Message from the Council Key-3 Dear Northeast Iowa Council Scouters, We in the Northeast Iowa Council have so much to be thankful for this year. We want you to know how thankful we are for your service to Scouting and the Scouts you serve in your Units. Have a blessed Thanksgiving and Happy Holidays. We have had a productive couple of months in the Council. Elliott lodge has a new steel roof! On behalf of Scouts in our council, a special thank you to Mike Roling, Mark Schreiber, Kevin Davis, Jim Meyers and their crew for making this project happen. This will ensure that this cabin at Camp Burton will be available for use by Scouts for many more years. The new roof was made possible through a generous donation from the Noon Optimist Club of Dubuque. Scott and Paul recently had the wonderful opportunity to attend, along with political and community dignitaries, the 9th Annual DeKalb County “Tribute to Heroes” event in which Bruce Griffith was recognized. This event honors individuals for heroic actions and/or exceptional, selfless community service. Bruce is the individual responsible for managing the fund that allowed the Northeast Iowa Council to renovate our dining hall into what we now fondly refer to as “Munter Lodge”. Former Scout Executive Fred Wallace was also on hand and made the formal introduction of Bruce as part of the ceremony.

WHEN IS A TOUR PERMIT NEEDED: Tour permits must be submitted for council review: • Trips of 500 miles or more • Trips outside of council borders not to a council-

• When conducting the following activities outside of council or district events: 1. Aquatics activities (swimming, boating,

2012 NESA Scholarships

The applications for the 2012 NESA Eagle Scout scholarships are now avail-able at www.nesa.org. The homepage features a link that leads directly to the forms. Please help us spread the word to Eagle Scouts in your council.

These are the only scholarship applications acceptable in 2012. NESA recommends that you establish a link to the applications on your website to ensure that you always distribute the correct version. These applications must be printed and mailed to the national office when completed. All scholarship applications must be post-marked no later than midnight on January 31, 2012.

New Position Codes Two new position codes are now available for traditional Scouting units. The new po-sition code 92U, Unit Col-lege Scouter Reserve, is available for packs, troops, and teams with a minimum

age requirement of 18. Code 92V, Venturing Unit College Scouter Reserve code is available for crews and ships with the minimum age re-quirement of 21. These positions have all the same application and fee requirements as any other adult volunteer, including a criminal back-ground check, but the only training requirement is Youth Protection training. Please note that while these positions are avail-able for council use in Additional Enrollment, New Unit and Charter Renewal, they are not yet available through Internet Rechartering. Coun-cils may choose to notify units that they can note the College Scouter Reserve position on their final paperwork for the council registrar to change before posting the renewal.

Scout Night with the Saints

On December 3 2011 the Northeast Iowa Council is once again partnering with the Dubuque Fighting Saints to provide a program that includes skating, locker room

tours, autographs, and hockey game for Scouts in the Northeast Iowa Council. Please check the website and Roundtable for the promotional flyer and sign up information. Camp Klaus Workday a Success

Thanks  for everyone’s effort on our October 15 work day.  With the 26 people that attended we were able to get lots of projects done, including: 

• Dead tree clean up • Several landscaping jobs completed • Tower sealed • Whispering Pines trail work • Camp winterized • Electrical problems in the Parade grounds identified • And lots of odds and ends

Jamboree Scoutmaster Selected

2013 National Jamboree Contingent Advisor Bill S t r auss , and Scou t Executive, Scott Seibert are pleased to announce that Dr. Jim Neumeister has been selected to serve as the Contingent Scoutmaster for the Northeast Iowa Council.

Dr. Neumeister brings a wealth of knowledge to this position as he is a long time member of the Northeast Iowa Council where he has served as a former Scoutmaster of Troop 94, adult adviser and participant in High Adventure trips to Philmont, Boundary Waters, and West Virginia, Scouting for Food Committee, and several other positions in the Council.

