ETNA2020 Brokerage event Smart City Expo World Congress Barcelona 13-14 November 2018
In the framework of the Smart City Expo World Congress held in Barcelona on the 13th and 14th of November 2018 ETNA2020 co-organized a big brokerage event
The expo focused on connecting companies governments organizations and experts in the field of urban develop-ment with the aim of sharing ideas showcasing the latest solutions and enhancing businesses
The brokerage event organized during such event was really successful with more than one thousand meetings

Voices from EEN
NCPs participation during EEN Annual Conference 2018
Enterprise Europe Network organizes every year its An-nual Conference where all members can participate to share good practices and opinions and to discuss the fu-ture of the network and the collaboration with relevant stakeholders
The NCPs networks are one of the key collaboration part-ners of Enterprise Europe Network and some National Contact Points have been invited to discuss and share opinions during a specific workshop organized ad hoc during the Annual Conference
Our representative of ETNA2020 in charge of the collab-oration with EEN attended the session dedicated to ldquoSup-porting break-through Innovation within the European Innovation Councilrdquo
The session was dedicated to the discussion on the future organization of Horizon Europe with a focus on the Euro-pean Innovation Council in which EEN plays a role as Key Account manager for beneficiaries
A world cafeacute session has been organized to discuss dif-ferent topics one of them was the collaboration with the NCPs moderated by ETNA2020 representative
During the discussion EEN participants underlined the importance of the collaboration with NCPs and the com-plementarity of their roles if the NCP covers activities at national level EEN can provide support at regional level and both networks can facilitate the collaboration be-tween university and industry In this context crucial is the continuity of the NCPs networks in Horizon Europe in order to facilitate the interactions between the EEN sector groups and sectorial NCPs providing the max opportuni-ties to potential clients
Some remarks from EEN even if the collaboration is al-ready well-established some improvements are required For instance the interactions between EEN and NCPs should be more structured at the national level in every country where both services are available (at least for all member States and associated countries) with the aim to share information and create synergies optimizing ser-vices
This discussion provided food for thought for all of us to develop new initiatives and activities to organize together with EEN

One of the main re-sults of the SaferAfri-ca Project (funded under Horizon2020) is the African Road
Safety Observatory This tool mainly represents a space where it is possible to interact in order to highlight the rel-evant road safety needs of African countries
From October 2018 the Observatory contains a specif-ic section with a series of webinars dedicated to anyone involved in the fields of African Road Safety Management research and education This includes institutions road safety professionals academics NGOs and policy makers

Clean Sky2 Sky Line 26 in now online

SESAR tests drone surveillance system
The number of drones flying in the air is rapidly increasing day by day These vehicles are often hard to detect since they literally fly below the radars
This condition surely poses the safety matters in a very important position and requires technological and inno-vative solutions
In this context the CLASS Project (funded by SESAR JU) is testing drone detection and tracking technologies during live demonstrations So far the project performed 40 flights and six scenarios in total
All the collected data will be useful to develop a surveil-lance system which will represent the basis for the U-space services tailored to end-users such as drone operators air navigation service providers (ANSPs) and authorities For more information see at httpsgooglCFWxcR

Switzerland the associated country at the heart of Europe
Switzerland has been participating in the European framework programmes since FP2 in 1987 initially with own funding In Horizon 2020 its legal status changed several times from third-country in 2014 to partial asso-ciation until end of 2016 Since January 2017 Switzerland has been fully associated This created a great deal of un-certainty among the research community especially at the beginning The national funding measures put in place by the Swiss government during Switzerlandrsquos partial associ-ation (association for the first pillar third-country status for the second and third pillars) could not entirely solve this uncertainty The period between January 2014 and December 2016 was therefore a challenging one also for the NCPs who had to inform additionally about the na-tional measures and remove common misconceptions
The Swiss NCP system was established with the creation of Euresearch in 2001 Euresearch is a non-profit associ-ation that informs advises and connects researchers in Switzerland on behalf of the Swiss federal government It is organised in a network with offices in all regions and a central office in Bern called the Network Office The ten
Offices in the Region have advisors at the universities universities of applied sciences and federal institutes of technology who are familiar with the administrative pro-cedures contractual issues and specificities of their insti-tution and company advisors to offer dedicated support to the private sector The Network Office on the other hand hosts all NCPs One NCP is taking care of the smart green and integrated transport programme including the transport-related JTIsThis network structure allows opti-mal use of synergies
The services offered by the team of 14 NCPs include checking ideas of researchers to fit open call topics assis-tance when writing the proposals or project prescreening Euresearch also offers workshops information events and seminars for newcomers or applicants
One of the specific features of Switzerland is its multilin-gualism Individual services are given in German French or English but larger events and all communication are done in English in order to address all stakeholders in the country The transport community is diverse with play-ers such as the federal institutes of technology the Swiss federal railways and a number of private companies Since the beginning of H2020 109 partners have been involved in transport projects and we work on increasing the par-ticipation of Swiss stakeholders

