My name is Brian Yansak and I am a Philadelphia resident in area code 19121. I am reaching out today in regard to therequest for the Philadelphia Police Department to build a brand new station in the Diamond Street Historic District.In light of recent events, and the push to dismantle and re-imagine the police department as we know it, I would liketo voice my concern on this initiative. I believe it would be a very negative disruption to our community if this newstation were to be built, especially being placed in a historic & black neighborhood.

"Diamond Street District exists because of the population boom in Philly during the 1850s. All of the elaboratestructures, including Second Empire and Victorian rowhomes and Gothic Revival churches, were built between1875 and 1897, namely for the "new rich" of North Broad. Per the nomination, "The row houses and churches of

Diamond Street represent one of the most grand and stylistically intact avenue of Victorian architecture in the Cityof Philadelphia."

Can I count on you to help deny this proposal and retain the dignity of one of Philadelphia's historic districts?

My name is Jacqueline Wiggins. I am a long term resident of North CentralPhiladelphia. I also serve as a committee person for the 32nd Ward-11th Division.

I am extremely disturbed by the development to place a new police station for the22nd police district at 2100 Diamond Street for these reasons:

1-The boundaries of the 22nd Police District are from 10th Street to 33rd Street andfrom Popular Street to Lehigh Avenue. My understanding is that this new site for the22nd police district has been discussed with only one RCO, St. Elizabeth. Residentsof the 22nd police district nor any other RCOs were notified of this development,thereby limiting discussing about this critical development. One RCO's call for safetycannot be the "only" voice to be heard.

2-Rather than build a police station, we are in need of human value things likedecent, livable, and affordable housing. A few amenities like a community room at apolice station are not enough for what our neighborhoods need and demand. Inaddition to housing, we need school facilities free from asbestos and other harmfulphysical issues that interfere with the learning process for our children and youth.Too many of our schools are simply environmentally unsafe.

3-Diamond Street is in what the Historic Commission has determined as the"Diamond Historic District." Whatever happened to the words "architecturalintegrity"? The 22nd police district is located in the 5th Councilmanic district whereall matter of construction due to gentrification has and is occurring. A police districtin a historic district is simply not a rational fit for the families of the area: elders,mothers, fathers, children, and youth.

2100 Diamond Street is not the place for a police station in my estimation.

Please do not give Final Approval to this application.

    My name is Aneesa Wermers, and I am a resident in suburban Pennsylvania. I have recently heardthe news of a possible new police station at 21st Street and Diamond. I urge you to deny the PPDapproval in the Diamond Historical District. This area is in the heart of the Historic Black community ofPhiladelphia. Based on various stories and sources I have learned, there is a huge disproportionbetween crime rates in Black communities and white communities, where Black people are more oftenstopped by police, convicted, or imprisoned than white individuals per capita. The reason for thesestatistics are not for the people in these areas. It is because of over policing in Black communities andthe implicit biases that have lingered in law enforcement for years. Having this new station will onlyperpetuate these issues. These movements in the recent weeks show how black people and Allies wantthe opposite of what is happening in Philadelphia.    I urge you to deny this approval on June 12th. The police department was founded on racism, and itwill continue to worsen the systemic issues at hand if we have stations in these communities. Havingnew trainings or reforms won't fix these issues if you create the station, as time has proven time andtime again.  If you want to ensure safety, I suggest you think about the police department as aninstitution and if we actually need it. If you have any questions or if you want to discuss this issuefurther, I am able to share my opinions on why this proposal is unnecessary and unproductive to thesocial progress many want to see. As a resident of Philadelphia, I am reaching out to express my concern over the Police Department’sdesire to build a new station at 21st and Diamond.

I believe that it is imperative that we do NOT invest in the police right now, and I believe it would bean egregious offense to add another station to a part of the city that is policed too much as it is. I tooka walk through North Philly recently and passed three police stations in 15 minutes. This isunacceptable. Frankly, we need less police stations, not more. We need to take money that would bespent on the police and invest it in community well-being, invest it in public health, housing services,and other public services. Do not let the police further expand their undeserved and abused powerover the residents of this city. Don’t build this new station.

