Vorstand und der Rat aufgreifen sollten“,
meinte die Vizevorsitzende der Delegation, Melanie Schröter.
Réunion de la Délégation allemande : Comment les délégations nationales peuvent-elles mieux soutenir les projets internationaux du CIC ?La réunion d’été de la Délégation allemande du CIC en juin a, cette
année, été dominée – parmi d’autres thèmes – par une discussion
sur les différents projets fi nancés par les membres allemands du
CIC et qui visent à soutenir la faune sauvage et la chasse. Les frais
d’adhésion annuels s’élèvent à 450 € et chaque membre est censé
s’acquitter d’un don d’admission à hauteur de 2500 €. « Etre membre
du CIC en Allemagne n’est pas bon marché » indique un membre de
longue date, Joachim Wadsack, « mais c’est une manière importante
de récolter des fonds pour nos projets. » Le seul allégement pour les
membres tient au fait que le CIC est enregistré comme une œuvre
de bienfaisance en Allemagne, de telle sorte que tous les paiements
adressés à l’organisation sont déductibles des impôts. Cela implique
cependant que toutes les sommes perçues devront être utilisées
conformément aux statuts, c’est-à-dire à des fi nalités de conservation
et de recherche sur la faune sauvage.
Les membres ont édicté les statuts qui déterminent les types de
projets pouvant faire l’objet d’un fi nancement et les conditions et
règles de fi nancement. Un comité de trois membres examine toutes les
candidatures de projet avant que l’assemblée générale ne se prononce.
La variété des projets est vaste et comprend la promotion de la
recherche sur la faune sauvage et le soutien aux jeunes scientifi ques,
la production d’énergie à partir de plantes sauvages au lieu du maïs,
la création d’une commission des trophées allemands, les analyses
ADN du bison européen, un centre d’informations sur le loup ainsi
que d’autres actions.
La délégation soutient également les projets internationaux du
CIC et de la Direction générale de Budapest. A titre d’exemple, le
Prix Markhor, la participation du CIC à la CITES ou aux conférences
de l’UICN, un livre sur la chasse durable en langue chinoise, la
modifi cation et l’impression du Livre rouge, à savoir la « Formule
internationale pour la Mesure et l’Evaluation des Trophées » etc…
La délégation apportera également son aide à la création de la
Délégation namibienne.
Une discussion animée est intervenue lors de la réunion sur la politique
de la délégation quant au fi nancement de projets internationaux
s’ajoutant aux contributions régulières auprès du CIC. Les membres sont
conscients que certaines autres délégations offrent un soutien similaire. Il
serait cependant souhaitable que davantage de délégations rejoignent
ce dispositif. « Il s’agit là d’un sujet que le Comité exécutif et le Conseil
devraient aborder », a conclu Melanie Schroeter.

IN MAY, MAIZE was sown which
will be harvested in autumn and used
as energy in biogas plants. Meanwhile,
renewable raw materials will be
cultivated on every fi ft h hectare of
agricultural land in Germany. Th is
has already led to monotonous crop
rotation systems in various regions and
to the enormous detriment of biological
diversity. However, there are alternatives.
Th e “Living Landscapes” network,
an association already comprising 18
members from the hunting community,
nature conservancy organisations and
the energy industry shows, in a newly
published guidebook for agriculture,
how energy production from biomass
can be linked more closely with the
objectives of the protection of species,
nature and the environment.
Th e “Living Landscapes network
has set itself the goal of establishing,
among standard agricultural practices,
the mixing of various types of wild
fl owers as an ecologically necessary
and economically viable addition to
conventional energy crops”, says the
spokesman of the network, Joachim
Wadsack from the CIC. “Some seed
mixtures have great potential for use
as energy in biogas plants”, Wadsack
further informs us. “A few important
rules must be observed so that the
planting of wild fl owers for biomass
production will also prove to be
successful,” Wadsack insists.

