HEATH RECEIVES FROMM-REICHMANN AWARD

Dr. Robert G. Heath, Professor and Chairman of the Department of Psychia-try and Neurology at the Tulane School of Medicine, has received the Frieda Fromm-Reichmann Award of the Ameri-can Academy of Psychoanalysis. The honor was given at a recent meeting of the group in Detroit, Michigan.

Previous recipients of this prestigious award were Harold Searles, Lyman Wynne, Hannah Green, Silvano Arieti, N orman Cameron, Margaret Mahler, Bruno Betteiheim, Theodore Lidz, Gaetano Benedetti, and Kenneth Colby.

SOUTHERN PSYCHIATRIC TO MEET

The annual meeting of the Southern Psychiatric Association will be held Oct. 5-8, 1974 at The Homestead in Hot Springs, Virginia.

"Dear Abby" will be the banquet speaker. There will be golf and tennis events.

LSU SEATS NEW CHAIRMAN Dr. William M. Easson assumed his

duties June 3, 1974 as Professor and Chairman of the Department of Psychia-try and Biobehavioral Sciences, LSU School of Medicine in New Orleans. He comes to Louisiana from Minneapolis where he served as Professor and Direc-tor, Division of Child and Adolescent Psychiatry at the University of Minne-sota. Dr. Easson was previously Professor and Chairman of the Department of Psychiatry at the Medical College of Ohio.

A native of the United States, Dr. Easson received his primary, secondary and advanced education in Scotland. He received his M.D. with Highest Honors from the University of Aberdeen in 1954. From the same school he received a Ph.D. degree with Commendation in 1967.

His post-graduate medical training and experience was obtained in Scotland, England, and Canada as well as at the Mayo Clinic and the Menninger Founda-tion.

He is a Fellow of both the APA and the American Orthopsychiatric Associa-tion and a member of the Royal College of Psychiatry.

DAY CARE SERVICE OPENS

A new Day Care Service opens this month at River Oaks in New Orleans, it was recently announced by Stephen Eichler, Administrator.

The programs, under the direction of Bob Newman, M.D., provide for a milieu encouraging active therapy for those not requiring in-patient hospitalization.

River Oaks provides a three times a week program for post acute in-patients as well as for those requiring a structured out-patient therapeutic milieu in lieu of hospitalization. There is also a once week-ly program provided for patients re-quiring physician-directed group therapy.

Specially trained nursing, activity therapy, and social work staff have been assigned to the new Day Care Service. The Service boasts private entrance and quarters, including an activity room, con-ference room, dining area, kitchen, and staff offices. Adjacent is a crafts room, patio and a new outdoor sports area.

"It is expected," said Dr. Newman, "that the new programs will broaden the

clinical services provided at River Oaks and comprehensively meet the needs of the community served by the hospital's medical staff."

PROFESSIONAL LIABILITY INSURANCE PROGRAM

EXHIBITS GROWTH

In September 1972, after a lengthy study, APA initiated a change in the sponsorship for professional liability in-surance. The study revealed shortcomings in our previous program and that other knowledgeable and experienced sources were interested in responding to present and future needs of psychiatrists.

To cover the diverse activities of our members a policy was designed affording extremely broad coverage to individuals, partnerships or professional associations, for ECT and other procedures, and for employees and premises. Two new coy-erages were also added. Extremely high limits are available to those who desire this feature.

A financially stable nationwide insur-ance company has developed reasonable rates which will be periodically adjusted and refined to reflect claim experience as related to the practice of psychiatry.

A special claim program was designed which includes - availability of prompt advice on potential or actual claims - investigation and defense through highly qualified claim personnel and legal coun-sel - review of claims and suits by a special APA loss evaluation committee. Consent of the insured physician is re-quired prior to settlement of a claim.

President's Column... It's time to pause and take stock . When I assumed presidency of the

LPA in May of 1973, I was filled with enthusiasm, optimism and energy, and as I embarked on a program to encourage the chap-ters and individual

- members into a mote

/ meaningful and active participation within the LPA, and the LPA into more effective liaison and collaboration with

the world we live in, I realized that I could only assume the role of catalyst-administrator, with the process being rather completely dependent on the strength which lay within the momentum of the on-going organization and in the efforts of the chapter presidents and the individual members who would join in the process with me and the Executive Council. I have asked for a lot and I haven't been disappointed.

