RAJENDRA KHATRY CHANDIGARH, MARCH 10 The no confidence motion brought by the opposition Congress against the Haryana government was defeated in the Assembly today. The ruling coalition of BJP and JJP got 55 votes against 32 of the op- position Congress. In the 90 member Haryana Vidhan Sabha only 88 mem- bers were eligible to vote. The lone Indian National Lok Dal MLA Abhya Singh Chautala had earlier resigned over the farmers’ issue. While a con- gress member had been disqualified. As soon as the no-confidence mo- tion fell, Congress legislators started shouting slogans in the House. Dur- ing this, Haryana Chief Minister Manohar Lal also narrated a story re- lated to Mahabharata. Earlier moving the motion, Leader of the Opposition Bhupinder Singh Hooda demanded inclusion of nearly 250 farmers killed in farmers' agitation in the obituary references of Haryana Assembly. Hooda said there is a minority government in Haryana now. He said in the 2019 assembly elections, the BJP did not get a ma- jority. In fact, the BJP formed the government with the support of JJP, which sought votes against the BJP in assembly polls, he asserted. Hooda said the party needed to move a no-confidence motion be- cause the BJP-JJP government has "lost public confidence" and the coalition government, "betraying public opinion, is taking anti-people decisions one after the other". Hooda demanded secret voting on the no-confidence motion, which was rejected by Speaker Gian Chand Gupta. In his reply Haryana Chief Minis- ter Manohar Lal Khattar said ,``We shall never win the confidence of op- position but will win the confidence of masses’’. Taking a dig at the oppo- sition, he said 'Mistrust culture' is an old Congress tradition. No Confi- dence' is also a Congress' culture. `'Alochana for sake of alochana nahi karni chahiye,'' he said In the 90-member Haryana As- sembly, currently having an effective strength of 88 members, the ruling BJP has 40 members, the JJP 10 and the Congress 30. There are 7 Independent MLAs. Five of the Independent MLAs are supporting the government, while one member is of the Haryana Lokhit Par- ty, who also extended support to the government. Yesterday the ruling al- liance issued a whip to its MLAs to attend the Assembly session and vote for the government. However, going against the par- ty's stand, JJP's Devinder Babli com- mented last evening that his party should withdraw support to the BJP. UP khap panchayat bans jeans for women, shorts for men AGENCY MUZAFFARNAGAR, MAR 10 A khap panchayat in Uttar Pradesh's Muzaffarnagar district has barred women from wearing jeans and men from wearing shorts, saying they are part of western culture and that people should wear traditional Indian clothes. The Rajput community panchayat also warned that those found violating the diktat will be punished and face boycott. The panchayat was convened on March 2 in Pipalshah vil- lage under Charthawal police station. Announcing the pan- chayat's decision, community leader and Kisan Sangh chief Thakur Puran Singh said it was decided to bar women from wearing jeans and men from wearing shorts. He said these clothes are part of the western culture. "We should wear our traditional clothes such as sarees, 'ghagra' and 'salwar- kameez'," he said.

The serious thing about this is thatin positive cases, there is a rapid in-crease in school children which is a se-rious matter. Today 83 children ofSainik School in Kunjpura were foundpositive again. This was confirmed byDr. Yogesh Sharma, CMO, Karnal. Ear-lier, 57 children came positive in thesame Sainik School. The availability ofpositive cases in a large number ofschools is a matter of great concern. Allthe schools in the district are open atthis time. All the children are going toschool daily. Now even small childrenhave started reaching schools in gov-ernment schools, but in Karnal, thenegligence of the people is bad. Ac-cording to the report of the Civil Sur-geon, so far a total of 234358 personssuspected of Coronavirus infectionhave been found in the district, while219540 of these reports have beennegative and 11957 cases are positive,out of which 157 patients have died,474 active. 11326 patients have recov-ered and gone back home. 138 newcase positives were found in the districton Wednesday. For the last one month,people have become completely care-less not only in Karnal but in entire ruralareas. However, the number of positivecases has been increasing continuous-ly for the last 10 days. 2 arrested in assault caseRANVIR PARASHARKAITHAL: Two accused wanted in the case of firing with illegal pistols by entering inthe house of a person and abusing in village Kaul for about a month were arrested byDeputy Superintendent of Police Ravindra Sangwan. During the investigation, twoshells of cartridges have already been captured by the police from the spot while illegalpistols, two magazines and 4 live cartridges were recovered from the possession of thearrested accused. On 10 March, both the accused were sent to judicial custody as perthe order of the Court. Superintendent of Police Lokendra Singh said that on the com-plaint of Sandeep Kumar, resident of village Kaul, according to the case registered inthe police station, some youths of his village beat up his brother.

