Proposed Standing Rules for the NNA Meeting of the MembersRule 1.Only NNA members may vote; the member must show ID during registration Rule 2.To obtain the floor, a member may raise hand or rise and be recognized by the chairperson. Member gives his/her name and city prior to speaking. Rule 3.A member may speak no more than two times to the same question and may not speak the second time until all others have been given the opportunity to speak. Each speech may be no longer than three minutes. Rule 4.All main motions and amendments to the motion, except those of a routine nature, shall be in writing, signed by the maker, and shall be sent at once to the secretary. Members may propose motions. Voting may be by voice vote or colored card as designated by chairperson (Green-yes, red-no) Rule 5.Any substantive resolution, not of an emergency nature, must receive an affirmative 3/4 vote for consideration and a 2/3 vote for adoption by the members attending the meeting.

Rule 6.Debate on each proposed resolution, motion, or position statement shall be limited to 20 minutes.This may be extended by chairperson. Rule 7.Members shall act only on the resolve portion of a resolution and the recommendation portion of reports. Clarification regarding intent and meaning of the resolution and recommendation shall be handled according to procedure.

At the annual meeting of the Nevada Nurses Association (NNA) on September 22, 2018, I was sworn in as the NNA President. Since that time, I have had the opportunity to work with several dedicated colleagues to lead our organization. I would like to recognize and thank the NNA's Board of Directors, Committee members, NNA's immediate past president, and our Executive Director for their service. A general overview of NNA’s activities from October 2018 through September 2019 is presented below; specific details are covered from the other NNA Board and Committee members' reports in this Yearbook.

In October 2018, NNA was a proud supporter of the Nevada Nurses Foundation's (NNF) fund-raising gala Shining Stars of Nursing in Nevada held in Sparks. The NNF is an autonomous arm of NNA and is run entirely by volunteers to provide scholarships and grants to Nevada nurses, as well as to recognize Nevada’s nurse leaders for their service to the profession. Nearly all of NNA’s Board of Directors participated in some way to make the gala the success that it was. This year's celebration will be on October 12, 2019, in Las Vegas, and the NNA is again actively involved in supporting and planning the event. Another successful NNF event, the Big Hat High Tea, held on June 1, 2019, at the Governor's mansion in Carson City, was also supported by NNA.

The Nevada state government was in session from February through June 2019, and NNA was involved throughout that time including our sponsored event, Nurses Day at the Legislature, on February 26, 2019. Throughout the legislative session, activities were continually monitored by our lobbyist to keep us aware of any proposed bills that might affect Nursing. Our lobbyist met monthly with our larger Legislative Committee and weekly with a smaller steering taskforce during the session to advise us on pending legislative issues; letters of support or opposition from NNA were provided and became part of the historical record as needed. Details on bills affecting Nursing are provided in the Legislative Committee report in this issue of the Yearbook.

While the legislative session was the primary NNA focus during 2019, other activities were ongoing. The NNA by-laws were revised and sent to our parent organization, the American Nurses Association (ANA), for approval; NNA’s policies and procedure manual was also in review and revised in 2019. Two delegates from NNA were sent to the ANA convention in Washington DC in June, wherein national nursing issues were voted on. Also in 2019, mechanisms for engaging LPNs in NNA were instituted as well as an innovative program of institutional group-membership rates was piloted. Additionally, the NNA begun a mentoring program with the Nevada Nursing Student Association (NNSA) wherein students and recent nursing graduates are paired with a seasoned NNA Board member for a year of learning while participating in NNA activities. Last but not least of NNA’s activities in 2019, includes the convention which was collaboratively planned with NNF and the NNSA.

It has been an eventful and successful year for NNA, and I am honored to have served with my NNA colleagues to have been a part of it. I look forward to 2020 and encourage others to join in the planning and participation of any NNA activities in the coming year.

Dr. Cynthia Clark is an award-winning, tenured Professor, Professor Emeritus, and Strategic Nursing Advisor for ATI Nursing Education. As a clinician, she specialized in adolescent mental health, substance abuse intervention and recovery, and violence prevention. She is the Founder of Civility Matters™ and a leading expert in fostering civility and healthy work environments. Her pioneering work on fostering civility has brought national and international attention to the controversial issues of incivility in academic and work environments. Her theory-driven interventions, empirical measurements, theoretical models, and reflective assessments provide best practices to foster civility and healthy work environments around the globe.