Taking a bird's-eye view of our inter-nal affairs, we first find Mary Coyle in her rent-free, rather luxurious office space which she procured for us at Coliseum House, and although she may rue the day she suggested subscribing to a telephone answering service, in her new setup she has been able to become an even more effective and efficient inner-circle into which pours all manner of information and requests, and out of which pours a mountain of work and creativity.

The chapters are rapidly maturing in the direction of assuming greater respon-sibility within their own geographic areas. One major contribution by the chapters has been their cooperation in the forma-tion of our legislative "hot line" through which we are able to make rapid contact with legislators regarding matters relevant to LPA. The presidents are now meeting regularly prior to each Executive Council meeting and an increasing number of vital issues will be sent out to the chapters for a maximum of membership input before becoming LPA position or policy. A current example of this is the preparation of the LPA position paper for submission to the next Airlie House Conference in 1975 where the near term future of the APA is to be mapped out. Associate editors of the NEWSLETTER have been elected or appointed by each Chapter and we hope that this, too, will offer an opportunity for improved communica-tion and cooperation among us.

A self-evaluation and long-range plan-ning study was recently reported in the NEWSLETTER. Many of the recom-mendations of that Committee have been implemented, others are in process, and we welcome further criticism and recom-mendations from the group.

Dear Sir: As a Trustee of the APA I receive

copies of your Newsletter, and I read them with interest. I was particularly struck by the letter from Dr. John Pratt in which he suggested that "the Commit-tee of the Concerned" was a "radical group," "powerful enough" to "elect officers biased against private practice, psychoanalysis, and psychiatry itself as the majority of psychiatrists define it." He further suggests that the local mem-bership "feels angry and misrepresented by this group of officers (except Dr. Robert Gibson) who have gained control of the APA during the past two years."

As Trustee for Area I, I have quite a different picture, and I would like to share it with your readers. A member of the Committee of Concerned Psychia-trists asked me if I would be willing to be nominated by petition as Trustee since they believed that the membership should have a choice. I was not even a member of "the Committee of the Concerned" then, but I accepted their offer and was subsequently elected. Since that time they have made no effort to influence my votes on any matter before the Trustees. I do not consider myself a radical. I am, in fact, a psychoanalyst who sees private patients in addition to my academic work, and I am not biased against private practice, psychoanalysis, or psychiatry. I believe the same can be said of most of the officers and Trustees who were nom-inated by the Committee of Concerned

EXECUTIVE COUNCIL NOTES Treasurer's Report

Total assets as of April were $2,723.20. However, many members re-main delinquent in paying their dues. The Winter meeting will be in the black when all drug company contributions are col-lected. A raise in the Executive Secre-tary's salary was approved.

Meet Set With New Commissioner Dr. William Stewart, new Commis-

sioner of Louisiana's HSRSA will meet with the Council in June.

Psychology Bills Eyed Two bills now proposed by the clinical

psychologists of the state were discussed, and Mrs. Coyle will request copies of these proposed bills from Dr. Ashtori Thomas. The "Hot Line" will be ac-tivated concerning them.

Confidentiality Bill Slowed The Task Force on Confidentiality has

not received support from the LSMS for its proposed legislation on this subject. The state group does not endorse our proposal and, furthermore, feels that the political climate in the Legislature right now is unfavorable to proposals by the medical community. Much work remains to be done in this vital area.

Legislative Representative Active Bill DeVillier, Legislative Representa-

tive, met in Washington with Congress-people Hebert and Boggs, Senator Long and Representative Treen's Administra-tive Assistant to discuss inclusion of mental health benefits in any National Health Insurance programs.

Committee for Liaison With Coroners A report by Dr. Sanchez was circu-

lated. Dr. Super added some comments about their recent meetings. He pointed out the extremely crowded conditions in the public hospital system and he said that both Jackson and Mandeville have requested that no more adult patients be sent them from Charity due to their crowded conditions and shortage of per-sonnel. Dr. Super asked the LPA for help in working out some kind of arrangement whereby private and public sectors could work together - coroners, private hospi-tals, medical schools, Charity - to find space for those people who need hospital-ization but for whom there is no room in the state hospitals. Dr. Svenson men-tioned that there are approximately 600 beds in New Orleans, probably 80% filled, including Charity's beds. Dr. Super said that he would like to see the New Orleans area, both public and private, handle the bulk of its own psychiatric problem.

