PREFACE

It gives me great pleasure to present the Annual Report for the year 2013 -14. The 20% increase in OPD patients reporting compared to previous year is thehighest increase in the last 5 years which underscores the need for expansion ofOPD / IPD for reaching the Siddha healthcare services to people. The averagereporting per day has increased to 1592 patients compared to 1323 during theprevious year. The increasing OPD / IPD reporting reveals the increasing awarenessabout Siddha, acceptability and utilization amongst community. It is imperative toemphasize the need for vertical increase of Siddha care in primary health careservices. As large numbers of gynecological related patients are reporting, additionalOP for Kuzhandai Maruthuvam and Sool Magalir Maruthuvam have been started. Inview of high demand for In-patient admission and CCIM regulation, the bed strengthhas been increased from 160 to 180 beds. The bed occupancy is more than 95%.The PG scholars of NIS are being trained and undertaking all dissertation orientedresearch works as part of their PG course in conformity with upto date regulationsand procedures viz. protocol development, IEC / IAEC scrutiny, Clinical trial registryentry and entry of presentations / publications in AYUSH Research portal.

The staff have been delivering their best in providing health care servicesand propagating the Siddha through various TV/AIR programme, AROGYA fair andConferences. I record my due appreciation to all the staff members for extendingtheir wholehearted co-operation with sincerity and dedication.

1. INTRODUCTION

National Institute of Siddha was inaugurated on 3rd September 2005 byHon’ble Prime Minister of India in presence of Central and State Ministers.Objectives:

To promote the growth and development of Siddha system of medicine

To provide medical relief through Siddha system

To impart the post graduate education of Siddha system of medicine

To undertake research and dissemination

To act as a center of excellence

2. ORGANISATION STRUCTURE

National Institute of Siddha is an autonomous body under the Department ofAYUSH, Ministry of Health & Family Welfare, Government of India, New Delhi. TheInstitute is headed by Director and under his control Administration, Teaching andHospital Departments are functioning to carry out the works related to objectives ofthe Institute.

3. MANAGEMENT COMMITTEES

a) General Body:

The General Body is headed by the Hon’ble Minister of Health and Family Welfare,Govt of India, Vice Presidents (Hon’ble Minister of State, Ministry of Health andFamily Welfare, Govt. of India and Hon’ble Minister of Health & Family Welfare,Govt. of Tamil Nadu). The General Body Members consist of 10 ex-officioMembers, Chairman, Scientific Advisory Committee (Siddha), 3 Siddha experts,2 Hereditary Siddha Practitioners and Director, National Institute of Siddha (NIS)as Member Secretary. So far 7 General Body meetings were conducted. LastGeneral Body meeting held on 25.11.2008.

b) Governing Council:

The Governing Council is under the Chairpersonship of the Secretary (AYUSH),Ministry of Health & Family Welfare, Govt. of India, 6 ex-officio members,2 eminent persons from the field of Siddha as members and Director, NationalInstitute of Siddha as Member Secretary. 11th and 12th Governing CouncilMeeting of NIS were held on 15.04.2013 and 1.10.2013 respectively.

c) Standing Finance Committee:

The Standing Finance Committee with Joint Secretary (AYUSH), Dept. of AYUSH,Ministry of Health & Family Welfare, GOI as the Chairperson, Additional Secretary& FA Ministry of Health & FW, Secretary (H), Govt. of TN or his nominee,Joint Advisor Dy. Advisor / Assistant Advisor (Siddha) and Siddha Expert (fromthe General Body) as Members and Director, National Institute of Siddha asConvenor. Four meetings of Standing Finance Committee held during the financialyear 2013 –2014 are as under:

The expenditure was incurred by National Institute of Siddha for the year 2013-14 isas follows (Rs. In Lakhs):

Institute will strive for the cause of National Health Care and developing humanresources consistently.

6. ACADEMICS

6.1) Selection for Post Graduate (PG) Course

Entrance Examination for the selection of students for the Post Graduate courseswas conducted by National Institute of Siddha for the academic year 2013 – 2014 on19.10.2013. Based on the marks in the Entrance examination and academic thestudents were called for counseling, which was held on 21.10.2013 and admissionmade. As per the approval of Department of AYUSH, 46 PG seats were filled. Theclasses have commenced for the 10th batch of M.D Siddha course with effect from01.11.2013 at National Institute of Siddha.

