Insightis a 20-person human resources consultingfirm for small to mid-sized businesses,founded by Nancy Mobley in 1995.Ward has 18 years’ experience in employeebenefits, brokerage and consulting, includ-ing starting his own company, HarbourBenefits of Salem, in 2001. He sold thebusiness to Eastern Bank in 2004 and was aformer leader of its benefits group beforegoing to work for Insight three years ago.Now he is branching out, starting InsightInsurance Agency, based at the EnterpriseCenter in Salem. The new business willallow Insight to offer one-stop shopping,offering small and medium-sized businessesboth employee benefits and humanresources know-how. HB2930: An Innovation Policy Modernizing the Massachusetts Communications Market

Key Points on House Bill 2930An Act modernizing telephone regulationand encouraging economic growth.

Two decades of pro-competitive policieshave irreversibly opened the local market toother providers. Regulators have succeededin encouraging choice for consumers.

Massachusetts now has one of the most com-petitive local voice markets nationwide. • The FCC says competitors serve 55% ofthe wireline market in Massachusetts. • Almost 97% of residential users inMassachusetts have options among wireless,CATV, VOIP providers like Vonage orSkype, and landline providers. • Even with all this competition and newtechnology, there are very, very few con-sumer complaints. Consumer complaints

total less than three one-hundredths of onepercent of the 10.34 million voice connec-tions in Massachusetts.

Current rules were designed for a singlemonopoly provider. It’s time to update ourlaws governing the communications industryso we can sustain Massachusetts as a leaderin the tech sector.

First, Massachusetts should join the 38states, and the District of Columbia, thathave laws prohibiting an additional, separateset of state rules for wireless technologies.

Second, with the competitive market andother existing regulations that protect con-sumers, traditional regulation of the voicemarket should be focused only on areaswhere there’s no competition.

Robust communications and broadband net-works are the platform for the Massachusettseconomy. Our healthcare, education, hightech, financial services sectors all needstrong broadband networks. We need poli-cies that encourage more investment anddeployment of broadband technology acrossMassachusetts.

The Information Technology sector is impor-tant to Massachusetts:• The UMass Donahue Institute says IT sec-tor represents 178K jobs in 10K companiesin Massachusetts– about 5.5% of the state’sworkers and 18% of state GDP

• The Mobile sector alone employs 30,000workers at 400 companies in Massachusetts • IT industry workers average $87K+, wellabove state average of $48K

Other states are creating their own innova-tion policies. Updating rules can sustainour position as a leader in the tech sector. • In the past five years, FL, TX, MN, IN,VA, WI and DE have modernized their lawsaffecting the communications industry.

Modernizing rules can encourage morecompetition, investment and innovation.H.B. 2930 strikes the right balance – it cre-ates an innovation policy for Massachusettsand continues important consumer protec-tions where there’s no competition.

• The world has and continues to change,vibrantly, in the telecommunications indus-try. • Wire line, wireless, cable, and internetcapabilities and options have altered thepersonal and professional choices andbehavior for everyone. • Job creation and growth, productivity,and efficiency are some of the hallmarksthat result from innovation in this industry.

Government policy is one critical key tothe successful evolution and expansion oftoday’s telecommunication technology.Massachusetts general laws and regulationshave remained unchanged in this area formany years. In order for this industry tocontinue to thrive and have a positiveeffect on the economy and people’s lives,government policies need to be revisited.

Corporate Tip: 5 Tricks To Get Press For Your Business Or Startup

So you spent a few months, per-haps even a few years, to developthe most cutting edge and revolu-tionary widget. This widget couldbe anything ranging from a newproduct or device to a new compa-ny or startup. The bottom line isthat the development phase iscompleted and now it’s time to getthe word out. You run through yourmarketing list. Social Media?Check. PR firm? Check. PaidMedia? Check. Events? Check. Asyou run through the list you realizethat it’s the same list every othercompany would put together. You

think you have an extraordinary prod-uct or solution and yet, you’re plan isabout as generic as they come. Havingworked in the trenches as a founderand startup employee, I know firsthandwhat this marketing laundry list couldlook like.But for the past few years I’ve had theopportunity to sit on the other side ofthe table as a contributor for variouspublications like Forbes, HBR, andother industry specific outlets. As aresult, I’ve personally been pitcheddozens of stories that are “gamechanging” or “disruptive.” What Ilearned is that most of these pitchesare in fact, not “game changing” andmoreover, some of the methods usedto acquire the sought after press isshockingly abysmal.But that doesn’t have to be the case.Here are some tips to avoid the gener-ic PR trap and ways you can achievemeaningful exposure for your newwidget or business.

Build a targeted list of writers andjournalists. I was once pitched a storyabout a non-profit in Africa. While Ilove nonprofits and love Africa(although I’ve never been there), thistype of story is one I’d most likelynever write about. Spend some timeto identify who the best writers arethat are most likely to benefit fromyour story. Journalists are alwayslooking for good, relevant content.Make sure your story aligns with theirexperience and area of focus.Let the writers know you’ve read theirwork. Most people respond bestwhen they are shown personal atten-tion. Journalists are no different.When pitching your story, start with apersonal reference to grab theirattention.