Der CIC-Präsident Bernard Lozé begrüßte die Leitlinien als einen
weiteren politischen Meilenstein des IUCN im Bereich der nachhaltigen
Nutzung natürlicher Ressourcen. Er stellte die CIC-Übersetzungen
jetzt vor und sagte: „Das Ziel ist, dass diese Leitprinzipien intensiv
genutzt werden von IUCN-Mitgliedern, Regierungen und anderen,
wenn es darum geht, Politik- oder Management-Entscheidungen
im Zusammenhang mit der Trophäenjagd zu treffen. Sie werden
beispielsweise bei der Gesetzgebung hilfreich sein sowie bei der
Gestaltung neuer Trophäenjagd-Programme oder der Revision
bestehender Programme. Aus diesem Grund war es notwendig,
sie in wichtigen internationalen Sprachen und nicht nur in Englisch
verfügbar zu machen. Ich bin besonders froh darüber, dass es
sie auf Chinesisch und Russisch gibt. Jäger, Wissenschaftler und
Politiker aus diesen Ländern haben jetzt Zugang zu dieser wichtigen
internationalen Richtlinie zur Jagd.“
Die IUCN-Kommission für Artenerhalt (SSC) ist ein
wissenschaftsbasiertes Netzwerk von mehr als 7.500 freiwilligen
Fachleuten aus beinahe allen Ländern der Welt, die bei der
Erhaltung der Biodiversität zusammen arbeiten. Die Mehrzahl der
Mitglieder sind in über 120 Fachgruppen, Rote Liste-Behörden und
Arbeitsgruppen organisiert.
Die IUCN, deren Mitglied der CIC ist, hat schon lange anerkannt,
dass die umsichtige und nachhaltige Nutzung der Wildtiere zu derer
Erhaltung beitragen kann, da die sozialen und wirtschaftlichen
Vorteile, die bei der Nutzung von Arten erzielt werden, Anreize für die
lokale Bevölkerung bieten, Tiere und ihre Lebensräume zu schützen.
Dieses Dokument kann deshalb auf bestehenden IUCN-Richtlinien
aufbauen. Die Trophäenjagd wird als ein Instrument angesehen,
welches für die Erhaltung von Arten und ihrer Lebensräume genutzt
werden kann sowie für die faire Verteilung der Erträge, die aus der
Nutzung natürlicher Ressourcen generiert werden. Die Prinzipien
unterstreichen, dass Arten, die selten oder gefährdet sind, im Rahmen
standortspezifi scher Erhaltungsstrategien in die Trophäenjagd
eingeschlossen werden können.

une nouvelle étape politique importante de l’UICN en matière
d’utilisation durable des ressources naturelles. Il a présenté les
traductions actuelles du CIC maintenant et a indiqué : « L’objectif est
que ces lignes directrices soient largement utilisées par les membres de
l’UICN, les gouvernements et d’autres pour les décisions de politique
et de gestion en lien avec la chasse aux trophées. Elles seront utiles par
exemple pour établir des législations, créer de nouveaux programmes
de chasse aux trophées ou analyser les programmes existants. Il est
par conséquent apparu nécessaire de les rendre disponibles dans les
langues internationales les plus usitées, et pas seulement l’anglais. Je
suis particulièrement satisfait qu’elles existent en chinois et en russe.
Les chasseurs, scientifi ques et politiciens de ces pays ont accès à ces
importantes lignes directrices sur la chasse. »
La Commission de la sauvegarde des espèces de l’UICN (SSC)
est un réseau sur une base scientifi que composé de plus de 7500
experts volontaires de presque tous les pays du monde, qui œuvrent
tous ensemble à la conservation de la biodiversité. La majorité des
membres sont déployés au sein de plus de 120 groupes de spécialistes,
d’autorités pour la liste rouge et de groupes de travail.
L’UICN, dont le CIC est membre, reconnaît depuis longtemps
que l’utilisation sage et durable de la faune sauvage n’est pas
incompatible avec la conservation à laquelle elle contribue ; parce
que les bienfaits sociaux et économiques issus de l’usage des espèces
peuvent constituer une incitation à conserver les espèces et leurs
habitats. Ce document peut, par conséquent, s’appuyer sur les
politiques existantes de l’UICN. La chasse aux trophées est elle-même
considérée comme un moyen pouvant inciter à la conservation des
espèces et de leurs habitats et à opérer un partage équitable des
profi ts découlant de l’utilisation des ressources naturelles. Les Lignes
directrices soulignent que les espèces rares ou menacées peuvent être
inclues dans la chasse aux trophées comme parties intégrantes d’une
stratégie de conservation de sites spécifi ques.

