12th Africa Symposium on Statistical Development (ASSD)

Opening Ceremony The 12th Africa Symposium on Statistical Development (ASSD) being held in Tunis on Nov. 2-4, 2016, was officially opened on Wednesday at Ramada Plaza hotel, Gammarth in the northern suburbs of the capital city. The meeting is attended by 500 delegates who represent Statisticians from Africa, together with regional and international partners such as the African Union Commission (AUC), the African Development Commission (ADC), the African Development Bank (AFDB), and the African Forum of the Development of Statistics. The 12th ASSD marks a new paradigm shift as it focuses on a high-profile theme: “Strengthening Basic Economic Statistics for Compilation of National Accounts.” This session is of paramount importance especially as since it was launched in 2006 in Cape Town, South Africa, ASSD 11 previous meetings have addressed two themes in connection with the population censuses and civil registration and vital statistics.The theme selected for 12th ASSD is an attempt to offer the statistical community in Africa an opportunity to probe the extent to which the specialized institutions are able to produce quality and timely statistical data that can be subsequently used in policy decision making and the implementation of more adequate development strategies in Africa.Several topics are being addressed, including the development of methods and mechanisms to improve the collection and processing of economic statistics, providing assistance to the African countries to comply with the UN 2008 System of National Accounts (SNA) instead of that of 1993, strengthening methods and processes for measuring the informal sector and use of administrative data, GDP rebasing and quarterly GDP, the application of ICT tools for more complete coverage of national accounts and use of economic statistics national accounts to strengthen policy formulation and decision making.At the opening ceremony, chaired by Tunisian Minister of Development, Investment and International Cooperation, Fadhel Abdelkhafi, with attendance of ASSD Chairman, Dr. Pali Lehohla and many African Ambassadors, seven speakers took the floor on behalf of their respective organizations and et structures.

Le 12ème Symposium Africain sur le Développement de la Statistique (ASSD) qu’abrite Tunis du 2 au 4 novembre 2016 a été ouvert officiellement hier à l’hôtel Ramada Plaza à Gammarth en présence de 500 délégués représentants les statisticiens d›Afrique et aussi des partenaires régionaux et internationaux à l’instar de la Commission de l’Union Africaine, la Commission Africaine de Développement CEA, La Banque Africaine de Développement BAD, le Forum africain pour le développement des statistiques.La 12ème édition du Symposium Africain sur le Développement de la Statistique (ASSD) marque une nouvelle phase, en se focalisant sur un thème de grand intérêt, à savoir le : « Renforcement des statistiques économiques de base pour l’élaboration des comptes nationaux ». Cela est d’autant plus important que depuis sa création en 2006 à Cape Town, en Afrique du Sud, les 11 éditions ont abordé deux thèmes se rapportant aux recensements de la population et au registre d’état civil et les statistiques vitales.

En effet, le « Renforcement des statistiques économiques de base pour l’élaboration des comptes nationaux » qui a été choisi pour le Symposium de Tunis se veut une opportunité pour la communauté des statistique du continent africain de voir dans quelle mesure les institutions spécialisées seront en mesure de produire des données de qualité et fiables qui serviraient à la prise de décision et à la mise en œuvre des meilleures stratégies pour le développement de l’Afrique.Pour cette raison de nombreux axes seront abordés au cours des réunions, dont notamment le développement des méthodes et mécanismes pour améliorer la collecte et le traitement des statistiques économiques , l’aide des pays africains à passer vers le nouveau système de comptabilité nationale des Nations Unies pour l›année 2008 de 1993. . Au cours de la séance d’ouverture, présidée par M Fadhel Abdelkhafi, ministre tunisien du développement, de l’investissement et de la coopération internationale, et en présence du Président de l’ASSD, Dr Pali Lehohla et d’ un certain nombre d’ambassadeurs africains, sept intervenants ont pris la parole pour présenter le mot de leurs organisations et structures respectives.

