    National Disability Awards

    PREAMBLEIn July 2008 the Australian Government ratied the United Nations Convention on the Rights oPersons with Disabilities (the Convention). The Convention aims to:

    promote, protect and ensure the ull and equal enjoyment o all human rights and undamentalreedoms by all persons with disabilities, and to promote respect or their inherent dignity.

    All tiers o Australian government now have an obligation to act in accordance with the rightsprovided or in the Convention. The Convention aims to enhance opportunities or people withdisability to participate in all aspects o social and political lie, including access to employment,education, health care, inormation, justice, public transport and the built environment.

    A change in community attitudes is required that promotes dignity and human rights, andsupports participation in all aspects o community lie to achieve lasting social change and toimprove outcomes or people with disability.

    On 13 February 2011, the Council o Australian Governments endorsed theNational Disability Strategy 20102020

    The National Disability Strategy outlines a ten year national policy ramework to driveimprovement across mainstream policies, programs, services and inrastructure as well as thespecialist disability services system, so that people with disability can participate as equal citizens.

    The National Disability Strategy will help ensure that the principles underpinning the Conventionare incorporated into policies and programs to improve access and outcomes or people withdisability, their amilies and carers.

    'The Strategy provides a shared agenda to help achieve thevision of an inclusive Australian society that enables peoplewith disability to achieve their full potential as citizens'National Disability Strategy 2010-2020

    The Australian Government hosts the annual National Disability Awards in the lead up to theInternational Day o People with Disability on 3 December each year.

    Celebrating the International Day o People with Disability and the National Disability Awards providean opportunity to ensure that the achievements and needs o people with disability, their amilies andcarers remain visible. The National Disability Awards recognise the outstanding achievements oindividuals, teams and organisations that have improved the lives o people with disability.

    National Disability Awards

    Aim o the National Disability Awards

    International Day o People with Disability is a United Nations sanctioned day that occurs

    annually on 3 December.

    The day celebrates and recognises the achievements, contributions and abilities o people withdisability. The day also provides an important opportunity to raise awareness about disabilityissues more broadly across the community and, ultimately, to support the development o aninclusive Australian society.

    The National Disability Awards (the Awards) are also held each year as part o the InternationalDay o People with Disability celebrations.

    The Awards aim to honour and recognise the outstanding achievements o individuals, teams andorganisations that have improved the lives o people with disability and thereby contributing to

    increased recognition o equality and human rights or all Australians.

    The Yooralla Media Award of Distinction is an integral part o the Awards ceremony, with thenomination process or this Award category undertaken separately by Yooralla, and presentedat the Awards ceremony. Yooralla is one o Australias largest and most proactive organisationsworking to support people with disability to live independent and ullling lives.     The National Disability Strategy has many ideas or improving dierent parts o lie or peoplewith disability, including:

    1. Taking part in the community

    2. Rights or air treatment

    3. Work, money and housing

    4. Getting support

    6. Health and wellbeing

    The Award categories are aligned with these key policy areas o the National Disability Strategyand celebrate and acknowledge people, teams and organisations who demonstrate excellence,

    passion, vision and a commitment to assisting people with disability to achieve their goals.

    Conditions o entry

    1. The Lietime Achievement Award in Disability and the Emerging Leaders Award in

    Disability categories are only open to individual nominees who demonstrate lived disabilityexperience.

    2. All other Award categories are open to people with disability, people without disability,volunteers, teams, public, private and non-government organisations that have takensignicant steps to improve the lives o people with disability (private sector organisationscan include small, medium or large businesses).

    3. All individual nominees must be Australian citizens or be permanent residents oAustralia.

    4. All organisations must be registered in Australia, with an Australian Business Number.

    5. Nominees that are part o a partnership will also be accepted.

    6. Employees o the Department o Families, Housing, Community Services and IndigenousAairs (FaHCSIA) and their immediate amily, members o the Awards judging panel andmembers o the National People with Disabilities and Carer Council are not eligible.

    7. When nominating an individual, team or organisation or an Award, please ensure thatthey agree to being nominated.

    8. All nominees must agree and be aware that their inormation may be used or publicityand promotional purposes.

    9. Nominations must address each eld in the nomination statement. Nominations that are

    not completed in ull against each will not be considered.

    10. Nominations should closely consider both the assessment evaluation criteria and theselection criteria outlined below in completing the Nomination Statement.

    11. Nominations or more than one Award category must be completed on separatenomination orms.

    12. The name and contact details or at least one non-amily member or organisational reereemust accompany each nomination.