Admission process in SABVGMC tocommence from this year: VijCHANDIGARH: Haryana Health Minister Anil Vij said that the admission process inShri Atal Bihari Vajpayee Government Medical College at Chhainsa in Faridabad dis-trict will commence from this year. Responding to a question raised during the budgetsession of Haryana Vidhan Sabha on Wednesday, Mr Vij said that admissions will beprocessed for 100 seats in this college. He informed that at present, there are 12 gov-ernment and private medical colleges in 11 districts of the state. Besides this, PanditDeendayal Upadhyay University of Health Sciences is also being opened in Kutail, Kar-nal. The cost of construction of this college is estimated to be above Rs 750 crore forwhich work allocation has already been initiated. In addition, the National Cancer Insti-tute has been set up by the Union Government at a cost of about Rs 2,035 crore inJhajjar district.He said that the government is committed to enhancing health services in the state,thus new medical colleges are being set up in 6 districts of the state, namely Bhiwani,Jind, Mahendragarh, Kaithal, Sirsa and Yamunanagar. The construction work for thesecolleges has already been approved. Apart from this, the process of setting up All IndiaInstitute of Medical Sciences on an area of 225 acres of land in Manethi, Rewari is un-der process.

Punjab Vigilance Bureau has ex-posed a big scam worth crores ofrupees under the Pradhan MantriJan Arogya Yojana - 'AushmaanBharat' scheme in which privatehospitals have obtained health in-surance claims from insurancecompany named IFFCO TOKIO onthe basis of fake bills for treatmentof beneficiary patients possessingsmart health cards. Contrary to this,the IFFCO TOKIO had rejectedhundreds of insurance claims per-taining to government hospitalscausing a huge loss to the state ex-chequer.

Disclosing this here today,DGP-cum-Chief Director VigilanceBureau BK Uppal said on the basisof inputs received from crediblesources, it has came to light thatseveral well known private hospi-tals based in Jalandhar, Hoshiarpurand Kapurthala districts have pre-pared hefty fake bills on the namesof smart card holders for their treat-ment under Ayushman Bharatscheme and took insurance claimsfrom IFFCO TOKIO. "A regularvigilance enquiry have been regis-tered by the bureau to investigatethis scam worth crores of rupees inthe state", he added.

Giving details of the prelimi-nary findings he informed that SSPvigilance range Jalandhar DaljinderSingh Dhillon have unearthed thisfraud in which several fake medicalbills of private hospitals had beencleared by the insurance companybut on the contrary reimbursementbills forwarded by government hos-pitals were rejected. In this connec-tion, major negligence has beenseen at the end of concernedDeputy Medical Commissionersand doctors of state hospitals/pri-mary health centres.

"The major reason for rejectingthe insurance claims of governmenthospitals by the company was toget extraordinary financial benefits.Rs. 52,06,500 (Fifty two lacs six

thousand five hundred rupess). As aresult, the Punjab government hasincurred a total financial loss of tothe state exchequer during the lastone year from these three aforesaiddistricts", said Uppal.

During investigations it hascame to light that a well knownhospital of Sultanpur Lodhi town inKapurthala district had claimed Rs.4,43,98,450/- (Four crore fortythree lacs ninety eight thousandfour hundred fifty rupess) for thetreatment of about 1,282 patientsand out of which 519 claims havebeen rejected. On the basis of thesemedical bills, State Health Authori-ty, Punjab have passed claims ofthis hospital to the tune of Rs.4,23,48,050 (Four crore twentythree lacs forty eight thousand fiftyrupess). Then IFFCO TOKIO in-surance company reimbursed theclaimed amount to the tune of Rs.1,86,59,150 (One crore eighty sixlacs fifty nine thousand one hun-dred fifty) out of Rs. 4,43,98,450 tothe said hospital. Revealing themodus operandi by the administra-tion of hospital under investigation(Name withheld not to hamper in-vestigations), vigilance chief fur-ther informed that a patient namedParamjeet Kaur village Turna in Ja-landhar district was admitted to thehospital for operating gall bladder

stone but due to her personal rea-sons she did not undergo the opera-tion. In this regard, the hospital pre-pared a fake medical bill of Rs.22,000 for this patient and took re-imbursement claim form IFFCOTOKIO under the AyushmanBharat health insurance scheme.