Mehr als Mais: Praxistipps für den Anbau von Wildpfl anzen zur BiomasseproduktionIn Mai wurde Mais gesät, der im Herbst zur energetischen Nutzung in
Biogasanlagen geerntet werden soll. Mittlerweile werden auf jedem
fünften Hektar der landwirtschaftlichen Fläche in Deutschland
nachwachsende Rohstoffe angebaut. Dies führte regional bereits
zu monotonen Fruchtfolgen und zu massiven Nachteilen für die
Biologische Vielfalt. Doch es gibt Alternativen: Das Netzwerk
Lebensraum Feldfl ur, ein Zusammenschluss aus bisher 18 Akteuren
der Jagd, des Naturschutzes und der Energiewirtschaft, zeigt in
einem neu erschienenen Ratgeber für die Landwirtschaft, wie die
Energieerzeugung aus Biomasse enger mit den Zielen des Arten-,
Natur- und Umweltschutzes verknüpft werden kann.
„Das Netzwerk Lebensraum Feldfl ur hat sich zum Ziel gesetzt,
Mischungen aus verschiedenen Wildpfl anzenarten als eine
ökologisch notwendige und ökonomisch tragfähige Ergänzung zu
konventionellen Energiepfl anzen in der landwirtschaftlichen Praxis
zu etablieren“, sagt der Sprecher des Netzwerkes, Joachim Wadsack
vom CIC. „Einige Ansaatmischungen haben großes Potential für die
energetische Nutzung in Biogasanlagen“, so Wadsack weiter. „Damit
der Anbau von Wildpfl anzen zur Biomasseproduktion auch gelingt,
müssen einige wichtige Regeln eingehalten werden“, betont Wadsack.

Actuellement, les matières premières renouvelables sont cultivées
sur un hectare sur cinq de la surface agricole en Allemagne, ce qui
a engendré des rotations de cultures monotones sur le plan régional
et des inconvénients de taille pour la diversité biologique. Il existe
toutefois des alternatives : dans leur nouveau guide qui vient de
paraître, le réseau habitats - terres arables, un regroupement jusqu’ici
composé de 18 acteurs du monde de la chasse, de la protection de la
nature et de la gestion de l’énergie, explique à quel point la production
d’énergie à partir de la biomasse peut être étroitement liée avec les
objectifs de protection de l’environnement, de la nature et des espèces.
« Le réseau habitats - terres arables s’est fi xé pour objectif d’établir
des mélanges à partir de différentes espèces de plantes sauvages,
ce qui offrirait un complément nécessaire sur le plan écologique
et compatible sur le plan économique aux plantes énergétiques
conventionnelles dans les pratiques agricoles », indique Joachim
Wadsack du CIC, le porte-parole du réseau. « Certains mélanges
de semences présentent un potentiel considérable pour l’utilisation
énergétique dans les installations de biogaz », renchérit-il. « Mais pour
que la culture de plantes sauvages pour la production de biomasse
soit réussie, il faut également respecter quelques règles impératives »,

WILD BOAR NUMBERS in Europe
have seen an explosion in the past
20 years, with the average increase
quoted as between approximately
250–400%. The factors influencing
this increase are both natural and
human-related.
In a recent meeting of the European
Parliament, the European Landowners
Organisation (ELO) presented a study
which was released in June 2012
entitled “Th e Demographic Explosion
of Wild Boar in Europe”. Th e CIC was
represented at the meeting by Olivier
Rolin Jacquemyns, Head of the Belgian
Delegation.
Th e study touches upon the
importance of good practices in
supplementary feeding of wild boar by
hunters and their tool as a deterrent
against crop damages and for estimating
their numbers.
Th e study also looks at the links
between supplementary feeding, animal
and plant protein, and the fertility of
female wild boars. Th e full study is
available in French on the website of the
Royal Saint Hubert Club de Belgique.
An important clarifi cation pointed
out by Prof. Simon de Crombrugghe
about the study is that: “whilst animal
protein is essential for wild boar, it is
also the abundance of vegetable proteins
(corn, fl ours and acorns) that has aided
the demographic explosion of wild boar.”