I live in Philadelphia's third congressional district. I just heard that the PPD wants $20 million for a newstation at 22nd and Diamond. As a Temple alum, I ask that the Historical Commission andCouncilmember Clarke please reject this. I lived around there and I saw the deprivation of thoseneighborhoods in stark contrast to Temple's rapidly expanding, and increasingly luxurious studenthousing. They need adequate social programming, not policing. The only way things will improve inthe long term is if healing happens -- if the root cause of disenfranchisement is addressed. I stronglythink those funds could be better spent on public health, education, arts and culture, and affordablehousing programs.

My name is Ricky Strickler and I am a Philadelphia resident concerned about the plans to move the22nd Police District Headquarters to a new building at 22nd and Diamond. While I am not a residentof North Philly specifically, I have serious concerns about the city's decision to budget over $20 millionfor a new police station while our children still attend schools contaminated with lead and asbestos. Asan educator who has seen the effects of this imbalance first hand, I cannot support such a decision.

I know it is not generally the role of the Historical Commission to take a bold stance in these matters,but I think you will agree that we are in a unique and powerful moment in the history of our city andour nation. Good morning,

I am writing to you again as a Philadelphia resident, Public Educator, and the Partner or a Philadelphia SchoolTeacher. This morning I am writing to urge you not to approve the construction of a new Philadelphia PoliceDepartment station in the heart of the Diamond Street Historic District.

My partner lives at 30th and Norris, near this proposed construction site. Diamond Street has become one of ourfavorite thruways to ride on my bike as we travel throughout the city. The streets are wide, the architecture isbeautiful, and the community spirit is welcoming. People are always, always out on their stoops, gathering on thecorners, saying hello.

Is now really the time, do you think, to approve what I assume would be an expensive undertaking for the PPD inorder to disrupt the community that exists on Diamond Street right now? I have been out in the streets almost everyday protesting against Mayor Kenney's original proposed increases to the PPD budget. I'll continue to be out in thestreets until we defund the PPD enough to appropriately and equitably serve the city through social services. Theyshouldn't have the money to be building new stations right now.

We are staring down an incredibly dangerous period of economic instability and austerity. Think of what this moneycould do in the hands of the School District of Philadelphia, for example. My partner's building, W.B. Saul HS, still hasunremediated asbestos. Her neighborhood school, Strawberry Mansion HS, needs social workers. James Blaine, theelementary school directly across the street from my house, could really use air conditioning. And in my neighborhoodSouth Philadelphia HS and McDaniel Elementary have a number of as of yet unmet needs for both their physicalbuilding and the services they offer their students.

Please don't allow a new police station, which I believe will make the community feel unsafe, to be built at 21st andDiamond. Figure out a way to invest in our neighborhood more positively.

The people of this area are not interested in this and if the only reason they’re there is tomake the area “safer” then wouldn’t only be a priority if the residents wanted it. They would feel safer ifyou left them alone. They would feel better if you gave them some more resources and SCHOOLS. If youconsider police to be necessary to deal with crime then wouldn’t it be a better choice to foster educatedminds in that area and put community centers so kids have something to do.

I am writing to you as a resident of Strawberry Mansion and history teacher in the School District ofPhiladelphia. This morning I am writing to urge you not to approve the construction of a newPhiladelphia Police Department station in the heart of the Diamond Street Historic District. 

I live at 30th and Norris, so not too far away from this proposed construction site. Diamond Street hasbecome one of my favorite thruways to ride on my bike as I travel throughout the city. The streets arewide, the architecture is beautiful, and the community spirit is welcoming. People are always, alwaysout on their stoops, gathering on the corners, saying hello. 

Is now really the time, do you think, to approve what I assume would be an expensive undertaking forthe PPD in order to disrupt the community that exists on Diamond Street right now? I have been outin the streets almost every day protesting against Mayor Kenney's original proposed increases to thePPD budget. I'll continue to be out in the streets until we defund the PPD enough to appropriately andequitably serve the city through social services. They shouldn't have the money to be building newstations right now. 