Furthermore, Uppal disclosedthat in another such case patientSukhjinder Kaur village Sidhupurwas admitted to the same hospitalfor gall bladder operation. She pre-sented her smart health card issuedby the Punjab government but thedirector of this hospital asked thepatient that her treatment could notbe done with one smart card.

In this connection, the hospitaldirector told the patient to either de-posit Rs. 25,000 in cash or bring 6/7smart cards to avail the benefit oftreatment. After this SukhjinderKaur’s family submitted threesmart cards belonging to her familymembers to the hospital while fac-ing under-compulsion. He said thatto cover up the fraud, this hospitalhas shoot fake videos of SukhjinderKaur’s family members by lyingthem on the hospital beds and tooktheir signatures on blank papers.The administrator of hospital hadinstructed them to reply on receiv-ing a phone call by saying that theyunderwent an operation.

AAP MLAs stage walk-out from assembly over new taxCHANDIGARH: Opposing the bill introduced by Captain Amarinder Singh government dur-ing the ongoing budget session to impose a new tax of Rs 216 crore on the people of the state,the Aam Aadmi Party (AAP) MLAs staged a walk-out from the assembly on Wednesday. Onthe issue, AAP MLA Aman Arora said that during the presentation of the budget on Monday,the Captain government had said that no new tax would be imposed on the people, however,two days later, the government introduced a new bill to impose a new tax. He said that the Pun-jab Infrastructure (Development and Regulation) Amendment Bill, 2021, was introduced in theassembly by the Captain government but the government very cleverly withdrew it. He saidthat today, after all the work, this tax bill had been introduced. Arora said that this new taxwould be levied on diesel, petrol and all immovable properties which would impose an addi-tional burden of Rs 216 crore on the people. "People are already suffering from inflation. Petrol,diesel prices are skyrocketing and this tax will further increase fuel prices," he added.

Over 17k new COVID-19 cases reported

UNINEW DELHI, MAR 10

India recorded 17,921 newcoronavirus cases and 133fatalities, taking the total tally to1,12,62,707, Union HealthMinistry said in its daily update onWednesday. As per the Ministry'sdata, there are 1,84,598 activecases at present. Besides, 20,652patients of Covid-19 weredischarged in a day. A total of1,09,20,046 persons have beendischarged so far. The totalnumber of deaths in the countryhas reached 1,58,063, as per theministry data. The recovery rate

stands at 96.96 against 97.98 percent recorded on Saturday, lastweek. The drop-in recovery rateand the increase in new andcorresponding active cases havebeen attributed to various factors,including the continued spike ininfections in Maharashtra and thesudden spurt in Punjab.Meanwhile, Maharashtra, Kerala,Punjab, Tamil Nadu, Gujarat andKarnataka continue to report asurge in the daily new cases,cumulatively accounting for 84.04per cent of the new cases reportedare from these states. The Ministryalso informed that 7,63,081samples were tested on Tuesday.

The cumulative tests done by theIndian Council of MedicalResearch (ICMR) so far stands at22,34,79,877. Till date, 2,43,67,906 doses of the Covid-19 vaccinehave been administered in thecountry since the mass drive began

on January 16. The third phase ofvaccination began on March 1covering 27 crores of people above60 and those above 45 years of agewith comorbidities at 10,000government and over 20,000private vaccination centres.

Two deaths, 189 newcases in Telangana

HYDERABAD: Telanganawitnessed a slight increase in itsdaily coronavirus cases with 189new additions, highest in afortnight. The total positives inthe state surged past 3 lakh withthe addition of 189 infections, astate government bulletin said onWednesday, providing details asof 8 PM on March 9. Two moreCOVID-19 patients died, takingthe toll to 1,646, it said.

The Greater HyderabadMunicipal Corporation (GHMC)accounted for the most numberof cases with 34, followed byRangareddy and MedchalMalkajgiri districts with 15 and12 cases respectively. The

bulletin said 176 peoplerecovered from the infection onMarch 9 and the cumulativerecovered cases stood at2,96,916. According to thebulletin, 1,780 were undertreatment. It said 39,000 sampleswere tested on March 9.Cumulatively, the number ofsamples tested was 90,55,741.The samples tested per millionpopulation was 2,43,303, it said.The recovery rate in the state was98.85 per cent, while it was 96.9per cent in the country, it said.The case fatality rate in the statewas 0.54 per cent, while it was1.4 per cent at the national level,the bulletin added.