gestiegen, und zwar mit einer durchschnittlichen angegebenen Rate
zwischen ca. 250 – 400%. Die Faktoren, welche diese Steigerung
bewirkten, sind sowohl natürlicher als auch vom Menschen
verursachter Art.
Bei einer kürzlich abgehaltenen Sitzung des Europäischen
Parlaments stellte die europäische Organisation der Landbesitzer
(ELO) eine Studie mit dem Titel „Die demografi sche Explosion des
Schwarzwildes in Europa“ vor, die im Juni 2012 veröffentlicht worden
war. Der CIC wurde auf der Sitzung von Olivier Rolin Jacquemyns
vertreten, dem Leiter der belgischen Delegation. Die Studie spricht
die Bedeutung guter Verfahren bei der Zusatzfütterung des
Wildschweins durch Jäger an und thematisiert die Eignung der
Fütterung als Mittel gegen Schäden an Getreide und zur Feststellung
der Anzahl der Tiere. Die Studie untersucht auch die Beziehungen
zwischen Zusatzfütterung, tierischem und pfl anzlichem Protein
und der Fruchtbarkeit bei Bachen. Die vollständige Studie steht in
französischer Sprache auf der Website des Königlichen Sankt Hubert-
Clubs von Belgien zur Verfügung.
Eine wichtige Klarstellung hinsichtlich der Studie erfolgte durch
Prof. Simon de Crombrugghe: „während tierisches Protein für das
Schwarzwild essenziel ist, war es auch die Fülle pfl anzlicher Proteine
(Getreide, Mehl und Eicheln), die zu der demografi schen Explosion
des Wildschweins beitrugen.“

Lors d’une récente réunion du Parlement européen, l’Organisation
européenne des propriétaires fonciers (ELO) a présenté une étude
publiée en juin 2012 et intitulée « L’Explosion démographique du
sanglier sauvage en Europe. » Le CIC était représenté lors de la réunion
par Olivier Rolin Jacquemyns, Chef de la Délégation belge. L’étude
revient sur l’importance des bonnes pratiques dans l’alimentation
complémentaire des sangliers sauvages par les chasseurs et sur leurs
outils pour décourager les dégâts aux cultures et pour estimer leur
importance. L’étude examine également les liens entre l’alimentation
complémentaire, les protéines végétales et animales, et la fertilité des
sangliers sauvages femelles. L’ensemble de l’étude est disponible en

Le Pr Simon de Crombrugghe a apporté l’importante clarifi cation
suivante : « Alors que les protéines animales sont essentielles pour le

du sanglier sauvage.»

welcomed President Barack Obama’s
Executive Order of July 1st as a crucial
step in the global fight against wildlife
trafficking. “The commercial poaching
of rhino, elephant and other species has
created a serious conservation crisis in
Africa”, he said. “It is a responsibility
of western governments to assist those
African nations, who are determined
to conserve their wildlife, which is a
heritage of mankind.“
After an official visit of the US
President to Tanzania, during which
the poaching crisis had been on
the agenda, the White House had
released an Executive Order which
announced the immediate creation
of a Presidential Task Force and the
production of a National Strategy for
Combating Wildlife Trafficking.
President Obama also announced
amongst others financial and
technical support for anti-poaching
and law enforcement both within the
United States and abroad.
The CIC, which has the fight against
wildlife crime high on its agenda, has
recently taken up discussions with
international police authorities and
enforcement institutions to establish
strategic partnerships with the aim
to contribute to the global combat
against wildlife trafficking.
This topic will be also on the
agenda of the upcoming FAO African
Forestry and Wildlife Commission
Meeting in Namibia where the CIC
and other partner organizations
will join forces towards their shared
vision.
“Hunters have an obligation to join
hands with African law enforcement
agencies to combat poaching“, said
President Lozé.

