Counseling, whetherit be for homeowner-ship, foreclosure, cred-it, bankruptcy or otherfinancial issues, is sup-posed the clear the airand prepare con-sumers for a givenfinancial condition.

Ironically and unfor-tunately, consumersare confused aboutcounseling that's sup-posed to remove theconfusion.

The latest NationalFoundation for CreditCounseling's (NFCC)Financial Literacy Sur-vey found that confu-sion could be prevent-ing consumers fromseeking help the helpthey need when theyneed it most.

"When strugglingwith debt and otherpersonal financeissues, consumers dothemselves and theirfamilies a disservice bynot seeking advice

from a trusted profes-sional nonprofit creditcounseling agency,"said Gail Cunningham,NFCC spokeswoman.

"However, there canbe major differencesamong (counseling)agencies," she added.

The survey revealedthe following areas ofconfusion consumerssuffer when it comes tocounseling.

• Consumers saidthey didn't know whichagency to turn to for

assistance.Fact: Caution is war-

ranted in the financialservices world, but notto the point where itbecomes a head-in-the-sand proposition.

Consumers can fer-ret out legitimate helpby looking for anagency associated witha membership organi-zation such as theNFCC, federal govern-ment agencies like theU.S. Department ofHousing and Urban

Development (HUD)and community groupslike NeighborWorksAmerica.

Also check with stateconsumer protectionor licensing agencies,the state attorney gen-eral's office and theBetter BusinessBureau.

• Many consumers,already struggling withcash flow problems,believe counseling willcost too much.

Fact: Much counsel-

ing is free, especiallyHUD-certified counsel-ing mandated by cer-tain mortgage pro-grams. NFCC membercounseling is free orlow cost - no servicecan be denied basedon an inability to pay.Fees are waived inhardship cases.

• Some consumersbelieve credit counsel-ing would hurt theircredit report and cred-it score.

Fact: Counseling iseducation. Counselorsteach both short-termand long-term solu-tions for consumers. AtNFCC, each consumeris provided with a writ-ten action plan thatincludes concretesteps to address imme-diate concerns and laythe groundwork for afinancial goals.

Debt management isone such tool. Thecounselor negotiateswith the creditor for alower monthly pay-ment, a lower interestrate, and late fees andover-limit fees stoppedor lowered. Once inplace, the plan pro-vides immediate relieffor those struggling tomeet debt obligations.

Foreclosure preven-tion counseling like-wise works with thelender to provide analternative to foreclo-

sure.Bankruptcy counsel-

ing seeks alternativesto bankruptcy and isdesigned to providetools to prevent bank-ruptcy in the future.

• Some consumerssaid they believed thatdebt settlement orbankruptcybankruptcywere better or easieroptions.

Fact: Debt settle-ment and bankruptcyare serious financialdecisions. Like foreclo-sure, they both havenegative consequencesfor a consumers creditreport and score. Theyaren't for everyone, butmore of a last resortoption.

"When experiencingfinancial difficulties, itis important to recog-nize the problem, andthen promptly contacta professional creditcounseling agency,"said Cunningham.