euro100 million available to support key European transport projects
In December 2018 the European Commission launched a new call in order to step up EU action for safe clean and connected mobility The investment is made available by the Connecting Europe Facility (CEF) and it is aimed to support the Commissionrsquos priority of stimulating new investments and creating job opportunities In this context EU Commissioner for Transport Violeta Bulc said ldquoInvestment in European transport infrastructure continues Our goal is to support projects with the highest EU added-value delivering on the EUrsquos agenda for jobs and growth and strengthening the social economic and territorial cohesion of the Union We are also tackling rail noise through the promotion of silent technologies which improve the quality of EU citizensrsquo livesrdquo Applications have to be electronically send in the period 8 January ndash 24 April 2019 and a virtual information day about the call will take place on 17 January 2019 For more information see at httpsbitly2QraPye

Commission adopts a new rulebook for sailplanes
The European Commission adopted the new rules for the operation of sailplanes - developed in cooperation with the European Union Aviation Safety Agency (EASA) and stakeholders
The new rules should ensure a high level of safety and at the same time should reduce the regulatory and admin-istrative burden especially for sailplane pilots They will apply from June 2019 onwards giving authorities and operators enough time for their implementation This amendment also contains new provisions for the use of electronic flight bags ndash the equipment pilots use to make calculations or fill in operational forms - to help flight crews performing flight management tasks more easily and efficiently and with less paper
In spring 2018 the European Commission had already es-tablished a lsquoBalloon rulebookrsquo to simplify the rules appli-cable to balloons operations In the near future the Com-mission will expand both -the rulebooks for the operation of air balloons and the one for sailplanes - with licensing provisions for pilots of balloons and sailplanes

EU Transport in figures
The European Commission published on the 15th of No-vember 2018 the document ldquoEU Transport in figuresrdquo a pocketbook meant for summarizing all the latest data
about the share of motorized means of transport used by passengers in Europe
The content of the pocketbook is mainly based on a mix of sources including Eurostat international organizations and national statistics
The publication consists of three parts
(1) a general part with general economic and other rele-vant data
(2) a transport section covering both passenger and freight transport as well as other transport-related data
(3) an energy and environmental part with data on the im-pact which the transport sector has on the environment

Monitoring vehicle emissions the JRCrsquos new laboratories
The JRC (the science and information service for the Euro-pean Commission) is launching two world-class laborato-ries in order to monitor vehicle emissions Indeed the final aim is to assist consumers and contemporary meet the European Commissionrsquos new regulations in this fieldThese laboratories are called VELA 10 and VELA 11 and they are scheduled to start the monitoring activities of vehicle emissions by testing cars in 2020 Thus the main

Keeping drones safe secure and green Commission launches the European Network of U-space Demonstrators
In October 2018 the EU Commissioner for Transport Violeta Bulc launched the European network for drone demonstration projects In that occasion she said ldquoDrones are a key part of the future of aviation and will become part of our daily lives All players can mutually learn and exchange practical expertise to keep drone operations safe secure and clean That exactly is the purpose of this EU wide networkrdquo Thus the network is aimed to become a forum where share knowledge on how to keep drone opera-tions safe secure and green It will focus on the so-called U-space a system that is able to connect all drones flying in the air and make all drones visible for authorities and citizens In this context several authorities such as SESAR JU the European Aviation Safety Agency (EASA) and EU-ROCONTROL will work together in order to develop con-crete material to support these projects and the authori-ties that will have to approve the drone operations

