A disabled womanwho wants to liveindependently in her ownapartment says shes beingdenied the chance for a
normal life by an unfeelinghealth care bureaucracy.
Richelle Bellis is 43 andhas muscular dystrophy,which means she needs aventilator and round-the-clock assistance.
But Bellis says she is also
relatively young, and wants achance to live a regular life.
With the help of anadvocate, Bellis recentlyfound a subsidizedapartment in NorthVancouver, rented it, andmoved her belongings andequipment in.
Ive been paying for itsince June 1, said Bellis.Technically thats where Ilive.
She even found a localfamily doctor.
But Bellis said aftershe did all that,VancouverCoastal Health turneddown her application forthe funding program thatwould allow her to live in theapartment.
Instead, shes stuck inCareHome Fleetwood, aresidential care home inSurrey where Bellis said
shes told when and what toeat, when she can showerand spends her days on thecomputer, surrounded byelderly people.
Its a very depressingsituation, said JeanettePoulsen, an advocate whohelps people with disabilitiesnavigate the health carebureaucracy.
The Choices in Supportfor Independent Living
program that Bellis appliedfor provides moneyfor people with highphysical care needs to liveindependently in their ownhomes. Under the program,patients hire and train theirown staff and are responsiblefor all nancial accounting.Patients can also havevolunteers help them with

Poulsen said thats whatBellis had in place ateam of helpers includingan accountant who were
prepared to help her managethe program.
But at the eleventh hour,Bellis learned she was beingdenied funding based on thecomplexity of the care sherequired and the risk thatshe couldnt manage theprogram.
AnnaMarie DAngelo,spokeswoman forVancouverCoastal Health, said onlya small number of peoplequalify for the program.Managing it is a huge task,she said. DAngelo addedthe program isnt intendedfor people who need 24-hourcare.The maximum fundingis for up to 16 hours a day,she said. DAngelo saidthere are still opportunitiesfor people with disabilitiesto live in the community.Some people choose to livein group homes or shareaccommodation and split thecosts for caregivers.
But Poulsen argued thehealth authority is taking anoverly rigid approach. Shesaid many patients stretchthe funding by paying a lowerrate for care attendants.
Although healthauthorities refused to speakdirectly on Belliss case,Poulsen acknowledged aprior stint on the programthat Bellis eventually foundtoo difcult to manage mightbe playing a part in thedecision. Poulsen said that
isnt fair. Since then, peoplein the community havestepped up, to offer help,she said.
It isnt the rst time adisabled person has had toght for the chance to liveindependently on the NorthShore. Paul Caune, who isconned to a wheelchairand a ventilator, also tookon health authorities after hewas moved from the NorthShore to George PearsonCentre when he was in hislate 30s.
Caune was eventuallysuccessful in moving to aprivate apartment but offthe North Shore.
Since then, Caune hasformed a NorthVancouver-based group that advocates
for those with disabilitiescalled Civil Rights Now.Poulsen and Bellis are bothinvolved in the group.
Since Bellis has beenconned to the residentialcare facility, There weretwo job interviews she hadthat she couldnt go to, saidPoulsen. Fleetwood doesnttake people out on jobinterviews.
Poulsen said itsfundamentally unfairto strip young mentallyhealthy people of their rightto determine where andhow they want to live justbecause they have a physicaldisability. This can happento any one of us on any givenday, she said. Nobodysexempt.

Three Stephen Harper-appointedsenators, all accused of misusing senatefunds (and one of hitting his wife), arefacing suspension from the senate. Butthey arent going down quietly.
When Senator Mike Duffy showedup to say his piece this week, he let a fewcats out of a few bags, including that theprime minister knew far more about thequestionable expenses far earlier.
PamelaWallin and Patrick Brazeauhave also turned around to bite the handthat once fed them, and named the PrimeMinisters Ofce.The strategy on the partof the disgraced senators seems to be alongthe lines of If Im going down, youregoing to break my fall.
To Harpers credit, he did show up to
face questions in the House of Commonsthis week, rather than have one of hisunderlings take the heat for him.Herefuted Duffys claims, even though hemust now admit he at least knew what wasgoing on, which he denied before.
Proroguing Parliament clearly didntwork as hoped for the Conservatives. Itremains to be seen whether the attemptsto make the bad press surrounding theexpense scandal go away will hurt themmore than the image of three Harperappointees ddling expenses on a massivescale.
Whether or not Harper survives theWhat did he know, and when did heknow it? spotlight, this whole sorrydebacle drags Canadas upper chamberever deeper into the muck. Our primeminister once campaigned for a Senatethat was equal, elected and effective.

