This despite the UK Government giving more than twice as much to the Nats than any other Scottish Government has received. The problems around ARI have been caused by an annual underfunding by the Nats of £20 mil- lion who now, with great fanfare, have decided to put back £3 million of that underfunding. Even before the £100 million cuts, both City and Shire were grossly underfunded by the Nats compared to other Local Authorities. The crisis at ARI is not only being caused by the relentless chopping of the NHS budgets to fund Nats ego projects. The Nats systematic attacks on Local Government powers and budgets are now at an extreme that has never been seen before. While Local Authorities are not yet part of the NHS but will soon have to pick up much of the work of the NHS without a budget to do the work, Local Authorities provide the care in the community that allows people to leave hos- pital. The care delivered by Local Authorities has been so damaged by the Nats the effects on ARI are plain to see for all. Meanwhile, the Nats ‘Banana Republic’ economics designed to win the last Referendum and the Neverendums to come is doing huge damage to both business and society which has seen once thriving com- munities like Peterhead become dominated by food banks and charity shops. Meanwhile, the falling price of oil has exposed the fallacy of Scotland’s streets being paved with gold, more like Scotland would have been the heaviest taxed country in the world to pay for the Nats ‘ego’ projects while food banks proliferate. Sir, The new research by the Joseph Rowntree Founda-tion into the plummeting income of families makes for alarming reading. Despite living in one of the world’s richest countries, the research reveals that two in every five families are struggling on incomes that do not cover a minimum standard of living. That this is still happening in 2015 is something we should all be concerned about. The gap between the money families have and the costs they need to cover is getting wider. Families are finding it increasingly tough to bridge this gap, turning to extreme methods such as going hungry, racking up debt or risking their heath by living in cold homes. This is sadly not surprising. At Turn2us we found that a huge 78% of families struggled with their energy bills in the last year while three out of four families said cold homes were harming the health of their children. One in six families are even considering payday loans which will only exacerbate these problems. As wages continue to fall, the rising cost of living shows no signs of slowing. As families find themselves in desperate situations and go without the basic essentials they risk becoming cut off from the rest of society. We launched our Cut out the Cold campaign this month to reach families that need help so they can access financial support. However, we need to see a concerted effort by all organisations that can provide practical help in tackling fuel poverty. Young drivers more likely

to drink and drive The Royal Society for the Pre-vention of Accidents (RoSPA) has expressed concern for young drivers after a drink-driving campaign revealed they were proportionately more likely to drive while under the influence. The December 2014 anti-drink-and-drug-driving campaign fig-ures released yesterday (Tuesday) by the Association of Chief Po-lice Officers (ACPO) following its annual Christmas crackdown, show that of the 28,228 under-25s tested in December, 6.33 per cent (1,788) gave a positive breath test or refused or failed to give a test, compared to over-25s, where 3.94 per cent (4,042)failed during the campaign. A total of 102,555 breath tests were administered to over 25s. Officers took a “more intelli-gence-led approach” while col-lecting the recent data, leading to a reduction in the number of tests administered. A total of 133,996 people were stopped and breath tested last year compared to 191,040 in 2013. Despite this, there was an in-crease in the number of under-25s who tested positive, refused or failed to give a test, up from 1,675 in 2013 to 1,788 last year. Meanwhile, the number of over-25s who tested positive fell from 4,482 to 4,042. Kevin Clinton, head of road safe-ty at RoSPA, said: “While it is good news that the police are adopting an intelligence-led approach to target their resources at drivers most likely to be drinking, it’s also important that the overall number of breath tests is maintained. “What is also worrying is the number of young people who are driving while under the influence of alcohol. Around 250 people are killed in drink-drive accidents every year and it is not just the drivers who suffer, but often their passengers, people in other vehi-cles, pedestrians, cyclists or mo-torcyclists, and the families of everyone involved.” Meanwhile, the number of people who tested positive in Scotland, where the drink-drive limit has been lowered to 50mg of alcohol per 100ml of blood, during Police Scotland’s four-week festive drink-driving campaign fell by 19 per cent. A total of 17,504 drivers were tested for alcohol in Decem-ber, and 351 drivers were caught under the influence compared to 434 in the same period last year.

UNION ENCOURAGED BY SCOTLAND BILL MEASURES ON IMPROVING COMMUNICATION BETWEEN GOVERNMENTS

NFU Scotland is encouraged that the UK Government’s Command Paper recognises Lord Smith’s recommendation that

transparency and communication should be improved between governments, and will engage further with the process to

see how this could be developed to ensure better representation at an EU level in future negotiations.

The Command Paper also outlines that the governments of the UK will continue to work together to investigate possible

changes to food standards and levies. Revision of the legal and practical arrangements for levy-raising is an issue that

has been considered by NFUS for a long time, so is a discussion that will be closely watched.

Within the Bill’s clauses is the proposed devolution of the responsibility for the management of Crown Estate asset. This

is an intriguing proposal and NFUS will shortly be meeting with the Secretary of State for Scotland as well as Scotland’s

Rural Affairs Cabinet Secretary to gain clarity on what implications, if any, this may have on our farming members who

are tenants of the Crown Estate.

NFU Scotland President Nigel Miller commented: “The headline changes follow the roadmap developed by Lord Smith.

It takes devolution to a new level and with the transfer of powers over income tax provides a powerful tool for Scottish

politicians to drive both the economy and social justice.

“As a political compromise the Smith Commission package will disappoint some on both sides of the independence

divide but in the timescales allowed it is a real achievement that will change Scotland. After a year when the political

atmosphere has been charged with energy it’s up to all parties to make the new powers work. For many businesses it is

now important that this new settlement provides a platform of stability with a focus on jobs investment and for our

members in a growing food and drink sector.

“Behind the headlines of transfer of powers to Holyrood there is unfinished business. The imperative of transparent UK

policy development and representation at EU and international levels; the fair distribution of European agricultural

budgets reflecting the new area payment and still unresolved issues around red meat levies. These issues have been

recognised by Lord Smith. They must be tackled by ministers on both sides of the border to diffuse tension and

demonstrate that the UK can work for all.”

NFUS Parliamentary Officer, Clare Slipper commented: “NFUS saw 2014 as a year of unprecedented political

engagement, and suggests that the wheels of the devolution discussion will not stop moving with this Bill. Indeed, we

are heading into the General Election period, which could potentially see the political fabric of the UK change as new

political groups emerge.

“In Scotland, changes in leadership will bring new debates to the floor and we must also remember that Scottish

Parliamentary elections will take place in 2016. Conversations on Scotland’s future, and indeed the future constitution of

the UK as a whole, will be a key battleground in both of these election processes.

“For NFU Scotland members, the independence debate was an opportune moment to bring key rural issues into the fore

and we were overwhelmed with the level of interest and engagement that was shown by farmers and crofters up and

down Scotland.

“Now, we consider it vital that Scottish and UK Ministers – whatever their politics – co-operate to bring forward the

best package of legislation that will bring powers back into the hands of Scottish people and will secure the future of

Scotland’s vibrant farming and food and drink industry.”