(SCS) through island con-struction, drilling activi-ties, and overfishing haspushed the marine ecosys-tem of the region to thebrink of collapse, and thedestruction of coral reefsand the marine life theysupport is threatening thefood and energy securityof the littorals, reportedObserver Research Foun-dation (ORF).

Pratnashree Basu andAadya Chaturvedi in a pol-icy brief analysed the envi-ronmental impact of Chi-na's activities in the SouthChina Sea and highlightedits implications for the en-tire region.

The SCS is one of themost resource-rich marineareas in the world and thewaters are bordered byChina, Vietnam, Indonesia,Malaysia, Brunei, and thePhilippines.

China claims a vastportion of these waters -beyond what is placed un-der its sovereignty by theUnited Nations Conven-tion for the Law of the Sea(UNCLOS).

The marine ecosystemalready reeling under thepressures of being one ofthe world's busiest interna-tional sea-lanes has beencompounded by the over-fishing, clam extraction,dredging for constructionof artificial reefs, and hy-drofracking being done byChina, reported ORF.

Moreover, rising seatemperatures and sea lev-els due to climate changethreaten to render this

damage permanent. ForChina, fisheries are crucialto ensuring food securityfor its burgeoning popula-tion. Estimates project thatby 2030, the expandingmiddle class in China willaccount for 38 percent ofglobal fish consumption.The overfishing--and ille-gal and unregulated fish-ing--has resulted in therapid depletion of fishstocks in China's coastalareas.

The country has losthalf of the coastal wet-lands, 57 per cent of man-groves and 80 per cent ofcoral reefs in its own Ex-

clusive Economic Zone(EEZ)--these are importantfor the spawning, nursingand feeding of the fishstocks.

Moreover, Chinesefishermen are moving outfarther and deeper into thesea and utilising tech-niques such as cyanide anddynamite fishing, which inturn are causing furtherdamage to marine life.

Methods such as blast-ing using dynamite andcyanide poisoning kill orimpair scores of fish at onego, so as to increase thevolume of each catch. Dy-namite blasts not only kill

their subjects but also de-stroy the coral reefs thatserve as breeding grounds.Cyanide, meanwhile, ac-celerates the bleaching ofcoral reefs and sometimesoutrightly kills them.These methods are alsoused at greater depths,thereby impacting theseabed as well.

Further, the regionalrole of the islands, as asource of fisheries replen-ishment, could easily bediminished through theloss of habitat quality andworsening of local fish-eries exploitation becauseof the construction of per-

manent dwellings.Moreover, the Chinese

claims in SCS around"nine-dash line", and recla-mation of the islands andreefs either by increasingtheir size or creating newones, such as the SubiReef on the Spratly Islandsas well as the constructionof ports, military installa-tions, and airstrips--partic-ularly in the Paracel andSpratly Islands has led tothe destruction of reefflats, said the policy brief.

Dredging on these is-lands in a back-and-forthmotion, cutting through allsorts of material, hard

rocks to soft sediments hasdestroyed life along itspath. Increased sedimenta-tion in the water columnsof these reefs has also de-creased the absorption andchlorophyll in the region,which is essential for thesurvival of phytoplanktonand which in turn providefood for a wide range ofmarine life, reported ORF.

These activities haveled to increased turbidityand sedimentation on thelagoons surrounding thesereefs.

This has caused livecoral reef species to beburied and killed under thereef flats due to the con-struction activities. Once acoral reef has been buriedunder tonnes of sand andgravel, it is virtually dead.

Also, hydrofracking byChina for offshore oil andgas operations poses a sig-nificant environmentaldanger. These activities re-lease huge amounts of liq-uids, solids and gas intothe waters, damaging theecosystems and endanger-ing the species that inhabitthem, reported ORF.

The preliminary seis-mic surveys, the rig instal-lation and drilling, the hy-drocarbon production, andthe transportation of the oiland natural gas cause dam-age to the seabed.