EU Member States expressed their positive opinion on the Commissionrsquos draft aviation security package This pro-posal contains a revision on background checks for avia-tion personnel which represents a key step in order to ad-dress the so-called ldquoinsider threatsrdquo ndash a priority point in
the global agenda on aviation security of ICAO and of the European Union Furthermore the proposal is aimed to ensure that aviation security rules will remain adequate and up to date with the current threat and risk picture and with evolving technological solutions
On 21 November 2018 another important decision has been made the European Parliament and Council reached a provisional political agreement on new EU rules to safe-guard competition in aviation

Woman safety and security
The International Transport Forum (ITF) has recently released the compendium ldquoWoman safety and securityrdquo about the role of women in transport
The ITF first launched during the 2015 ITF Summit a se-ries of discussions on women in transport providing an opportunity for all the stakeholders to highlight their ini-tiatives in enhancing greater gender equality in the sector
This is a very important topic because every day many women feel exposed to physical aggression sexual ha-rassment or other forms of unwelcome behavior in public transport
The compendiumrsquos authors are focused especially on ur-ban areas where more women than men use public trans-port and consequently they strongly depend on these sys-tems for their mobility needs
Furthermore the compendium includes a summary of the 2018 ITF Summit session ldquoSafe and Secure Transport for Womenrdquo as well as the conclusions of the conference ldquoWomen Mobilize Womenrdquo organised by the Deutsche Gesellschaft fuumlr Internationale Zusammenarbeit (GIZ) GmbH which was part of the Pre-Summitrsquos debates

Commission initials Horizontal Aviation Agreement with the Republic of Korea
In October rsquo18 the European Commission initialed the Horizontal Aviation Agreement with the Republic of Korea during a meeting between the European Commissionrsquos Di-rector-General for Mobility and Transport Henrik Hololei and Kim Hyoung-zhin Ambassador of the Republic of Ko-rea
The Horizontal Aviation Agreement is mainly aimed to regulate the EU-Korea relations in the field of certain as-pects of air services
Indeed the agreement is important for both sides includ-ing in particular the airlines of both the parties as it will restore legal certainty to all the bilateral air services agree-ments that the Republic of Korea has with 22 EU Member States by bringing these into conformity with EU law
The conclusion of the Horizontal Agreement represents an important step forward in the EUrsquos aviation relations with the Republic of Korea because it allows the two sides to discuss closer cooperation in other fields of aviation and transport of common interest

New Trans-European Network maps to improve connectivity with Eastern Partnership countries
The European Commission adopted the maps of the Trans-European Transport Network (TEN-T core net-work) in Armenia Azerbaijan Belarus the Republic of
Georgia the Republic of Moldova and Ukraine in order to improve connectivity with these Eastern countries
Thus this close cooperation will be able to make border crossings more efficient and to improve road safety Fur-thermore efficient transport networks will create growth and jobs enabling to bring people closer together and al-lowing for goods to move
This decision follows the signature of six high-level agree-ments between the EU and the abovementioned countries Now the European Commission has a period of scrutiny before the act can officially enter into force

The new JRC analysis on the deployment of electric vehicles
A new JRC analysis on the electric vehicles system and its deployment recently showed that the use of this kind of vehicle increased in the period 2010-2017 although prog-ress is still small to be characterized as full-scale commer-cialization
In 2010 electric vehicles system was still considered as a niche market but in 2017 almost 300000 electric passen-ger cars were registered in Europe (against around 1400 in 2010)
In this field highest numbers were registered in Norway Germany the Netherlands France and the UK
Nevertheless the JRC analysis showed that the electric vehicles sector still faces with barriers to mass market up-take especially because of the lack in certain countries of sufficient recharging points

NCPs participation during EEN Annual Conference 2018
Enterprise Europe Network organizes every year its An-nual Conference where all members can participate to share good practices and opinions and to discuss the fu-ture of the network and the collaboration with relevant stakeholders
The NCPs networks are one of the key collaboration part-ners of Enterprise Europe Network and some National Contact Points have been invited to discuss and share opinions during a specific workshop organized ad hoc during the Annual Conference
Our representative of ETNA2020 in charge of the collab-oration with EEN attended the session dedicated to ldquoSup-porting break-through Innovation within the European Innovation Councilrdquo
The session was dedicated to the discussion on the future organization of Horizon Europe with a focus on the Euro-pean Innovation Council in which EEN plays a role as Key Account manager for beneficiaries
A world cafeacute session has been organized to discuss dif-ferent topics one of them was the collaboration with the NCPs moderated by ETNA2020 representative
During the discussion EEN participants underlined the importance of the collaboration with NCPs and the com-plementarity of their roles if the NCP covers activities at national level EEN can provide support at regional level and both networks can facilitate the collaboration be-tween university and industry In this context crucial is the continuity of the NCPs networks in Horizon Europe in order to facilitate the interactions between the EEN sector groups and sectorial NCPs providing the max opportuni-ties to potential clients
Some remarks from EEN even if the collaboration is al-ready well-established some improvements are required For instance the interactions between EEN and NCPs should be more structured at the national level in every country where both services are available (at least for all member States and associated countries) with the aim to share information and create synergies optimizing ser-vices
This discussion provided food for thought for all of us to develop new initiatives and activities to organize together with EEN

