Renewable Energy DirectiveThe Renewable Energy Directive was adopted by the European Parliament on 17 December 2008. It establishes a common framework for the promotion of energy from renewable sources. It sets mandatory national targets for the overall share of energy from renewable sources in gross final consumption of energy and for the share of energy from renewable sources in transport. It lays down rules relating to statistical transfers between Member States, joint projects between Member States and with third countries, guarantees of origin, administrative procedures, information and training and access to the electricity grid for energy from renewable sources. Read more from Rehva Journal 1/2009.The whole text of directive is available in most EU- languages at the website of DG TREN at European Commission : http://ec.europa.eu/energy/strategies/2008/2008_01_climate_change_en.htm

EPBD 2010 In November 2008 the Commission adopted a proposal for a new EPBD (the term the Commission uses is “recast” EPBD). This proposal is an essential part of an extensive revised package for the energy and climate policy published at the same time. The previous policy package was published in January 2008. The recast EPBD will come into force in 2010 after acceptance by European Parliament and Council. The whole EPBD 2010 proposal can be downloaded from the address:http://ec.europa.eu/energy/strategies/2008/doc/2008_11_ser2/buildings_directive_proposal.pdf

Energy Using Products Directive.European Union adopted some years ago two important Framework Directives Energy Using Products (EuP) and Energy Labelling (ELD). The objective of both these Directives is to promote sustainable development and integration of environmental goals into both competitiveness and consumer issues (i.e. the Lisbon Strategy objectives).Mr Ismo Grönroos Saikkala from DG TREN European Commission tells that 30 product groups have been selected for the regulations in respect of eco-design. The first regulations will be adopted in February 2009. The regulations automatically apply to all member states. All products in the market has to fulfill the requirements. HVAC –related product groups include boilers, water heaters, fans, pumps, air-conditioners etc. Read more from the interview of Mr Grönroos-Saikkala from the next issue of REHVA journal.

Basics of psychometric processes and air conditioning in Italian“Impianti di Climatizzazione – Manuale di calculo” by Michele Vio. Publisher Editoriale Delfino, 2008, 384 pagesThis book organized in six chapters is directly dedicated to engineers or designers of air conditioning systems. It gives all the necessary fundamentals or air physics based mainly on a deep analysis of the psychrometric chart, then a technical description of the main scenario of operation of an air conditioning equipment is proposed before focusing on specific aspects such as partial load design, free cooling or other strategy of energy recovering which lead to the general design of air conditioning systems. A CD with various examples of use of the psychrometric chart is also given. A very pragmatic approach of air conditioning system design for engineers or students in HVAC field. www.editorialedelfino.it