Une mutation sur la voie de la production de statistiques fiables et pertinentes en Afrique En présence de plus de cinq cent délégués représentants les différents instituts de statistique en Afrique, mais également des partenaires internationaux et régionaux comme la Commission de l’Union Africaine, la Commission Africaine de Développement CEA, La Banque Africaine de Développement BAD, le Forum africain pour le développement des statistiques, M Hédi Saidi, Directeur Général de l’Institut National de la Statistique a ouvert hier le 12ème Symposium Africain sur le Développement de la Statistique (ASSD) qui traitera durant trois jours, du 2 au 4 novembre 2016 un thème d’une importance considérable pour le continent africain : « Le Renforcement des statistiques économiques de base pour l’élaboration des comptes nationaux ».M Hédi saidi, DG de l’INS : une mutation nécessaire Il a remercié, le Ministre du développement, de l’investissement et de la coopération d’avoir accepté d’ouvrir officiellement ce symposium et le secrétariat de l’ASSD et notamment son Président Dr Pali Lehohla pour la confiance qu’ils ont placé en la Tunisie pour organiser cet important symposium de la statistique qui devrait déboucher sur des recommandations et des propositions propres à permettre aux systèmes statistiques africains de promouvoir une production de données pertinentes, fiables et de qualité . He congratulated INS for organizing 12th ASSD, being hosted for the first time by Tunisia. Charles Lufumpa also highlighted the paramount importance of economic statistics in Africa as a tool to measure the progress achieved and take current challenges. For this reason, the statistical systems should comply with the international standards which coincide with ADFB 2017 program for strengthening the statistical infrastructure in Africa, particularly with regard to economic statistics and national accounts. Il a estimé que l’Agenda 2015 pour l’Afrique a fourni le cadre pour le développement des statistiques économiques qui impliquent aujourd’hui plusieurs acteurs.En effet, le développement des statistiques économiques et pour les comptes nationaux implique la mise au point d’une stratégie claire pour produite des statistiques harmonieuses, de qualité pouvant servir à l’aide dans la prise de décision. Interrogé sur l’importance de la 12ème session du Symposium Africain sur le Développement des statistique (ASSD), qui se tient depuis hier à Tunis, Dr. Pali Lehohla, Président de l’ASSD a déclaré que cette rencontre vient concrétiser l’aspiration de l’Afrique à se tailler une place de choix au niveau international dans le domaine de la statistique et de réaliser son développement conformément à l’Agenda 2063. “Nous avons trimé dur pendant dix ans”, a-t-il poursuivi, “et nous avons démontré que l’Afrique est capable de le faire. Il reste, cependant, beaucoup à faire, notamment en matière du Registre de l’Etat Civil et de Statistiques Vitales (RECSV). Yet, there are things which we have lost like the Civil Registration and Vital Statistics (CRVS) where we have not been that well. As a result, we have to take the same rigor in speed with regard to the 2020 Round of Population and Housing Censuses as we had in 2010.”Explaining what is particular in Tunisia holding the 12th ASSD, Dr. Lehohla said: “First, it offers us an opportunity to address a call to our leaders to take note that statistics is a sort of will, particularly a political will, and we need this political will as they have to pay attention to statistics.” “Besides,” he went on, “In Tunisia, we are connecting Cape to Tunis. By this we are promoting Africa’s style. Second, we have the Nelson Mandela Statistics Institute here, which is an African Statistics Institute.” “Its inauguration,” he said, “confirms our commitment to Tunisia particularly after it went through a very difficult revolution and subsequently its reconnecting with its population and the completion of its democratic process.” “From here, we express our support to this African country,” he concluded.


