Earnest Money Deposit (EMD) mentioned above shall be paid

by way of demand Draft /Pay Orders/ Banker’s Cheque drawn

in favor of Indian Oil Corporation Limited (MD) payable at

Ernakulum.

However, EMD shall be exempted for Small Scale Units

registered with the National Small Scale Industries Corporation

(NSIC) & for Central/ State PSU and JV’s of IOCL.

Scanned copy of the DD/PO/BC shall be submitted along with

the Tender. The original DD/PO/BC shall be

submitted/delivered in person or sent by post so as to reach

the Tender Inviting Authority up to stipulated date & time of

Bid Submission/ Bid uploading at the following address:

PRE-QUALIFICATION CRITERIA

Experience Criteria:

Party should have successfully completed similar works

during last 5 years ending 28.02.2015 with either of the

following criteria:

Three similar completed works each costing not less than

the amount to Rs. 6,03,960.00

Or

Two similar completed work each costing not less than the

amount equal to Rs. 8,05,280.00

Or

One similar completed work costing not less than the

amount equal to Rs. 10,06,600.00

Turnover Criteria

Annual turnover during any of the last three financial years

ending 31.03.2014 (2011-12, 2012-13 & 2013-14) should

be at least Rs. 12,07,920.00

Definition of similar work:

Similar work means should have successfully carried out

Statutory Testing / Inspection / Certification of LPG Bullets /

Horton Sphere.

certificate indicating date of completion, and certificate

regarding values of works completed or copies of final bills

indicating final value of works completed or copies of

SAT/handing over documents and MOM signed by the

clients including proof of payment received against the

works referred by the bidder in support of qualifying

Criteria.

4) If any of the above documents are in language other

than English, the same needs to be translated in English ,

duly notarized (if in India)/ notarized or authenticated (if in

foreign) .

5) If the copies of work orders/contracts/agreements

cannot be provided due to Non Disclosure Agreement

(NDA), between the vendor and customer , then the letter

from the customer addressed to IOCL (in original)

specifying all relevant details of work executed, along with

copy of NDA is to be submitted.

6) All required documents are to be submitted only with

technical/commercial bid.

Physical bids will not be accepted. Tender documents can be downloaded from the web site

http://iocletenders.gov.in and only online bids are required to be submitted along with digital

signature in the system. All help files are available at https://iocletenders.gov.in website.

Bidders shall sign & put their seal on all the documents to be submitted in support of their

credentials and scanned copy of the same shall be uploaded along with their offer as per

instructions given in the instructions to bidder.

The bidders must ensure that their offers are submitted electronically in time. Late bids shall not

be accepted. The bidders are advised not to wait till the last minute of submission date / time for

submitting / uploading the bid documents and ensure submission / uploading of their bids well

in advance of the closing date / time to avoid risk of rejection by the system due to system

congestion / failure.

Conditional offers are liable for rejection.

Bidders must fill-up the undertakings in the tender document and put seal and signature. This

document then should be scanned and uploaded in the e-tender portal after digitally signing the

same.

IOCL reserves the right to accept/reject any or all bids or to split the work amongst various

contractors or to award only part of the work or cancel the total bid process without assigning

any reason whatsoever.

Prevailing Government guidelines regarding Purchase Preferences shall be applicable.

The bidder shall bear all costs associated with their bid including costs and expenses relating to

the visits to the site etc and IOCL will in no case be liable for these costs regardless of the

outcome of the bidding process.

Any dispute relating to this NIT is subject to the jurisdiction at Ernakulum

Failure to upload the prequalification documents in the website will result in

rejection of the bid.

NOTE:

1) Parties/Firm purchasing/downloading the tender document shall be considered as “tenderer” and

the bid should be submitted by the same party since tender documents are not transferable. All

tender documents should be stamped and signed by the tenderer or his legally constituted attorney.

All tenderers should note that all future contract document/payment shall be made as per the

tender document submitted along with the tender and no change shall be permitted without prior

approval of the corporation.
