As we look back to the past financial year, it gives us immense satisfaction for all of us at CPRI. There has been a quantum jump in all our performance parameters compared to last financial year. Our revenue has increased by almost 50%, the research papers published by our engineers have increased by almost 40% and have filed patents for 3 products. We conducted a multitude of training programs and conferences and we are on the verge of starting a certificate program on Power distribution ultimately leading to Masters degree.
We have ventured in many new areas as the Third Party independent Evaluation Agency – Energy Accounting (TPIA-EA) for the state of Karnataka and the SCADA-DMS consultant for the State of Andhra Pradesh under the R-APDRP program of Govt. of India. As a Consultant for the first Smart Grid Pilot Project in India we have prepared, the DPR for implementation of the Smart Grid in the Electronic City for Bangalore City in association with BESCOM.
We have stream lined our testing activities to eliminate the waiting time in most of our laboratories as we strive to maintain and improve our outlook towards serving our customers better. I invite comments and suggestions from our customers and other stake holders in improving our facilities.
It is my privilege to be part of the valedictory of the Golden jubilee celeberations on 16th January 2011 celebrated in a grand manner. The former Director Generals and Directors were felicitated by Sri Uma Shankar, Secretary (Power) in presence of Dr. P Balram, Director, Indian institute of Science, the Chief guest of the function. I hope the institute would see many such milestones with great achievements to look back and cherish.

Institute of Science, Bangalore, graced the occasion as the Chief Guest and Sri P. Uma Shankar, IAS, Secretary-Power, Govt. of India/ President – Governing Council, CPRI presided over the function.
Dr. P Balaram recalled that the Indian Institute of Science and CPRI have a long cherished association and birth of CPRI took place in the scenic campus of Indian Institute of Science. He also stressed that the two organizations should work on collaborative programmes for conducting research in the area of power sector, and also on Continuing education programmes for awarding degrees to the engineers working in the Central and State Power Utilities, which would also alleviate the paucity of trained man power in the power sector.
Sri P. Uma Shankar, Secretary (Power) delivering the presidential address expressed that the generation of power has to be doubled in next five
years and that Govt. of India is implementing several Thermal & Hydel projects by the end of XI Plan period i.e. before March 2012. He also mentioned that reforms in distribution sector is very vital for improving the overall efficiency of the system. The programmes of Restructured APDRP and RGGVY are being implemented in the country to provide Power to All by 2012. Secretary (Power) desired that CPRI shall come out with a strategic plan for meeting the needs of the power sector and also establish its Regional Centres at North, West and Eastern regions of the country. Secretary (Power) assured that Govt. of India would support CPRI in all it's endeavors to become on par with International laboratories.
The celebrations was memorable one, in that all the, former Director Generals and Directors of CPRI were felicitated by Secretary (Power) for their valuable contributions rendered during their service to the Institute and the power sector in general. On this occasion, Dr. H N Nagamani, Joint Director, CPRI, Bangalore was awarded the "Mylavarapu Subbalakshmi Award".
Before the Golden Jubilee function commenced, Sri. P. Uma Shankar, Secetary (Power) inaugurated the First time indigenously developed 50 MVA Short Circuit Generator Facility at Short Circuit Laboratory and dedicated to the Nation. This would help small and medium scale manufacturers of power equipments to get tested their products.
After the function, a grand musical extravaganza by famous Cine Artist, Sri Gurukiran and his troupe was arranged, which was well attended by Guests, Staff of CPRI & their family members and retired employees.

Climatic Ageing Test Facility for Aerial Bundled Cable Accessories
Service connectors designed for electrical connection of low voltage overhead networks with bundled cables or bare conductors to main and service cables are tested as per various norme francaise i.e. NFC standards. The principle of the climatic ageing test consists of subjecting the test samples to a combined cycle of climatic stresses: Ultra violet radiation of a light source, humidity, water sprinkling, hot and cold. Climatic ageing test is a Type test carried out on Suspension assemblies, wall support, anchoring clamps and samples of Insulation Piercing Connectors having completed the voltage and water tightness tests. Conducting climatic ageing test is a means by which it is possible to verify the resistance to sunlight and bad weather (humidity, water sprinkling, hot and cold). This test utilizes a xenon arc lamp which is one of the sources of ultraviolet radiation specified in the guide UTE C 20-460.
Central Power Research Institute recently created a climatic ageing test facility. The test comprises of a six weekly cycles according to NF C 20-540 and HD 626-2 sub clause 2.5.1 (a cross reference cited in NF C 33-041, NF C 33-040 and NF C 33-020 standards). A separate test chamber is used for the low temperature climate stress with an appropriate sprinkling device as permitted in NF C 20-540. The sprinkling on the front face of all the specimens subjected to this test is achieved by means of more than, one rain-type spraying nozzles with a flow rate between 15 l/h and 25 l/h from each nozzle unit.
Test setup in Environmental chamber
With this facility the specimens gets exposed to an average irradiation of 220.2W/m2 during UV conditioning cycles, besides meeting other requirements of the standard. The same set up could also be used to provide an irradiance of 430.65W/m2 during UV conditioning cycles, besides meeting other requirements of the standard EN 50683-6. The photograph of test setup for regulated sprinkling is shown in Figure. The ageing effect after six weekly cycles is assessed in accordance with the approval criteria defined in the standards pertaining to respective components.

Focus on R & D
Bureau of Indian Standards Sponsor R&D Project on LV APFC Panels
Majority of the commercial and industrial installations are predominantly inductive in nature which result in lowering power factor. The practical and most economical solution to improve the power factor is to provide reactive compensation by installing power capacitors of suitable rating at strategic locations. Application of Automatic Power Factor Correction (APFC) panels is becoming more attractive due to their specific advantages over manually operated capacitor banks. Although, standards are available for testing individual components, no comprehensive standard is available, at present, for testing the whole assembly of APFC panels which is very important to verify the performance and reliability of all the components integrated into a system. Several requests are received by CPRI for testing APFC panels. Power capacitors laboratory of CPRI has taken the lead for initiating a R&D project to formulate a standard on APFC panels on behalf of Bureau of Indian Standards (BIS), which is the National Standards Body of India.
In response to CPRI proposal, BIS, New Delhi, has sponsored a R&D project for “Development of Indian Standard Specification for LV APFC panels” at an outlay of Rs. 1.4 Crores under the 11th Five year plan under the Scheme of “National System of Standardization. An agreement between BIS and CPRI was signed on 18th February 2011 for execution of the project.
The project will be executed in association with some of the major manufacturers of APFC panels and end users, namely M/s. ABB, Bangalore, M/s. EPCOS, Nashik, M/s. Madhav Capacitors, Pune, M/s. Schneider Electric Company, Bangalore, M/s. Shreem Electric, Jaysingpur, M/s. UCL, Satna and NDPL, New Delhi.
The project when completed will be one of its kind in this part of the world for providing complete State-of-the-art facilities for design, development, testing & certification and installation of LV APFC panels. The Standard developed for APFC panels would help both manufacturers and utilities to install reliable APFC panels for achieving the required power
factor close to unity and consequently improve the efficiency of the LV system by minimizing distribution losses to meet one of the APDRP goals and hence conserve energy.
