Subject: Avoidance of accidents on MRR-Suggestions thereof
As road user, I am to bring to your kind information the following
suggestions for implementation as travelling on some of critical locations on MRR during day/night could be at risk.
1. Two major accident prone/run-off the road locations on MRR, one just at
Talland and other in front of Army Building (knollswood curve) are asking for immediate improvement on uphill side for maneuvering of standard size
buses and erection of W-Beam crash barriers on other side on both locations. Present Y-intersection at Talland does not allow standard size bus maneuvering in one go, which creates bottleneck for next bus and through
traffic and bus could run-off the road beside results in conflict with pedestrian/waiting passengers. This is oldest congested location without
proper maneuvering space.
2. Y-Intersection involving MRR & NH Bypass (just at Tourist Information Centre) is another major bottleneck for free flow of traffic and source of
major conflict with Pedestrian movement/waiting passengers. Intersection needs widening & improvement to ensure safe operation & maneuvering by using adequate land on valley side; Zebra crossing marking for
pedestrian/vulnerable road users along with directional Pavement Marking (including arrow marking) on NH & MRR needs to be provided. There is an
urgent need of providing an Octagonal ‘STOP’/’Give-way’ (triangle) signage at this location on both ends. Dismantle rain shelter from present location
and re-locate at some distance (like the one, exist at old Bus stop).
3. To control both way movements of traffic, install speed limit signs of 20-30
KMPH at entry and exit from MRR and ensure enforcement through traffic Police. Signage erected by Shimla Police needs to be modified as these
distract the road user and act more as an advertisement hoardings on PWD Road Infrastructure and are in contravention to IRC: 67 Guidelines. The size, quality & matter for all signage should be as per standard. A large number
of signage on MRR are not facing road users because these have been turned toward inner side because of hit by vehicles.

4. Erect hazard marker at take–off to Boileuganj, Khalini and other such
locations and delineators for better night visibility of road boundaries.
5. Reduce multiple signage and hoardings on right of way for clear sight
distance on MRR.