We are staring down an incredibly dangerous period of economic instability and austerity. Think ofwhat this money could do in the hands of the School District of Philadelphia, for example. My building,W.B. Saul HS, still has unremediated asbestos. Our own neighborhood school, Strawberry Mansion HS,needs social workers. James Blaine, the elementary school directly across the street from my house,could really use air conditioning. 

Please don't allow a new police station, which I believe will make the community feel unsafe, to bebuilt at 21st and Diamond. Figure out a way to invest in our neighborhood more positively, and trulyhonor the historic character of these streets.

We are in no need of another police station, especially one that would take away from the historical diamond street district. The Philadelphia Historical Commission “offers tools to help protect it from inappropriate alterations, thoughtless demolition and insensitive new construction.” I’m not sure where these tools are, because the addition of a police station there absolutely falls under insensitive new construction. And what about the station that had 50 million dollar invested into it in west Philly, and then scrapped? This is an unacceptable waste of the city’s budget, and we demand it be put back into our libraries, rec centers, and communities and NOT into a new police station. The Department of Public Health is slated for an over $8 million cut during a global pandemic, projects that put leaders of color on the street to stop violence have been defunded, and Parks and Rec programs that save lives every summer have been shuttered and face a $13 million cut. These are the places money from the city money desperately needs to go.

Please do not put a police station there. I have lived in this city my entire life and this historic districtwould not only be ruined aesthetically by the presence of a police station, but the residents of thisarea would feel unsafe as well as over policed in their own homes. Having to look over your shoulderin your own neighborhood is not easily avoidable in any big city, but the presence of police wouldmake it even more difficult to walk the streets of this area without the POC here fearing for their lives. 

Especially with the police all over this country actively participating in what the UN has deemed to bewar crimes, I would argue that this measure would create further violence in our communities. The UNhas specifically pointed out the US policing system as a matter of concern. With this in mind, I urgeyou to rethink this decision. 

Though, due to my privilege as a white community member, I have not personally experienced thehorrors the police in this country have been responsible for, I stand with the people of color in thiscity, this country, and across the world. I stand with those who already have nowhere to turn becausethe police in this country disproportionately choose to help certain groups over others. The policeofficers who perform their duties honestly, correctly, and without putting fear in the hearts and mindsof my fellow POC community members are not large enough in number to guarantee the safety of anycommunity as we currently stand.  

Please reconsider any support towards this decision. The goal of this initiative would be to lower crimerates and instill a feeling of safety and ease in the community. However, as I have argued above, apolice station in this area would do the exact opposite.

I am an archaeologist for a private CRM firm and have seen some ofwhat my colleagues working with above ground historic resources are able to accomplish. I get it- thisis important work. As a historic preservation planner you know better than most the importance ofsupporting and respecting historically black districts. The Diamond Street Historic District is an under-served community. A food desert and pressure from the imposing university are only the tip of theiceberg in terms of challenges this community faces.

What impact would a new police station have on this part of North Philadelphia? In a time when policebrutality against black people is such a heightened issue, building this station would be a slap in theface to residents. A new police station does not make residents feel safe- and does not honor thehistory of the area. I am imploring you to listen to the people and reject the PPD. Hi I am writing to express my disapproval of a new police station on W Diamond Street. Mydisapproval is from two angles, firstly is the modern and historical context that the new police stationwould exist in and second the case for urbanity. W Diamond Street is full of cultural importance forPhiladelphia's African American community. For example the Church of the Advocate, a nationalhistoric landmark, is only a few blocks away from the proposed police station. I do not need to go intodetail about the importance of that church to this history. Given the history of racism within thePhiladelphia Police Department and the citizens, especially evident over the past few weeks, it is wrongto place such a large police station on W Diamond Street. Secondly, having the station flanked by twolarge parking lots fronting Diamond street is extremely short sighted. North Philadelphia is anexceptionally urban community that is dense and walkable. Specifically this area is on the verge ofredeveloping. Blocking two desirable blocks off to development will actually make the neighborhoodgentrify faster. With less developable land rents will go up and other vacant lots get developed.Diamond street has the potential to be fully filled in with active mixed use buildings but large surfaceparking lots will permanently block that potential. I understand that the current police station is smalland not equipped for modern policing but this location and design is not right. The city should inreality consider shrinking the police department and increasing social service so then the currentbuilding would work. I am emailing regarding the Diamond street Historic district as a concerned citizen. 

