The word ‘dismissal’ appeared in this page is based on erroneous memory which is regretted very much.

Proceedings of the TANSEA Meeting held on 20.10.2012 at Chennai – 5. The TANSEA HQ conducted its meeting on 20.10.2012 Saturday at 10.35 AM in the

Institution of Engineers India, Cheppakkam, Chennai-5. Er. K.Ramalingam, president TANSEA, presided over the Meeting. Er. A.Veerappan, Secretary, TANSEA introduced Dr.N.S.Firdhous of Dr.Mohan’s Diabetes Specialities centre Chennai. He welcomed and corporate staff of the Dr.Mohan’s Diabetes Specialities centre and the senior engineers and new members.

Er.D.Arumugam JS/TANSEA welcomed the gathering. Dr.N.S.Firdhous, briefly narrated about the origin of Diabetes, Investigation of diabetes and treatment. Some of our Senior Engineers got clarified their doubts regarding the diabetes. Thiru. M.Muthu, Corporate Staff of Dr.Mohans diabetes Centre has elaborately narrated about the activities of diabetes Centre, branches and the facilities available in the Centre.

Er.A.Veerappan, informed that a memorandum of understanding was signed by the TANSEA with Dr.Mohan’s Diabetes specialty Centre and the Senior Engineers can avail 20% concession for the treatment excluding the cost of drugs and requested the members to avail the facility. Er.N.Chinnappan Informed that he is taking treatment for his wife in the Dr.Mohan’s Diabetes specialties Centre, Anna Nagar Branch and the treatment given in the Centre is good and also availed 20% concession as per the Mou signed by the TANSEA with the Centre.

Er. K.Ramalingam, President / TANSEA mentioned about the usage of Geogrids & Netlon gabions stabilisation of soils in the bridges and road construction.

Er. A.Veerappan, Secy / TANSEA briefed about demands of especially farmers of Cauvery Delta Region regarding the River Cauvery issue by issuing hand outs & exhibiting the short film. He has mentioned about the difficulties in arranging attendants to our Senior Engineers on request through NGO’s and others organisations.

He also explained about the recent tour under taken by TANSEA to Andaman Islands from 28.09.2012 to 2.10.2012. He specifically thanked and appreciated Thiru. Anand Mohan, IPS, Inspector General of Police (law and Order) Andaman & Nicobar Islands for his warm reception & hospitality shown towards our team in providing all assistance throughout our tour. He also appreciated and thanked Tmt.Anand Mohan for her hospitality and affection shown towards the Senior Engineers and their families.

The Secretary / TANSEA has also thanked and appreciated Er. K.Mohan, Senior Engineer and Father of Thiru. Anand Mohan, IPS and Er.T.Jayaraman, Senior Engineer for the same.

He has also mentioned about the proposed foreign tour to Dubai, Hongkong and China during the month of May 2013 and the cost of the Tour may be around Rs.1.00 lakh/member and the same will be communicated to the Interested Members.

Er. M.Devanathan made an appeal to the Secy/TANSEA to name the poriyaalar Illam, Thanjavur as Er.V.Balusamy poriyaalar Illam, Thanjavur in the Senior Engineers Diary. It was informed that it would be Incorporated in the Diary 2013.

Er. D.Arumugam, JS/TANSEA informed that the GS/AOE, TNPWD has requested him to mention in the TANSEA meeting not to admit the Senior Engineers in TANSEA those who got extension after superannuation and requested the august body to pass the resolution in this regard. The Secretary / TANSEA informed that TANSEA constantly opposed the extention of servie to PWD Engineers and continuously requested the GOTN not to grant extension to any retiring PWD Engineer.

Er. D.Arumugam, informed that he will attend to the task of Issuing Identity card to the Members of Senior Engineers to be produced to the Dr.Mohan Diabetes centre for availing 20% concession.

Er.M.Ponnambalam, appreciated the good services rendered by Er. A.Veerappan, Secy/TANSEA with courage and confidence. He has made an appeal to Er.D.Arumugam, JS/TANSEA to assit Er. A.Veerappan in carrying the activites of TANSEA.

Er. K.Nagarajan, explained about the issues pertaining to Cauvery water dispute and the possible solution to the Cauvery issue.