This situation is to be explored by Drs. Sanchez and Super in New Orleans and Dr. Shannon in Shreveport, and by the chapter presidents in their own areas.

A Task Force for Reintegration and Synchronization of the Profession is get-ting off the ground. Would you believe the difficulties inherent in attempting to bring together outstanding representatives of various areas of professional interest and expertise for frank and open discus-sion of common bonds and uncommon barriers? If this Task Force is able to survive, I anticipate that a most interest-ing and informative paper will result.

Limitations of space decree that I must turn now to the outside world, and here the key word has been liaison.

John Spiegel, President of APA, met with us on the Delta Queen, and our contact with him was instrumental in having two of our members appointed to APA committees. We are tentatively scheduled to meet with Judd Marmor, President-Elect of APA, in November to further strengthen our liaison with APA.

Louisiana State Medical Society has accepted our nominees for appointment to their committees on Mental Health and Alcohol and Drug Abuse. They have also agreed to provide direct service by their professional legislative representatives to LPA, and as this service develops and improves, it will become an extremely valuable source of early warning regarding legislation affecting mental health in Lou-isiana.

We have established liaison with the Louisiana Health, Social and Rehabilita-

tion Services Adminstration, having met with Dr. Charles Mary last Spring, and we will be meeting with the new Chief of that office, Dr. William Stewart, before this NEWSLETTER goes to press.

Liaison with the psychiatry complex of LSU-Charity Hospital-Tulane was brought about through the requests of the Chairmen of the Departments of Psychiatry at both Medical Schools, and this continues with LPA assuming a con-sultative role. We were also asked to consult with the LSU Search Committee in their efforts to decide on a new Chairman of the Department of Psychia-try, and we would hope that our con-sultative services will be expanded.

A Committee for Liaison with the Coroners of the State is working in a number of very important areas including an evaluation of the effectiveness of the new commitment laws.

A request for consultation by CHAMP-US has resulted in a mammoth committee project which includes a formulation of the position of the LPA with regard to communicating with the so-called "third parties" and also a series of valuable guidelines and recommendations for our individual members. This will be pub-lished shortly.

Another most important liaison com- mittee is working to establish a more cooperative and collaborative coalition of professional and lay mental health groups. The job of this committee is only somewhat more formidable than that of

I've given you a brief and incomplete overview of some of the highlights of the year. You might wonder why I have not given credit to the members who have been doing all of this work. The truth of the matter is that I had to make the diffi-cult decision to mention no names because, the majority of the membership has been involved in one way or another in the work. Others who have not been active have vol-unteered for various committees and proj-ects and it has been rather embarrassing that such a great number of volunteers could not be given appointments, there being a limited number of projects and areas which can be administered in a coordinated way at any given time.

As I stated above, I have asked for a lot and I haven't been disappointed. As I begin my second year in office, I may be somewhat less energetic, but my enthusi-asm and optimism for our organization are greater than ever.

NEWS ITEMS IRV MARCUS participated in the

Spring meeting of the American Psycho-analytic Association in Denver, as Chair-man of the Panel on "Parenthood as a Developmental Phase." In addition, he participated in the Board of Professional Standards, the Child Analysis Committee and the Committee on Development of a new Core Curriculum.

GENE USDIN addressed the Detroit Psychiatric Institute on "Neurosis in Re-action to Trauma" and attended the Philadelphia meeting of the Group for the Advancement of Psychiatry, Inc. as trea-surer and board member.

BILL SORUM has been appointed by APA President, John Spiegel, to the APA Council on Professions and Associations as well as to the APA's Nominating Committee. GENE USDIN has been ap-pointed by Dr. Spiegel to the Consulta-tion and Evaluation Services Board.

ART EPSTEIN has recently been elected President of the Board of Direc-tors of the Educational Research and Treatment Center and Broadway, Inc. He formerly served as Secretary-Treasurer of the organization.