SESAR tests drone surveillance system
The number of drones flying in the air is rapidly increasing day by day These vehicles are often hard to detect since they literally fly below the radars
This condition surely poses the safety matters in a very important position and requires technological and inno-vative solutions
In this context the CLASS Project (funded by SESAR JU) is testing drone detection and tracking technologies during live demonstrations So far the project performed 40 flights and six scenarios in total

Switzerland the associated country at the heart of Europe
Switzerland has been participating in the European framework programmes since FP2 in 1987 initially with own funding In Horizon 2020 its legal status changed several times from third-country in 2014 to partial asso-ciation until end of 2016 Since January 2017 Switzerland has been fully associated This created a great deal of un-certainty among the research community especially at the beginning The national funding measures put in place by the Swiss government during Switzerlandrsquos partial associ-ation (association for the first pillar third-country status for the second and third pillars) could not entirely solve this uncertainty The period between January 2014 and December 2016 was therefore a challenging one also for the NCPs who had to inform additionally about the na-tional measures and remove common misconceptions
The Swiss NCP system was established with the creation of Euresearch in 2001 Euresearch is a non-profit associ-ation that informs advises and connects researchers in Switzerland on behalf of the Swiss federal government It is organised in a network with offices in all regions and a central office in Bern called the Network Office The ten
Offices in the Region have advisors at the universities universities of applied sciences and federal institutes of technology who are familiar with the administrative pro-cedures contractual issues and specificities of their insti-tution and company advisors to offer dedicated support to the private sector The Network Office on the other hand hosts all NCPs One NCP is taking care of the smart green and integrated transport programme including the transport-related JTIsThis network structure allows opti-mal use of synergies
The services offered by the team of 14 NCPs include checking ideas of researchers to fit open call topics assis-tance when writing the proposals or project prescreening Euresearch also offers workshops information events and seminars for newcomers or applicants
One of the specific features of Switzerland is its multilin-gualism Individual services are given in German French or English but larger events and all communication are done in English in order to address all stakeholders in the country The transport community is diverse with play-ers such as the federal institutes of technology the Swiss federal railways and a number of private companies Since the beginning of H2020 109 partners have been involved in transport projects and we work on increasing the par-ticipation of Swiss stakeholders

Commission adopts a new rulebook for sailplanes
The European Commission adopted the new rules for the operation of sailplanes - developed in cooperation with the European Union Aviation Safety Agency (EASA) and stakeholders
The new rules should ensure a high level of safety and at the same time should reduce the regulatory and admin-istrative burden especially for sailplane pilots They will apply from June 2019 onwards giving authorities and operators enough time for their implementation This amendment also contains new provisions for the use of electronic flight bags ndash the equipment pilots use to make calculations or fill in operational forms - to help flight crews performing flight management tasks more easily and efficiently and with less paper
In spring 2018 the European Commission had already es-tablished a lsquoBalloon rulebookrsquo to simplify the rules appli-cable to balloons operations In the near future the Com-mission will expand both -the rulebooks for the operation of air balloons and the one for sailplanes - with licensing provisions for pilots of balloons and sailplanes

The International Transport Forum (ITF) has recently released the compendium ldquoWoman safety and securityrdquo about the role of women in transport

