Back ground information From 1997 to 1999 a project “Capacity Building for Environmental Management in Vietnam” funded by EU has been implemented in Vietnam.

Halong Bay was one of the main study area of the project.

Main development activities are in Halong Bay: Coal mining Tourism development Deep sea port development

Urbanization and industrial zone development– land reclamation

It was found out that there are conflicts of interest, between ministries, institutions and interest groups, and between the central and local governments in a framework of strong competition for control of resources.

Due to fast development land use / cover change is inevitable for Halong Bay.

Concluding remarks Implementation of master plan brings an intensive change in land use / cover in Halong Bay region.

It is expected a serious impact of land use / cover change to environment in Halong Bay which needs to be systematically assessed.

Long time series of Landsat TM is very useful information source for understanding these changes.
