• Joint Commission Accredited Healthcare Organizations.
• If not accredited by the Joint Commission, any other healthcare facility which receives moneys from the Centers for Medicare & Medicaid Services (CMS) must comply as well.

Required Compliance with NFPA 101 (2012) Life Safety Code (LSC)What is different from the prior requirements?• 12 years of changes from the previously followed version (2000).
• Processes for compliance, documentation, remedial measures, and inventory.
– For example, SAFER MATRIX is replacing Plan for Improvement (PFI).
– 20-40 day spacing is allowed for monthly inspections.
– To comply with the Element of Performance, extinguishers should be inventoried with unique ID, location, type, size, maintenance history, and deficiency history.
– Inventory and identify any track record of deficiencies. This enables a focus for improvement of the recurring problem.
– Environment of Care Committee reviews deficiency's, resolutions, and patterns.
• Protruding & projecting object dimensional limits.
• Clutter in path of egress.
• BBI – Basic Building Information (Current as-built plans).

Problem #1
• When surface mounted all currently manufactured round 5lb & 10lb ABC fire extinguishers violate the 4” protruding object limit* if the bottom edge is higher than 27” above the floor. (*Per ADA, IFC, IBC, ANSI/ICC A117.1, AODA).
• When surface mounted all currently manufactured round 10lb ABC fire extinguishers violate the 4-1/2” protruding object limit** if any portion of the extinguisher is located below 38” or the handrail height in existing facilities. (**NFPA-101). Many 5lb extinguishers violate this as well.
• Some existing fire extinguishers cabinets project greater than 4” when the bottom leading edge is higher than 27”.
• Some existing fire extinguishers cabinets project greater than 4-1/2” where any portion is lower than 38” or the handrail height in existing facilities.
• (Note: The extinguisher and cabinet in the photo are following the protruding object rules, however they could have been fully recessed with Oval.)

“NFPA 101 (2012) SECTIONS 18.2.3.4(2) AND 19.2.3.4(2)—CORRIDOR PROJECTIONS
This provision requires noncontinuous projections to be no more than 6 inches from the corridor wall. In addition to
following the requirements of the LSC, health care facilities must comply with the requirements of the ADA, including the
requirements for protruding objects. The 2010 Standards for Accessible Design (2010 Standards) generally limit the
protrusion of wall-mounted objects into corridors to no more than 4 inches from the wall when the object's leading edge is
located more than 27 inches, but not more than 80 inches, above the floor. See Sections 204.1 and 307 of the 2010
Standards, available at http://www.ada.gov/regs2010/2010ADAStandards/Guidance2010ADAstandards.htm [2] (“2010
Standards”). This requirement protects persons who are blind or have low vision from being injured by bumping into a
protruding object that they cannot detect with a cane.
Although the LSC allows 6-inch projections, under the ADA, objects mounted above 27 inches and no more than 80 inches
high can only protrude a maximum of 4 inches into the corridor beyond a detectable surface mounted less than 27 inches
above the floor (except for certain handrails which may protrude up to 41/2″). See section 307 of the 2010 standards for
requirements for handrails and post-mounted objects. CMS intends to provide technical assistance regarding strategies for
how to avoid noncompliance with the ADA's protruding objects requirement, as well as how to modify non-compliant
protruding objects.”

MR Conditional Testing Underway
By no later than 6/15/17 we will have test results for compliance with the ASTM-2503 standard to a 7-tesla MR environment.
While our dry-chemical extinguishers should not be used within the MRI suite, once they pass testing, they will be ideal for corridors near and outside the MRI suite.

Problem #4
• Currently manufactured standpipe hose connections (aka standpipe outlet valves) protrude greater than 4” when not installed within a wall cabinet.
• The protruding object limit is part of the Americans with Disabilities Act (ADA), ANSI/ICC A117.1, the Accessibility for Ontarians with Disabilities Act (AODA), ISO 21542, the International Fire Code (IFC).
• The NFPA-101 Life Safety Code (LSC) limits the projection to 4-1/2” for any portion lower than 38” or the handrail in existing healthcare facilities.
• Per NFPA-14 guidelines, the valve handle and snoot of the valve must be located between 36” and 60” above the floor.

• The valve in the photo is protruding over 14” from the column into the path of emergency egress.
• This valve was hit by a forklift and the handle is broken. Sometimes valves or pipe couplings break, and water damage follows.
• This type of damage is a common occurrence in parking garages, warehouses, manufacturing facilities, and big-box retail.
