PROJECT BACKGROUND

The Govt. of India (GOI) through Ministry of Road Transport & Highways (MoRT&H) is contemplating to enhance the traffic capacity and safety for efficient transshipment of goods as well as passenger traffic on the heavily trafficked National Highways. GOI has entrusted National Highways Authority India (NHAI) with the responsibility of developing and maintaining the entrusted sections of the National Highways network.

National Highway No - 5 originates from Ferozepur in Punjab, passes through hinter land of Punjab including industrial township of Ludhiana and ends at China Border in Himachal Pradesh. This is one of the most important roads connecting Shimla (Capital of Himachal Pradesh) with Chandigarh (Capital of Haryana and Punjab) and New Delhi (Capital of India).

The Project road "Zirakpur to Parwanoo including Pinjore-Kalka-Parwanoo Bypass” is a section of NH-5 starting at km 39.960 (just after the Yadvendra Bridge at Zirakpur in State of Punjab) and terminating at the end of Pinjore- Kalka - Parwanoo Bypass at Km 67.550. The total length of Project Highway is 27.590 Km. On its way, it passes through the township of Zirakpur and Panchkula with developing commercial activity. Project road follows the existing alignment of NH-5 from Km 39.960 to Km 57.400. Thereafter, it follows a new alignment for bypass of Pinjore - Kalka - Parwanoo to meet NH - 5 again at Km 67.550 (just short of TTR).

Zirakpur - Pinjore Section had crossed the level of service (LOS) 'E'. The condition of the existing pavement was poor to good. Generally the existing road was having 2-lane with paved shoulders. Thus, in order to provide a better 1evel of service to the vehicular traffic, it was decided to augment the capacity of Zirakpur to Parwanoo section of NH-5 from Km 39.960 (end of Ambala - Zirakpur section) to Km 67.550 by widening the existing 2 lane road to 4 lane dual carriage way facility on Build, Operate and Transfer (BOT) basis.

EXECUTIVE SUMMARY

This executive summary presents the activities of the Concessionaire and the Independent Consultant during the month November 2017. Matters related to the implementation of the Project are as under:

1.Major Events: Nil

2. ROW Acquisition and Handling Over:

Concessionaire has been handed over 100% land required for the project. It is obligatory on part of the Concessionaire to keep ROW free from encroachments.

Concessionaire has reported that locals have illegally constructed structures within ROW from Ch. 60.800 to Ch. 61.400 (RHS). Concessionaire is obliged to protect land within ROW and has been advised to remove these encroachments with the help from Police / District administration if need be, at the earliest.

ROW demarcation at Maheshpur market from Ch. 44.200 to 44.280 (RHS) still pending. Same is to be expedited.

3.Safety Measures:

Maintenance of pavement, road marking, kerb painting, blinkers is not being done by the Concessionaire in a satisfactory manner. The state of street lights is given below-

4. Highway Cleaning The cleaning of Highway is to be carried out regularly and efforts are lacking in this respect. Clogged drains, open channels, parking areas, road signs, road furniture, lay byes etc require regular cleaning and maintenance. Litters and debris are to be cleaned on ongoing basis from the highway. This activity is not up to the mark and more resources are needed to be deployed. The water kiosks and litter bins have not been placed at way side amenities and highway as per provisions of CA.

5. Pavement Shoulders:-Earthen Shoulders need maintenance all along the highway.

6. Pavement Condition and Periodic Maintenance:-The pavement condition of MCW and Service Road has deteriorated due to non-maintenance. Large alligator cracks have developed on the pavement. Pot holes have also been noticed on MCW and Service Road. Depressions due to settlement of the Pavement exist at a number of locations. The poor condition of the pavement does not meet the minimum acceptable intervention levels given in table L-2 of Schedule- “L”. The project Highway needs immediate overlay as per clause 3.3.7(i) of Schedule-“L”. As per CA, periodic maintenance of the highway is to be done at least once in five years commencing form the COD. Hence the overlay was to be completed on or before 21 March 2017. The Concessionaire has not completed this activity. Damages from 22-3-2017 onward up to 31 October 2017 for the delay in completing periodic maintenance have already been recommended as per CA provisions.

