The Swedish GI organisation ULI Geoforum and GI Norden (the Nordic umbrella organisation for geographic information), in cooperation with its European counterpart EUROGI, welcome you to the Nordic seminar on Spatial Data Infrastructure (SDI) at the Uppsala Konsert & Kongress in Upp-sala, Sweden, 3-4 October.

ProgramThe Nordic SDI Seminar will run parallel to two other tracks within ULI Geoforum´s conference GEOINFO 2011, which takes place 3-5 October. The conference starts with a shared opening session with keynote spea-kers, after which the Seminar will start.

The main aim of the Seminar is to exchange views and experiences on SDIs in the Nordic countries as well as to make relevant comparisons with other countries/regions in Europe.

Exhibition Area & LunchIn the exhibition area of the conference, i e outside rooms B and C, various organisations and companies will provide information on their geographic IT products and services. In this area coffee will be served (also after lunch). Lunch will be served in room D at the entrance level. At the registration, the participants will be given their coffee and lunch tickets. Those of you who have requested special food, will get special tickets to present to the restaurant staff.

DinnersA conference dinner will be served on Monday evening at 7.00 pm. The ve-nue will be Restaurang Hyllan i (see map of Uppsala). On Tuesday evening at 7.00 pm we will offer a Swedish buffet dinner at the skybar, which is within the conference venue, Uppsala Konsert & Kongress. Advance booking is required for both evenings.

Presentations & EvaluationThe presentations at the seminar will be published as PDF documents on the website: www.uli.se/geoinfo2011-nordic-sdi-seminar a few weeks after the conference. The participants will be notified by e-mail when this has been done. All participants will also receive a link to a form for their evalua-tion of the seminar.

11.20 To Charge or Not to ChargeShould users pay for geodata produced by government and institutions? This question has fostered a long and heated debate, often spiced by contributions fully in favour or fully opposed to free access. Based on an extensive review of the literature, and acknowledging that there is no one-size-fits-all solu-tion, the presenter has developed a framework for selecting proper funding models. 1.10 PM Assessment of SDI Readiness – A Nordic Compara-tive StudyThe aim of the current research has been to compare the Danish, the Swedish and the Finnish approaches to SDI implementation by analysing in detail the SDI-readiness in the three countries. In addition to the qualita-tive comparison of the various approaches to SDI implementation, we have utilised quantitative surveys regarding geographic information and SDI. 1.40 PM Assessing SDI Readiness of the Danish Municipalities mA recent eSDI-Net+ initiative, a questionnaire to assess the current state of SDI, led to a survey done by Geoforum among the 98 Danish muni-cipalities. During spring 2011 the survey was on-going. A high response rate along with interesting and to some extent surprising results have been obtained. The presentation will show results from the survey analysis and identify best practices. 2.00 PM The enhancement of GIS/SDI maturity in SwedenIn the UN-ranking of e-Government readiness the Nordic approaches to establishing digital infrastructures is emphasised as an important conceptual way to e-Government. By means of the Swedish GI-surveys carried out by ULI the aim of this research is to analyse this evolutionary process where a focus on automating existing processes is changing into transforming go-vernment services. 2.30 PM SDI in FinlandThe state of play of Inspire implementation in Finland will be presented and the general framework for the development of national SDI will be addres-sed in the presentation. About GI NordenGI Norden is short for ”Geographic Information Norden” (Norden = the Nordic countries) and is a Nordic non-profit organisation within the field of geomatics. 3.30 PM ”Fresh Geodata For Break-fast” – From Annual to Daily Updates of Spatial DataA project from the region of Nordhordland on the west coast of Norway is presenting a met-hod description for the next infrastructure for storage, quality checking, updating and distri-bution of spatial data. Are there major changes going on? Yes! And the biggest change is in the project’s title and clear requirements for the fu-ture. We want ”Fresh Geodata For Breakfast”. 4.00 PM Estonian SDI – State of PlayYear 2011 will go to history as the year when Estonian SDI was created de jure. 10th March 2011 Spatial Data Law came into force and gave SDI a legal framework. Driving force for creating the Spatial Data Law was the INSPIRE directive, but together with taking over the INSPIRE direc-tive the law also stipulates Geodetic Reference System, Address Data System and Topography Database of Estonia – all of them as important components of SDI. 4.30 PM Cooperation for Local Benefits ”GIS Cooperation Södertörn” is a project where eight local communities south of Stockholm work together to improve municipal activities with the help of maps, addresses, GPS and other types of geographic information. During 2010 a common road network has been created, inclu-ding walk and bike paths. During 2011, the pro-ject will focus on achieving a common technical solution which all communities can use. 8.30 AM OpenStreetMap: The People’s MapStarting with a blank sheet six years ago, OpenStreetMap (OSM) has become the leading geo datasource that is freely available and open for everyone to use and edit. Currently more than 400.000 volunteers from all over the world are helping to make OSM the most acurate and detailed map of the world.

Henk Hoff will explain why OSM became so po-pular the last years. He will also talk about the principles behind the project (e.g. what does ”Free” mean) and how you can make use of it. Henk Hoff, OpenstreetMap Foundation 9.15 AM Catalan SDI as an Engine for Innovation and GrowthThe development process of the Catalan SDI (IDEC) will be presented, emphasizing on the current results and achievements, the econo-mic, social and political impact, the role on insti-tutional and public administration organizational issues, identifying its uses and users and its con-tribution to the regional innovation and to the growth of the GI sector. 10.30 AM ESDIN – Results from a Cross-border INSPIRE Preparatory Project ESDIN was a ”INSPIRE preparatory” project with participation from 20 European organisa-tions, including the Nordic mapping agencies. Based on the identification of user requirements and with a focus on cross-border issues, ES-DIN developed principles, methods and models designed to facilitate the work of the mapping agencies with introduction of INSPIRE. 11.00 AM Nordregio – Planning, Statis-tics, GIS and SDI on a Nordic LevelPresentation of resources and services, Nord-regio can provide primarily related to GIS and SDI. One of Nordregio´s core tasks is to con-tinuously maintain and develop its database, which holds the most comprehensive overview of population, demography, economy, labour, migration, regional, rural and urban structures, plus environment and energy, in the Nordic countries. 11.30 AM Arctic SDI – Experiences from a Circumpolar SDIThe Arctic SDI, being a circumpolar SDI ini-tiative has gathered the mapping agencies of all the member states of the Arctic Council, and the working groups of the Arctic Council into a cooperation on how to establish the world’s first SDI in the High North. This presentation will give an overview of the concept itself, the involved parties, and the work being laid down from the idea of the Arctic SDI towards the con-stitution of the project and the further plans of it.
