1. Annual registration of physicians2 ~ Requirement of one year's interneship for licensure3 ~ Inclusion in the i'Ledical Practice Act of the injunctive

In commenting upon the duties of the State Board o" iIedicalExaminers, the secretary made cerbain tentasive recommendations:

1~ That the office of the seo"etary-tre. , surer be set up in amost business-lilac and modern manner; that the office be located per-manently in the Oity of Raleigh. This location is advisable on accountof its pro..imity to otner state offices and officers ~ It is frequentlynecessary for the secretary to have the services of the Attorney Gen-eral ~ the State Bureau, of Invest i ga, ion, and the att orne ys for theState i'tedical Society~ as &veil as consul ation vrith attorneys forthis boa rd ~

2 ~ It is suggested that the board prepare a reoord giving itshistory, function, members, requirements, fundamental policies, etcetera.

3~ The policy of an annual audit has been instituted by thepre" ent hoard,

4 ~ That the treasurer and assistant treasurer are bonded and thisshould be a regular policy of the boards

5 ~ The secretary sur.-gested for consideration the adoption ofthe North Carolina State Treasurer as the board's financial officer+

In considering ru3.ee of applicants' for examination or reoipro-city~ Dr. Ri BE 'tSKnight moved that a certified check be required xviththe application; that the check be deposited in a regular rnnner tothe oredit of the board and this amount also be recorded to the creditof the applicant in the tr asurer's books; that a certain part of thisfee be retained under the following circumstances ."

l~ If applicant is declined licensure by reciprooity, 10 of thefee be retained.

2 ~ For failure of Part I or Part II and/or Parts I and II»,'.2 ' 50of the fee to be retained.

l. That ~rhen a narcotic addict vedas oalled before the board onaccount of addiction~ if the board considered his case of suffioientgravity as to recommend institutional treatment, that his license topra;tice medicine should be revoked at that time,

2 ~ Vthen the said physician had received adequate and satisfactorytreatment so that he vras in a condition to carry on a normal type ofpractice, the board oould then reinstate h" s license,

3 That such positive aotion vsould be better than the previouspolicy of holding a threat of revocation over the addict, 17ith thelicense revolmd~ the addict Vrould have an incentive to carry out hisimprovement and rega" n his position of respeot in the community andbefore his fellow practitioners ~

committed Co jail in default of bond in the sum of ~5~000, and, laterwas sent to the United Seated Public Health Service Hospital Co umer-go treatment~ pending action by a Federal grand jury, On Juno 12, 1944,he was indicted at, Lexir gton for violation of Section 3793 of Che In-ternal Revenue Codex' On August 8, 1944, when the case was called fu't rial in the United States District Court in, Lexington, Che judge~upon motion of Che defendant's attorney, ordered Ch", C Che matter becontinued vrlth Dr, Young remaining at Che hospital under ~5,000 bond.Cn September 16, 1944, Che bond was reduced Co ~1,500, Dr, Youngwas released from the hospital and obtained employment at the Eas-tern State Hospital in Lexington.

On 6ctober 3~ 1945,an inspector of this llureau conferred vrith Dr. Foley, the supeinten-dent of Che Eastern State Hospital~ who stated Chat Dri Young hadpone Co N orCh Car olina for a fevr days because of Che i lines s of hiswife Dr+ Foley stated Chat at times Dri Young appeared to be underthe influence of some drup ~ He also stated that Dri Young had accessto no cocaine or other narcotic drugs at the hospital and he saw noreason for Dr+ Youn~" Co apply for nsrcotic registration. The reasonfor Dr. Young's applying for such registration at this partioular timevms not quite clear to our o"ficers and in November, 1945, Che appli-cation was withdrawn.
