Subject: Minutes of 4th PMAC Meeting held on 4.2.2021 at 3.00 pm for approval of Toy/ Design projects under Design Expertise to Manufacturing MSME sector under CLCS-TU Scheme.
The undersigned is directed to forward herewith the Minutes of PMAC
meeting held on 4.2.2021 under the Chairmanship of AS&DC(MSME) for information
and necessary action. Further alai lAs whose projects have been approved are requested
to send the blank Pre recipt bill , ·undertaking, Bank Mandate form and Annexure D in
triplicate (duly signed on the letter head of the respective lAs) for release of grant at the
earliest. A sample copy of all these documents is enclosed for ready reference;.._~~~· \.

Minutes of the 4th PMAC meeting held through VC on 4.Z.2021 at 3.00 pm for approval of Toy/
Design projects under design expertise to manufacturing MSME sector under CLCS-TUS.
The 41h Project Monitoring Advisory Committee (PMAC) meeting which was held on 41
h, February
2021 at 3.00 PM under the Chairmanship of Additional Secretary & Development Commissioner
(AS&DC), MSME through VC under Design expertise to manufacturing MSME sector - a component
of CLCS-TUS.
A list of members who attended the meeting is enclosed at Annexure - A.
2. AS&DC (MSME) welcomed all the participants. Director (T &P) elaborated the agenda points of
the meeting and invited the lAs to present their proposals.
Agenda #1: Approval of Toy/ Design Projects of liSe/ IITs/ ITs
NIT, Srinagar- 3 Projects were presented out of which 1 Student Project was approved.

liSe, Bangalore - liSe presented their proposal to the committee and informed the committee that they
are ready to support 4 Toy units from these 2 toy Clusters for Design and development of their product.
Further they informed that they have identified some Toy sectors using loT based technology and they
are exploring possibilities in this regard.

ii. NIT, Silchar - NIT Silchar presented their 12 Proposals. During the discussion, Chairman
observed that, some of the lAs has submitted the proposals of MSMEs of other State. In this regard,
Chairman directed that each IA should focus and support the local MSMEs units of their respective
State under this scheme. Further, AS & DC (MSME) informed that each IA should strictly follow
the scheme guidelines provisions and constitute Project Assessment Panel (PAP) in their institute to
scrutinize, evaluate and access the proposals received and forward the eligible proposals along with
their recommendations to the PMAC for further consideration.
Out of 12 proposals as submitted by NIT, Silchar the Committee approved 3 design/student
proposals and 1 design proposal was d~ferred as tabulated below:

Design Too Fun Labs Deferred. Project
To submit a detailed proposal in the nextPMAC
NIT, Arunachal Pradesh - NIT, Arunachal Pradesh presented their 10 Student proposals. The
committee observed that there was merit in few of the proposals . However, as none of the proposal
was as per scheme guidelines, it was suggested to submit detailed proposals along with the details
of the MSME unit for respective proposal in the next PMAC. Further, AS& DC (MSME) suggested
NIT, Arunachal Pradesh to visit and contact the Tool Room, Bhiwadi which is actively involved in
supporting the local toy industry. Chairman also suggested that NIT, Arunachal Pradesh must visit to
SIDBI, Guwahati for further dialogue in the matter. Institute must also do the potential and need
based survey.
NIT, Trichinapalli - NIT, Trichy presented 6 Proposals in the PMAC out of which the Committee
approved 3 Student Projects as mentioned below:

liT, BHU, Varanasi- Dr. Mohd Zaheer Khan Yusufzai from liT, BHU explained about the
difficulties faced by the lAs in implementing the present scheme and proposed some modification in
the scheme implementation along with the roles and responsibilities of the IA in the present scheme .
In this regard, the Committee requested him to share his suggestions to this office.
3. Concluding remark by AS&DC (MSME):
i. All lAs to prefer submitting the proposals of the Local MSME units of their respective
State/ geographical region.
ii. All the lAs should constitute a Project Appraisal Panel (PAP) in their institute as per the
MoU. The Project Assessment Panel (PAP) would comprise officials, professionals,
MSME associations, designers, academics or other expert individuals. Its function is to
scrutinize/ assess proposals received including the proposed budget, make
recommendations, and monitor approved projects.
iii. All lAs should ensure that the MSME projects presented in the PMAC should not have
earlier received grant from any other Central/ State/ any other Gol scheme for similar
activity. An undertaking from the MSME may be taken in this regard.
iv. lAs should strictly adhere to the provisions of scheme guidelines while submitting the
projects for approval of PMAC .