6.3) CCIM INSPECTION DETAILS:CCIM Inspection for continuation of recognition for NIS was conducted on two

occasions during the year 2013-14 by three members nominated by CCIM.1. First inspection on 1-2 July 20132. Second inspection on 29-30 January 2014

Inspection team were taken around the Hospital for examining the OPD / IPDquality and quantum of healthcare services rendered in NIS as well as manpower andequipments. The team had also visited teaching block during afternoon and saw theteaching activities. The duly filled visitation proforma and group photographs ofmanpower of different sections taken along with team members were also submittedto the team.6.4) University Examination 2013

During 2013-14, 41 candidates who have studied in National Institute of Siddha,have successfully completed and awarded M.D(S) degree by The T.N.Dr.MGR MedicalUniversity.

The Post Graduate students are being paid a basic stipend of Rs. 15,820/- p.mduring 1st year, Rs.16,950/- p.m in second year and Rs. 18,080/-p.m in the final yearduring the course of study at National Institute of Siddha for the year 2013-14. In additionto the basic stipend, DA as per government of India norms also provided.

6.6) Ph.D - Research Work :

Six Ph.D scholars, who have commenced research work under the guidanceof senior faculty members of National Institute of Siddha from the year 2011-12, werecontinuing their research work during 2013-14. All six candidates have registered forfull time Ph.D program under the The T.N.Dr.MGR Medical University and theirfellowship period is to be completed on 14-4-2014.

The 21 part time Ph.D Scholars (faculty members of NIS) who have registeredunder The T.N.Dr.MGR Medical University during 2011-12 were also continuing theirresearch work during 2013-14.

OPD is functioning on all 365 days and health care services provided between8.00 am and 12.00 noon. All faculty members and M.D(S) students attend OPD / IPDrelated works.

During the year 2013-14 out-patient department of Ayothidoss Pandithar Hospitalhas given consultation and treatment to a total of 5,81,006 patients’ visits includinggeriatric patients, out of which 2,89,167 (49.8%) were male adults and female adults2,67,645(46.1%), female children 11,299 (1.9%) and male children 12,895 (2.2%).

Patients are increasingly approaching NIS for Siddha treatment as is evidentfrom OPD statistics. The average reporting per day has increased to 1592 patientscompared to 1323 during the previous year.

OP Census from April 2013 to March 2014

The table reveals that there was no gender discrimination in extending Siddhahealth care services in NIS. During 2013-14, highest number of patients reportedduring March 2014 similar to previous year. Out of 5,81,006 patients, 1,10,033(19%)were newly reported patients in OPD.

8.2) SPECIAL OPs

GERIATRIC OP:

Every Tuesday from 3.00 to5.00 pm Geriatric Special OP isconducted for the benefit of SeniorCitizens (above 60 years of age)by Faculty Members and P.GScholars of Dept. of SirappuMaruthuvam and assisted by DutyMedical Officer.

Male geriatric patients (68.32%) are predominantly higher than female geriatricpatients (31.67%). Average number of geriatric patients reported per month duringthe last five years were 726, 946, 1114, 1327 and 1918 during 2009-10, 2010-11,2011-12, 2012-13 and 2013-14 respectively. It shows steady increase of Geriatricpatients taking treatment at NIS over the years

ARUVAI THOL MARUTHUVAM OPD:

NIS is conducting separate regular OPD and IPD for Aruvai & Thol Maruthuvamfrom November 2013 onwards.

YOGA WEEKLY SPECIAL OPD:

Yoga special OPD is conducted on three days in a week (Tuesday, Friday &Sunday) from 8.00 to 12.00 Noon

VARMAM SPECIAL OPD:

Varmam special therapy is given all days for OPD and IPD patients by SirappuMaruthuvam Department.

LEECH THERAPY:

Leech Therapy Unit is functioning in Dept of Sirappu Maruthuvam for specialcases like Osteoarthritis, Varicose veins and ulcers, Eczema etc.

THOKKANAM THERAPY:

Thokkanam therapy is given for IPD patients separately by Male and FemaleMasseurs with the supervision of our Faculty members.

BONE SETTEING:

Bone setting is also done in Dept. of Sirappu Maruthuvam.

PHYSIOTHERAPY:

Modern physiotherapy unit functioning under the Dept. of Sirappu Maruthuvam,is functional on all working days for the benefit of IPD and OPD patients.

KAYAKALPAM HERBAL GARDEN:

Dept of Sirappu Maruthuvam is exclusively maintaining the Herbal Garden forKayakalpam medicinal plants.