Drilling operations dis-pose of a slurry consistingof mud, cuttings, wash wa-ter, drainage, and sewageinto the ocean. They alsocause harmful emissionswith frequent leakage andspillage of the extractedhydrocarbons, reportedORF.

This researchhas implications for both predictingwhose attitudes are fixed versusfleeting and how to nudge peopleto form more long-lasting opinions."We have known that encouraging

people to think carefully and ra-tionally can produce attitudes thatchange less in the future," saidMatthew Rocklage, a researcherwith the University of Massachu-setts, Boston, and co-lead authoron the paper. "Our research, how-ever, shows that opinions based onpeople's emotional reactions can beparticularly long-lasting as well."

As part of their study, the re-searchers asked more than 1,000people to what extent they believedattitudes based on feelings or emo-tional reactions were more stableover time than those based onthinking and rational analysis.Only 15 per cent expressed any be-lief that attitudes based on emotionwould be more stable over time.

India has of late been witnessing a surge in the dai-ly caseload of Covid-19 infections with the num-bers going up for the last six consecutive days; it

is above 18,000 in the last four days. The number ofactive cases has also registered an increase for fiveconsecutive days. At present, six states — Maharash-tra, Kerala, Punjab, Karnataka, Gujarat and TamilNadu — together account for more than four-fifth ofthe total cases now. Given the pattern of the virusspread, it is not before weeks if not days that the pan-demic will create another wave that could force thenation to go in for another shut down. India had onJanuary 16 rolled out an ambitious vaccination planthat, in its first phase, sought to inoculate three crorefrontline workers, including healthcare professionals.The target has now been met by two-thirds, with thenumber of people who have received at least one dosestanding at 2.26 crore. The second phase, launched onMarch 1, seeks to inoculate 27 crore people agedabove 60 and those above 45 with co-morbidities. Asof now, nine lakh people who belong to these cate-gories have been given the jab. A realistic assessmentof the spread of the pandemic and the speed withwhich the vaccination programme progresses calls forincreased efforts on both the counts — a massiveawareness campaign to stop the spread of the virusand a revitalised vaccination programme. The dailycaseload numbers reached their peak in October andthen started a downward journey. Except the Uniongovernment and some states such as Kerala, noneseems to have kept a tab on the numbers. Worse, theattitude of most states and the people there has beenakin to a situation where the virus has ceased to be athreat. The world in general, and India in particular,are better equipped to take on the virus than we werea year ago. Our knowledge base has improved, theprotocols are in place and the healthcare professionalsare trained to handle even extreme situations. How-ever, the people’s attitude has become less than ac-ceptable. The government must re-launch on a warfooting the campaign focussing on the importance ofsocial distancing, wearing of masks and hand hygiene.It must also revisit the restrictions on gatherings, es-pecially social, political and religious ones, which canturn super spreader events. India vaccinated morethan 16 lakh people on Monday, the highest since theprogramme started. At the present rate, India will takeanother year to vaccinate at least half of the population.

Recycling Framework, 2020 covering key non-ferrous metals like Aluminium, Copper, Zinc and Lead. The framework has been released with an objective to promote a formal and well-organized recycling ecosystem in the country which is currently highly unorganized with heavy dependence on imported scrap. Also, it aims to produce high quality scrap for quality secondary production thus minimizing the dependence on imports and encouraging economic wealth creation, job creation and increased contribution to GDP through metal recycling. This framework is also seen to be prepared in the backdrop of the upcoming Vehicle Scrappage Policy for automobiles, which will ensure sufficient availability of domestic scrap in the country. Some of the key recommendations are setting up of a central authority for recycling of metals as Metal Recycling Authority (MRA). It strongly recommends establishing BIS standards for Quality of scrap used for recycling and recycled products, and standard procedures.

With an improvement inpassenger traffic in FY22, ICRA expectsthe industry's losses to reduce to Rs14,600 crore in FY22. Gold gains Rs 112;silver jumps Rs 126

NEW DELHI: Gold prices roseby Rs 112 to Rs 44,286 per 10gram in the national capital onWednesday amid rupeedepreciation, according toHDFC Securities. In theprevious trade, the preciousmetal had closed at Rs 44,174per 10 gram. Silver also gainedRs 126 to Rs 66,236 per kg, fromRs 66,110 per kg in the previoustrade. In the internationalmarket, gold was tradingmarginally lower at USD 1,711per ounce and silver was flat atUSD 25.78 per ounce.
