Deputies and Alternates Each diocese of The Episcopal Church is entitled to four clergy and four lay deputies at the triennial meetings of the General Convention. Deputies serve three‐year terms and are eligible for re‐election. The 79th General Convention will be held July 5‐ July 13, 2018, in Austin, Texas. Expecta‐tions will include attending the 2‐day Province IV Synod meetings in Spring 2017 (June 5‐8) and Spring 2018 at Kanuga Conference Center, as well as General Convention. There will be some diocesan funds available to offset the costs, but additional funds may need to be identified from local parishes and individuals. Standing Committee The Standing Committee is comprised of six clergy and six lay members. The Standing Committee’s responsibilities are: 1) Act as the Standing Committee of the diocese in ac‐cordance with the requirements of the Constitutions and Canons of The Episcopal Church, The Constitution of this Diocese (Article IX), and 2 its Canons, including giving con‐sents to Episcopal elections elsewhere in TEC; 2) Act as a Council of advice to the Bishop; and 3) Act as Ecclesiastical Authority in absence of the Bishop Diocesan Council The Diocesan Council is responsible for the development, implementation and oversight of the Diocesan program and budget. Between Diocesan Conventions, the Council func‐tions much like the vestry of a congregation, establishing policies, planning the work of the church, and overseeing its administration. University of the South Trustee The University of the South, located in Sewanee, Tennes‐see, is owned by the Episcopal dioceses of the southeast, each of which elects two lay persons and one member of the clergy to its Board of Trustees. The Trustees meet once each year for two days. Between annual meetings, trustees serve the University by promoting its mission, encouraging enrollment, and supporting it financially

Deputy to General Convention 2018
Clergy
Name: The Rev. Jean McGraw
Church: St. Francis Episcopal Church
Nominated by: Andrea McKellar
Nominator Statement: Jean McGraw would serve our diocese well as a deputy to General Convention. She
is a respectful listener, strong leader, and discerning decision maker. Jean is the Vicar of St. Francis
Episcopal Church, where she has led the congregation since starting in her home in 2013. She has shown
her leadership skills as the President of the Standing Committee for the past year including the search for
our next provisional bishop. She served as an alternate deputy at the 78th General Convention in Salt Lake
City in 2015, and her experience would be a valuable asset for our 2018 deputation. Jean is a voice for our
small and large churches and has connections around The Episcopal Church that would benefit our
churches. I think it is important for us to have a balanced deputation and her female clergy presence is
much needed.
Personal Statement: I very much want to be a deputy to our next General Convention. I am interested in
being a part of decisions both for our diocese and for The Episcopal Church at large. Through my work as
President of the Standing Committee, I have come to know Episcopalians throughout the US, and would
like to work with them to help lead our church in a positive direction for the future.
I feel that the Episcopal Church in South Carolina is in a unique position to be an example and a leader for
the rest of the Episcopal Church, as we learn new ways to spread the Gospel and live our faith. I believe
my presence on the Deputation would allow our diocese to have a more diverse representation, because
of my experience with churches both large and small throughout the diocese, my experience as Vicar of a
mission and my being a female priest. These would allow me to represent a wide range of people in this
diocese.

