What is Rap Back? The NGI Rap Back Service was developed in

response to a need for notification of criminal activity that occurs after the initial fingerprint background check on persons in positions of trust.

Provides benefit in two domains: Non-criminal justice applicants, employees,

volunteers, and licensees; Individuals under the supervision or investigation of

criminal justice agencies. Projected Deployment June 2014

What are the benefits? Customer Benefits Offers notification of future events that may affect

suitability of persons serving in positions of trust. Provides timely notification of arrests of individuals

placed on probation or parole. Task of performing subsequent fitness

determination through taking fingerprints, fees, etc. (e.g. license renewals) is no longer necessary.

Enhances public safety at all levels.

How does Rap Back work? Non-Criminal Justice Rap Back refers to the following functions: Search: Submission of fingerprints for civil applicants,

volunteers, licensees, etc. for fingerprint background check

Retain: Retention of fingerprints in the NGI

Notify: Notification of future events reported to the NGI that have been selected as authorized Rap Back Triggering Events

Rap Back Service General Characteristics Rap Back does not create any new or broader authority

for entities currently authorized to receive criminal history record information (CHRI) from NGI.

Rap Back does not create authority for any new entities to receive CHRI from NGI.

Rap Back creates a new means of access that offers a great efficiency to those already authorized to receive CHRI from NGI.

A Submitting Entity (State Identification Bureau/Federal Agency) is responsible for routing information to and from each authorized Subscriber.

Rap Back Service General Characteristics Applicants must receive notification of the planned

retention of their fingerprints; the future comparison of incoming events reported to NGI (including latent fingerprints) against those prints; and the notification to Subscribing Entities of matches to those future events.

Rap Back utilizes the same dissemination protocols currently in place for criminal/civil fingerprint submissions (CJIS WAN/EBTS).

Rap Back provides modification and cancellation functions to ensure NGI subscriptions are up-to-date and accurate.

Privacy Risks NGI Rap Back must protect against three potential risks: Release of CHRI to unauthorized entities/persons Release of Personally Identifiable Information Extended retention of subscriptions no longer of

interest to an agency NGI Rap Back risks identified addressed through the establishment of Privacy Risk Mitigation Strategies approved by the National Crime Prevention and Privacy Compact Council.

Subscriber Responsibilities Each NGI Rap Back Subscribing Entity Must: Create controls and processes that embrace their

responsibility to protect the privacy of the subscribed individuals and the integrity of the system, especially to: Update the Submitter in a timely manner of new

subscriptions and changes or deletions of existing subscriptions.

Fully participate in the Validation process used by the Submitter.

Fulfill all policy and operational requirements of NGI Rap Back.

Payment of a subscription fee is required for Non-Criminal Justice subscriptions.

Subscribers must pay a fee for each subscription maintained in NGI.

The fee is determined by the "Subscription Term" purchased for the subscription:

A Subscription Term up to 2 years costs $2.25. A Subscription Term up to 5 years costs $6.00. A Subscription Term up to lifetime costs $13.00. Lifetime does not refer to the individual’s lifespan,

rather the timeframe for which the individual is in an authorized position of trust.