CIC-Präsident Bernard Lozé begrüßte die Executive Order vom
1. Juli als entscheidenden Schritt bei dem globalen Kampf gegen
den illegalen Handel mit Wildtieren. „Die kommerzielle Wilderei
von Rhinozeros, Elefant und anderen Arten hat eine ernsthafte
Naturschutzkrise in Afrika ausgelöst,“ sagte er. „Es liegt in der
Zuständigkeit westlicher Regierungen, die afrikanischen Nationen
zu unterstützen, die zur Erhaltung ihrer Wildtiere entschlossen sind,
welche ein Erbe der Menschheit sind.“
Nach dem offi ziellen Besuch des US-Präsidenten in Tansania,
bei dem die Wilderei-Krise auf der Tagesordnung stand, hat das
Weiße Haus eine Executive Order erlassen, welche den sofortigen
Aufbau einer präsidentiellen Arbeitsgruppe und die Entwicklung
einer nationalen Strategie zur Bekämpfung des illegalen Handels
mit Wildtieren vorsieht. Präsident Obama gab unter anderem auch
fi nanzielle und technische Unterstützung für Maßnahmen gegen
Wilderei und die Rechtsdurchsetzung in den Vereinigten Staaten und
im Ausland bekannt.

application du droit aussi bien à l’intérieur des Etats-Unis qu’à
l’étranger.
Le CIC, pour qui le combat contre le crime envers la faune sauvage
est une priorité, a récemment engagé des discussions, à l’échelle
internationale, avec des autorités de police et des institutions
chargées de veiller au respect de la loi afi n d’établir des partenariats
stratégiques dans l’objectif de contribuer au combat mondial contre
le trafi c des espèces sauvages. Ce thème sera également à l’ordre du
jour de la réunion à venir de la Commission de la foresterie et de la
faune sauvage africaine de la FAO en Namibie où les forces du CIC et
d’autres organisations convergeront vers cette vision commune.
« Pour combattre le braconnage, les chasseurs ont l’obligation de
s’unir avec les agences africaines veillant au respect du droit », a dit
le Président Lozé.

THE CIC had the honour of
welcoming to Hungary a high-level
Chinese Delegation headed by H.E.
Chen Shuxian, Vice Administrator
of the Chinese State Forestry
Administration, from 11–13 July 2013.
Th e main purpose of the visit was to see
the CIC Headquarters and to gain an
insight into the wildlife management
system in Hungary and in particular the
contributions of sustainable hunting
to wildlife conservation. Hungary has
a wealth of experience in this domain
and the wildlife management system in
the country is considered to be one of
the most developed and well-regulated,
particularly in Europe.
Th e programme began with a visit
of the CIC Headquarters, where the
Delegation was greeted by Mr. Bernard
Lozé, President of the CIC, Mr. Tamás
Marghescu, Director General of the
CIC, and the entire CIC Headquarters
team. Together, Mr. Lozé and Mr.
Marghescu gave a presentation on the
CIC and the benefi ts of sustainable use
of wildlife for biodiversity conservation.
In the evening, a dinner was held in
honour of the Chinese Delegation with
distinguished guests from Hungary
and neighbouring countries, including
Dr. Imrich Suba, Vice-President of
the CIC, Mr. Győző Tengerdi, Dep.
Head of Hungarian Delegation of
CIC, Mr. Gábor Galamb, Dep. Head
of Hungarian Delegation of CIC, and
Mr. János Pechtol, Secretary General
of the Hungarian Hunting Chamber.
Th e next day saw the Chinese
Delegation visit the Hungarian
Parliament, including a meeting with
H.E. Dr. Semjén Zsolt, Deputy Prime
Minister and Parton of the CIC. Th is
was followed by a visit to the 144th
annual assembly of the National Forest
Federation in Tata, to the North
West of Budapest, where the Chinese
Delegation was greeted as honourable
guests. Here they could see the
traditional and newest technologies
used in Hungarian forestry from the
production of charcoal to the modern
wood shredding machines.
Th e annual Hungarian national
hunter’s day was held in Galyatető on
the fi nal day of their visit. Th e Chinese
Delegation was invited as a special
guest of the event. Aft er the opening
ceremony, the Chinese Delegation
received a guided tour of the various
stands by the Hungarian hosts. On
show were a number of Hungarian
hunting specialities ranging from
food and drink to clothes and pieces
of art. Th e visit gave the Chinese an
insight into the culture and economy
surrounding hunting, beyond solely the
act of hunting itself.
Th e CIC would like to extend its
thanks to CIC Member and President
of the German-Chinese Friendship
Association, Ms. Luoding Lammel-Rath
for her assistance in organising the visit.
Th e CIC would also like to thank the
Hungarian Government, in particular
the offi ce of H.E. Dr. Semjén Zsolt, and
all those who helped contribute to the
success of the visit. Th e results of the visit
are currently being compiled.

loves travelling and hiking.