years. He currently serves as diocesan Treasurer, and is a member of four diocesan committees (Grants
Committee, Stewardship Committee, Strategic Planning Committee, and Trustees). In 2016, Fr. Taylor
helped develop, plan and implement the Under One Roof Conference of The Episcopal Church in South
Carolina. Fr. Taylor was a deputy to the 78th General Convention in 2015. He was Vice‐Chairperson for
Stewardship Legislative Committee at that Convention as well.
Personal Statement: I am honored to be nominated to represent the diocese at the 79th General
Convention. I have held the office as Treasurer for the diocese and Trustees since 2013. I serve on the
following diocesan committees: Stewardship and Development, Strategic Planning, and Mission Grants
Committee. In 2015, I helped to develop and organize the Under One Roof Conference. I was a deputy to
78th General Convention in 2015. As a deputy, I served as Vice‐Chair for the Stewardship and
Development Legislative Committee. I look forward to representing the diocese once again.
Deputy to General Convention 2018
Lay
Name: Maggie Dunlap
Church: Holy Cross Faith Memorial, Pawleys Island
Nominated by: Andrea McKellar
Nominators Statement: Maggie is an enthusiastic hard worker who is committed to the future of The
Episcopal Church. I have had the pleasure to work with her during youth events and diocesan convention.
She brings a perspective that is often missing at General Convention. As a younger female lay leader who
works with children, she is able to share what millennials are looking for in church. She is also fluent in
Spanish which is a refreshing skill in the multi‐lingual aspects of General Convention. I think Maggie would
be a valuable addition to our deputation in 2018.
Personal Statement: In 2015, I moved to Pawleys Island to take a new job as a high school Spanish
teacher. A year later, I was offered the part‐time position of Youth and Family Ministry Coordinator at
Holy Cross Faith Memorial Episcopal Church. I’m a cradle Episcopalian with fond memories of the musty
choir room at the Church of the Advent in Spartanburg, SC. In college, I worked as a sacristan in All Saints’
Chapel at Sewanee: The University of the South. The liturgy of this special, flawed, and wonderful brand
of being Protestant has been a home for me for as long as I can remember.
It’s been a year since I came on staff at Holy Cross. I’m still learning to learn, listen, pray, and be with kids
(6 is not the same as 16). At VBS this year, a 4‐year‐old looked up at me while we were singing and asked,
“Why do you work here?” The first thing that popped into to my head was, “Because I love Jesus.” The
potentially deep, deep truth in that response is astounding.
I want to represent The Episcopal Church in South Carolina at General Convention because I believe in
where we are headed. This past June I attended a diocesan conference entitled “Under One Roof.”
Looking around at the passionate Episcopalians gathered to talk about everything we as churches fill our
days with, I saw excitement for the future overshadow pain from the past. I want to be a part of that
future.

Deputy to General Convention 2018
Lay
Name: Andrea McKellar
Church: St. Francis Episcopal Church, Charleston
Nominated by: The Rev. Jean Q. McGraw
Nominator Statement: Andrea is an energetic, intelligent young woman who is a committed Christian. She
is active in her local church, the diocese and TEC. She leads Christian Formation in her local church and is
the youth leader for our diocese. She is active on the Committee for Christian Formation for TEC, and is a
member of FORMA. She is a sought‐after speaker and consultant. She has excellent leadership skills, is
articulate, a good listener, and extremely creative and innovative.
She is a cradle Episcopalian, well‐known and respected throughout The Episcopal Church. We could not
find anyone to better represent our diocese at General Convention than Andrea.
Personal Statement: I was honored to serve as a lay deputy for The Episcopal Church in South Carolina to
General Convention in 2015. I thoroughly enjoyed the experience and would be grateful to serve again in
2018. I am a member of St. Francis in Charleston. I have served as Senior Warden, Director of Children’s
Ministries, and a member of the Steering Committee, Vestry, and Finance Committee. My role as Ministry
Developer in the diocese has allowed me to meet many of our parishioners and understand the unique
needs of our parishes and missions. I represent our churches at the Province IV annual Youth Leadership
and biannual Transition Ministers meetings. I have served nationally on the Standing Commission for
Lifelong Christian Formation and Education from 2013‐2015 and currently serve on Forma’s Conference
Working Group and Certificate Program Working Group. I love traveling to share the inspirational stories
of our churches, and encouraging the rest of The Episcopal Church to learn from our experiences. I live in
the West Ashley area of Charleston with my husband Mark and our two children.
Deputy to General Convention 2018
Lay
Name: Mark Szen
Church: All Saint's, Hilton Head
Nominated by: The Very Rev. Rick Lindsey
Nominator Statement: Mark, and his wife and three sons, moved to Hilton Head in August of 2000. Mark
immediately took an active role at All Saints and has been treasurer for 15 years. He has been active in
outreach, having been on three mission trips to the Dominican Republic and worked on and off with the
local Habitat for Humanity (All Saints has sponsored or co‐sponsored 4 houses) and been on an
international Habitat trip to Northern Ireland. Mark also chaired our diocesan convention committee in
2014, and served in varying positions with our vestry, stewardship, outreach, finance, All Saints
Foundation and with two capital campaigns. He is active in our southern deanery. For our diocese, Mark
co‐chairs the Future Committee and serves on the Stewardship and Development, Strategic Planning, and
Diocesan Grant Committees. He co‐presented two workshops at Under One Roof this past June. A lifelong
Episcopalian, Mark is excited about the future for our diocese and the national church and the role of our
Episcopal Church in today's society.
Personal Statement: An Episcopalian from birth, and being freed from the old diocese, I have found the
last three and half years to be an exciting time. As The Episcopal Church in South Carolina, we now have
the opportunity to make our church what we want it to be. Additionally, with a new Presiding Bishop, and
a new Provisional Bishop, we have the leadership to help us make it happen. As a treasurer totaling over
20 years at two different churches, I know that The Episcopal Church has a lot to offer. I am willing to
work and want to help make our diocese and the Episcopal Church a part of the solution to the problems
facing our troubled society.

