NOTICE OF PUBLIC HEARING CITY OF MINEOLA Spring is bass fishing time in Texas. 4-H youth from across the state dusted off their rods and reels to par- ticipate in the statewide 4-H Virtual Bass Tournament in March during three Satur- day events. Some 248 4-H members participated with the oppor- tunity to win fishing prizes and 4-H awards. Placings were determined based upon cumulative pounds of bass weights over the three events, and 4-H’ers were able to participate in the tournament as an individu- al, on a 3- to 4-member team and in a separate big bass contest. Coming in 10th Place in the overall individual state event was Joe Brunson of Winnsboro. Joe is a Winns- boro 4-H member and the son of Jason and Melissa Brunson. Following a series of pub- lic hearings Monday, the Mineola City Council ap- proved items ranging from a tax abatement to lighted signs in a residential area. The tax abatement was sought by the Vault Dinner Theater, which will occupy the old Capital One bank building on E. Broad St. The abatement was sought on $125,000 in improve- ments over a three-year pe- riod totaling about $1,937 in projected property taxes. Rushing said the request will also be brought to the county. The venue’s opening has been delayed by the corona- virus restrictions. The council granted the First United Methodist Church two exceptions for lighted signs at its ministry center at 612 N. Newsom – one on the side of the build- ing and the other near the street. The council also approved a change in the off-premise sign ordinance which would allow organizations such as churches and civic clubs to continue to have off-premise signs. A fourth hearing resulted in the approval of a special use permit for a manufac- tured home near Guy and Meredith Streets. The council also approved annexation of the right-of- way along either side of Loop 564 between Hwy. 37 and Hwy. 69. It does not impact any ad- jacent property and gives the city a place to extend utilities. By PHIL MAJOR [email protected] In reaction to the new busi- ness guidelines outlined by Gov. Greg Abbo Monday, the city of Mineola is work- ing to help local restaurants with their occupancy rates by Friday, when they can reopen at 25% of capacity. Mayor Kevin White out- lined the work of the city staff at Monday’s council meeting to prepare for the phase-in of Texas business. The governor is allowing his stay-at-home order to expire at midnight Thurs- day, and White said the city follows the governor’s guidance. He reminded council members that they swore an oath to the constitution and laws of the state, and the governor’s order is the law. He said that no one likes an oppressive government, and the city has instead used gentle reminders for situations where the stay- at-home guidelines may be violated. “We’re not out there writ- ing tickets,” City Manager Mercy Rushing said when the city put restrictions in place at city parks, in line with state limitations. She encouraged coun- cil members to look at the monthly police report, with officers doing checks on closed businesses and en- forcing the curfew with stu- dents out of school. She said city staff would be considering what to do about reopening the city hall lobby. Councilman Pol- ly Jones noted that sever- al city staffers have family members in high-risk cate- gories. White did say that unless things change, the May 18 council meeting will be open to the public, although council members can still participate remotely. He noted there has been one confirmed case of COVID-19 inside the city limits and two others out- side the city. Joe Brunson with his catch.