Er. S.P.V.Dandapani, New Member / TANSEA assured that he will render his service effectively as he was doing in the AOE & AEA while in service.

The monthly meeting of the members of the TANSEA, Tiruchy Branch was conducted in the meeting hall of “HOTEL AJANTHA” Trichy on 29.09.2012 Sunday at 10.00 am with TAMIL THIAZ VALZHTHU.

Forty Five members along with family attended the Meeting.

The meeting was presided over by Er.M.P.Durairaj, president of this branch, Er.S.Rajasekaran, Joint Secretary of this branch welcomed the chief guest, gathering and the press and the media people and also introduced the chief guest.

The Chief Guest Lr.S.Murugesan, delivered lecture on “rl;lKk;> jdp kdpjdpd; flikAk;” in very good manner. In his speech he stressed and most all the people sound by rules and regulations. Every body must follow the general rules and regulations. That too Senior Citizens should be exampe to others.

T/L..K.Ramakrishnan and T.S.Basker Distributors and sale officers of M/s. Hi Build Coatings (ABC) Kochi in their speech explained about their apints and delivered lecture on “Paints for your Home” with Power Point. They have given one good torch cell to all the engineers as the token of their good will.

Er. S.Parthasarathi, Former Exe.Engr. PWD now residing at Trichy-6 hosted meeting and presented the momento to the chief guest and the paint distributor with salvai.

Er. N.Natarajan, Er. Muthaiyan, Er. S.Jayaraman have expressed about cauvery issues to the gathering Er. K.Manuraj, State president, AOE attended this meeting as guest of honour.

Er.M.S.Ramalingam, Treasurer of this branch, proposed vote of thanks and the meeting came to an end with National Anthem.

Two minutes silen was observed for the departed soul of Tmt. K.KALAVATHY (Age 56) wife of Er. T.Murugesan, Former Spl.CE/PWD, now residing at Trichy and Tmt.V.Yogambal (Age-94) mother of Er.V.Subramanian, Former S.E., (Electrical) PWD now residing at Trichy.

Er. P.Vembadi, Secretary of the branch welcomed the Chief Guest and gathering.

Er.S.Rajasekaran, Joint Secretary of the branch introduced the Chief Guest Dr.M.Vikram, MBBS, DNB, BCS, Neuro Surgery, Kaveri Hospital, Trichy and Thiru.Vijay, Marketing manager of ‘CIPLA’ Company.

The Chief Guest Dr.K.Vikram, delivered lecture on “Preventive Measures’ and also “%is

xU tpNdhjk;” with Power Point. He also informed Brain is very important. The orders are being issued from brain to our body. Our Hand, Legs, Eyes, Ears are acting as per the orders of the brain. Hence it should be preserved with “HELMET” when you are riding the MOTOR CYCLE. You must obtain ISI Helmet with good quality. He also requested to wear seat belt when you are driving a car. Both Helmet and seat belt will save the lives of the people from the major accident.

Er. T.Vijayakumar, Former Exe.Engr, PWD hosted the meeting and he presented the memento to the Chief Guest also with Salavi.

Monthly Meeting of TANSEA, Kanyakumari Branch convened on 18.09.2012 The monthly meeting of the members of the TANSEA, Kanyakumari Branch was convened

on 18.09.2012 at 18:00 Hrs in the Conference Hall of the Kumari Poriyalar Illam, PWD Compound, Nagercoil. Four Members were present.

At the outset, the Secretary of the Branch – Er. S.Ramakrishnan, FSE welcomed the members.

The activities of the parent body of TANSEA were informed to the members seeking their moral and financial support in respect of Mullai Periyar Dam and Cauvery Water Disputes especially making awareness among officers, ryots and public.

The members were informed that the Family Get together had to be postponed for want of sponsorship and that the next monthly meeting could be held on 16.10.2012 (Tuesday).

Er.M.Ayyamuthu, Organizing Secretary welcomed the gathering of 19 Senior Engineer members.

Er. R.Subramanian, Secretary explained about the activities of TANSEA regarding Cauvery waters Dispute and Rightful solutions and Awareness creation etc., He also explained about TANSEA’S Cauvery water Dispute Experts Panel meeting held on 08.09.2012 at Trichy and the importance to create the much needed awareness among stakeholders by various means including brinking out of a comprehensive book and a short film on this issue.

