September 01, 1999 --------- On Monday, August 3(), a II came to me to discuss an issue of greal concern fa him. He showed me a Wal-Mart shopping bag he had discovered earlier in the day under the right-hand seat of his regularly assigned Fire Department vehicle. Inside the bag was a short length of rope that had been fashioned Into a hangman's noose. He asked me tor acMce on what to do about this situation. The date in question was first day back at work. after two weeks of reserve military duty. Per procedure, he had left his work vehicle at station #1 should it be needed during his absence. I suggested that he contact. i 2 of Facilities Management to see if it was possible to determine who had 0000 the vehicle while he was away. From that point, we could develop options for investigating the issue further. I reminded him of his right to carry his grievance up the chain of command if he so desired, and offered him my assistance in bringing this matter to a satisfactory conclusion . ••••• told 7 that ? had taken the truck to Montgomery on Department business; he a/so said that dhers may have used the truck, but that he had no way of knowing everyone who may have used it. ~ ::;:n~-eq:u~e~st:ed::a~n~ot;'her meeting with me on INednesday, September 1. He said he had ... ~ talked to i_I, and had no reason to suspect at this time. After reviewing the overall situation. 2 said he did not want to pursue the incident further at this time. He did, however, request that that a written record of the incident be made, in case a pattern of_... harrassment needed to be documented in the future. I suggested we draft this memorandum of counseling in.order to meet the intent of the Administrative Appeal Procedure set forth in Section A-12. of the City Employee Services Manual.