Standing Commitee
Clergy
Name: The Rev. Alastair Votaw
Church: Good Shepherd, Summerville
Nominated by: Virginia Wilder
Nominator Statement: Al Votaw has been the Priest in Charge of Episcopal Church of the Good Shepherd,
Summerville since October 2013. He has led us liturgically and organizationally through the throes of
becoming a church. He has been in parish ministry for more than 50 years. He “retired” in June of 2003
when he arrived in Charleston. He was part‐time associate at Grace Church, Charleston for seven years.
He has served as Chaplain to Retired Clergy, Spouses and Survivors for three and a half years and as a
member of the Diocesan Council for one term. Al is also a member of the Bishop Gadsden Board of
Trustees. In Connecticut, Al was the Rector of Trinity Church, Southport for 14 years, chairman of the
Diocesan Council Management Committee, and served as Dean of his convocation several times. Al is a
logical thinker, a good listener, and understands well church organizational and political systems. He has
an active sense of humor. Most of all, Al is faithful pastor and confident proven leader in the Episcopal
Church in South Carolina.
Personal Statement: In my life in the Episcopal Church I have served seven congregations large and small,
worked with six Bishops, served on the diocesan council for three dioceses, and as a recording secretary
at three General Conventions. That said, being part of the development of the Episcopal Church in South
Carolina is the most interesting and engaging moment in my organizational history. Currently I am the
priest‐in‐charge at Good Shepherd in Summerville, Diocesan Chaplain to Retired Clergy, Spouses, and
Surviving Spouses, and am completing my term as a member of the Diocesan Council.
Bishop vonRosenberg’s vision and leadership led us in a vibrant direction of Reconciliation that inspired me to become canonically resident in this diocese. We all have made a great beginning; and the whole church is looking to see what we will become.
However, we are not finished. Like children, congregations and dioceses have a developmental cycle before they are mature. Like children and other organizations, we want to jump ahead to new stages before we finish the one we are in. We have grown and developed but we are still developing. We are still experimenting with structure and goals. Other than to exist and thrive, we have not yet charted our direction as a diocese.
Bishop Adams will help us discover a clearer vision of our diocese and its mission, and the organization we need to make those a reality.
I want to be part of the Standing Committee to lend my strength, experience and the commitment I have to this diocese to help those healthy directions emerge.

Lay
Name: Carol Grish
Church: All Saint's, Hilton Head Island
Nominated by: The Rev. Rick Lindsey
Nominator Statement: I nominate Carol Grish for Standing Committee of The Episcopal Church of South
Carolina. She is a cradle Episcopalian with deep roots in the church and strong experience with church
governance. She is currently serving on the All Saints Hilton Head Vestry and is our Stewardship
Chairperson. On the Diocesan level, she is currently serving on the Diocesan Council and the Personnel
Committee. She has also served previously at the Diocesan level in the Diocese of Virginia. With her
energy and knowledge of church governance, she is an excellent candidate for the Standing Committee.
Personal Statement: After serving on the Diocesan Council, I believe that I am well prepared for serving on
the Standing Committee. In the next couple of years, the Standing Committee will be making many
important decisions to move forward after the court cases are settled. I understand the issues caused by
churches leaving our Diocese and everything that has been done to create this new and vibrant new
Diocese. I am a delegate from All Saints in Hilton Head. I serve on the Vestry and am the Chairperson of
the Year‐Round Stewardship Committee that oversees the 80+ ministries at All Saints and the Annual
Giving campaign. As a member of the Diocesan Council, I served on the Personnel Committee, making
decisions on the manpower needed to move forward as a diocese. I would be humbled to serve on the
Standing Committee for this Diocese at such an important time.
Standing Commitee
Lay
Name: Rebecca Smith Lovelace
Church: St. Anne's Episcopal Church, Conway
Nominated by: Dr. Frances L. Elmore St. Catherine’s, Florence
Nominator Statement: It is an honor and a privilege of St. Catherine’s Episcopal Church, Florence, to place
in nomination for election to the Standing Committee for The Episcopal Church in South Carolina, the
name of Mrs. Rebecca Smith Lovelace, St. Anne’s Episcopal Church, Conway. Upon the former diocese’s
separation from The Episcopal Church, Mrs. Lovelace worked vigorously to establish the first continuing
Episcopal worship group, now the thriving St. Anne’s, Conway. She encouraged others to do likewise and
was instrumental in founding St. Catherine’s, Florence, to which she has proved a steady supporter,
adviser, and friend. Mrs. Lovelace’s energy, drive and devotion to The Episcopal Church are well reflected
in her willingness to serve among leaders of the Pee Dee‐Waccamaw Deanery and the Diocese. She
previously served on the Standing Committee, and in our opinion, would again bring many strengths and
in‐depth thinking to the Committee.
Personal Statement: When our diocese was left without an ecclesiastical authority in October, 2012, I
became a member of the Steering Committee that re‐organized the diocese, and served until the January,
2013 convention. At that convention, I was elected to the Standing Committee, and drew a two‐year
term. I very much enjoyed working with other members in the diocese and Bishop vonRosenberg as we
accomplished the task of creating and administering a continuing Episcopal diocese in lower South
Carolina. I was a lifelong member of St. Paul’s Episcopal Church, in Conway, SC, where I twice served as
senior warden. I left that church in October, 2012, and helped found St. Anne’s Episcopal Church, also in
Conway. I have served as senior warden of St. Anne’s for the past two years, but I rotate off the mission
committee in January, 2017, thus being freed up to get re‐involved in work on the diocesan level again. I
am retired, and have the time, the commitment, and the energy necessary to once again (if elected) serve
The Episcopal Church in South Carolina, and work with our new bishop to continue to build a healthy and
thriving diocese. I am proud to be a member of the Episcopal branch of the Jesus Movement!

