1.0 Introduction
Mercy Scouts International is a not-for-profit non-governmental scouts relief,
development and advocacy organization dedicated to working with children,
families and communities to overcome poverty and injustice. This organisation
was established in the year 2009 by seven enthusiastic, action-oriented, social
and professional scouts as well as young people from Uganda who were inspired
by the spirit of solidarity, integrity and compassion, for the less privileged
people and families in local communities while drawing strength from scouts
groups, global diversities, resources and experiences.
In the year 2015, Mercy Scouts International was duly registered with the
National NGO Board in Uganda, East-Africa under Registration Number
S.5914/12197. This NGO aims to provide assistance and empower individuals in
a number of projects. It serves alongside the poor and oppressed people as a
demonstration of God’s unconditional love for all people regardless of their
religion, race, ethnicity or gender.
The main focus of this organisation is the less privileged people in Uganda and
the world at large, the people who live in poor remote conditions and at most
times find difficulty in accessing basic necessities of life (including enough
food, safe water, proper clothing, health care, good education, employment
and shelter), and are continually facing injustice and fail to cope up with life.
Mercy Scouts is therefore a pioneering organisation with its innovative
approaches for developmental efforts for the rural poor and is working with
commitment for the development of the underprivileged.
Our Target groups include less privileged children from impoverished rural and
slum areas, youths, women (single mothers & the elderly) and the elderly.

1.1 Vision
Mercy Scouts International envisions a society where all young people and other
vulnerable people in the society live to their full potential and their rights and
aspirations are fulfilled.
1.2 Mission
Mercy Scouts International is dedicated to uplift and empower young people
and other vulnerable people in the society improve their quality of life through
health care and sustainable programmes. The organisation through its strategic
advocacy and social support services will aim to giving every young person as
well as their families an opportunity to reach their highest potential and shall
reach out to the disadvantaged impoverished families.
1.3 Core Values
The core values of the Mercy Scouts International are Love, Care and
Compassion for the young people, vulnerable people in the society and their
households. We will focus on integrity, transparency, accountability,
democracy and good governance at all organizational and implementation
levels.
1.4 Objectives
a) To create an environment conducive for the basic livelihood resources
provision, survival growth, development and participation of the young
people and their households.
b) To provide support for young people and their households to have basic
physical, cognitive and psychological needs.
c) To create an environment where young people and other vulnerable people
in the society access preventive, curative and rehabilitative health services.
d) To mobilize and organize young people through community service projects,
retreats and conferences for skills impartation and empowerment for
productivity.
e) To provide support access and retention of Orphans and other Vulnerable
Children in schools through provision of material and financial support.
f) To advocate and strengthen the legal institutional framework for programs
that seek to protect young people at all levels.
g) To promote scouting values among the young people through campings,
outdoor activities, sport events, among others.

2.0 The Organisational Structure of Mercy Scouts International
The organizational structure of Mercy Scouts International is composed of the
General Assembly, the Board of Directors, the Management Committee and
Project Managers and Field Staff.
2.1 The General Assembly
Mercy Scouts International has a constitution governing its operations. The
membership makes up the general assembly. The annual general meeting
(AGM) is the policy making body of the organisation. The AGM receives and
discusses audited activity and financial reports, new budgets and work plans
every financial year.
2.2 The Board of Directors
Mercy Scouts International has a Board of Directors of 7 members; the Board of
Directors is the governing body of the organisation. Composed of individuals
with varying but rich spiritual and academic backgrounds, the board assists in
drawing and approving policies, plans and programmes of MSI as well as setting
the strategic direction for the organisation in order to retain its mission and
long term objectives.

2.4 Geographical Scope of Mercy Scouts International in Uganda
Mercy Scouts International is currently operating within three regions in Uganda
including the Eastern and Central Regions.
Mercy Scouts International’s projects are located and run in three districts
within two regions of Uganda. At the heart of the organisation is the aim of
uplifting and empowering young people and other vulnerable people in the
society improve their quality of life through strategic development programmes
while at the same time maintaining the diversity and long-term productivity for
sustainable livelihoods in the society.

3.1 Restore Sight Outreach Project
Mercy Scouts International aims at installing temporary medical camps in
villages to empower local people who are faced with eye sight problems
through providing free eye check ups and those with simple eye sight
constraints are offered free glasses, and where as those with complicated eye
sight constraints are reffered for further screening and treatment.
In this effort, the elderly who are also caretakers to orphans and vulnerable
children are restored of their sights using glasses and are able to read, dig,
work and take care of their children.

3.2 Stop Malaria Awareness Project
Malaria is another serious infection that Mercy Scouts International puts much
emphasis in making people aware of the preventive methods as ensuring early
treatment by accessing medical facilities. Malaria in Uganda kills mostly the
pregnant mothers and children below the age of 5 i.e. the mortality rates are
high amongst children and pregnant mothers. We therefore carryout
community sensitisations in every local community setting, clear bushes and
distribute mosquito nets to the poor.