    13. Nominations may be submitted online, via email or post by 5pm AEST Friday 28 June 2013.

    14. Late nominations will not be accepted.

    Privacy and confdentiality

    1. Personal inormation collected during the Awards process will be handled in accordance

    with FaHCSIAs security policy and is protected by the Privacy Act 1988.

    2. The inormation provided on the nomination orm is collected by FaHCSIA and may be madeavailable to the judging panel and other agencies contracted or the purposes o the Awards.

    3. The nominees will be requested to give FaHCSIA permission to publish details o thenomination or the purpose o promoting these Awards, including biographies andphotographs published on the International Day o People with Disability website and otherpromotional materials and media releases.

    4. Any photographic lm, either still or motion, will remain the property o FaHCSIA who shallhave ree and ull rights to the use o the name, photograph or lm or recommendation o

    any nominee in perpetuity.

    Judging and Award presentation

    An independent judging panel, comprising individuals with an understanding and lived experience odisability, will review the nominations and make recommendations to the Government with nalistsannounced in a national media release.

    The judges reserve the right to re-allocate any nomination to a more appropriate category and/ or toselect nalists or Award categories 1 and 2 rom any other category.

    The judges decision will be nal and no correspondence or discussion will be entered into.

    A gala dinner and Awards presentation ceremony will be held on Tuesday 26 November 2013, in theGreat Hall o Parliament House, Canberra.

    All nalists will be invited to the ceremony, where Award recipients will be announced.

    Assessment evaluation criteria

    The Awards will be judged on the ollowing evaluation criteria:

    1. Relevance o the nomination to the Award category (the achievement).

    2. Demonstrated outcomes, successes and positive impact on people with disability that couldinclude demonstrated innovative, quality or leading practice elements that distinguish theapproach rom others or that could then be replicated by others (the impact).

    3. Demonstrated commitment to upholding the United Nations Convention on the Rights ofPersons with Disabilities and consistency with the National Disability Strategy, particularly thepriority areas or improved action, including as a high priority, improving access or people

    with disability to mainstream services, policies, programs and inrastructure.

    Award selection criteria

    Award Category 1: Lifetime Achievement Award in Disability

    Recognises an individual with lived disability experience who, or a signifcant period, hasdemonstrated an outstanding commitment to improving outcomes or people with disability

    In addressing the selection criteria or this Award category, the nomination should:

    1. Describe how the nominee has exemplied leadership, is contributing to, or has contributed to,excellence in improving outcomes or people with disability:

    examples could include contribution across any or all o the National Disability Strategy outcomesareas, including disability rights advocacy; education; employment; health outcomes andpromoting awareness and understanding o the rights o people with disability

    (summary of the achievement).

    2. Demonstrate how the nominee has made a dierence to individuals and the community anddescribe successes (evidence of the impact).

    Award Category 2: Emerging Leaders Award in Disability

    Recognises an individual aged 15-35 years at time o nomination, with lived disability experiencewho demonstrates leadership qualities in their community through raising awareness and/orimproving outcomes or people with disability

    In addressing the selection criteria or this Award category, the nomination should:

    1. Describe how the nominee is contributing to excellence in improving outcomes or people withdisability:

    examples could include contribution across any or all o the National Disability Strategy outcomesareas, including disability rights advocacy; education; employment; health outcomes andpromoting awareness and understanding o the rights o people with disability (summary of theachievement).

    2. Demonstrate how the nominee has made a dierence to individuals and the community and

    describe successes so ar (evidence of the impact).

    Award Category 3: Excellence in Accessible Communities Award

    Recognises an individual, team or organisation that has made a signifcant contribution to thecommunity by removing or reducing structural or communication barriers in a community, to helpmake communities more accessible or people with disability

    In addressing the selection criteria or this Award category, the nomination should:

    1. Describe how the nominee is contributing to excellence in improving outcomes or people with

    disability through, or example:

    removing barriers rom the physical environment, including public transport, parks, buildings andhousing, observing relevant guidelines such as universal design principles in buildings, DisabilityStandards or Accessible Public Transport, Access to Premises Buildings; or

    improving communications, technology and inormation systems that are accessible, reliable andresponsive to the needs o people with disability and that observe relevant communication guidelines(summary of the achievement).

    2. Demonstrate how the nominee has made a dierence to individuals and the community anddescribe successes so ar (evidence of the impact).