Name: The Rev. Jean McGraw
Church: St. Francis Episcopal Church
Is nominated by: The Rev. Chris Huff
Nominator Statement: I have worked with Jean McGraw for the past three years on the Standing
Committee of the diocese, and have personally experienced her tenure over the past year as president of
the Standing Committee, where she did an outstanding job guiding us and the diocese through the
process that led to the election of Bishop Skip Adams as our new Bishop Provisional of the Episcopal
Church in South Carolina. Jean is dedicated and hard‐working. In everything she does she seeks the will of
God. No quick decision‐maker, she seeks consensus with her colleagues and works for high principles. I
highly recommend her to election to Diocesan Council as one who will continue to work closely with our
bishop in our next steps as a diocese
Personal Statement: I would very much like to serve the diocese as a member of the Diocesan Council.
The diocese has done so much for all of us, parishes and missions, and I would like to give back by giving
my time and talents to help this diocese to continue moving in a positive direction Our diocese is a
community, a family, and it takes all of us, giving and serving as we are able, to allow it to serve our wider
community as a part of the Body of Christ.

Diocesan Council
Lay
Name: Patricia Neumann
Church: The Episcopal Church on Edisto
Nominated by: James T. Gettys III
Nominator Statement: Pat has served the Episcopal Church on Edisto since its formation. Pat was elected
to the first Mission Committee and served as the Senior Warden for three years. Pat undertook the job of
forming a church from scratch, chairing the committee for writing the By Laws and Constitution of the
church. She has been totally committed to helping all mission churches in their struggle to establish
themselves. Pat is recognized throughout the Diocese as a true leader and would be a great addition and
asset to the Diocesan Council.
Personal Statement: I am a member of The Episcopal Church on Edisto where I served as the first Senior
Warden of our continuing worshipping community, now a Mission Church, for 3 years. Serving our
church as well as our diocese in this position has been one of the most rewarding experiences in my life. I
would be blessed to have the opportunity to bring to the Diocesan Council the knowledge I acquired as
Senior Warden in a church which learned to start over and thrive.
My husband, Jeff, and I joined Trinity Episcopal Church after we moved to Edisto Island 10 years ago.
While at Trinity, I was a Lay Eucharistic Minister, chairman of the cookbook committee, co‐chairman of
Martha’s Ministry and a member of the vestry. We joined The Episcopal Church on Edisto in 2013. In
addition to my service as Senior Warden, I am a Lay Eucharistic Minister, a Lay Eucharistic Visitor, an
usher and a Prayer Partner, and also served as Chair of the Calling Committee and the Music Director
Search Committee. I am in my 4th year as a participant in the Education for Ministry seminar group on
Edisto.
Born and raised in St. George, SC. I graduated from Clemson University with a BS in Microbiology. While
living in Massachusetts, I worked for DuPont, Genzyme and Becton‐Dickinson in a research role as well as
in sales and marketing. I have been honored to serve as a board member in numerous volunteer
organizations and commissions.