• GREW UP IN RUSSIA, but has
lived in Hungary since 2010. Speaks
Russian, English and basic Hungarian.
• Graduated from Saint-Petersburg
State University, Russia, with a
degree in biology. Worked in Glacier
National Park, USA. At the moment
she is studying Wildlife Conservation
at Szent István University, Hungary.
• As an intern, Daria assists at the
CIC with preparing publications,
deals with the press, and provides
translation from and into English
and Russian. She assists with the
organization/coordination work for
Policy & Law and Culture Divisions
and helps organizing scientifi c events.
• She is fascinated with science and
nature and spends her spare time
in the open air with her dogs,
or improving skills in languages,
especially Hungarian.

Besuch der chinesischen Delegation der SFA (staatliche Forstverwaltung) in der CIC-ZentraleDer CIC hatte die Ehre, in Ungarn vom 11. – 13. Juli 2013 eine
hochrangige chinesische Delegation unter der Leitung von S.E.
Chen Shuxian, Vize-Geschäftsführer der staatlichen chinesischen
Forstverwaltung begrüßen zu können. Der Hauptzweck des Besuchs
bestand darin, die CIC-Zentrale zu sehen und Einblicke in das
Wildtierbewirtschaftungssystem in Ungarn zu gewinnen, insbesondere
in die Beiträge, welche die nachhaltige Jagd für den Artenschutz
leistet. Ungarn verfügt über reiche Erfahrungen in diesem Gebiet.
Das Wildtierbewirtschaftung dieses Landes gilt als eine der am besten
entwickelten und regulierten, insbesondere in Europa.
Das Programm begann mit einem Besuch der CIC-Zentrale, wo
die Delegation von Bernard Lozé, dem Präsidenten des CIC, Tamás
Marghescu, Generaldirektor des CIC, und dem gesamten Team der
CIC-Zentrale begrüßt wurde. Bernard Lozé und Tamás Marghescu
stellten gemeinsam den CIC vor und die Vorteile, welche eine
nachhaltige Nutzung der Wildtiere für den Erhalt der Biodiversität
bietet. Am Abend wurde zu Ehren der chinesischen Delegation
ein Dinner gegeben, an dem herausragende Gäste aus Ungarn
und den Nachbarländern teilnahmen. Dazu gehörten Dr. Imrich
Suba, Vize-Präsident des CIC, Gyözö Tengerdi und Gábor Galamb,
stellvertretende Leiter der ungarischen Delegation des CIC, sowie
János Pechtol, Generalsekretär der ungarischen Jagdkammer.
Am nächsten Tag besuchte die chinesische Delegation das
ungarische Parlament. Dies schloss ein Treffen mit S.E. Dr. Zsolt
Semjén ein, dem stellvertretenden Premierminister und Patron
des CIC. Darauf folgte ein Besuch der 144. Jahresversammlung des
nationalen Forstverbandes in Tata im Nordwesten von Budapest,
wo die chinesische Delegation als Ehrengäste begrüßt wurden. Hier
konnten sie die traditionellen und neuesten Technologien sehen,
die in ungarischen Wäldern eingesetzt werden. Die Bandbreite
reichte von der Herstellung von Holzkohle bis zu modernen
Holzschreddermaschinen.
Am letzten Tag des Besuches wurde der jährliche nationale
ungarische Jägertag in Galyatet� gefeiert. Die Mitglieder der
chinesischen Delegation wurden zu dem Ereignis als Ehrengäste
eingeladen. Nach der Eröffnungszeremonie erhielt die chinesische
Delegation eine Führung durch die verschiedenen Stände der
ungarischen Aussteller. Gezeigt wurden eine Reihe ungarischer
Jagdspezialitäten, die von Essen und Trinken über Kleidung bis zu
Kunstgegenständen reichten. Der Besuch vermittelte den Chinesen
Einblicke in die Kultur und Wirtschaft, die sich um die Jagd entwickelt
haben und die jenseits des eigentlichen Jagdvorgangs liegen.
Der CIC möchte dem CIC-Mitglied und Präsidentin des Deutsch-
