Vanguard Offshore Management Company proposes a Supplemental ?lan of Exploration to dr i l l two (?) additional wells on Chandeleur Block 24 to further evaluate the subject lease to determine ths potential for future development.

Exploratory dr i l l ing of the f irst well Is scheduled to commence on approximately November R, 1985, subject to the approval of this Supplemental Plan of Exploration and Issuance of the required Permit to D r i l l . Exploratory dr i l l ing should be completed by June 1, 1986.

It should be emphasized that this schedule 1s tentative 1n the meaning of 30 CFR 250.34-1(a). Additional exploratory dr i l l ing must be predicated upon the need to define structures and/or reservoir l imits. The fabrication and Installation of platforms, producing f a c i l i t i e s and pipelines are con­tingent upon the success of these wells. Safety features during d r i l l i n g operations w i l l Include well control and blowout prevention equipment that meets or exceeds the requirements of OCS Order No. 2.

Oil in any form shal l not be disposed of into the waters of the Gulf.

Liquid waste mater ia ls containing substances which may be harmful to aquatic l i f e or w i l d l i f e , or injurious 1n any manner tc l i f e or property sha l l be treated to avoid disposal of harmful substances Into the waters of the Gulf.

Dr i l l ing muds containing o i l sre not disposed of into the Gulf. This type of material is loaded and barged to shore for proper disposal. D r i l l i ng mud containing toxic substances are neutral ized pr ior to disposal.

Dr i l l cut t ings, sand, and solids containing o i l are not disposed of Into the Gulf, unless the o i l has been removed.

The subject of fshore mobile d r i l l i n g un i t is equipped with dr ip pans under the r ig f loor. A l l o i l from diesel engines 1s pumped to a sump and then pumped In to barrels for re turn to an onshore s i t e .

Operator personnel are instructed in the techniques and methods necessary to prevent po l lu t ion . Non-operator personnel are Instructed and supervised to Insure that non-pol lut ion practices are adhered to .

OIL SPILL CONTINGENCY PLAN

Vanguard Offshore Management Company hes submitted i t ' s Oil Spi l l Contin­gency Plan to the Minerals Management Service for review and approval. This plan designates an Oi l Sp i l l Team. This team's duties are to eliminate the sources of the o i l s p i l l , remove a l l sources of possible i g n i t i o n , deploy the most viable means of avai lable transportat ion to monitor th» movement of the s l i c k , and contain and remove the s l ick i f possible. Vanguard Offshore Man­agement Company is in the process o jo in ing the Clean Gulf Associates (CGA). The CGA has four permanent basts *n Louisiana; av Venice, Grand I s l e , Intra­coastal City and Cameror, and two bases 1n Texas; at Galveston and Rockport. In addition to provid ing equipment, the CGA also supplies advisors for clean­up operations. Transport time to Chandeleur Block 24 could vary from 10 to 16 hours depending upon the location of company operated workboats or work-boats available for charter.
