The Honorable Mary Little Cooper was appointed to the United States District Court for the District of New Jersey by President George H.W. Bush in March, 1992. She has served in that role in the Trenton vicinage for 26 years, and has presided over many patent disputes involving designs, electronics, information and mechanical technology, and pharmaceutical Hatch-Waxman litigation. She has been a Patent Pilot Judge in this District since the inception of the program, emphasizing patent litigation in her civil docket while in active senior status. She is also a member of the District Court Local Patent Rules Committee and the Ad Hoc Education Committee of the District Court, where she helps to organize and present specialized IP legal training sessions for law clerks and judges of the Court.

Judge Cooper, an honors graduate of Bryn Mawr College in political science and economics, earned her J.D. degree at Villanova University School of Law. She specialized in civil litigation at McCarter & English from 1972 to 1984, where in 1980 she was the first woman elected to partnership. She was appointed New Jersey Commissioner of Banking by Governor Tom Kean and served in his administration from 1984 to 1990, then becoming General Counsel to Prudential Property and Casualty Insurance Company until her appointment to the District Court.

She has been a member of the John C. Lifland American Inn of Court for 25 years, and has presented keynote remarks for the NJIPLA and the NYIPLA, as well as programs with the Federal Circuit Bar Association.