Please do not put a police station there. I have lived in this city my entire life and this historic districtwould not only be ruined aesthetically by the presence of a police station, but the residents of thisarea would feel unsafe as well as over policed in their own homes. Having to look over your shoulderin your own neighborhood is not easily avoidable in any big city, but the presence of police wouldmake it even more difficult to walk the streets of this area without the POC here fearing for their lives. 

Especially with the police all over this country actively participating in what the UN has deemed to bewar crimes, I would argue that this measure would create further violence in our communities. The UNhas specifically pointed out the US policing system as a matter of concern. With this in mind, I urgeyou to rethink this decision. 

Though, due to my privilege as a white community member, I have not personally experienced thehorrors the police in this country have been responsible for, I stand with the people of color in thiscity, this country, and across the world. I stand with those who already have nowhere to turn becausethe police in this country disproportionately choose to help certain groups over others. The policeofficers who perform their duties honestly, correctly, and without putting fear in the hearts and mindsof my fellow POC community members are not large enough in number to guarantee the safety of anycommunity as we currently stand.  

Please reconsider any support towards this decision. The goal of this initiative would be to lower crimerates and instill a feeling of safety and ease in the community. However, as I have argued above, apolice station in this area would do the exact opposite.

It recently came to the attention of myself and the community of Philadelphia that the PhiladelphiaPolice Department is requesting approval from the Historical Commission and City Council to install anew Police Station in the Diamond Street Historical District.

I am writing to strongly oppose such a request. In light of the recent movement to addresssystemic racism and police brutality in the US, and considering the PPD's history of abusing theirpower, I find it reprehensible that the PPD would feel entitled to a new station.

Please, deny their request and deny any future requests for increases in funding, real estate,renovations, equipment, or anything else you may have any purview over as it regards thePhiladelphia Police Department. They do not have respect for the citizens of Philadelphia and they donot deserve any additional real estate or resources.

My name is Cristina Jasen and I am a Philadelphia resident and public health research data collector atthe Children's Hospital of Philadelphia.

I am writing to urgently oppose the Philadelphia Police Department's request to install a new policestation in the Diamond Street Historical District. 

From a public health perspective, the increase of police presence in the heart of the historically Blackneighborhood in North Central Philadelphia is a threat to Black lives. In light of the recent movementto address systemic racism and police brutality across the US, and specifically the PPD's history ofracist policing, I find it reprehensible that the PPD would feel entitled to a new station. 

Jillian Johnson, Mayor of Durham, North Carolina rightly reported that the safest communities don'thave the most cops, they have the most resources. The Black residents of the Diamond StreetHistorical District and the broader city of Philadelphia deserves safety, not a death sentence.  

Please, deny their request and deny any future requests for increases in funding, real estate,renovations, equipment, etc., with regard to the Philadelphia Police Department. The PPD is an activethreat to Black citizens of Philadelphia, and you are in a position to ensure that any additionalresources to the PPD are denied. We are watching.

Following enormous pressure from the citizens of Philadelphia, 14 members of city council, includingCouncilmember Clarke, came out against the allocation of new funds to the PPD, and Mayor Kenney haseliminated his proposed funding hike for the PPD, instead releasing an agenda for police reform.

There is simply no practical need for another police precinct in Philadelphia, especially in a communitysuch as North Philadelphia where the current PPD presence is already traumatizing residents andperpetuating violence at an abhorrent rate. It is an insult to Philadelphia and her beautiful, diverse population toerase powerful Black history for another beacon of violent White Supremacy. Instead, our city govtshould celebrate and empower our Black and Brown communities by bringing them justice viameaningful distribution of tax payer dollars.