Commission initials Horizontal Aviation Agreement with the Republic of Korea
In October rsquo18 the European Commission initialed the Horizontal Aviation Agreement with the Republic of Korea during a meeting between the European Commissionrsquos Di-rector-General for Mobility and Transport Henrik Hololei and Kim Hyoung-zhin Ambassador of the Republic of Ko-rea
The Horizontal Aviation Agreement is mainly aimed to regulate the EU-Korea relations in the field of certain as-pects of air services
Indeed the agreement is important for both sides includ-ing in particular the airlines of both the parties as it will restore legal certainty to all the bilateral air services agree-ments that the Republic of Korea has with 22 EU Member States by bringing these into conformity with EU law
The conclusion of the Horizontal Agreement represents an important step forward in the EUrsquos aviation relations with the Republic of Korea because it allows the two sides to discuss closer cooperation in other fields of aviation and transport of common interest

New Trans-European Network maps to improve connectivity with Eastern Partnership countries
The European Commission adopted the maps of the Trans-European Transport Network (TEN-T core net-work) in Armenia Azerbaijan Belarus the Republic of
Georgia the Republic of Moldova and Ukraine in order to improve connectivity with these Eastern countries
Thus this close cooperation will be able to make border crossings more efficient and to improve road safety Fur-thermore efficient transport networks will create growth and jobs enabling to bring people closer together and al-lowing for goods to move

The new JRC analysis on the deployment of electric vehicles
A new JRC analysis on the electric vehicles system and its deployment recently showed that the use of this kind of vehicle increased in the period 2010-2017 although prog-ress is still small to be characterized as full-scale commer-cialization
In 2010 electric vehicles system was still considered as a niche market but in 2017 almost 300000 electric passen-ger cars were registered in Europe (against around 1400 in 2010)
In this field highest numbers were registered in Norway Germany the Netherlands France and the UK
Nevertheless the JRC analysis showed that the electric vehicles sector still faces with barriers to mass market up-take especially because of the lack in certain countries of sufficient recharging points

Some remarks from EEN even if the collaboration is al-ready well-established some improvements are required For instance the interactions between EEN and NCPs should be more structured at the national level in every country where both services are available (at least for all member States and associated countries) with the aim to share information and create synergies optimizing ser-vices
This discussion provided food for thought for all of us to develop new initiatives and activities to organize together with EEN

SESAR tests drone surveillance system
The number of drones flying in the air is rapidly increasing day by day These vehicles are often hard to detect since they literally fly below the radars
This condition surely poses the safety matters in a very important position and requires technological and inno-vative solutions
In this context the CLASS Project (funded by SESAR JU) is testing drone detection and tracking technologies during live demonstrations So far the project performed 40 flights and six scenarios in total

Switzerland the associated country at the heart of Europe
Switzerland has been participating in the European framework programmes since FP2 in 1987 initially with own funding In Horizon 2020 its legal status changed several times from third-country in 2014 to partial asso-ciation until end of 2016 Since January 2017 Switzerland has been fully associated This created a great deal of un-certainty among the research community especially at the beginning The national funding measures put in place by the Swiss government during Switzerlandrsquos partial associ-ation (association for the first pillar third-country status for the second and third pillars) could not entirely solve this uncertainty The period between January 2014 and December 2016 was therefore a challenging one also for the NCPs who had to inform additionally about the na-tional measures and remove common misconceptions
The Swiss NCP system was established with the creation of Euresearch in 2001 Euresearch is a non-profit associ-ation that informs advises and connects researchers in Switzerland on behalf of the Swiss federal government It is organised in a network with offices in all regions and a central office in Bern called the Network Office The ten
Offices in the Region have advisors at the universities universities of applied sciences and federal institutes of technology who are familiar with the administrative pro-cedures contractual issues and specificities of their insti-tution and company advisors to offer dedicated support to the private sector The Network Office on the other hand hosts all NCPs One NCP is taking care of the smart green and integrated transport programme including the transport-related JTIsThis network structure allows opti-mal use of synergies
The services offered by the team of 14 NCPs include checking ideas of researchers to fit open call topics assis-tance when writing the proposals or project prescreening Euresearch also offers workshops information events and seminars for newcomers or applicants

Commission adopts a new rulebook for sailplanes
The European Commission adopted the new rules for the operation of sailplanes - developed in cooperation with the European Union Aviation Safety Agency (EASA) and stakeholders
The new rules should ensure a high level of safety and at the same time should reduce the regulatory and admin-istrative burden especially for sailplane pilots They will apply from June 2019 onwards giving authorities and operators enough time for their implementation This amendment also contains new provisions for the use of electronic flight bags ndash the equipment pilots use to make calculations or fill in operational forms - to help flight crews performing flight management tasks more easily and efficiently and with less paper
In spring 2018 the European Commission had already es-tablished a lsquoBalloon rulebookrsquo to simplify the rules appli-cable to balloons operations In the near future the Com-mission will expand both -the rulebooks for the operation of air balloons and the one for sailplanes - with licensing provisions for pilots of balloons and sailplanes