Name: Mrs. M. Earle Blackmon Phillips
Church: St. Catherine's Episcopal Church, Florence, SC
Nominated by: Dr. Frances L. Elmore, St. Catherine's, Florence
Nominator Statement: Mrs. Phillips is a seasoned business woman, tried and tested by major markets, and
now retired and living in Hartsville, SC. She retains her remarkable business acumen, as well as her strong
interest in the financial world. And,as a member of St. Catherine’s Finance Committee, Mrs. Phillips
helped to establish the Church’s sound financial goals. Although she travels extensively, Mrs. Phillips has
proved generous with her time and support for St. Catherine’s where she also serves on altar guild, as a
coffee hour hostess, and is a lively and inquisitive member of the adult Christian education class. Being
familiar with the work of Diocesan Council, I am pleased, on behalf of St. Catherine’s Episcopal Church, to
nominate Mrs. Phillips as a person uniquely qualified and interested in serving on Diocesan Council.
Personal Statement: Although not a cradle Episcopalian (she was raised in the Baptist Church), Earle was confirmed in The Episcopal Church at St. Bartholomew's in Hartsville, SC at the age of 13. She attended the University of South Carolina in Columbia, receiving a BA in International Studies and a master's degree in Student Personnel Services.
In January of 2013 she became one of the original members of the worshiping group which is now the mission of St. Catherine's in Florence. An active member of St. Catherine's, Earle serves on the Altar Guild, the Hospitality Committee and the Finance Committee, is a Lay Reader, chairs St. Catherine’s Stewardship Campaign and publishes their annual church directory. Also active in the Diocese, Earle has attended all but one of the Diocesan conventions and conferences since Bishop von Rosenberg’s installation in January 2013.
Earle has been a member of the Episcopal Forum of South Carolina since 2009 and has participated in all Forum events since then. As a member of the Forum’s Board of Directors since December 2014, Earle has handled registration for all of the Forum’s conferences.
Earle would like to serve the Diocese as a member of its Diocesan Council as a voice for the growing number of missions in the Diocese as well as a voice from Diocese’s “hinterlands” – the Pee Dee area.

the Salvation Army of the Lowcountry and engaging as a Development Committee member to Beaufort
Academy. I am on the “Listening Committee” of the Coastal Community Foundation, Scholarship
Committee Chair of the Rotary Club of Beaufort, and serve the Diocesan Development Committee.
I am passionate about the Episcopal Church in South Carolina, a staunch admirer of Bishop Charlie

Trustee of University of the South (Sewanee)
Lay
Name: Thomas Miller
Church: St. Mark's, Port Royal
Nominated by: Jonathan Coffey
Nominators Statement: My name is Jonathan Coffey and I am the Interim Rector of St. Mark's Episcopal
Church in Port Royal. I am nominating Thomas Miller to be a Trustee of the University of the South
representing our diocese. Tom is a graduate of Sewanee and he has been an active alumnus all of his
adult life. He has been recognized by the University for his exceptional efforts to recruit good students
and his 36 years of service in the investment business positions him well to assist in endowment
development. Tom served many leadership roles at the Episcopal Cathedral in Kansas and serves on the
Outreach Commitee of St. Mark's.
Personal Statement: A lifelong Episcopalian, I am a graduate of Sewanee, and have been admitted to the
Certificate of Higher Education Program (History) in Oxford University's Department of Continuing
Education. I have been a longtime supporter of Sewanee financially and by actively participating in
recruiting efforts and counseling high school graduates who have acccepted invitations to attend
Sewanee. I am also the recipient of the 2013 'Alumni Arcadian Service Award'. The Arcadians are
Sewanee alumni who volunteer their time to attract and connect with exceptional prospective students.
As a member or chair of Grace and Holy Trinity Cathedral's finance, investment, audit, discernment, and
nonimating committees, I have extensive experience in parish oversight and leadership positions. I have
also served as a Lector and Lay Eucharistic Minister for more than 25 years. Now officially retired, I am a
tutor in Beaufort's 'Thumbs Up' program, which is designed to assist at‐risk students in being successful in
their elementary education development. I am also an active member of the Outreach Committee of St.
Mark's Parish, Port Royal, which guides the mission program of the parish. My membership at St. Mark's
Parish follows a 36‐year career as a fiinancial advisor. As a senior member of an investment team that
held fiduciary responsibility for the stewardship of endowment, foundation, pension and private
investment assets, I have an extensive knowledge base that is directly applicable to duties and
responsibilities of a Trustee of Sewanee.