7. Structural Strength of Pavement. The results of BBD test conducted from 07 -01- 2016 to 21-01-2016 indicate that the characteristic deflection has exceeded permissible limit in a fairly large number of stretches. These have not been treated with appropriately designed overlay as per IRC: 81. Kindly also refer to IC’s letter No. GP-SCIA/IE/ZP/HEL/51 dated 20-4-2017. The damages have already been intimated to NHAI vide IC’s letter No GP-SCIA/IE/ZP/NHAI/196 dated 01-6-2017.

8. BBD Test. As per clause 3.4.2.3 of Schedule “L” of CA, BBD test is to be carried out once a year. The last test was carried out during Jan 2016. The BBD Test for the year 2016-2017 has not been done. The damages up to 31-10-2017 have already been intimated to NHAI.

9.Encroachments. It is observed that encroachments continue to exist in the ROW. No appreciable efforts are visible for their removal.

10. Meetings & Site Visits - Nil

11. Incomplete Items of Punch List . 02 Nos. Septic tanks and Bitna service Road have not been completed till date. Service road work has been taken up during last week of August 2017 . The same is in progress. Till the end of current month, DBM has been completed from Ch.60.140 to Ch. 61.045. The work was at stand still from 07 Nov 2017 to 28-11-2017 . BC work was done on 29-11-2017 and 30-11-2017 from Ch.60.140 to 60.750 .The service road is required to be constructed from Ch. 60.140 to Ch. 61.440.

12. Construction of Toilets at Toll Plaza.

As per NHAI policy guidelines, separate toilets for Ladies and Gents are to be constructed at the Toll Plaza in both directions .i.e. LHS and RHS. Change of Scope Order has been issued by NHAI vide letter NoNHAI/PIU/CHD/11107/Z-P/Conc./1242 dated 20-11-2017.

13.COS Order for Implementation of ETC Hybrid Lanes.

The COS proposal for Implementation of ETC Hybrid Lanes in all the lanes of toll plaza has been submitted to NHAI vide IC’s letter No.GP-SCIA/IE/ZP/NHAI/250 dared 18-10-2017. The same is awaited.

14.COS Order for Construction of VUP at Amravati Enclave (Ch. 63.550).

COS Order for construction of VUP at Amravati Enclave (Ch. 63.550) has been approved and intimated to the Concessionaire vide NHAI letter No.NHAI/PIU/CHD/11107/ Z-P/Conc./1238 dated 08-11-2017. Concessionaire is advised to take construction work at the earliest.

15.. Repair to HUDA Water Pipe Line at Ch. 44.450

HUDA has completed the repairs of leaking water line from underneath the structure. The pipe line has now been shifted and laid over surface in the RE wall portion.

16.Road Safety Training.

A workshop on the road safety was organized by NHAI on 10 th and 11th Nov 2017. The same was attended by representatives IC and Concessionaire.

17. Overlay Work as Part of Periodic Maintenance.

The Concessionaire carried out the overlay of the service road from 23 Nov 2017 to 27-11-2017. Till the end of the reporting month, overlay has been completed over following stretches-

a. Ch 42.350 (LHS) to 42.720 (LHS

b. Ch. 43.600 (RHS) to 43.950 (RHS). BC work from 43.580 to 43.600 is defective and not approved.This has been shown to the Concessionaire.

18. Stretghening of Pavement.The Concessionaire has been instructed to provide BC overlay on the service road from ch.45. 640 (LHS) to ch.47.150 (LHS) since this stretch is showing visible signs of distress.The Concessionaire is further advised to strengthen the MCW and Service road in the stretches where BBD results are unsatisfactory.

Maintenance Issues

Routine Maintenance:

Routine maintenance of the highway is not being carried out to conform to standards and specifications as per Concession Agreement.

Pavement Marking

Pavement marking is lacking on the MCW and service road. Marking is to be provided for lanes, pedestrian crossing, bus stop and intersections etc. as per the guide lines given in IRC: 35-1997. Service road marking is in very poor condition. The same has not been done till now despite repeated instructions.