Monitoring vehicle emissions the JRCrsquos new laboratories

The International Transport Forum (ITF) has recently released the compendium ldquoWoman safety and securityrdquo about the role of women in transport
The ITF first launched during the 2015 ITF Summit a se-ries of discussions on women in transport providing an opportunity for all the stakeholders to highlight their ini-tiatives in enhancing greater gender equality in the sector

Commission initials Horizontal Aviation Agreement with the Republic of Korea
In October rsquo18 the European Commission initialed the Horizontal Aviation Agreement with the Republic of Korea during a meeting between the European Commissionrsquos Di-rector-General for Mobility and Transport Henrik Hololei and Kim Hyoung-zhin Ambassador of the Republic of Ko-rea
The Horizontal Aviation Agreement is mainly aimed to regulate the EU-Korea relations in the field of certain as-pects of air services
Indeed the agreement is important for both sides includ-ing in particular the airlines of both the parties as it will restore legal certainty to all the bilateral air services agree-ments that the Republic of Korea has with 22 EU Member States by bringing these into conformity with EU law
The conclusion of the Horizontal Agreement represents an important step forward in the EUrsquos aviation relations with the Republic of Korea because it allows the two sides to discuss closer cooperation in other fields of aviation and transport of common interest

New Trans-European Network maps to improve connectivity with Eastern Partnership countries
The European Commission adopted the maps of the Trans-European Transport Network (TEN-T core net-work) in Armenia Azerbaijan Belarus the Republic of
Georgia the Republic of Moldova and Ukraine in order to improve connectivity with these Eastern countries
Thus this close cooperation will be able to make border crossings more efficient and to improve road safety Fur-thermore efficient transport networks will create growth and jobs enabling to bring people closer together and al-lowing for goods to move

The new JRC analysis on the deployment of electric vehicles
A new JRC analysis on the electric vehicles system and its deployment recently showed that the use of this kind of vehicle increased in the period 2010-2017 although prog-ress is still small to be characterized as full-scale commer-cialization
In 2010 electric vehicles system was still considered as a niche market but in 2017 almost 300000 electric passen-ger cars were registered in Europe (against around 1400 in 2010)
In this field highest numbers were registered in Norway Germany the Netherlands France and the UK
Nevertheless the JRC analysis showed that the electric vehicles sector still faces with barriers to mass market up-take especially because of the lack in certain countries of sufficient recharging points

Commission adopts a new rulebook for sailplanes
The European Commission adopted the new rules for the operation of sailplanes - developed in cooperation with the European Union Aviation Safety Agency (EASA) and stakeholders
The new rules should ensure a high level of safety and at the same time should reduce the regulatory and admin-istrative burden especially for sailplane pilots They will apply from June 2019 onwards giving authorities and operators enough time for their implementation This amendment also contains new provisions for the use of electronic flight bags ndash the equipment pilots use to make calculations or fill in operational forms - to help flight crews performing flight management tasks more easily and efficiently and with less paper
In spring 2018 the European Commission had already es-tablished a lsquoBalloon rulebookrsquo to simplify the rules appli-cable to balloons operations In the near future the Com-mission will expand both -the rulebooks for the operation of air balloons and the one for sailplanes - with licensing provisions for pilots of balloons and sailplanes

The International Transport Forum (ITF) has recently released the compendium ldquoWoman safety and securityrdquo about the role of women in transport
The ITF first launched during the 2015 ITF Summit a se-ries of discussions on women in transport providing an opportunity for all the stakeholders to highlight their ini-tiatives in enhancing greater gender equality in the sector

