hougestoclean. whynotyourlungsaswell.Unfortunately, many of those cigarette smokers who decide to

quitend upwonderingwhy theyeverwished to giveup such asatis-fying habit. There is a flood offacts: smoking accounts for one infive American deaths, smoking is a risk factor for heart attacks,smoking is the cause of cancer, smoking injures the lung. Somehave felt like lepers, being ostracized by friends and forced lo limitcigarettes while at work. Smoke.frce has become the socially ac-cepted wordoftheday. All ofthe abovearegoodreasons, but slay-ingoffcigarellesis harderthan yoú think.

Therearetwo forms ofdependeeceon cigarettes: onaddiclion tonicotine, and a compulsion lo smoke. Lets look at the easier prob-1cm first, thatofnicotineaddiction. Withdrawal symptoms occur tonicotine because a smokers brain has more receptors lo nicotinethan their non-smoking friends. Rcstlessncss, irritability, anxiety.and drowsinessoccues when smokers quit. If wo-ter rates cant he lowered forthe entire commonity why notgive residents over 55, 60 or65 yeorsotda break?

TheApril2O referendums inthe sueronnding areas wereuniformly revealing. In Glen-view elementary school din-uict 34 $17.5 million in build-ing bonds was turned down byvoters, 2,451 to 2,223. MountProspect elementary schooldistrict bi voters rejected$13.5 million in buildingbonds bya2,695 to2,582 vom.In Skokie elementary district69, increasing the operationsfund las rate from 25 cents to40 cents was defeated 1,522 to1,125. The increases aro basedon $100 of eqnolized assessedvaluation.

In other Cook Countyschool districts, ten referen-doms failed and five passed.Most oftltem were to increasethe education funds uud a fewtried Lo increase the operationsfnnds.

1f there was anything to belearned from theCook Countyvotes it is how unpredictablethe voting patterns ofthe areashave become. Not too manyyears ago it was a givenschool referendums would un-tomatically be approved inSkokie and Glenview. Theyfailed thin time. As a postscript to the April20 referendums, Nitta votersapproved "legal documentsshould he written in under-standable language." We as-sume that was placed on theballot to help lawyers nuder-stand what they're doing. Per-hops by reducing the comptes-ity of the language, tawyetsmight alto reduce their fees.We think that is "nnderstanda-bIc language."

Niles' administrative intern,ToddFlilemas said the Village wouldask Cook County for $150,000 tofand the loans which wonld be ineffect for Inne through Decem-her, 1994. Applications must bemade now to receive the tosesnest year.

But already in hand is$150,000 ofCDBG monies froma 1991 application. These fundsare avaitable right now and loanapplications can be made in con-fidence through Niles VillageHalt, 7601 Milwaukee Avenue.Village inspectors will verifycode violations.

Certain income guidelines ap-ply, as established by the U, S.Department of Housing and Ur-ban Development. "The muïrthrnst-is to help people withstretched or lived incomes whocan't afford (home repair,)" saidJohn Cookley, assistant VillageManager. Early in thediscussiousof youreconomic program you said thatthe poor and middle class wouldnot be subjected to lax increases.Only tise rich would have theirlaxes raised. However, as anaside, we, the middle class werereminded of our patriotic duty,our need to bite the bullet and"contribute" our fair share to thecause. Even for the elderly, their"contribution" would he made bya tax iscrease on their Social Se-curity. Call ii by any name youwish it is still a lax increase andyourfirsterrorwas to startihisec-onomicprogmam with laxes.