Dr. Neumeister will be responsible in working with Council leadership to fill our contingent of 36 Scouts and 3 other adults to accompany our contingent. Please congratulate Dr. Neumeister for his leadership and service to the Northeast Iowa Council. If you are interested in an adult position or sending your Scout to the National Jamboree, please contact Dr. Neumeister at [email protected]. We hope that you are as excited as us about the Jamboree in 2013. This will be your opportunity to participate in Scouting’s premier event. We will have contingent pricing available soon. If you are interested, please sign up at www.scoutsiowa.org. Our Council can only take 36 Scouts to the Jamboree so if you are interested it is imperative that you let us know of your intentions. The contingent will be working diligently on fundraisers to keep your costs down.

It’s that time of the year again! Every year each unit needs to renew their Boy Scouts of America membership. At the November Roundtables you will be receiving your unit’s recharter packet, and will have available a sheet for your unit to sign up for a Unit Recharter Clinic, where you can work with a commissioner to renew your unit’s member-ship for the 2012 Scouting year. INSTRUCTIONS FOR APPLYING TO ATTEND THE 2013 NATIONAL SCOUT JAMBOREE

Overview: The only place where you can apply to attend the 2013 National Scout Jamboree is at the home of the Summit on the Web: www.summitbechtelreserve.org. Prerequisites: The following conditions must be met for you to be eligible to apply: 1. The standard conditions identified for each application, found on the website and referenced above. An example of one such condition is that all applicants must be currently registered with the BSA. 2. The application candidate must have access to the website: www.summitbechtelreserve.org. 3. The application candidate must have a Summit account. (Start by selecting “Get Started” at the top of ww.summitbechtelreserve.org.) 4. The application candidate must have linked their BSA membership information with their Summit account. This will be a prompt immediately after creating an account, which can later be accessed by the following routing: selecting “mySCOUTbase” at the top of the site, selecting “My Account,” and then “Link My Membership.” When linking the membership information, the information entered must match the information on the local council’s membership records . Any difference in the data will cause the membership to not appear valid and an error message will result.

Scouts and crew members that are currently under 18 years of age can create their own account, link their own membership information and submit their own application to attend the 2013 jamboree; however, parental consent will be required after the submission of their application. See step five below for more information on the parental consent process. Applying: Once the prerequisites have been met, the application candidate can select the “Apply Now” link found below the “2013 Jamboree” listing on the Summit main menu: 1. The first page all application candidates will see is a statement of how all attendees need to “Be Prepared” for the 2013 National Scout Jamboree. Acceptance of understanding this information at the bottom of the page is a requirement to continue. 2. The second page all application candidates will see provides an additional welcome. This page requires two pieces of information. First is the application type that the candidate is interested in accessing to attend the 2013 National Scout Jamboree (many application candidates will have only one choice, depending on their membership status); the second requirement on this page is that the applicant provide a picture of him or herself. The picture is expected to be a clear picture of the applicant (see the page for specific instructions regarding file size and format). This picture will be used for identification purposes. The applicant will be able to change their picture as often as they desire. The application candidate will not be allowed to continue to their application unless both of these required fields are completed.

CAMP C.S. KLAUS SIGN UP FOR SUMMER CAMP 2012

New Bridge for Camp Klaus The Northeast Iowa Council  is  pleased to  announce  a $1,892.00  grant  for a new handicap accessible bridge to Camp  C.S.  Klaus.  Construction  on 

the bridge will begin this winter and we hope to have  the bridge  installed  this spring  in  time  for Summer Camp.  The Council is appreciate of the efforts of the UMGC.

Membership reminder By now most packs have completed their fall recruitment event for new boys to join. The apps are still coming into the office, however I think there are some packs who did not recruit the number of boys they wanted to. October and November are typically big months for follow-up recruiting. Packs are encouraged to hold stand-alone recruiting events or invite new boys and their parents to Pack meetings, Halloween parties and other District events, such as the Family Fun Night at the Boys and Girls Club. If you are a Den Leader and your Den does not have at least 8 boys, you should be recruiting to fill the den! All den leaders should encourage their boys to invite their buddies to a future den meeting and sign them up. Cubmasters, if you are holding onto applications please turn them in! We’d like to have all the boys registered before the rechartering process begins in November. Anyone can find a pack or troop near them by visiting www.beascout.org. Attention Parents and grandparents! There is no better gift to give than the gift of Scouting… a gift truly worth more than the $27 dollars it costs to join.