Dr. Clark serves as a fellow in the American Academy of Nursing, the National League for Nursing Academy of Nursing Education, and co-chaired the American Nurses Association Professional Panel on Incivility, Bullying, and Workplace Violence. She is a prolific researcher, presenter, author; and professional blogger. Her presentations number in the hundreds and her publications have appeared in a broad range of peer-reviewed and open-access venues. NNA offers a course that fulfills this requirement and is approved by the Nevada State Board of Nursing. This course was updated and is now narrated with quiz questions throughout the course. Once this post test is passed, the CEU Certificate is printed immediately. As an additional benefit, nurses will be able to retrieve their certificate electronically if lost.

NNA District 1: Continues to Provide Educational and Networking Opportunities to its Members.

It’s been an active time for District 1 members. On August 2nd, a breakfast meeting was held in Reno at the Black Bear Diner where attendees were presented with an enlightening discourse on the strides being made in diabetes management. Dr. Jean Lyon, PhD, APRN and nurse educator presented this topic.

The Rural Health Symposium hosted by the NNA Rural Nursing Committee was held on August 18, 2018. Heartfelt thanks go out to Heidi Johnson, DNP and all those who participated in planning and organizing a successful CEU event. Heidi was able to secure the campus theater at Great Basin College in Elko, which provided attendees with a perfect venue.

The day began with a riveting presentation from Dr. Terry Kerns, who is the current substance abuse/law enforcement coordinator for the NV Attorney General’s Office. She spoke on the topic of the

opioid crisis as a public health emergency, and how it impacts our practice. Attendees were also provided with a train-the-trainer’s course on the “Stop the Bleed” initiative by an American Medical Response (AMR) team from Flying ICU, of Las Vegas.

Dr. Scott Lamprecht, DNP, APRN engaged, entertained and educated the crowd on the topics of Sepsis and Sudden Cardiac Arrest in the pediatric population. Disaster management and preparedness were discussed by both Chris Lake from the Nevada Hospital Association relating to the Las Vegas shooting tragedy, and Danel Lipparelly, LSW from the Red Cross, who shared her experiences in “Psychological 1st Aid/Stress Management” after disasters. Dr. Julie Wagner, PhD, MSN, RN was able to instruct attendees on “Starting the Conversation: End of Life Discussion, Understanding Care Options and Nevada POLST.” SANE Nurse Norah Lusk, BSN, RN provided an impactful discussion and provided the opportunity for members to “Take the Pledge” to “Start by Believing” (when someone reports they were raped or sexually assaulted).

NNA’s 2019 Election brought forth some exceptional candidates. The pool of nurse candidates was highly qualified, experienced with the issues facing frontline nursing, and passionate about our discipline. These candidates represented the vast geography of our state, as well as professional experiences from frontline nursing to academic roles. All were visionaries, and all were willing to serve! NNA is grateful to have had them willing to step forward to carry out our mission.

NNA as an organization has been growing in our presence at the legislature and in day-to-day activities that advocate for nurses and citizens across the Silver State. NNA’s mission is to “advance and uphold excellence, integrity, and autonomy in the practice of nursing, and to advocate for accessible, quality health care for all.” Serving on an NNA board allows a nurse to actively play a part in providing input, give recommendations, and lead activities that impact nursing practice and health care.

This year’s “Committee on Nominations” were provided the opportunity to create a structure for future candidacy and elections that would shape the future of our organization.

Some highlights of this year’s Nominations Committee:• The “Policy & Procedure for Nominations” & “"Call to Serve" were updated for use by future

• Emails of the “Call to Serve” were sent out to all of Nevada's schools of nursing.• Periodic posts about nominations were displayed on NNA’s Facebook page.• Emails were sent to all directors of nursing for northern Nevada hospitals,

and the cities of Lovelock, Winnemucca, Fallon, and Gardnerville to inform them of the opportunity for service with NNA.

• Overall informal efforts were made by NNA Board members to share the opportunity to serve.

It’s hard to believe that the Environmental Health Committee celebrates our 6th year anniversary! Despite daily reminders of a changing climate and the role of the environment to human health, NNA is still only one of a handful of state nursing organizations hosting such a committee. The goals of the committee include: (1) educating nurses on ANA's Principles of Environmental Health, (2) informing nurses, in an unbiased manner, on a variety of issues affecting our state as selected from national-level initiatives, (3) disseminating knowledge via RNInformation, and (4) representing NNA on state/national events or initiatives for environmental health.

