In seven of the Regions elections were not necessary as the number of candidates was less than, or to, the number of vacancies. A total of 1611 nominations were received for 790 vacancies on the Regional Councils. Voting was not compulsory, and all votes were cast as declaration votes, ie. each voter completed a state- ment declaring his or her eligibility to vote (similar to the statement made by absent and postal voters in Federal elections), marked the ballot paper, in- serted it in the declaration envelope and sealed it before presenting it to a Liaison Officer. Liaison Officers were present to assess the voter's eligibility and to endorse the envelope before it was placed in the ballot box. A total of 1611 nominations were received for 790 vacancies on the Regional Councils.