Commission initials Horizontal Aviation Agreement with the Republic of Korea
In October rsquo18 the European Commission initialed the Horizontal Aviation Agreement with the Republic of Korea during a meeting between the European Commissionrsquos Di-rector-General for Mobility and Transport Henrik Hololei and Kim Hyoung-zhin Ambassador of the Republic of Ko-rea
The Horizontal Aviation Agreement is mainly aimed to regulate the EU-Korea relations in the field of certain as-pects of air services
Indeed the agreement is important for both sides includ-ing in particular the airlines of both the parties as it will restore legal certainty to all the bilateral air services agree-ments that the Republic of Korea has with 22 EU Member States by bringing these into conformity with EU law
The conclusion of the Horizontal Agreement represents an important step forward in the EUrsquos aviation relations with the Republic of Korea because it allows the two sides to discuss closer cooperation in other fields of aviation and transport of common interest

New Trans-European Network maps to improve connectivity with Eastern Partnership countries
The European Commission adopted the maps of the Trans-European Transport Network (TEN-T core net-work) in Armenia Azerbaijan Belarus the Republic of
Georgia the Republic of Moldova and Ukraine in order to improve connectivity with these Eastern countries
Thus this close cooperation will be able to make border crossings more efficient and to improve road safety Fur-thermore efficient transport networks will create growth and jobs enabling to bring people closer together and al-lowing for goods to move

The new JRC analysis on the deployment of electric vehicles
A new JRC analysis on the electric vehicles system and its deployment recently showed that the use of this kind of vehicle increased in the period 2010-2017 although prog-ress is still small to be characterized as full-scale commer-cialization
In 2010 electric vehicles system was still considered as a niche market but in 2017 almost 300000 electric passen-ger cars were registered in Europe (against around 1400 in 2010)
In this field highest numbers were registered in Norway Germany the Netherlands France and the UK
Nevertheless the JRC analysis showed that the electric vehicles sector still faces with barriers to mass market up-take especially because of the lack in certain countries of sufficient recharging points

Switzerland the associated country at the heart of Europe
Switzerland has been participating in the European framework programmes since FP2 in 1987 initially with own funding In Horizon 2020 its legal status changed several times from third-country in 2014 to partial asso-ciation until end of 2016 Since January 2017 Switzerland has been fully associated This created a great deal of un-certainty among the research community especially at the beginning The national funding measures put in place by the Swiss government during Switzerlandrsquos partial associ-ation (association for the first pillar third-country status for the second and third pillars) could not entirely solve this uncertainty The period between January 2014 and December 2016 was therefore a challenging one also for the NCPs who had to inform additionally about the na-tional measures and remove common misconceptions
The Swiss NCP system was established with the creation of Euresearch in 2001 Euresearch is a non-profit associ-ation that informs advises and connects researchers in Switzerland on behalf of the Swiss federal government It is organised in a network with offices in all regions and a central office in Bern called the Network Office The ten
Offices in the Region have advisors at the universities universities of applied sciences and federal institutes of technology who are familiar with the administrative pro-cedures contractual issues and specificities of their insti-tution and company advisors to offer dedicated support to the private sector The Network Office on the other hand hosts all NCPs One NCP is taking care of the smart green and integrated transport programme including the transport-related JTIsThis network structure allows opti-mal use of synergies
The services offered by the team of 14 NCPs include checking ideas of researchers to fit open call topics assis-tance when writing the proposals or project prescreening Euresearch also offers workshops information events and seminars for newcomers or applicants

The International Transport Forum (ITF) has recently released the compendium ldquoWoman safety and securityrdquo about the role of women in transport

Commission initials Horizontal Aviation Agreement with the Republic of Korea
In October rsquo18 the European Commission initialed the Horizontal Aviation Agreement with the Republic of Korea during a meeting between the European Commissionrsquos Di-rector-General for Mobility and Transport Henrik Hololei and Kim Hyoung-zhin Ambassador of the Republic of Ko-rea
The Horizontal Aviation Agreement is mainly aimed to regulate the EU-Korea relations in the field of certain as-pects of air services

The new JRC analysis on the deployment of electric vehicles
A new JRC analysis on the electric vehicles system and its deployment recently showed that the use of this kind of vehicle increased in the period 2010-2017 although prog-ress is still small to be characterized as full-scale commer-cialization
In 2010 electric vehicles system was still considered as a niche market but in 2017 almost 300000 electric passen-ger cars were registered in Europe (against around 1400 in 2010)
In this field highest numbers were registered in Norway Germany the Netherlands France and the UK
Nevertheless the JRC analysis showed that the electric vehicles sector still faces with barriers to mass market up-take especially because of the lack in certain countries of sufficient recharging points