We Want You Did you know that the Dubuque District has six committees which m a k e u p t h e D i s t r i c t Committee? We have four committees which make up our Program including Activities and Civic Service, Leader Training, Camping, and Advancement and

Recognition. We also have a Finance and Membership Committee. The District Committee has a vacant spot on nearly every committee, and we always have room for more volunteers! Every leader is welcome to join the District Committee, we’d be happy to help you find a job big and small! We meet the last Wednesday of every month at 6:00 at Westminster Church. Not all position require monthly meetings, not all positions require in depth knowledge of Scouting. All that is required of you is your passion to bring a bigger and brighter future to the Scouts of Dubuque! Okpik Non Semper Erit Aestas or "it will not always be summer" The Dubuque District is announcing Okpik, a cold weather camping training for troop leaders, senior Scouts, Venturing crew members and Advisors, troop trainers 14 and up. This “train the trainer” program will provide you the knowledge and materials to conduct winter camping training within your units. This program covers the skills and techniques needed to ensure a successful, fun, and safe cold weather camping experience. The skills learned in the Okpik course will make cold weather camping an enjoyable, safe Scouting experience. More information will be out soon! Save the Date- January 28, 2012

Kruse-Warthan BMW-Nissan-Hyundai invites you to participate in their Auto Technician Exploring program. Through this program students will learn about the daily life in this career, the training

and education necessary to enter this field, and be given hands on experience working with the tools and equipment used in auto repair. Exploring programs are open to young men and women ages 14-20 that have completed the eighth grade. First meeting is Monday, November 7th from 6:00—7:00 p.m. at Kruse Warthan Auto Plaza. Career Exploration Fairs for 8th grade students, sponsored by Northeast Iowa Community College, Learning for Life (Northeast Iowa Council - Boy Scouts of America), Dubuque Works, Dubuque Area Labor-Management Council and the Alliant Energy Foundation, are set for October 14th at Clarke College Catherine Byrne Hall and October 25th at Roosevelt Middle School. The last date is scheduled for December 9th at NICC Town Clock Center. The fair runs from 9:30-11:30 a.m. The Career Exploration Fairs will give students from fourteen area middle schools a chance to learn more about career opportunities that exist in the tri-state area. The fairs will expose students to a wide variety of career options available to them upon completion of their education. Among the career fields represented will be advanced manufacturing, information technology, business, and health care. The presenters, all from local businesses, will give the students information about their particular career as well as an understanding of curriculum choices to make for high school and post-secondary schooling that is required for that career.

Scoutreach After School Program The Scoutreach after school program kicked off this October. The program is meeting at Lincoln School, The Boys & Girls Club, Multi-Cultural Family Center, Fulton School, and Prescott School. Special thanks to Daniel Burchardt, John Clark, and Patrick Branson for their leadership in providing a quality program.

The next Roundtable will be held November 1st and it is extremely important that EVERY UNIT have a representative attend. Charters will be handed out and explained in full so everyone has full understanding of the Charter process!! It is important to get your Charter in on-time as it is reflected in your Unit’s Journey To Excellence!! Please make sure someone from your Unit is in attendance!!

Fall Camporee and Cublympics Wrap-Up

It was a beautiful weekend full of Scouting activities at Yel-low River State Forest October 7th- 9th!! Both Boy Scouts and Cub Scouts were out enjoying the weekend activities and beautiful weather. The Boy Scouts focused on hiking, first aid, and back packing while the Cubs enjoyed a day of friendly competition during Cublympics. The District staff would like to thank Tim Smith and Troop 64 from Waukon for setting up the Camporee and we would also like to thank the DNR and Jan Stavroplus for their additional Cub program and teaching our young men about the environ-ment.
