1. General Information
1.1 Background Australian International Development Agency (AUSAID) has decided to provide a grant of US $ 2.01 Million (US $ 01 million for Mannar and US $ 01 million for Trincomalee) through World Bank to the NWSDB for the implementation of North East WASH project in Post –Conflict settlements in Mannar and Trincomalee Districts. AUSAID has decided to entrust the responsibility of project execution to the World Bank, Sri Lanka office. The duration of the project is 2 years.
Grant agreement was signed on 15th November, 2011.
1.2 Project Scope
• Provision of safe drinking water supply to approximately 3000 households in 12 subprojects based on NEHRP project in Mannar and Trincomalee Districts.
• Provision of latrines to 900 households. • Capacity Development of District RWS Units, Local Authorities and Water Users
Associations (WUAs)
RWS Section of the NWSDB will be responsible for overall project management. District RWS Units, under the guidance of Deputy General Manager (DGM) of the respective region will be responsible for district level project implementation with the assistances and coordination of the relevant Local Authorities.

2. Progress of the project categories
2.1 Goods, works, non consultancy servicers and consultants’ servicers 2.1.1 Selection of sub projects
This activity was carried out in accordance with the principles stipulate in the operational manual which has prepared for the project and accepted by the AusAID / World Bank.
The governing principles appeared in the Operational Manual in relation to the selection of sub projects are as follows;
• The villages should be one that was assisted by the NEHRP Project. • Mine clearance is completed. • Availability of electricity supply to the proposed pump houses and overhead tanks. • Village should be situated in an area where the NWSDB is not proposing a scheme
or [propose an expansion of supply within the next 02 years] • Availability of potential water sources in the area.
In accordance with the above principles preliminary list of villages have been identified in applying the selection criteria. A prioritized list has been prepared and highest ranked six sub projects were selected from each District.
The consent for the list of these sub projects was granted by the AusAID / World Bank.
Six sub projects were selected from each District as per to the above selection criteria and DPCC concurrences have also been obtained.

2.1.4 Water Supply
A number of locations have been identified with the assistance of community and the relevant Pradeshiya Sabhas to select potential water sources.
Consent letters have been obtained from the land owners of all sites for water source investigations.
A contract has been awarded to National Water Resources Board (NWRB) to conduct water source investigations.

2.1.6 Progress of works contracts
Water sources investigation, drilling and test pumping
Initially the NWSDB was assigned to investigate the availability of ground water in select sub project areas. Water Recourses Board (WRB) was selected for detail investigations and ground water exploration in the project areas to facilitate detail design work.
Concurrence of the World Bank has been received for the detail investigations and the construction of tube wells in twelve sub projects.
And the contract was signed on 23 rd March 2012 for the period of three months for a contract value is Rs.7, 928,450.00. The water sources investigation, drilling of tube wells and yield tests in Trincomalee and Mannar Distric has been completed by the WRB as per to the contract.

2.1.9 Issues identified
1. According to the hydrological investigation reports of Mannar district, hard lime stone aquifer exists 8-12 m below ground level (except Mannar peninsula). Shallow aquifer in Kondachchi and Koolankulam sub project areas consists of sandy clay mixed soil and good quality is not available in the shallow aquifer. The required quantity of water could only be extracted from lime stone aquifer in which hard taste water available. Hence, the only alternative is to extract hard water from the lime stone aquifer for Kondachchi and Koolankulam water supply schemes and chemical water quality parameters of the hard water are within the SLS limit.
However, the hardness cannot be removed from conventional treatment methods such as aeration, sand filtration and roughing filtration. Only treatment option is RO (Reverse Osmosis) filtration. Capital cost and operational cost for RO filtration is very expensive and it cannot be accommodate within the budget.
Therefore, in providing water supply facility to those two sub projects, following guidelines will have to be followed.
• Pipe water supply facility providing with Chlorination and it can be used for other purposes ( excluding water for drinking and cooking)
• For drinking and cooking, RO filtered water will be provided and the beneficiaries will have to carry water from tower site. Since, at least 20 liters of water required for each family for drinking and cooking per day, six (6) cubic meters required. RO plants have to be designed to treat 6 cubic meter of water per day. Approximate capital cost for RO plant will be around Rs 2 million (To treat 6 cubic meters per day) and per family cost for drinking water will be around Rs 60.)
2. Bids were closed for Palampiddi and Navatsolai water supply contracts. As per to the bid values, cost for the each water supply scheme (excluding power supply and road reinstatement payment to relevant road Authority) is around Rs. 30 million excluding taxes. But procurement plan already allocated for Rs. 15 million for each water supply contract.