    Award Category 4: Excellence in Improving Social Participation Award

    Recognises an individual, team or organisation that has made a signifcant contribution inimproving the social participation o people with disability, including assisting people withdisability to participate in sport, recreation, tourism, the arts and other social and culturalactivities

    In addressing the selection criteria or this Award category, the nomination should:

    1. Describe how the nominee is contributing to excellence in improving outcomes or people withdisability through, or example, one or more o the ollowing:

    strengthening participation or people with disability in sporting, recreational, social, religious andcultural activities, whether as participants, spectators, organisers, sta or volunteers;

    increasing participation in community and mainstream activities such as going to a movie,sporting event, theatre, parks or museums or on a holiday; and/or

    breaking down social barriers to enable emerging and established artists with disability to reachtheir ull potential(summary of the achievement).

    2. Demonstrate how the nominee has made a dierence to individuals and the community anddescribe successes so ar (evidence of the impact).

    Award Category 5: Excellence in Advocacy & Rights Promotion Award

    Recognises an individual, team or organisation that has made a signifcant contribution in

    advocacy and promotion o the rights o people with disability, including helping people withdisability speak up or themselves and their rights

    In addressing the selection criteria or this Award category, the nomination should:

    1. Describe how the nominee is contributing to excellence in improving outcomes or people withdisability through, or example, one or more o the ollowing:

    promoting awareness and acceptance o the rights o people with disability;

    contributing to reorm around the reduction o violence, abuse and neglect o people with

    disability;

    supporting independent advocacy to support the rights o people with disability; and/or

    providing greater support or people with disability with heightened vulnerabilities to participatein legal processes on an equal basis with others, including any contact with the criminal justicesystem

    Award Category 6: Excellence in Improving Employment Opportunities Award

    Recognises an individual, team or organisation (small, medium and large organisations areencouraged to apply) that has made a signifcant contribution in improving awareness o, andproviding quality employment outcomes or, people with disability

    In addressing the selection criteria or this Award category, the nomination should:

    1. Describe how the nominee is contributing to excellence in improving outcomes or people withdisability through, or example, one or more o the ollowing:

    acilitating employer awareness o the benets o employing people with disability;

    contributing to the reduction o barriers and disincentives or the employment o people withdisability;

    demonstrating innovative approaches to the employment o people with disability;

    providing comparable rates o retention, working hours and pay rates or people with disability;

    increasing the employment o people with disability either within a team, organisation ornationally, including in technical, administrative, research, management or leadership positions;

    improving career paths or people with disability, including in technical, administrative, research,management or leadership positions; and/or

    implementing successul human resource management practices promoting the employment opeople with disability, and thereby promoting the benets o employment o people with disabilitywhich could be replicated nationally(summary of the achievement).

    2. Demonstrate how the nominee has made a dierence to improving employment outcomes orpeople with disability and providing greater economic security to help them exercise greaterchoice and control in their lives (evidence of the impact).

    Award Category 7: Excellence in Improving Personal and Community Support Award

    Recognises an individual, team or organisation that has made a signifcant contribution inproviding and/or improving personal and community support or people with disability, includinghelping people with disability to be independent by providing more choice, inormation and control

    In addressing the selection criteria or this Award category, the nomination should:

    2. Demonstrate how the nominee has made a dierence to help individuals to reach their ulllearning potential and describe successes so ar (evidence of the impact).

    Award Category 9: Excellence in Improving Health Outcomes Award

    Recognition o an individual, team or organisation that has made a signifcant contribution in improvinghealth outcomes or people with disability, including targeting health promotion to people with disabilityand giving people with disability more support to make inormed choices about their healthcare

    In addressing the selection criteria or this Award category, the nomination should:

    1. Describe how the nominee is contributing to excellence in improving health outcomes orpeople with disability through, or example, one or more o the ollowing:

    strengthening health care planning, training and the capacity o universal health care providers toensure access to treatment or people with disability;

    health promotion programs that better target people with disability;

    demonstrating eorts ocused on assisting people with disability to meet their individual potentialor physical, social, emotional, and intellectual health;

    assisting in strengthening the linkages and interaces between disability services, communityservices and universal health care proessions;

    providing timely, comprehensive and eective prevention and early intervention health services orpeople with disability;

    addressing issues specic to people with disability as part o the national expansion o key publichealth strategies such as dental programs, nutrition and physical activity, mental health, drug andalcohol and sexual and reproductive health programs, so that they explicitly meet the needs opeople with disability; and/or

    demonstrating innovative approaches to improving access to mainstream health services orpeople with disability
