OnSaturday3NovemberAboriginalandTorresStrait Islander people across Australia voted to electmembers of their own communities as their repre­sentatives on fifty-four of the sixty Regional Coun­cils of the first Aboriginal and Torres Strait IslanderCommission.

The elections, which were conducted by the Australian Electoral Commission, were to fill be­tween 10 and 20 positions on each ATSIC Regional Council. In seven of the Regions elections were not necessary as the number of candidates was less than, or ~ual to, the number of vacancies.

A total of 1611 nominations were received for 790 vacancies on the Regional Councils. Voting was not compulsory, and all votes were cast as declaration votes, ie. each voter completed a state­ment declaring his or her eligibility to vote (similar to the statement made by absent and postal voters in Federal elections), marked the ballot paper, in­serted it in the declaration envelope and sealed it before presenting it to a Liaison Officer. Liaison Officers were present to assess the voter's eligibility and to endorse the envelope before it was placed in the ballot box.

A ballot paper was deemed to be formal if it expressed the voter's preference for one, and only one ca11didate, although voters could express fur­ther preferences for as many candidates as they liked.

Voting took place at 850 static and 400 mobile polling places across the country, with a turn-out of about 37,000 of the estimated 114,000 eligible Aboriginal and Torres Strait Islander people.

The elected members of the Regional Councils will in tum elect 17 Commissioners to the Aboriginal and Torres Strait Islander Commission. This election will be conducted by mail and will be completed by the end of February 1991.

. These 17 elected Commissioners, together .with chairperson Lois ODonoghue and two Commissioners appointed by the Minister for Aboriginal Affairs, will form the Aboriginal and Torres Strait Islander Com­mission.

The Regional Councils will be responsible for allocating Federal funds to local programs within the ATSIC guidelines, and helping tb draw up and carry put plans for improving the economic, social and cultural life of their communities.