3.3 Pre-School Journey Project
Mercy Scouts International is currently running a Pre-School Journey and our
target has been children and kids who are very young and cannot walk long
distances and whereby it is a challenge to the single mothers and elderly
caretakers who cannot carry their kids to school besides their digging activities
at home in search for food. So this Project in Uganda which is aimed at
promoting access to education to 200 needy children in local communities and
establishing a Primary School in Nabweya Village, Mbale District. Below are
some of the activities current done under our Pre-School Journey such as
providing basic education and scholarstic materials to the needy kids in
Nabweya Village before our capacity has reached its limit:

3.4 Agriculture Support & Tree Planting Project
Mercy Scouts International aims to educate and to compel people in rural areas
to involve in subsistence agricultural production in order to avert the current
food shortage and improve the livelihoods of the people living below poverty
line through provision of the following farm implements/inputs. We also intend
to enable and motivate children and youths to take interest in agricultural,
poultry and piggery farming, among other local communities, people are
provided with varieties of improved seeds (beans, simsim, sunflower, sorghum,
soya beans, cow peas, ground nuts, etc) and hoes, axes, pangas and slashers.
And we also plan for modern implements like the use of tractors (We shall start
with one tractor per village at a time).
Under this project Mercy Scouts International also ensures community
sensitization and promotes the culture of environmental concern, afforestation
and re-afforestation.

3.5 Water and Sanitation Project
Water is essential for life and economic development yet our people lack
access to clean water. Mercy Scouts International is working to fulfill the water
needs of local communities by protecting spring wells and boreholes.
Mercy Scouts International launched sensitization campaigns in the year 2012
on safety of clean water sources and the general hygiene and good sanitation
practices. We also intend to build protected shallow wells; spring and
boreholes.
3.6 End of Year Party Celebrations to the Needy (Put a smile on every child’s face)
Every year Mercy Scouts International organizes Christmas celebration for the

3.7 Handcrafts Project
Mercy Scouts International has established this project for purposes of income
generating, through making bracelets/wristbands using recycled plastics.
3.8 Promoting Access to Health Care Project
This initiative is based on recognizing the importance of establishing a Rural
Community Medical Centre which will provide easy access to quality health
services which are paramount to the social-economic development process and
improving the quality of life among the local people of Namanyonyi Sub-county
of Mbale District in Uganda. The Goal
of this initiative is to provide the
availability of and access to free and
low cost quality health care and
delivery services including preventative
care, diagnosis, medical or surgical
treatment or counseling to the rural

Sensitizing Youth on HIV/AIDS
3.9 Women Empowerment Project
Mercy Scouts International provides capacity building and training to local
women in communities to promote the concept of self-help among target
communities in order to contribute towards their own development and social
well-being. This is a process through which women particularly single mothers
and low income earners are mobilized to identify, understand and overcome
the structural and underlying causes of under development.
Through innovative skills training, business launch and agricultural
involvement, women can enter the public sphere where they can have a voice
and bargaining power. This can also be done by alleviating poverty among
women, legislation or changing the laws that keep women behind. Mercy Scouts
International therefore, aims to encourage women to help them realize their
potential and improve their families and communities.
- Mobilize and support small groups with income generating activities (IGAs)
through microfinance and small village revolving funds. We aim to offer
small and affordable loans to people called "a weapon against poverty and
hunger".
- Train women in art and craft designs like in knitting, winnowing, beat
making, etc.
3.10 HIV/AIDS Preventive Awareness
Mercy Scouts International has taken it
upon itself to bring preventative
awareness to people in communities:
this includes provision of Health
Education (integrating HIV/AIDS
Prevention Awareness in all projects.
We create awareness to the youths in
schools and out-of-school in local
communities.
We intend to harness our health
awareness programmes on HIV/AIDS and offer referral services for HIV infected
persons especially among the youths and married people in local communities
of the Central, Eastern and Western regions of Uganda.

4.0 Partnerships and working with other Organisations
Mercy Scouts International work has been successful due to partnership with
both international and local friends, volunteers and partnerships among whom
is:
(i) Wake-up Ministries - Uganda
(ii) Lystrup Scouts Group - Denmark
(iii) Focus Hard of Hearing - Uganda
(iv) Heart of America Council - USA
Mercy Scouts International also works closely with the Local governments
including local leaders, civic leaders, among others. However, Mercy Scouts
International calls for more supportive partnerships and to collaborate with
both various local and international partnerships in order to carry out all its
intended programme and project activities, however all prospective partners
are obliged to meet regulatory requirements in the partnership agreement with
Mercy Scouts International.

5.0 Future plans
With the help of God, we would like to Create Expansion: We intend to expand to areas
where there is need for hope more especially in the rural remote communities of
Uganda and the world at large.