8.6) Procurement of Medicines:During the current year approximately Rs. 560.22 lakhs has been spent for

procurement of medicines. The medicines are procured from The Indian MedicalPractitioners Co-operative Pharmacy and Stores Ltd, (IMPCOPS) and Tamil NaduMedical Plant Farms and Herbal Medicine Corporation Ltd., (TAMPCOL)– Tamil NaduGovernment Department. The drugs are provided free of cost to patients in OPD andIPD.8.7) Supply of Diet

13. CONTINUING MEDICAL EDUCATION (CME) / WORKSHOP /TRAINING CONDUCTED BY NIS

13.1) Department of Gunapadam has conducted a CME from 08.04.13 to 13.04.13on “Recent Trends and Developments in Gunapadam (Siddha Pharmacology”.A total of 22 participants from various Siddha Medical Colleges haveparticipated for learning the recent trends. Twelve resource persons fromreputed institutions have participated as resources persons and deliveredlecture and conducted practicals.

13.2) National Institute of Siddha as a part of Annual Day celebration has conductedNational Scientific Workshop on Management of Non-CommunicableDiseases in Siddha System on 1-10-2013. Shri Nilanjan Sanyal, SecretaryDepartment of AYUSH has inaugurated National Scientific Workshop on“Management of Non-Communicable Diseases in Siddha System” on 1-10-2013 at NIS. Shri Bala Prasad, Joint Secretary, Dept. of AYUSH, and theCommissioner of Indian Medicine and Homoeopathy, Tamil Nadu Governmenthave also participated in the function.

About 130 faculty members and P.G.Scholars from various Siddha Medicalcolleges participated and benefited by this Workshop. Three experts presentedlecturers on the topic “Siddha management in Diabetes Mellitus, Carcinomas,Cardiovascular System” followed by presentation of scientific papers by PGscholars of various siddha medical colleges. Prizes were awarded for first,second and third prize in both oral and poster presentations.

13.3) National Institute of Siddha has conducted a CME for Training of Trainers inResearch Methodology and Statistical Design for Clinical Trial based on holisticmanagement from 17-06-2013 to 22-06-2013 (6 days). A total of 21 facultymembers from various Siddha Medical Colleges have participated andbenefitted from the training programme in Research Methodology subject.Twelve resource persons from reputed institutions have participated anddelivered lecture cum demonstration

13.4) An in-house training on “Principles and Practices of Laboratory Animal Care”was conducted from 17-2-2014 to 21-2-2014 (5 days) in our Institute for secondyear M.D(S) students. The training started at 9.30 AM and closed at 5.00 PMon all five days. The theory classes were held in Audio-Visual room, Libraryand practical classes in Pharmacology Laboratory. All second year studentsfrom all Departments participated in the training. Faculty members from MadrasVeterinary College, Chennai and Tamil Nadu University for Veterinary AnimalScience participated as resource persons for delivering lecture cumdemonstration.

16. RESEARCH

National institute of Siddha has undertaken four collaborative research projectsduring 2010-11 with collaborative institutions – Sri Ramachandra University andSASTRA University. Thanjavur. After the completion of first year project the secondyear research work has been submitted to Governing Council for its budget approval.As per the direction of Governing Council the results of first year research work wereplaced at Scientific Advisory Committee (SAC) meeting which was held on 02.02.2013for it scrutiny and recommendation for conducting second year research work. TheSAC recommendation will be placed before the GC / SFC for its budget approval forconducting second year research work. Out of first year research work, four researcharticles have been published in the journals.

16.1) Institutional Animal Ethics Committee (IAEC) Meeting

Ministry of Environment and Forests, Government of India vide F.No.25/28/2009-AWD dated 16-04-2013 has reconstituted the IAEC of NIS after the completion of 3year term of the previous committee. The reconstituted IAEC meeting held on 08-05-2013 at National Institute of Siddha for inspection for renewal of registration.

Ninth meeting of IAEC was held on 5-6 December 2013 at National Institute ofSiddha for reviewing the dissertation proposals of M.D(S) students of Maruthuvam,Gunapadam, Sirappu Maruthuvam, Kuzhanthai Maruthuvam and Nanju NoolumMaruthuva Neethi Noolum. Ph.D scholars of full-time and part time had also submittedtheir modifications, renewal and new proposal for IAEC approval. A total of 30 researchproposals (11-Ph.D and 19 M.D(S) were reviewed during the meeting for conduct ofanimal experiments.16.2) Institutional Ethics Committee (IEC):

Seventh Institutional Ethics Committee meeting was held 23-24 December 2013at National Institute of Siddha for review of M.D(S) students’ dissertation proposals,Ph.D research proposals and Pilot study proposals were reviewed. There were 21M.D(S) students, 3 part-time Ph.D, 1 EMR project and 5 Pilot study proposals presentedduring the meeting. The committee has emphasized the maintenance of records foreach patient who was recruited in the study.