Historic Preservation Planner Chantry,

The proposal to allow the Philadelphia Police Department to utilize real estate in the Diamond StreetHistoric District for a new police station is a bad idea.  The residents of this neighborhood who arepredominantly Black do not need to be bookended with a new police station to the west and TempleUniversity to the east.  This neighborhood already sees enough predatory reality and enough policingas is.  The neighborhood's history has almost already been entirely erased.  Utilizing real estate thathas been determined to be historically significant by the historical society to build a police station isludicrous.  The historical significance of police is to keep Black folks submissive, but I'm sure I need notremind you of that fact.  In reading a pamphlet available to the public on the historical significance ofthis stretch of Diamond Street I learned that businesses dedicated to serving the community that livedand worked nearby flourished in Philadelphia's industrious past.  I suggest you implement policy andbudgets that allow for those living in this neighborhood, Black folks in particular, to serve theircommunity.  This neighborhood does not need police from some other neighborhood patrolling anddemonizing its citizens under the guise of serving them.  This neighborhood needs to allow its Blackresidents to own businesses and homes not police officers forcing them out of their ownneighborhood.  It's simple, deny the PPD's proposal for a new station in the Diamond Street HistoricDistrict.  Approve of Black owned businesses and housing instead.

In consideration of the financial precarity the city is facing in the wake of covid-19 , which thecity government has used as a justification for an austerity budget at the expense of essentialcommunity programs, the prioritization of a precinct goes against what numerous residents haverepeatedly expressed their needs are. I am a Philadelphian and a constituent of Jamie Gauthier and I am writing to urge the council to abandon the proposed building of the new 22nd District Police building.

In a city that has expressed major concerns over the expansion of police budgets, the proposed building of a new police station at 2100 Diamond street must not proceed.

As thousands protest in the streets for justice for Black people, we are watching our Councilmembers closely, especially on this opportunity to do something to help Black Philadelphians by diverting these funds to aid communities from within. If we can shift our focus away from policing and towards health, housing, and youth support we can all be part of the solution for a more equitable solution.

Good morning,

My name is Gail Loney and I’ll be participating by computer. I will be commenting on the Final

Approval for 2100 Diamond Street.

As a lifelong resident of north central Philadelphia, I have seen my neighborhood change over

the decades but I have also seen it remain the same, and not necessarily for the good of the

people or the neighborhood. Growing up in the neighborhood I have always appreciated the

beauty of the structures that surrounded me even before I knew about what art did or what it

represented or actually was. All I knew was that I found something beautiful and appealing to me

personally.

As I grew older I realized that art had always played a role in my life. Lines, angles, light, color,

spacing all worked together and in contrast to create something unique and special. For me,

Diamond Street had these huge beautiful mini-mansions that I loved as a kid and I used to have a

neighbor who lived in one of them on the corner of 21st & Diamond across the street from

Simpson’s drug store where my oldest sister use to work. I wasn’t allowed to go into peoples’

houses but the family was always friendly and pleasant.

It was huge to me probably because I was a little kid. It had these big cherry wood double doors

with heavy etched glass inlays, and the steps were always clean and white. The vestibule was

tiled all around the walls up to an adults shoulders as well as the floors. The ceilings were high

and the windows seemed to cover almost the whole wall. I didn’t and still don’t know what the

material is called that accentuates and frames the windows and the doors but it made an

impression on me, so much so that ‘til this day I love all those things I just spoke of. My current

home, in this neighborhood has high ceilings, the old doors were removed over time though I

wish I could afford to put them back. The brick needs to be acid washed, and the steps are now

brick too. But the vestibule is tiled and the mantle is slate once I get rid of the old paint.

I said all that to say, Philadelphia doesn’t seem to appreciate or value the beauty it’s been

afforded and would rather abandon and allow such artifacts to deteriorate and tear it down rather

than see the value, preserve and repurpose such structures of timeless beauty and creativity.

Consequently, we are here now asking to re-designate an area of historical craftmanship for a

commercial property that does not compare to what was and what is still here; Jones Tabernacle,

Church of the Advocate, and the architecture represented by the properties directly across from

the proposed site on Diamond Street that use to be what the neighborhood knew as Dr. Clarks

office, and the adjacent structures.