Trois questions à M Hédi Saidi, Directeur Général de l’INS 12ème ASSD de Tunis : une mutation importante

D’où tire la 12ème édition de l’ASSD de Tunis sa grande particularité ?La réunion de Tunis marque un nouveau round dans l’activité menée par l’ASSD, inaugurant le passage des statistiques démographiques et sociales aux statistiques économiques pour la période 2016-2020. Cette mutation est importante, elle offre l’opportunité de produire des statistiques économiques de qualité qui permettent d’améliorer les comptes nationaux et de mieux cerner les réalités économiques des pays.Ce choix devrait encourager les pays africains, dont la Tunisie à adopter le nouveau système des Nations Unies de 2008 relatif à l’actualisation de l’année de base et à les assister dans ce processus qui est à même d’aider à mieux comprendre les réalités économiques.Je dois dire également que ce passage vient en concrétisation des recommandations de la commission de la statistique des Nations Unies et permet un meilleur usage de ces données en assurant l’indépendance des professionnels et des instituts de la statistique.Où se situe la Tunisie, notamment en matière de production et de diffusion des données statistiques ?La Tunisie est certainement l’un des pays les plus avancés en matière de diffusion des données statistiques. Elle occupe des positions avancées que ce soit au plan arabe, africain que mondial. En matière d’open data, par exemple, elle est la première dans le monde arabe, la deuxième en Afrique et la 14ème à l’échelle mondiale.Cette position a pu être obtenue à la faveur d’une stratégie de diffusion claire des données statistiques, s’agissant des indicateurs relatifs aux prix, au commerce extérieur, à la croissance trimestrielle du PIB. Le plus important dans tout cela, c’est que l’INS se prévaut d’une indépendance totale ce qui confère aux données qu’il est en train de produire fiabilité et pertinence.Quelles sont les perspectives de coopération et de partenariat avec les pays africains ?Je dois avouer que jusqu’à une date récente, l’INS entretien une coopération très développée avec les instituts européens de la statistique. La coopération sud-sud commence à se prévaloir comme une piste d’avenir dans la mesure où l’expérience et l’expertise tunisienne sont de plus en plus sollicitées en Afrique, particulièrement à travers la BAD.Je dois dire qu’à travers la prochaine installation de l’institut africain de la statistique Nielson Mandela à Tunis sur initiative de l’Union Africaine, qui sera l’équivalent de l’EUROSTAT en Europe, il sera possible de mieux valoriser l’expérience tunisienne et de donner une dimension concrète au partenariat entre les pays africains dans ce domaine .

What is particularly specific in the 12th ASSD being held in Tunis?

The Tunis meeting marks a new round in ASSD’s activity. It inaugurates a shift from demographic and social statistics to economic statistics over the 2016-2020 time span. This change is important ; it offers an opportunity to produce quality

economic statistics likely to improve the national accounts and be in command of the countries’ economic reality.This choice should encourage the African countries, including Tunisia, to adopt the UN 2008 SNA, consisting in updating the base years and assisting them in completing this process, which will help them better understand the economic realities.I must also say that this shift comes to materialize the recommendations of the UN Statistical Commission and will permit a better use of these data while guaranteeing independence to to both professionals and the statistics institutes.How will you rank Tunisia as far as the production and dissemination of statistical data are concerned?

Tunisia is indisputably one of the more advanced countries as concerns the dissemination of statistical data. It occupies an advanced position at the Arab, African and world levels. Witz regard to open data, for instance, Tunisia ranks first in the Arab World, second in Africa, and 14th on the world scale.This position was acquired thanks to a clear strategy of dissemination of statistical data. These concern price indicators, foreign trade, and the quarterly growth of the GDP. Most important, the INS enjoys full Independence which has enabled it to produce reliable and peritnent data.What are the prospects of cooperation and partnership with the African countries ?

I have to admit that to a recent date, INS has maintained a very developed cooperation with the European Institutes of Statistics. South-South cooperation is being considere as a promising track in the future insofar as Tunisan experience and expertise are increasingly requested in Africa, particularly through the AFDB’s channel. Through the inauguration of the Nelson Mandela African Statistics Institute based in Tunis, by the initiative of the African Union—to equal EUROSTAT in Europe—it will be possible to better evaluate the Tunisian experience and give a concrete scope to the partnership between the African countries in this field.