Nightingale’s Environmental Theory prompts the nurse to alter the environment in order to affect change in patient/population health. As nurses in Nevada, we advocate for healthy environments from the bedside to our entire planet. We understand the role of clean air and water, safe provisions, a healthy biome of flora and fauna, an ecosystem of safe human/animal interactions, and the importance to minimize exposures to toxins. Nevada is home to naturally occurring and anthropogenic events that can challenge population health: earthquakes, radon gas, ozone and particle air pollution, wildfires, and animal/vector-borne illnesses.

Topics addressed & activities this year included:• Proclamation of January as “Radon Testing Awareness Month”• Reporting of animal bites (collaborated with Carson City Health and Human Services)• Evidence of the health benefits from outdoor “nature” activities• Update on lead poisoning with information on newly recognized sources, and Nevada’s need for

improved pediatric testing• State of the Air across Nevada (collaborated with American Lung Association of Nevada)• Dr. Longo represented nursing for a deployment of the U.S. Interior’s Strategic Sciences Group to the

eruption at Kilauea volcano in Hawai`i.

In 2020, a new Continuing Education on the principals of environmental health will be released with free CEUs to NNA members. The committee is welcoming new members, please contact NNA’s Director.

NNA Membership

The Nevada Nurses Association (NNA) Membership Committee has been working very hard at recruiting and retaining NNA members. In collaboration with NNA’s District 3 we were able to host one of many more to come event on safe staffing and the responsibilities of a nurse when it comes to staffing. NNA members discussed the challenges they have faced and were

given the opportunity to seek advice from hospital administrators. NNA was also fortunate to have nursing students present for our first ever “Sip and Learn” and they were just as enthusiastic as the nurses present to help make a positive change in nursing.

The Membership Committee was also fortunate to attend the Nevada State College Student Mixer. The number of new grad nurses signing up for NNA continues to grow and NNA is constantly looking for ways to support this new group of nurses joining the world of nursing. Many of our members participate in the American Nurses Association (ANA) online community for Early Career nurses where they can find additional support for the adjustment of going from a student to new nurse. As the relationship with the student nursing associations and NNA continues to grow, NNA hopes to see the continued increase in nursing leaders and plan to provide many networking opportunities.

As always it has been a pleasure to serve as the chair for the NNA Membership Committee and I encourage each of you to get involved and ask that you encourage your colleagues to help move the profession of nursing forward.

Nevada Nurses Foundation Est. 2014

Thank you for an incredible year 2018 has been for the Nevada Nurses Foundation (NNF)! The NNF is the charitable and philanthropic arm of the Nevada Nurses Association (NNA). In October 2014, the NNF became a federally recognized 501(c)(3) and is committed to carrying out the mission of increasing access of quality health care to Nevada citizens by promoting the professional development of nursing through scholarships, grants, and recognition. The NNF values shape who we are and what we do.

Nevada Nurses Foundation Values:• Integrity: the quality of being honest and having strong moral principles.• Collaboration: the action of working with others to produce or create something.• Quality: a distinctive degree of excellence; high standard or condition.• Stewardship: the action of being fiscally responsible.

The NNF awarded $12,000.00 in scholarships in 2015. We are pleased to say that since our fruition, over $95,500 has been awarded to 89 scholarship and three grant recipients throughout Nevada! I applaud all of the applicants for the work they are doing and have yet to accomplish! The hard work and dedication from our committed Executive Board, Advisory Board and the many volunteers who have donated their time, talent and charitable donations is very much appreciated. Thank you to everyone who supports the Nevada Nurses Foundation and follows us on social media. As the NNF progresses and grows, the vision expands. The NNF is successful in meeting the 2018 goals. We hope to award all qualified applicants a scholarship or grant and recognize all nurses and rising star student nurses who lead, advocate, and provide quality healthcare in Nevada. The NNF would like to sponsor endowments at all Nevada Nursing Educational Institutions and support more programs, projects and research aimed at increasing access of quality health care for our Nevada community.

Mark your calendar! Scholarships are awarded twice a year. Applications are online and open for the full month of February and August. They are redacted to eliminate personal identifiers before evaluators from Nevada and other states judge the applications. After license and NNA membership verification is complete, the applicants are notified of the results and recognized at the following NNF fundraising event. The NNF awards 16 scholarships, eight in the spring and fall. The categories are:

Nevada Nurses Foundation Fallen Stars“Nursing is a calling, a way of life and service profession that cannot be lived in isolation. Nurses rely on each other for the synergistic effect of teamwork in our efforts of care giving. It is appropriate that we honor our colleagues during their career and also at the end of life’s journey” adapted from Jaeger, 2003.