Not to mention the fact that they would use such valuable land to build a commercial structure to

be used for the police as opposed to putting homes, which they should have invested in for the

last 20-years, which would have served our community so much better.

Additionally, not to have community meetings with the residents for such a high impact project

an area from 10th

street to 33rd

, Poplar Street to Lehigh Avenue, which is the boundaries of the

22nd

Police District, is a further insult and slap in the face of the residents of those areas.

As a resident, super voter, member of an RCO, and a block captain, there are so many ways the

city can get in touch with me about affairs in my area. I am quite feed up with the lack of

transparency as a tax paying citizen who participates in the above mentioned activities as well as

attending council, hearings and commenting on ordinances, resolutions and bills.

If one RCO was engaged, all should have been engaged and represented in public meetings, with

and for the public. There are at least (5) five RCO’s that cover the area of the 22nd

Police District

or more. And last but not least, because eminent domain is being used to take the land for this

project, when and where was the public going to be notified and engaged in the process which

has now been going on since 2018. It is now 2020, soon to be 2021.

I’m already being overpoliced by Temple, Septa, PHA and the PPD. They are already in my

community located at 17th

& Montgomery Avenue. I don’t want my tax dollars used to pay for a

new precinct to the tune of $20 million when my community is being displaced and has been

underfunded and continues to be disrespected.

I don’t want a police station in front of my face, especially when they don’t respect or protect

me. Council can’t find money for Libraries, recreation centers or anything to improve my

community but these big budget items that don’t include anything to encourage, enhance, engage

educate or embrace our community, they can always seem to find money for that. And it never

fails, they always want to build in the neighborhood but they always want to tell us what they

want to build without talking to, or asking the people that live here; what do you want, or need or

even our opinion about what they are proposing.

We do not want nor do we need another multi-million dollar police department. Especially not in aneighborhood where well-funded education, reliable public transportation, and other vital pillars of athriving neighborhood are missing.  I, as well as my neighbors, am demanding that a new police station not be built on 22nd and Diamondstreet and instead funds be reallocated to elementary and high schools, perhaps to give the studentchildren air conditioning, vocational programs for young adults and housing to assist in solving the highrates of homelessness within this city.

My name is Sally Polk and I am a resident of West Philadelphia. I am writing to air my concern and upset for the proposed project for the 22nd District Police at 2100 Diamond Street.

There has been a worldwide outcry to end over policing and excessive force. In response, we have seen the Philadelphia Police Department retaliate with militaristic force and heightened violence, shooting and gassing Philadelphians. Violence is the only way the PPD knows how to respond-- even with the national news watching, they were not able to restrain themselves.

Our society operates under the false belief that flooding the police with more money and resources will make them more effective but what we have seen over decades is that this is not true and it only gives them more power to operate with impunity. This too big to fail strategy with law enforcement is NOT WORKING and we as a city need to overhaul our relationship to policing so that we can protect black communities and save countless black lives. Bloated budgets and resources are not the answer.

The way to reduce police violence is to reduce the scope, size and role of police in our community. I am begging you to be on the right side of history by scrapping this project. Please, please, please. People's lives literally depend on you taking tangible steps that put the right to life and safe communities for black Philadelphians before the police.

Since the protests began, my partner has been attacked by PPD while peacefully protesting and is now suffering from PTSD after being shot at with tear gas and rubber bullets. A dear friend had her fingers broken by an officer and has permanent nerve damage in her hands. People have died and the police union is raising funds for and applauding some of their most violent officers.

Is this the behavior we want to reward?

I was alarmed to see the plans for a new police station at 21st & Diamond St. I lived at 18th &Diamond St. for two years from 2008-2010, and I think adding another station to the Diamond StreetHistorical District would not only make the neighborhood MORE dangerous, but it would tarnish thehistorical facets of the thoroughfare. I attended Temple University starting in 2007, and I know that theneighborhood surrounding Temple has already been dealt a bad hand but the gentrification thatstudent housing has helped to increase. Temple itself has one of the largest police forces in the state. Ithink this decision is short-sighted and a PR ploy by Temple to attract more students to help furthergentrify the surrounding neighborhoods.