Er.M.Ayyamuthu briefly narrated about the subjects discussed namely, increasing the membership strength to 1000, attending the personal grievances of Engineers, participating with family members in the Tour programmes, Joint activities with NGOS, in the CEC held at Trichy on 08.09.2012.

Then detailed discussion were held on the above subjects among the members, and also it was decided to issue ID card to the members of the TANSEA, Erode Branch as preferred by the members.

Sub : Training Programme in Contract Management and Arbitration- conducted by IMTI during September'12. - Further improvement in the light of observation that "Honest men dread more in arbitration disputes more than they dread in law suits"- suggestions.

Ref : From the Joint Director (Gl), IMTI /RMV/Arbit/2012-13 dt. 06.09.2012 to me. Since, I am retired from service 15 years ago, I was surprised to receive a letter from IMTI, inviting me to deliver lecture on ' Contract management and Arbitration' for SLOs and MLOs at IMTI. My last assignment was to speak on legal issues in the workshop on "IAMWARM- Project Implementation and Arbitration Issues' held at Tiruchi on 14.07.07 presided over by Hon'ble Minister for works and key note address delivered by'Secretary to Govt. Er. R. Manivannan, Research Associate explained about the concern expressed by the Engineer-in- Chief about the disturbing trends in arbitration awards and about the need for review of the whole matter for guidance to all. Hence, I felt that I should also co-operate to the extent possible, prepared an extensive note running into 24 pages and made available valuable back records as enclosure running in to 68 pages and delivered the lecture. The lecture'notes explain the gap between official interpretation and legal interpretation and what went wrong in conducting the defence of the dept. I am enclosing a copy of the same for information of Engineer-in-Chief, so that it should reach larger circulation.

2. Though many participants appreciated, I have my own suspicion as to how many of them, will have immediate chance to deal with such issues. Many are quite new to the subject and many are not sure that they will be posted immediately to deal with such issues. The arbitration is not merely a disturbing trend, as we politely call it. The Supreme Court has noted on record by quoting "Robertson's history that " Honest men dread arbitration more than they dread law suits" vide para-22 of Delhi High Court's judgment in OMP. No. 144/2003 dt. 20.08.2008 reported in 2008 (3) Arb. LR.456(Delhi). Therefore, there need be no hesitation to call the spade as spade and critically analyse all the awards that went against the Govt and identify the areas where the department should concentrate. For example, my lecture notes explains as to how, I called a case as legal trap and proved that the arbitrator has committed legal misconduct vide notes on SIPCOT's litigation at para-16.4, 16.5 (a) to (e) at pages 18' to 20 of lecture notes enclosed.

3. While considering the extension of training to all, by cadre wise, as is usual, I am particular that SEs and EEs who have to defend the litigations, the Dy. SEs, HDDs, or AEEs and any Draughting Officers who are actually dealing with such files in the offices of CEs, SEs, EEs, are deputed to the training with instructions to present a note on the awards dealt and the problems faced in their offices. PARAMBIKULAM ALIYAR PROJECT (PAP) A part of Coimbatore district lying on the leeward side of Western ghats in a dry arid region with meager rainfall and has no natural resources sufficient for vast stretch of parched soil. The Government had decided to divert some of the west flowing rivers and use 30500 Mcft (9000 Mcft Nirar, 2500 Mcft from Sholayar and 2.5 TMC from Anamalayar. In harnessing Anamalayar, a separate agreement had to be entered with Kerala Government. The ryots of the project ayacut grow millets, groundnut and cotton with rainwater. Therefore 240000 acres or 97000 hectares was designed for a dry and prefer wet crops limited to 20%. The Govt. with the concurrence of Kerala Government took up this project as a multipurpose and multivalley project. 7 rivers, five on the Anamalais and 2 on the plain. Reservoirs will be formed and interconnected through tunnels. The rivers lie at elevation ranging from +3760 feet and 1050 feet and help to develop 180MW of power. The following are the hydraulic particulars of these 7 reservoirs.