In 2018, Nurses throughout the world began grieving the loss of Mrs. Margaret Curley, BSN, RN. She was the Nevada Nurses Foundation, Co-Founder and NNA/NNF Liaison, 2018 Shining Stars of Nursing in Nevada Distinguished Nurse Leader with Lifetime Achievement Award winner and Northern Nevada Nurses of Achievement, Nevada Nurses Association, District 1 Leader recipient. Ian Curley, her loving husband, created the Margaret Curley, Endowed Nursing Scholarship fund in memory of her remarkable impact to Nevada nursing. Margaret emulated leadership, advocacy, professionalism, integrity, innovation, inclusivity, and involvement. Among many of her achievements, Margaret

was the past Executive Director of the Nevada Nurses Association, just retiring months before her passing. Margaret will be remembered as a loving, kind, and influential woman, friend, and leader.

The Lauren Nicole Delameter Nursing Scholarship fund in the memory of Lauren was created in 2019. She graduated from Carrington College with her nursing degree and Orvis School of Nursing with her RN to BSN and Masters in Nursing in the Nurse Practitioner track. Lauren became a certified emergency room nurse. This amazing young woman was a strong advocate for advanced education in nursing and was an inspiration to all her peers to pursue higher levels of nursing education. She accomplished much in such a short amount of time. She always promoted excellence in nursing practice through being a strong patient advocate, hard work, and education on all levels of nursing practice.

Pat Alfonso, MSN, RN, was born in Los Angeles in 1925. Although she wanted to attend college, in 1943 women seeking formal higher education was not encouraged. Instead, she learned to type and take shorthand and worked as a secretary for the Hancock Engineering department at USC, where she met her future husband, Charles C. Alfonso. They were married in 1947 and had five children during their 25-year marriage. After his untimely death, Pat fulfilled her dream of furthering her education and earned her Bachelor of Science from Mt. Saint Mary's College just before turning 50 years old. She went on to earn a Master of Nursing from UCLA in 1977.

Pat spent over a decade as a director of nursing in various California hospitals before transitioning to Northern Nevada to teach psychology at UNR's Orvis School of Nursing. While in Reno, Pat obtained her APN credentials and served the mental health community of Northern Nevada through private practice, teaching at various local colleges, and serving on the Nevada State Nursing Board. When she retired at age 80,

she had served the mental health community in Northern Nevada for over 15 years. As her health declined, nurses and caregivers — many her own former students — stepped up to offer exemplary care and support. The gratitude and respect shown to Pat in her final days allowed her to pass from this life with dignity and peace. Her legacy lives on in her students as they continue to care for others.

The Foundation established the Jami-Sue Coleman Scholarship Fund in memory of a truly remarkable Nevada nurse, missionary, and nursing instructor. In addition to her LPN and RN certifications, Jami-Sue held a number of degrees, including BSN, two masters’ degrees, and a PhD in Nursing Education from the University of Nevada, Las Vegas. She worked at Carson Tahoe Hospital and Saint Mary's Medical Center in Nevada in a wide variety of departments, but particularly enjoyed caring for children at Saint Mary's. She spent five years as a nurse missionary working with the poor in Papua New Guinea, the Himalayas, and Turkey.

Her interests turned to nursing education, and she generously funded the Jami-Sue Coleman Scholarship in 2016 and 2017 administered by the Nevada Nurses Foundation. Please consider a donation to continue a yearly scholarship in her name targeted toward students pursuing a doctorate in nursing.

The Dr. Deloris Middlebrooks Legacy of Nursing Scholars Fund was created to honor an icon in Nevada nursing, receiving her PhD in Education from the University of Nevada, Las Vegas in 1985. She graduated with a Diploma from the Evangelical Hospital School Nursing in 1956 and a Bachelor of Science in Nursing from State University Iowa in 1958. She received a Master of Science in Nursing at the University California, San Francisco in 1960.