Periodic Maintenance: As per the Concession Agreement, the periodic maintenance of the project road was due to be completed by the end of 5 th year from COD, i.e. by 22 March 2017. Concessionaire has not completed the work so far. Damages for the delay have been recommended up to 31-10-2017.

Independent Consultant’s Advice/Instructions

1. The activity of removal of wild grass and vegetation from the median is being carried out. The same must be extended to road side in the ROW.

2. All signage should be cleaned regularly.

3. Trimming of median plantation should be done at regular intervals. Missing/dead plants should be replaced with plants other than Kaner as its use has been prohibited.

4. Concessionaire is advised to undertake speedy drive in liaison with District Administration and police authorities to remove encroachments from the ROW.

5. Cleaning of MCW, Service road, truck lay byes and bus bays to be done regularly.

6. Toilets at both trucks lay bays at Haryana / Punjab border should be made functional on priority. This has not been done despite of repeated instructions.

7. High masts and street Lights should be checked daily and defects ,if any, should be rectified immediately and timings of switching on/off be adjusted on weekly basis as per sun rise / sun set timings. This assumes greater importance during winter season when dense foggy conditions prevail and visibility is restricted.

8. NHAI circular on Swatchh Bharat Abhiyan should be complied in letter and spirit.

9. Periodic maintenance must be completed expeditiously as the same is now under damages.

10. BBD test is overdue and under default. The same should be conducted as per provisions of Concession Agreement.

Monthly Inspection

A joint inspection was carried out by IC and the Concessionaire on 15 November 2017. The inspection report is appended as Appx ‘A’.

Monthly Joint Inspection of Project Road for November 2017.

Dear Sir,

Monthly joint inspection of the project road was carried out on 15 November 2017 from 11.00 A.M. onward by the undersigned along with Lt Col KJS Sandhu (Retd.). The compliance of observations of inspection report for October 2017 was also checked. The issues observed during the inspection are given in succeeding paragraphs.

1. Pavement condition. The pavement condition of MCW and Service Road has further deteriorated. Large number of alligator cracks and depressions has developed on the

pavement. Depressions due to settlement of the pavement exist at a number of locations. The poor condition of the pavement does not meet the minimum acceptable intervention levels given in table L-2 of Schedule- “L”. This is being observed and reported for the last many months. The project Highway needs immediate overlay as per clause 3.3.7(i) of Schedule-“L”. No action has been taken to rectify the defects as well as no overlay has been started.

2. Periodic Maintenance. Scheduled completion date of overlay as part of periodic maintenance has expired on 21-3-2017. The same has not yet been completed. Also, the road marking on the stretches treated with micro seal have not been done. Damages for the default are being levied from 22-3-2017 onward.

3. Bitna Service Road (Punch List Item). Progress is alarmingly slow. DBM has been done from Ch.60.140 to Ch. 61.045. No work has been done since 07 Nov 2017.

5. Encroachments. It is observed that encroachments continue to exist in the ROW. No appreciable efforts are visible for their removal. Please take actions in close liaison with distt. and civil police authorities.

6. Water Leakage under Service Road at Ch.44.494(RHS). Repair of leaking water pipeline under service road at ch.44.494 (RHS) has been commenced by HUDA. The work was in progress.

7. Median Maintenance. This is being done.

8. Road Safety Measures. In view of the oncoming foggy conditions, all necessary road safety measures must be completed immediately. Following need special attention of the Concessionaire –

(a) All street lights on MCW and Service Roads including High masts should be repaired and made functional.

(b) Road marking should be redone wherever it has faded or covered with micro-surfacing.

(c) Hazard markers should be repainted and missing ones re-erected.

(d) Missing cat eyes, sparkling studs and delineators are made good.

(e) Traffic signals and blinkers should always be in working condition.

(f) Speed breakers and Rumble strips be properly painted with thermo-plastic paint.

(g) Shoulders should be made good and kept obstruction free.

(h) Unauthorised road side parking of vehicles and vendor rehris should not be allowed.

It is advised to carry out rectification of above observations at the earliest as per CA provisions and submit compliance.
