Introduction

• NHEPRN is a policy making & coordinating body, to cater
health related emergencies, strengthen health care system
for managing health related disasters in relation to
Preparedness & Response.
• Serving as a nerve centre to assess and gather /analyze
information, prioritize interventions, monitor health
situation and advocate for humanitarian health action,
mobilize resources, coordinate with all stakeholders e.g.
Provinces, development partners, UN agencies.
• Members of the Health clusters (INGOs/NGOs) are on board
• Fill up the gap if any in health system
• Tech assistance to Provinces for developing
contingency plans
• In collaboration with Provincial DoH
• EDOs Health are on board
• DEWs/DTCs established/in place
Health cluster meetings are convened to identify
roles/responsibilities of different stakeholders during
emergency situation.
Committee under the supervision of DG(H) overview the
flood related health response, if required
24/7 activation of Operation room in NHEPRN.
Pharmaceutical industry has agreed to provide assistance
(essential medicines) if required either as donation or on
factory rate if the requirement is more, on short notice.
• 1st Responder- Provincial govt responsible for:
– Provision of medicines, logistic, HR and technical support
– Districts will request DoH, respond accordingly
• Overwhelming situation :
– DG Health Services will coordinate with NHEPRN
– NHEPRN will inform all the counter parts
– Gaps to be covered by NHEPRN, with assistance from all
partners.
PROVINCIAL HEALTH CONTINGENCY PLANS
The purpose of the Emergency/Contingency plan for monsoon 2018 for the Provinces , to enable them to plan and coordinate effectively and strengthen capacities of all activities relating to emergency preparedness and response, so that they are able to protect their populations efficiently during emergency situations and to take immediate remedial measures for protection of vulnerable groups.

24/7 control room will be established at the Public Health
section/PHEPR DGHS with its Toll free No: 0800 00999.
• Clusters at provincial and district level will be reactivated with special
focus on the type of emergency relief activities.
• Availability of medicines and other logistics supplies will be ensured at
all level.
• Lady Health Workers (LHWs) will be activated/mobilized to conduct
health education sessions and distribute ORS, zinc sulphate,
antibiotics etc. in their respective districts.
• Health Department will remain in close liaison with PDMA &
National Health Emergency Preparedness & Response Network
(NEHPRN) for extra support, assistance & for the airlifting of
medical teams and medicine to inaccessible areas and other rescue
and relief activities.
• Fumigation, larvicidal and provision of medically treated bed nets
and other Public Health measures will be assured for vector control
in flood affected districts.
Distribution of water purification tablets and water sampling will
be carried out through LHWs, Mobile Teams and Static health
facilities.
Availability of emergency & diarrhoeal disease kits in the ware
house at the divisional level (Bannu, DI Khan, Kohat, Peshawar &
Swat) with the support of WHO (each kit caters for 9000 patients)
and 35 & 15 such kits are available.
Ten beds ward and a diarrhoeal centres in all the district hospitals
has been established.
Anti Rabies Vaccine & Anti Snake Venom has been arranged &
ensured.
All districts has requested extra support for POL,
emergency medicines (additional stock) and logistic
during emergency.
For most vulnerable districts declared by PDMA of KP
financial support will be needed as an additional
emergency support.

Provincial Health Emergency Preparedness Response Centre /
Epidemic Investigation Cell prepared a contingency plan for
Monsoons.
Instructions conveyed to all the District Health Officers &
Medical Superintendents of the D.H.Q Hospitals to ensure
necessary arrangements to meet any outbreak / epidemic due to
flood disaster in their respective districts.
Sufficient stock of emergency medicines and other supplies /
vaccines Anti Snake Venom (ASV) & Anti Rabies Venom (ARV) in
the districts as well as at Provincial Medical Store Depot (MSD).
In collaboration with WHO, sufficient stock of medicine available to
cater all kind of outbreak / epidemic.
Disease Early Warning System (DEWS) has been made functional in
all districts with the support of WHO out of which 18 districts are
reporting regularly.
Necessary instructions conveyed to all districts regarding prevention,
control & treatment.
Emergency Task Force at provincial & District level is established, to
provide technical assistance to meet all kind of emergencies /
outbreaks as well as coordinate with INGOs and NGOs.
All vertical Program Managers (MNCH , LHW, MCP, EPI) have been directed for preparatory measures.
MNCH- logistic support along with POL
Malaria Control Program- to take necessary measures for prevention, control and treatment of malaria.
Federal Govt. along with partners (WHO/UNFPA/UNICEF etc) are on board for provision of medicines in case of any outbreak if required (only to fill up the gap).

The planning assumptions has been done on the basis of
data received from all 36 districts.
According to the data from these districts,
approximately a total of 15.54 million populations
would need to be provided medical relief during the
first two week of the floods.