Chinesischen Freundschaftsvereins, Luoding Lammel-Rath, seinen
Dank für die Unterstützung bei der Organisation des Besuchs
aussprechen. Der CIC möchte auch der ungarischen Regierung
danken, insbesondere dem Büro von S.E. Dr. Zsolt Semjén, und allen,
die zum Erfolg des Besuchs beigetragen haben. Die Ergebnisse des
Besuchs werden derzeit zusammengestellt.
Visite de la Délégation chinoise du SFA (Administration d’Etat de la Foresterie) au Bureau administratif du CICLe CIC a eu l’honneur d’accueillir en Hongrie une Délégation chinoise
de haut-niveau dirigée par S.E. Chen Shuxian, Vice-Administrateur
de l’Administration d’Etat chinoise de la Foresterie, du 11 au 13 juillet
2013. Le principal objectif de la visite consistait à rencontrer la Direction
générale du CIC et à avoir un aperçu du système de gestion de la
faune sauvage en Hongrie et en particulier de l’apport de la chasse
durable à la conservation de la faune sauvage. La Hongrie dispose
d’une riche expérience dans ce domaine et son système de gestion
de faune sauvage est considéré comme l’un des plus développés et
mieux régulé, notamment en Europe.
Le programme a commencé par une visite de la Direction générale
du CIC, où la Délégation a été accueillie par Mr. Bernard Lozé,
Président du CIC, M. Tamás Marghescu, Directeur général du CIC,
et l’ensemble de l’équipe de la Direction générale. M. Lozé et M.
Marghescu ont fait ensemble une présentation du CIC et des bienfaits
de l’utilisation durable de la faune sauvage pour la conservation
de la biodiversité. Le soir, un dîner s’est tenu en l’honneur de la
Délégation chinoise avec d’éminents invités de Hongrie et des pays
voisins, notamment le Dr Imrich Suba, Vice-Président du CIC, M.
Gyözö Tengerdi, Vice-Chef de la Délégation hongroise du CIC, et M.
Gábor Galamb également Vice-Chef de la Délégation hongroise du CIC ainsi que M. János Pechtol, Secrétaire général de la Chambre
hongroise de la Chasse.
Le jour suivant comportait la visite de la Délagation chinoise
au Parlement hongrois, comprenant une rencontre avec S.E. le Dr
Semjén Zsolt, Vice-Premier Ministre et un patron du CIC. Cela fut
suivi d’une visite à la 144ème assemblée annuelle de la Fédération
nationale des forêts à Tata dans le nord-ouest de Budapest, où la
Délégation chinoise fut accueillie comme invitée d’honneur. Ils purent
y voir les technologies traditionnelles tout comme les plus récentes
utilisées dans la foresterie hongroise, de la production de charbon aux
machines de découpe du bois.
La Journée hongroise annuelle du chasseur s’est tenue à Galyatet�
le dernier jour de leur visite. La Délégation chinoise a été conviée
comme invitée spéciale de l’évènement. Après la cérémonie
d’ouverture, la Délégation chinoise a bénéfi cié d’une visite guidée
des différents stands par les hôtes hongrois. De nombreuses spécialités
hongroises de la chasse étaient présentées, allant de la nourriture et
des boissons jusqu’aux vêtements et œuvres d’art. La visite a donné
aux Chinois un aperçu de la culture et de l’économie entourant la
chasse, au-delà de l’activité de chasser en elle-même.
Le CIC souhaite adresser ses remerciements à la membre du CIC
et Présidente de l’Association de l’amitié sino-germanique, Mme
Luoding Lammel-Rath pour son aide dans l’organisation de la visite.
Le CIC souhaiterait également remercier le gouvernement hongrois,
en particulier le cabinet de S.E le Dr Semjén Zsolt, ainsi que toutes les
personnes ayant contribué au succès de cette visite. Le compte rendu

