Attended public schools in San Francisco. Attended University of San Francisco. While attending school in San Francisco public transportation was my only mean of transportation. As a life long resident of San Francisco - I have seen many changes in the way municipal transportation has changed. I recall when Third Street was three lane in each direction and the 15 Third Street bus was a twenty four hour operation. You could take public transportation. from the Southeast section to the Marina district. The city has changed and a more transit friendly mode of transportation should replace and enhance existing service. Divergent point of view and opinion can help identify areas of under service and bring to the fore the under served communities and how to best address the public transportation needs within their community. The most important qualification is a desire to work with others for the betterment of our city.

Work with my fellow members to seek the best options and solutions for our transit authority. Do appropriate research to become knowledgeable about planned transilt proposals and ongoing developments.

By focusing on existing systems linkage and looping and ge*ral system improvement, reducing auto trips in all disticts, and to push for better alternative new :5}'Sterns to the proposed changes in Districts 11 and 7 for the L,M,K lines and bi -eounty connectivity to Daly City and other regional and local systems currently being implemented. My objective is to conSistently help promote transit use, reduced car dependency, and improved alternatives and infrastructural changes in the SFMTA systems.

Statement of applicant's o·bjectives if accepted for membership on the CAC:

In Bloemfontein, the capital city of the Free State Province of South Africa, I did an internship with the Mangaung University of the Free State Community Partnership Project (an economic development organization) targeting housing and transportation issues. If I am accepted for membership, I believe because of my background in collaborat ing to improve transit problems I would be an asset to the committee. I am a native San Franciscan and currently a homeowner in Oceanview (District 3) I really feel more input from the community and neighborhoods across the city are imperative when developing major transit hubs that will affect the city and the Bay Area for many years to come. I look forward to speaking to you about the planned vision of this major project.

My experience in work and in life has ideally prepared me to do the important work of the Citizens Advisory Committee: • A 17-year resident of Miraloma Park and West Portal and have always used diverse means of transit in San Francisco. • Professional staff to diverse advisory groups, including the Traffic Law Advisory Committee charged with implementing annual changes to the California Vehicle Code. Worked with a total of over 80 judicial officers, court administrators, attorneys, members of the highway patrol, representatives of the Office of Traffic Safety, and other public members. This perspective would be valuable to the CAC whose members rely on, and work closely with, professional staff. • Possess well developed communications skills, vital for both communicating with the public about the Authority’s work with the other members of the CAC. • Experienced at preparing reports on a variety of complex issues and presenting recommendations for action to decision-makers and before widely diverse stakeholders, including city councils, local civic organizations, the Chief Justice and other members of the Judicial Council of California, and state legislators. • Skilled at taking in divergent viewpoints and coming to consensus. • Professional experience in managing sizeable budgets and making resource allocation decisions, advising on applications for and management of significant grants, interpreting legislation, and using statistical information from varied sources, • Expertise at crafting policy and court rules, using legal education to analyze alternatives and develop recommendations.

The Citizens Advisory Committee represents an opportunity for citizens to have a direct impact on the transportation policies and planning decisions that will affect them. I would like to contribute to this work because I believe that a public-centered process always results in more successful long-term results for policy-makers and the public they serve. If selected I would attend community association and improvement club meetings to hear and learn what concerns District 7 residents about transportation in our district and beyond, and bring those perspectives back to the CAC and the Authority. I would work hard to ensure that the diverse perspectives of one of the largest supervisorial districts by area are heard, given the complex, multi-modal transportation corridors that feed into and out of Southwest San Francisco. Some of the specific policy areas and objectives that are important to me are: • Exploring the resources available from local, state, and federal authorities to reduce the rate of pedestrian deaths and injuries in District 7 transportation corridors, the highest rate in the city and county. • Maintaining oversight 19th Avenue Transit Corridor Investment Study, especially as improvements and changes are proposed as Park Merced redevelopment takes shape. • Expanded potential for bike corridors and bike share, especially around San Francisco State University. • Explore what funding support may be available for the expansion of historic streetcar lines and bus rapid transit lines. • Using my experience overseeing grants and budgets in a government agency setting to ensure that funds are not wasted and decisions for transit projects funded by the SFCTA are fair and do not disproportionately favor or have a negative impact upon certain parts of the city over another.

I was born and raised in the Haight Ashbury, and relied on public transportation to get to work, internships, friends' homes and other p laces. In former jobs, I have done outreach work which took me to Visitacion Valley, Bayview-Hunters Point, Ingleside and other neighborhoods that only benefit from one bus line and limited service - further isolating these areas from the rest of the city. I also worked for the California Center for Regional Leadership, a non-profit emphasizing regional planning .and policy throughout the state. Through this work, I learned about comprehensive planning for our regions, transportation planning that encourages driving less frequently, transit-oriented development, and community planning to help reduce greenhouse gas emissions (per AB32).