2.2 Incentive Grants 2.2.1 Sanitation Programme
2.2.1.1 Objectives of the programme
The main objective of the sanitation programme is to improve the health wellbeing of the beneficiary communities in the project areas. The specific objectives of the sanitation:
• Provide sanitation facilities to the neediest households • Establish Sanitation Revolving Fund (SRF) in order to provide possible source of
financial assistance to meet the future sanitation requirement. Mannar District

• Participatory baseline survey has been carried out in all (12) the sub project areas in Trincomalee and Mannar Districts.

• Guidelines and specimen formats for sanitation proposals have developed in both Sinhala and Tamil Language and disseminated to WUAs in both Districts.
• Sanitation proposals for communities and school programmes in respect of all sub projects in Trincomalee and Mannar Districts have been submitted and approved.

• Awareness programme has been conducted to members of School Development Societies (SDS) on school sanitation and hygiene programmes in all sub projects.
• Health sub committees have been formed in each school. • Health sub committees were orientated on school sanitation and hygiene
programmes. • Proposals have been finalized to implement sanitation and hygiene programmes in
schools selected for project activities.

2.2.1.3 Sanitation Revolving Fund (SRF)
• Guidelines for Sanitation Revolving Fund have been developed. • Awareness programmes have been conducted among the members of the WUAs
on implementation of SRF. • Sanitation beneficiaries agreed to repay Rs.2, 500 to the WUAs within a period of
ten (10) months after obtaining the sanitation grant. • An agreement has been signed by each beneficiary with WUA at the time of
obtaining the grant.
2.2.2 Hygiene Programme
Objective of the programme The general objective of hygiene education is to encourage people to adopt good health habits and to promote hygiene related behaviors. Target group of Hygiene Education The project implements its hygiene education activities among two main fronts:
a) Communities b) School children
Present Progress • Prepared Hygiene education guidelines for communities and school children. • Create awareness among project staff and WUA staff how to use and apply
guidelines in the implementation of HE programmes. • Developed and printed posters for hygiene awareness. • Distributed printed posters to the project Districts. • Used posters at awareness programmes as training materials to educate
communities. • Hygiene awareness posters are being displayed in the public places in the project
areas. • A training module has been developed for Hygiene Education. • Two separate Training of Trainers (TOT) workshops have been conducted for the
project staff and office bearers of Water Users Associations in Trincomalee and Mannar Districts on Hygiene Education programme.
• A number of hygiene education awareness programmes have been conducted at school level with the assistance of health staff of the province and still being continued. (More details are papered under the Section 2.3 in the report.)

3. Financial Progress
According to the requirement of the Central Bank, a separate account has been opened at the Central Bank for the project.
Two separate new bank accounts were opened in Trincomalee and Mannar Districts as per to the NWSDB board approval.

4. Progress of Management Information System (MIS)
Project Management tools are essential for successful project implementation. It empowers project team in establishing good result monitoring and evaluation. It was emphasized that management information system beneficial to NEP-WASH project in order to

4.2 Design of MIS MIS design was carried out in considering several technology and options in achieving aims of MIS. The SWOT analysis carried out from available options and it was concluded to develop MIS using Microsoft Excel based application. It was noted that the other options like web based solution would not feasible since time requirement is very critical in this particular project.

5. Environment Component
Environment aspect has been considered as one of the vital components of the project.
• Two Engineers have been appointed in two Districts to implement the environment component.
• The Engineers of Mannar and Trincomalee Districts were trained on the environment component of the project by the Environmental Specialist of the World Bank.
• Environmental checklist for the preliminary assessment of environment impacts of the projects has been developed.
• Preliminary assessment of environment impacts has been completed in two Districts and the results have been forwarded to the Environmental Specialist of the World Bank for review.