20 letter, Capilano Is NoLonger the FarmTeam lettermakes two egregious errors.
First, he calls our originalletter a letter from a retiredfaculty member. We are opposed toPresident Bulcroftsunilateral dismantlement ofCap. She does not appearto understand the collegialsystem of decision-makingat Cap developed over manyyears. If a president decidesto change the nature andmandate of a university, heor she should rst consult in
a meaningful way with themembers of the institution.That means sitting downtogether with the facultyrepresentatives, as wellas the support staff, andspelling out the proposedchanges clearly. Discussionand negotiation follow.Thisall takes a long time, butin the end, some plan ishammered out and everyoneassents, despite whateverreservations might remain.
This has not happened.You dont need to hireadditional administrators tothen enforce the new planon reluctant members of theuniversity, because after thelong discussion, everyoneis onside and will get theplan implemented.ThatsCapilanos culture ofwhich President Bulcroftseems to be quite unaware.
Mr. Sultans reference toCap as the farm team isan insulting and uninformedbit of political spin. Caphas always been a top-ightinstitution. He suggeststhat diploma programsare of lower priority thandegree programs. Perhapshe does not know that mostof our students who tookacademic transfer coursesat Cap went on to degree-granting universities anddid better than the studentsalready there.This savedthem and their families a lotin fees and residence costs,and it got them more fullyqualied instructors thanthe teaching assistants at theuniversities.The diplomaprograms continue, andpeople get jobs.
Secondly, in hisexplanation of the proposedrepositioning of Cap (focuson degree completion, wecant do everything foreverybody, etc.),Mr. Sultanhas actually let the cat out
of the bag.We suspected allalong that President Bulcroftwished to reduce Cap tobeing a lm and businessschool, and he has now toldus so. President Bulcroft saidit was all about budget cuts,but it wasnt: It was aboutreshaping the university.It seems clear that sheintends to do this withoutconsultation either withfaculty or the communitieswe serve.We are not goingto sit idly by and seethat happen.We have noquarrel whatsoever withlm and business courses,but we have a quarrel withshrinking the university intothat limited niche, withouttransparent discussion.
Capilano College/University has proven itselfas a brilliant comprehensiveinstitution. For several yearsafter Cap College started,Dr. John Dennison ofUBCs Education Facultytracked our studentsat UBC and publishedreports showing thattransfer students from Capconsistently achieved highergrades than the studentswho began their degrees atUBC. In a recent letter tothe Capilano Board, formerstudent J.Marc Cot,president and publisherof Cormorant Books inToronto, stated that theeducation he got at Capilanowas so superior that whenhe transferred to McGillfor third year, several of hisprofessors assumed he was agraduate student and askedto direct his thesis.Thatsjust one anecdote, but Ithink it speaks loudly.
The university shouldbe kept top ight andcomprehensive insteadof being turned into alm and business school,
designed, not actuallyto serve the educationalneeds of North Shore andadjoining communities,but I suspect to reap higherfees from internationalstudents. If PresidentBulcroft truly wanted tond a special niche for Cap,how about the niche of bestcomprehensive teachinguniversity in the LowerMainland?
Here are some specicsof the failure of Dr.Bulcrofts leadership,which Mr. Sultan so highlypraises, as reported to me bymany of the signatories toour collective letter:A diminishment ofeducational opportunitiesfor students in B.C.,particularly in the arts. Cutshave eliminated, by heradmission, 400 full-time-equivalent student spaces. Serious turmoil andturnover in upper levels ofthe administration.Three
vice-presidents have leftsince her arrival. Faulty process in theappointment of senioradministrators.All three Artsand Sciences Divisions ofthe university have passeda motion denouncing thefaulty process by which anacting-dean was chosen.That person then declinedthe appointment and a newand consultative process wasasked for, but is apparentlystill not in place.Unilateral decision-making without faculty orcommunity consultation:there is no strategic oreducational plan nor anyprocess in place to createone.Widespread disaffectionwithin Capilano Universityand in the communityat large.This is true butanecdotal at this point.There is a faculty climatesurvey currently beingcollected which could speak
to this.Widespread disaffectionamong current and potentialCapilano Foundationsupporters. Some havealready indicated thatthey will no longer makedonations; others havesaid that they want theirdonations back, unless thisadministration changes.
In reply to our collectiveletter calling for PresidentBulcrofts removal, the chairof the Capilano UniversityBoard of Governors wroteme a courteous answerassuring us that theyhave full condence inher.