I am an attorney. I received my B.A. summa cum laude in 1978 from the State University of New York at Albany and my J.D. in 1981 from the University of Virginia School of Law, where I was on the law review. I have practiced law since 1981. I started my legal career in the Washington, D.C. office of O'Melveny & Myers, a Los Angeles-based law firm. In 1989, I moved to the Bay Area to help statt O'Melveny's San Francisco office. I practiced law in San Francisco from 1989 to 1992, when I returned to Washington, D.C. and joined Crowell & Moring, a firm based in Washington. Crowell & Moring opened an office in San Francisco in December, 2009. I came here then to help open the office. Although my move was originally slated to be temporary, my wife and I decided to stay in San Francisco. In July 2010, we sold our house in Maryland and bought a house in Pacific Heights, where we now live. (Before we bought our house, we were renting an apartment on Russian HilL)

Statement of applicant's objectives if accepted for membership on the CAC:

I would like to give back to my new home by providing whatever assistance I can to the Authority and to the citizens of the City on the pressing matters within the Authority's portfolio. As a general matter, I support a transit-first policy that is friendly to pedestrians and cyclists, but as a motorist I would want to be sure that the interests of drivers are considered as well. As a transit rider I recognize the need to improve Muni but recognize the budget constraints and political demands Muni is subject to. I want to supp01t the buildling of new infrastructure and the repair of crumbling infrastructure, but in a balanced way that spreads around improvements as much as possible. I am interested in supporting low cost transp01tation improvements such as bike lanes and the SF Park pilot program. As someone who pays a lot of money in taxes, I want to be sure that our tax dollars are spent in a meaningful, productive, and economical manner.

Over the past 30 yea rs, I have focused my pract ice on complex civil litigation, primari ly representing

business interests. In part icular, I have represented insurance companies in both complex insurance

coverage litigation involving environmental, asbestos, and product liability claims and in mass tort ­

related bankruptcy matters.

I am a motorist (my wife and I each have a car) and a cyclist (mostly roadie). I commute to and from

work by Muni bus. My wife and I also cover a lot of ground in the City on foot and by bicycle (I am a

member of the San Francisco Bicycle Coalition). I have experienced the joys and frustrations of getting

around as we explore our new homet own. One of my adult children lives in the City, w ithout a car, and

commutes to and f rom work in the Financial District by bike and train. So I often hear from my

daughter about her perspect ive on getting around as well.

In addition to interest and enthusiasm, I think I would bring to the CAC a demonstrated capacity to

analyze complex matters. As a lawyer and litigator, I am tra ined to hear and consider multiple

viewpoints and arguments in a dispassionate, analytical way. As a law firm partner, a supervisor of

other lawyers and non-lawyers, and someone whose law practice generally involves close coordination

with co-defendants, I have the ability both to lead and to collaborate effectively and in a col legial

manner. I believe I have a reputation for dealing with opposing counsel in an invariably civil, business­

like manner. I also know how to set priorities, balance competing demands, and consider practical

limitations such as budgets.

At a high level, I am passionate about the benefits that a robust transportation system can bring to a ciity. I own a home in San Francisco and my life is deeply rooted in the Bay Area. I get around the city without the aid of a personal vehicle, and I rely largely on public transpotiation. Also, for my previous job, I commuted to work in San Jose using BART and Cal train. I am well versed in the transportation options available in the city and beyond. While I am an avid user of these: services, and generally grateful for thenr existence, I see numerous areas for improvement. I will elaborate on these in the neXt section of this application. I grew up In San Diego, where transit barely exists. For business school I moved to Madrid, Spain, a city with an amazing transit system. For 6 years while I studied, lived, and worked I didn't have a car. I didn't realize how spoiled I was until I moved to San Francisco. In SF I found an unreliable, inefficient system that was nowhere close to what I had before, so I drove.

One year ago I committed to only using transit. It's been a frustrating year because I know first hand what an effective transit system can be, and I know how it can help both the people that truly depend on it (like the seniors and disabled) and it can help the everyday rider who doesn't want to drive. I found myself constantly saying, "With all the smart people in this city, you'd think someone would figure it oue'. Then I realized that, I can effect the change in this city that I want to see.

I bring to the CAC a business/economics background and a career In business that helps me to plan strategically.

My goals In the short run are to see more rapid routes implemented (like the proposed Geary BRT), and to create and implement more TEP pilot programs. In the long run, I will work towards realizing a transit-first city with a viable, every-day solution for everyone.

My objective is: To participate in efficient transportation and infrastructure planning; and execution in Califo-rnia. Lending my input and assistance to help facilitate the solutions that wiU bring our transportation system into the 21st century. I have a demonstrated track record of working for progress since having grown up in the polluted housing project of Hunters Point. After receiving my MBA recently, I started volunteering as an analyst to review EIRs and ElSs. As a native Californian and daily commuter, serving as a member of the Citizens Advisory Committee (CAC) would allow me to express not only my personal opinions but the concerns of my community. The planning, foresight and community participation of our State's transportation problems, needs and future are of utmost importance to me and many others. Statement of Objectives: I hope to work toward explaining to all the members of th.;: CAC: That it is essential on our narrow and congested streets that we get our

priorities in order: speedy, safe aild reliable movement of transit; safe a."ld pleasant movement of pedestrians and bicyc.Jists; efficient movement of trucks for goods and services and lastly cars. Muni cannot achieve the first priority urJess all City agencies work for implementation of the Transit First Policy, as required in the Charter. We all have to recognize that a one minute reduction in running time on every Muni route reduces Muni operating costs by 2% or $1 6,000,000.

Meeting: I have class on January 14, but I can get to City Hall via the 5 Fulton shortly after noon or a little sooner if required.

I've been involved ·with The Western RaHway Museum near Rio Vista fm: many years and truly have a passioan.te commitment to improving pub lit: transit for all San Franciscans and bay are~ :esidents. I also drove a taxi for Luxot Cab Compa.ny as part of an attempt to gain a seat on the no longer existing Taxi Co1 ~ n1ission. I've been deeply involved with issues arising from •the new ride sharing companies which appear to be th.e wav~: of the future and have proven to be extrem.cly popular with users all over the coWitJ:y and are realizing acccpta11< :e from the California Public Utiliities Commission. I'm deeply concerned ab·out how ride sharin.g will impact and possibly 1 educe paratransit service to seniors and disabled San Franciscans.