Two weeks prior to her passing, I had the pleasure of visiting with Dr. Middlebrooks and privilege of telling her a legacy fund in her name was created. She was humbled, honored and delighted, however, said “I don’t deserve such a wonderful recognition.” She said she was planning on creating a scholarship but due to her circumstances was unable to do so. She had previously attended the Big Hat High Tea and although she couldn’t enjoy the delicious treats again, wanted me to share the menu with her as she savored the memory. What an honor to know such an incredible woman, nurse, and educator. This fund will be used to further the Foundation's mission to promote professional development of nurses. Please consider a donation to help raise funds on her behalf.




The “Shining Stars of Nursing in Nevada” was an incredible GALA! Held in the Celebrity Showroom inside the Nugget Casino in Sparks, Nevada. Nevada students, nurses, certified nursing assistants and licensed practical nurses received recognition for sitting on a board, advancing their nursing degree, obtaining certification in their practice, and contributing to increasing access to quality healthcare.

Dr. Glenn Hagerstrom, NNF Treasurer and Chief Financial Officer:

The Nevada Nurses Foundation had a very productive year in 2018. The NNF received approximately $11,000 in donations specifically for scholarships and $1,670 in other donations in 2018. Approximately $44,800 was earned from fundraising events such as the “Over the Rainbow” Big Hat High Tea and the Shining Stars of Nursing dinner. These amounts demonstrate that only 22% of our revenue for the year came from donations whereas 78% of our revenue came from our own fundraising efforts. The Foundation awarded a total of $18,908.16 in scholarships and grants in 2018, which represented 73% of the total expenses for the year. The remainder of our expenses were for operational and fundraising event costs. The Foundation spent 3% for marketing. With your support, we look forward to another successful year in 2019.

In the spirit of our 2019 Nurses Day at the Legislature theme, “Advocacy – the Power of Nursing,” the NNA Legislative Committee embodies this ideal through empowering individual nurses to share their knowledge with policymakers to proactively achieve legislative change for patients and our nursing-peers alike.

Legislative advocacy is a process that takes time. The Affordable Care Act (ACA) has made an indelible impact on nursing advocacy as evidence that change is possible at a national level. Now that there is encompassing legislative language about our healthcare system in federal law, nurse leaders must advocate for amendments to the ACA language to move it from theory to practice that is truly practicable. We need nurses to engage in the legislative process to affect positive and lasting change in healthcare, at both the local and the national levels.

The Legislative Committee invites all NNA members to join us in the legislative process even if you are not on the committee. We encourage you to contact your legislator(s) and provide them with your healthcare expertise and nursing knowledge. Most legislators are part-time and do not have a healthcare background. They really appreciate their nursing constituents acting as a resource on these healthcare bills. Please see the NNA website for details on how to contact your legislator.

Some key points to know and understand about the NNA Legislative Committee and the Nevada Legislature:• Nevada has biennial legislative sessions that last from January to June in odd years.• NNA does not endorse candidates for office.• NNA is a respected authority on legislative issues that affect nursing, our profession, public health, and

patient care.• NNA pays and utilizes a lobbyist firm, year-round, to guide us and provide direction and strategies for

our legislative efforts.• The Legislative Committee meets monthly throughout the year and weekly when the legislature is in

session from January to June.• The committee meets by teleconference at no additional cost to the members.• Every other year, when the legislature is in session, the Nevada Nurses Association in conjunction with

the legislature hosts a day for the nurses to come to the capitol For many nurses and students this is a new experience: sitting with their legislator during the session, attending a legislative committee hearing, seeing and hearing testimony and presentations from our peers.

Nursing is a calling, a lifestyle, a way of living. Nurses here today honor our colleague Margaret Curley who is no longer with us and their life as a nurse. Margaret Curley is not remembered by her many years as a nurse, but by the difference she made during those years by stepping into people’s lives, by special moments.

She Was There When a calming, quiet presence was all that was needed, She was there. In the excitement and miracle of birth or in the mystery and loss of life, She was there. When a silent glance could uplift a patient, family member of friend, She was there. At those times when the unexplainable needed to be explained, She was there. When the situation demanded a swift foot and sharp mind, She was there. When a gentle touch, a firm push, or an encouraging word was needed, She was there. In choosing the best one from a family’s “Thank You” box of chocolates, She was there. To witness humanity,—its beauty, in good times and bad, without judgment, She was there. To embrace the woes of the world, willingly, and offer hope, She was there And now, that it is time to be at the Greater One’s side, She is there. Margaret Curley, we honor you this day and present this white rose and light this candle to symbolize our honor and appreciation for being our nurse colleague.