Commission adopts a new rulebook for sailplanes
The European Commission adopted the new rules for the operation of sailplanes - developed in cooperation with the European Union Aviation Safety Agency (EASA) and stakeholders
The new rules should ensure a high level of safety and at the same time should reduce the regulatory and admin-istrative burden especially for sailplane pilots They will apply from June 2019 onwards giving authorities and operators enough time for their implementation This amendment also contains new provisions for the use of electronic flight bags ndash the equipment pilots use to make calculations or fill in operational forms - to help flight crews performing flight management tasks more easily and efficiently and with less paper
In spring 2018 the European Commission had already es-tablished a lsquoBalloon rulebookrsquo to simplify the rules appli-cable to balloons operations In the near future the Com-mission will expand both -the rulebooks for the operation of air balloons and the one for sailplanes - with licensing provisions for pilots of balloons and sailplanes

Commission adopts a new rulebook for sailplanes
The European Commission adopted the new rules for the operation of sailplanes - developed in cooperation with the European Union Aviation Safety Agency (EASA) and stakeholders
The new rules should ensure a high level of safety and at the same time should reduce the regulatory and admin-istrative burden especially for sailplane pilots They will apply from June 2019 onwards giving authorities and operators enough time for their implementation This amendment also contains new provisions for the use of electronic flight bags ndash the equipment pilots use to make calculations or fill in operational forms - to help flight crews performing flight management tasks more easily and efficiently and with less paper
In spring 2018 the European Commission had already es-tablished a lsquoBalloon rulebookrsquo to simplify the rules appli-cable to balloons operations In the near future the Com-mission will expand both -the rulebooks for the operation of air balloons and the one for sailplanes - with licensing provisions for pilots of balloons and sailplanes

In October rsquo18 the European Commission initialed the Horizontal Aviation Agreement with the Republic of Korea during a meeting between the European Commissionrsquos Di-rector-General for Mobility and Transport Henrik Hololei and Kim Hyoung-zhin Ambassador of the Republic of Ko-rea
The Horizontal Aviation Agreement is mainly aimed to regulate the EU-Korea relations in the field of certain as-pects of air services

A new JRC analysis on the electric vehicles system and its deployment recently showed that the use of this kind of vehicle increased in the period 2010-2017 although prog-ress is still small to be characterized as full-scale commer-cialization
In 2010 electric vehicles system was still considered as a niche market but in 2017 almost 300000 electric passen-ger cars were registered in Europe (against around 1400 in 2010)

Commission initials Horizontal Aviation Agreement with the Republic of Korea
In October rsquo18 the European Commission initialed the Horizontal Aviation Agreement with the Republic of Korea during a meeting between the European Commissionrsquos Di-rector-General for Mobility and Transport Henrik Hololei and Kim Hyoung-zhin Ambassador of the Republic of Ko-rea
The Horizontal Aviation Agreement is mainly aimed to regulate the EU-Korea relations in the field of certain as-pects of air services
Indeed the agreement is important for both sides includ-ing in particular the airlines of both the parties as it will restore legal certainty to all the bilateral air services agree-ments that the Republic of Korea has with 22 EU Member States by bringing these into conformity with EU law
The conclusion of the Horizontal Agreement represents an important step forward in the EUrsquos aviation relations with the Republic of Korea because it allows the two sides to discuss closer cooperation in other fields of aviation and transport of common interest

New Trans-European Network maps to improve connectivity with Eastern Partnership countries
The European Commission adopted the maps of the Trans-European Transport Network (TEN-T core net-work) in Armenia Azerbaijan Belarus the Republic of
Georgia the Republic of Moldova and Ukraine in order to improve connectivity with these Eastern countries

The new JRC analysis on the deployment of electric vehicles
A new JRC analysis on the electric vehicles system and its deployment recently showed that the use of this kind of vehicle increased in the period 2010-2017 although prog-ress is still small to be characterized as full-scale commer-cialization
In 2010 electric vehicles system was still considered as a niche market but in 2017 almost 300000 electric passen-ger cars were registered in Europe (against around 1400 in 2010)
In this field highest numbers were registered in Norway Germany the Netherlands France and the UK
Nevertheless the JRC analysis showed that the electric vehicles sector still faces with barriers to mass market up-take especially because of the lack in certain countries of sufficient recharging points