61. CIC GENERALVERSAMMLUNG Jagd, Jugend und Biodiversität Mailand, 23. - 26. April 2014Es sind noch 282 Tage bis zur Eröffnung der 61. CIC Generalversammlung,
welche vom 23. bis zum 26. April 2014 in Mailand, Italien ausgetragen wird.
Am 15. Juli 2013 trafen sich avv. Giovanni Bana, Leiter der
italienischen CIC Delegation mit Massimo Marracci, CIC Vize-
Präsident und Tamas Marghescu, Generaldirektor des CIC, um die
Leitlinien der Versammlung, zu welcher eine Vielzahl nationaler
und internationaler Persönlichkeiten und CIC Mitglieder erwartet
werden, festzulegen.
Mailand ist eins der beliebtesten Städte Italiens, Dreh- und
Angelpunkt für Wirtschaft und Kommerz, bekannt für Mode, Kultur,
Musik, Dienstleistungen, Geschichte und Architektur, ohne die hohe
Anzahl von Jägern außer Acht zu lassen, die ihrer Leidenschaft in der
lombardischen Region, und der landwirtschaftlichen Tätigkeiten auf
dem umliegenden Land nachgehen.
Neben den Attraktionen Mailands, werden die Teilnehmer
auch andere Perlen Italiens wie Venedig und Florenz bewundern
können; außerdem bietet sich die Möglichkeit den See Maggiore
und seine malerischen Inseln, die FEIN (European Foundation
Il Nibbio) Vogelwarte nah des Comer Sees, die Maison Beretta,
sowie kulinarische Highlights mit ausgezeichneten italienischen
Spezialitäten und Weinen während der Ausfl üge erleben können.
Jagd, Jugend und Biodiversität ist das Motto der 61.
Generalversammlung, um die Bedeutung der Jagd und der
Sammlung von wissenschaftlichen Daten für eine korrekte und
nachhaltige Nutzung des Wildes und der Natur zu betonen.

THERE ARE STILL 282 days before
the opening of the 61st CIC General
Assembly which will be hosted by the
city of Milan, from 23 to 26 April 2014.
On the 15th of July 2013, the Head of
the Italian Delegation, avv. Giovanni
Bana, met with the CIC Vice-President,
Dr. Massimo Marracci, and the
Director General, Tamás Marghescu in
Milan in order to fi nalize the guidelines
for the next General Assembly, which
is expected to have lots of personalities,
both national and international, as well
as members of our organization, in the
spirit of Italian hospitality.
Milan is one of the most important
Italian cities, a fulcrum of productive
and commercial activities, well known
for its’ fashion, culture, music, services,
history and architecture, without
forgetting the high number of hunters
who practice their passion in the whole
Lombardia Region, and the agricultural
and farming activities in its countryside.
Besides the particular beauties of
Milan, the participants will be able
to admire some Italian pearls such
as Florence and Venice, with the
possibility to visit the Lake Maggiore
and its picturesque islands, the FEIN
(European Foundation Il Nibbio)
Ornithological Observatory near Lake
Como, and the Maison Beretta, with
the chance to also taste some of our
delicious and precious Italian food and
wine during the trips.
Hunting, Youth and Biodiversity will be
the main theme of the events, underlining
the importance of the hunting and of
the collection of scientifi c data in order
to obtain a correct and sustainable use of
wildlife and the environment.

Générale du CIC de Milan (23-26 avril 2014).
Le 15 juillet à Milan a été fi nalisé entre le Chef de la délégation
italienne Giovanni Bana, le Vice Président du CIC Massimo Marracci,
et le Directeur Général Tamás Marghescu, les lignes directrices
de la prochaine Assemblée Générale à laquelle seront présents
personnalités, nationales et internationales, et tous les membres de
notre organisation dans l’esprit de l’accueil italien.
Milan est une des plus importantes villes italiennes, point de
référence de l’activité productive et commerciale, bien connu
pour sa mode, sa culture, sa musique, ses services, son histoire et
son architecture, sans oublier la grande présence de chasseurs qui
pratiquent leur passion dans la Région de Lombardie et l’activité
agricole qui se déroule sur ce territoire.
En plus des beautés de la ville de Milan, les participants auront
la possibilité d’admirer de précieux «bijoux» de l’Italie telle que
Florence et Vénice, avec la possibilité de visiter : le Lac Maggiore et ses
pittoresques îles; l’Observatoire ornithologique de la FEIN (Fondation
Européenne Il Nibbio de Arosio), la maison Beretta, et entre les
visites, les participants auront la possibilité de déguster les délicieuses
et précieuses spécialités enogastronomiques italiennes.
La Chasse, les jeunes et la biodiversité seront les thèmes des
interventions, soulignant l’importance de la chasse et des données
scientifi ques pour une gestion correcte et durable de la faune sauvage
et de l’environnement.