I am a young white female who has lived in the suburbs just outside of Philadelphia for my entire life. Iam emailing on behalf of friends who live in and around the Diamond Street Historical District that areconcerned about the new police station proposed to be established there. That area is a valuable,historically Black community and the last thing that community needs is more police presence. Thelast few weeks have brought the truth about the racist culture that exists within the police tothe forefront of America's consciousness. The police target Black people with unjust and oftentimesdeadly violence. 

The streets of Philadelphia are being and will continue to be flooded with citizens protesting for thepolice to be defunded. Increasing police presence in a Black neighborhood could not be morecounter-productive to the well being of our city. The Citizens are in the streets telling the governmentwhat they need and government employees are supposed to be public servants. Please, give yourpublic the service they deserve. Instead of establishing a new police station give the Diamond StreetHistoric District better access to quality education, mental health care services, libraries, parks andplaygrounds, grocery stores ect. My loved ones have had drugs planted on them by the police resultingin incarceration, they have been unlawfully detained, they have been beaten by cops, 6 1/2 years agomy friends non aggressive dog was shot to death by a police officer simply for barking in its ownyard.  I could keep going but I’m already afraid you’ve stopped reading, if indeed, you ever started. None of these horrifying experiences hold a candle to the constant fear held by black people in thiscountry and the violence they have experienced since our country’s inception. To the members of the historical commission, I implore you to halt and scrap plans for the building of a new police precinct at 2100 Diamond street.We do not need any more police in Philly, (in fact, they should be abolished) but especially not in theDiamond Street historical district. This building will be a stain on the neighborhood, incite violence(police know nothing but violence) and is furthermore a total WASTE OF MONEY which should bespent on projects to actually nourish and enhance the community. I want to urge the historic committee to refuse to let so much money be wasted at a time like this inan area that has historic architecture and the proposed property will not fit in to this historicdistinction.

Non-essential public buildings should be on hold until the economic troubles are remedied or at leastmore thoroughly researched! 

So many people have been laid off and thisoney could be used to help give back jobs to Philadelphiafamilies!

My name is Jenny Ryder and as a resident of Philadelphia, I would like to urge you toabandon plans to allocate 280 million dollars for the unnecessary development of a new PPDheadquarters at 400 N. Broad St. 

In consideration of the financial precarity the city is facing in the wake of COVID-19, which thecity government has used as a justification for an austerity budget at the expense of essentialcommunity programs, the prioritization of a precinct goes against what numerous residentshave repeatedly expressed their needs are. In light of the ongoing work of communitymembers to address the city's role in upholding police brutality, policies that disenfranchiseBlack Philadelphians, and identify what steps are necessary to ensure equity and safety for allPhiladelphians, this move can be seen as nothing short of a total dismissal of their efforts andan abandonment of the city's commitment to its constituents wellbeing. 

There is a growing movement across the nation and within our own city to recognize theinherent flaws of using policing as a tool to ensure safety and equity. The expansion of ourpolice department through the development of an additional precinct in lieu of an investmentin systems and human resources that do enhance safety and quality of life is immoral, andignorant of the community's demands. In the face of cities across the nation investigatingdefunding, diminishing, and abolishing police departments, this is ultimately a regressiveapproach. I strongly urge you to reconsider these plans and take steps to reallocate the fundsfor the precinct into what our city and our communities actually need -- police-free schools,public housing, libraries, parks and support for our city service workers.

Hello,My name is Isaac Scott and I live on the 3200 block of W Diamond St. I am strongly against thebuilding of a new police HQ at 2100 Diamond St. I want to know how much money it would take tobuild this HQ and also how much money it would take to run and maintain it for the next 4 years? Ialso would want to know how many students we could support and pay college tuition for atStrawberry Mansion and George Washington Carver High Schools with that amount of money? If thePhiladelphia Government and Police really cared about this community they would want to see moreeducation, more jobs, more business owners and more community building projects to strengthen theStrawberry Mansion and Stanton neighborhoods! Sending more police to patrol and terrorizeneighborhoods is not the answer. I see cop cars patrolling through our neighborhoods constantlyeveryday. Why do we need more? When will it ever be enough?