Rejoinder to Times of India regarding Alandur Court Complex begins to leak 1. This rejoinder is w.r.t your news report published in TOI/Chennai Metro Edition on October

23, 2012 under the caption”Alandur court complex begins to leak again” (page2) intimating that the building which was opened in July 2011 and repaired for arresting the leakage of rainwater in October 2011 shows the deficiency of work carried out by the TNPWD (Buildings Branch). It is true that this kind of sorry state of affairs (both construction and maintenance aspects)prevails in the Buildings Branch of PWD headed by the Engineer-In-Chief(Buildings) and the Chief Engineer Buildings(Chennai Region)PWD who also holds the portfolio of the Chief Engineer (General) looking after the entire administration of all staff in PWD

2. In this connection, as the State Secretary of TNPWD Senior Engineers Association, a former Special Chief Engineer TNPWD and also presently practicing as Building Structural consultant having 45years experience and expertise in buildings desires to inform you the following for kind publication in TOI.

2.1 Faulty, very old Engineering specifications for topping the terrace of the building, poor quality of construction materials(pressed tiles, clay burnt bricks, in-appropriate use of cement mix mortar ratio) , bad construction practice in fixing terrace top level to the bottom of rainwater downfall pipes, use of bonding solution for jointing the PVC water pipes and Inadequate technical supervision of these works due to want of required field staff are the main reasons of leaky terrace, dampness in walls and toilet and totally in sufficient allocation of funds for upkeep and maintenance works by the stingy Finance Department of GOTN.

2.2 TNPWD Standard specification for terrace topping reads as follows S.I.279 Terrace flooring with one course of pressed tiles 20cmx20cmx 20mm using cement mortar (1:3) mixed with crude oil 10% by weight of cement and pointed with same oiled mortar”

Here the pressed tiles are clay-burnt moulded ones with 2% to 10% un burnt top surface causing absorption of rainwater pot holes and leaking through the bottom laid brick jelly – lime mixed weathering course. Similarly the cement mortar 1:3 using OPC cement is rich mortar mixed joints(pointing)cracking and opening of joints due to higher shrinkage leading to the opening of joints between the pressed tiles and causing leakage of rain water, being both are villains for the terrace.

2.3 We have been advocating the use of combination mortar1:2:9(one part PPC cement, two parts of lime and nine parts of sand) as sub base and laying hydraulic pressed ordinary grey coloured mosaic tiles with tile grout for bonding which totally prevents the seepage/leakage of rain water since combination mortar mix 1:2;9 not only provides better thermal comfort but also completely arrests cracking due to the lowest shrinkage and the cost is also very comparable considering its serviceability(our suggestion is not at all cared and not adopted by TNPWD)

3.1 Secondly the standard specification for the construction of walls reads as given below “S.I No.168 & S.I. No. 177 Brickwork in cement mortar 1:5(for load bearing)/in cement mortar 1:6(for non load bearing walls) using I class/using class II or III bricks/also country bricks of size 9”x 43/8”x 23/4”) for superstructure”

3.2 Here also mostly II class/ III class country bricks used in the construction is one of very poor quality and strength (compressive strength 35kg/sq.cm to 50kg/sq.cm). Instead Fly ash bricks now available everywhere having strength up to 70 to 80 kg/sq.cm which are 5%to 10% less cost and dimensional stability do not allow the seepage of rain water, double the strength causing 25% cement mortar savings in plastering the walled surfaces.

4. Since the TNPWD standard specification, data and schedule of rates are mostly obsolete, and not high quality oriented, we have suggested the complete adaption of CPWD standard specifications, data and yearly schedule of rates for construction works since they are constantly updated and quality upgraded, besides which facilitates elimination of discrimination between GOI and GOTN works in rates and quality. We have informed the higher ups of PWD on this matter from time to time but in vain.

5. The Hon’ble CM of GOTN is very much keen in updating, upgrading our specifications and quality to international standards and hence it is firmly believed that things may change for better, if the same is brought to her kind notice by TOI.

6. The Finance Department and certain top levels of PWD buildings must be made responsible and accountable to these type of deficiencies in construction works due to their anachronistic outlook, lowest rate acceptance (L1) practice and absence of Engg updating and technical bent of mind.

7. Our TNPWD Senior Engineers Association is always at the disposal of Govt and Public in maintaining good quality of work with updated and upgraded construction techniques and expert’s opinion in assisting the Engineers as and when required.
