AGREEMENT BETWEEN THE GOVERNMENT OF THE REPUBLIC OF LITHUANIA AND THE GOVERNMENT OF THE REPUBLIC OF KAZAKHSTAN ON COOPERATION IN THE FIELDS OF EDUCATION, SCIENCE, CULTURE AND ART
The Government of the Republic of Lithuania and the Government of the Republic of Kazakhstan, hereinafter referred to as “the Parties”,
Desiring to strengthen and develop friendly relations between the two States,Convinced that exchange and cooperation in the fields of education, science and culture
contribute to better mutual understanding between the peoples of Lithuania and Kazakhstan,On the basis of the Treaty between the Republic of Lithuania and the Republic of Kazakhstan
on mutual understanding and cooperation, concluded on 7 November 1993 in Almaty,Have agreed as follows:
Article 1
The Parties shall cooperate in the fields of education and science through the exchange of information:
On their education and science systems;On mutual recognition of educational qualifications.
Article 2
The Parties shall develop and maintain mutually beneficial cooperation in science and technology and shall create favourable conditions for joint scientific research.
Article 3
The Parties shall maintain cooperation in the fields of culture and art and, in accordance with the laws in effect in their territories, shall create favourable conditions for the presentation of the cultural values and the results of the cultural activities of one State Party in the other State Party.
Article 4
The Parties shall encourage the exchange of pupils, students, teachers, educators and scientists through the conclusion of agreements between the relevant agencies and organizations of the States Parties or cooperation programmes that specify their rights, duties and financial obligations.

Article 5
The Parties shall encourage the exchange of scientific and technical information, visits, internships and participation by scientists of their States in congresses, scientific conferences and seminars organized at the initiative of the Parties.
The Parties shall support joint scientific projects, joint publications, the publication of scientific works and other forms of scientific cooperation provided for in bilateral cooperation programmes in the fields of science and technology.
Article 6
The Parties shall facilitate the creation of conditions for cooperation in the fields of music, theatre, fine arts, cinematography, library and museum studies, the protection of historical and cultural heritage, applied arts and other cultural activities.
Article 7
The Parties shall facilitate the free and equal development of Lithuanian national culture in the Republic of Kazakhstan and of Kazakh national culture in the Republic of Lithuania. The Parties shall create favourable conditions for the preservation of their national identity, culture and language, and also for the fulfilment of spiritual needs.
The Parties shall undertake the obligations referred to in this article in accordance with the laws in effect in the territories of the States Parties and the international treaties to which they are party.
Article 8
The Parties shall, in accordance with the laws in effect in their territories, facilitate the organization of tours of theatre groups and other creative and professional artistic groups, art and museum exhibitions, and also festivals, competitions, film festivals, conferences, seminars and other events involving professional and amateur art.
Article 9
The Parties shall promote cooperation among cultural organizations, artists’ associations and foundations, and also other community organizations and specialists working in the sphere of culture and art.
Article 10
The Parties shall cooperate in ensuring the protection of copyright and neighbouring rights in accordance with the laws in effect in their territories and the international treaties to which they are party.

Article 11
For the purposes of implementing this Agreement, agencies and organizations of the States Parties may approve cooperation programmes and, in particular fields, conclude agreements that establish the financial and other terms for their implementation.
Article 12
The Parties shall each bear their own expenses arising from the implementation of this Agreement, with funds provided for under the national laws of their States.
Article 13
The Parties shall, if necessary, establish joint commissions to resolve issues relating to particular areas of cooperation. Meetings shall be held during sessions of the Lithuania-Kazakhstan Intergovernmental Commission on Trade and Economic Cooperation.
Article 14
Amendments and additions may be made to this Agreement by mutual consent of the Parties; they shall be an integral part of the Agreement and shall be set out in separate protocols.
Article 15
The competent authorities responsible for implementing this Agreement shall be: For Lithuania:For cooperation in the fields of education and science — the Ministry of Education and
Science of the Republic of Lithuania;For cooperation in the fields of culture and art — the Ministry of Culture of the Republic of
Lithuania;For Kazakhstan:For cooperation in the fields of education and science — the Ministry of Education and
Science of the Republic of Kazakhstan;For cooperation in the fields of culture and art — the Ministry of Culture of the Republic of
Kazakhstan.
Article 16
Disputes and disagreements arising with regard to the interpretation of the provisions of this Agreement shall be settled by negotiation and consultation between the competent authorities of the Parties.

Article 17
This Agreement shall enter into force on the date of receipt, through the diplomatic channel, of the last written notification of completion by the Parties of the domestic procedures necessary for its entry into force.
This Agreement shall be concluded for a period of five years, upon expiry of which it shall be automatically extended for successive five-year periods, unless one of the Parties, at least six months before the expiry of the current five-year period, sends the other Party, through the diplomatic channel, written notification of its intention not to extend the Agreement.
The termination of this Agreement shall not affect the validity or duration of activities that are carried out under this Agreement up to the time of their completion, unless the Parties decide otherwise.
DONE at Astana on 6 October 2011 in two originals, each in the Lithuanian, Kazakh and Russian languages, all texts being equally authentic.
In the event of disagreements with regard to the interpretation of the provisions of this Agreement, the Russian text shall prevail.