Department level monitoring should be strengthened for strengthening theprecise outcome of the study.16.3) Technical Committee Meeting:

National Institute of Siddha as part of promotion and propagation of Siddha andto encourage the Siddha experts to publish the books with contemporary relevance,has taken measures to publish two books edited by Prof.Dr.P.A. Mohammed IqbalM.D(S).

A Technical Committee consisting of following members was constituted toreview the two books namely 1. Pharmacy and Pharmaceutics of Siddha Medicineand 2. Preparatory Methods of Oil by Theraiyar (Siddhar) – Source: “Theraiyar ThailaVaruku Churukam” edited by Prof.Dr.P.A.Mohammed Iqbal, M.D(S) for ensuring thestandards of contents.

20. FREE SIDDHA MEDICAL CAMP

Health Camp is being organized in Old Perungalathur (Rural Area), Chennai everyFriday starting from 11.2.11.

Health Camp in semi-urban area at Rajakilpakkam was started in SembakkamMunicipality office premises on 3.5.13 (places where backward population is more).Dr.K.Manickavasakam, Director has inaugurated the camp in presence of Chairmanand Commissioner of Sembakkam Municipality.

Health Camps are being organized in Old Perungalathur (Rural Area) andRajakilpakkam (Semi-urban area) on every Saturday during the year 2013-14. Atotal of 4722 patient visits were made in the Siddha camp, out of which 2348 weremale adults, 2160 female adults, 93 female children and 121 Male children.

21. WOMEN COMPONENT PLAN

There is no gender discrimination in P.G admission and rendering treatment servicein NIS. About 49% of staff working in this Institute are woman and 78% of studentsadmitted to M.D(Siddha) course during 2013 – 2014 were women. Out the totalnumber of patients at OPD, 48% were women.

22. COMMUNAL HARMONY CAMPAIGN WEEK

Communal Harmony Campaign week was observed from 19.11.2013 to25.11.2013 and the Flag Day was observed on 25.11.2013 at National Instituteof Siddha. An amount of Rs.29,800/- was collected as donation duringobservance of the Communal Harmony Campaign Week and the Flag Day. Theamount was sent to The National Foundation for Communal Harmony, New Delhi.

23. VIGILANCE AWARENESS WEEK

Vigilance Awareness Week was observed from 28.10.2013 to 02.11.2013 atNational Institute of Siddha.

24. RTI – 2005

A total of 45 applications were received during 2013-14. Information wasprovided in 42 cases and three applications were rejected under section 8(1).

25. OFFICIAL LANGUAGE

An official language implementation Committee was constituted under section3 (3) of Official Language Act 1963 to review the progress made in the use of Hindi forthe official purposes and submitting the report every quarter.

26. FOREIGN VISITS

Prof.Dr.K.Manickavasakam, Director, National Institute of Siddha hasparticipated on behalf of Secretary, Department of AYUSH in International Conferenceon Siddha Medicine 2013 in Malaysia which was organized by the Traditional andComplementary Medicine Division, Ministry of Health, Malaysia and the MalaysianAssociation of Traditional Indian Medicine during 11-12 November 2013 at the BerjayaTimes Square Hotel, Kuala Lumpur. Dr.K.Manickavasakam, Director, NIS has delivereda speech on behalf of Secretary, Department of AYUSH highlighting the glory of SiddhaMedicine and promising a new bilateral relationship in the field of Siddha system ofmedicine especially in education, research and standardization.

(I) PROVISION FOR CONTINGENT LIABILITIES AND ASSETS

As per AS29, Provisions contingent liabilities and contingent assets,issued by the Institute of Chartered Accountants of India, the Institute recognisesprovisions only when it has a present obligation as a result of a past event it is probablethat an outflow of resources embodying economic benefits will be required to settlethe obligation as and when a reliable estimates of the amount of the obligations canbe made. Provisions are not discounted to its present value and are determined basedon the estimate required to settle the obligation at the balance sheet date. These arereviewed at each balance sheet date and adjusted to reflect the current estimates.

A disclosure for a contingent liability is made where it is more likely thata present obligation would not result in or involve an outflow of the resource. Contingentassets are neither recognised nor disclosed in the financial statements
