Empowered and Future Ready!

Developed with input from more than 2,000 stakeholders, this plan reflects our community’s long-standing commitment to thriving schools that foster learning, growth and success for all students. Our Five Goals for Student Success are ambitious but attainable: success in the early years; empowered, responsible, resilient indi-viduals; critical thinkers and solution-seekers; continuous growth for all students in all subjects; and preparedness for post-second-ary success! They are aligned to our Mission “Committed to excel-lence: preparing students for rewarding careers, fulfilling lives, and compassionate global citizenship.”

Our calendar theme this year “I Am NTPS” supports both our vi-sion and mission. We want our students to be able to say, “I am an empowered learner in North Thurston Public Schools!” As is our tradition you will find some incredible artwork by our students. Take a moment to read the self-reflective quotes from each art-ist about how they see themselves in the world; you will be im-pressed with their intelligence, compassion and confidence!

That said, our students still need your support. Communicate with teachers, volunteer and attend conferences and school events. Our success depends on continual engagement of our families, businesses, and community. Thanks to all of you, North Thurston Public Schools remains A Compassionate Learning Community. Welcome to the 2017-18 school year! A new school year brings lots of fresh experien-ces – new teachers, exciting classes, smiling friends, and for some, new schools. This year I am excited to announce that North Thur-ston Public Schools also has a new 2018-2024 Strategic Plan, which will drive our Vision: “All Students Empowered and Future Ready.”

The North Thurston Public Schools Board of Directors is the policy-making body for the school district. Members of the Board must live in one of the 5 director districts and are elected to four-year terms. Board meetings are generally held twice a month at 6 p.m. The meetings are typically held in the Board Room of the Administrative Center, 305 Col-

lege Street NE, or at a school; the public is welcome and encouraged to attend. Check www.nthurston.k12.wa.us/board for more details.

I Am NTPS!This year’s calendar theme is “I Am NTPS!” We chose this theme to align with our 2018-2024 Strategic Plan which encom-passes our beliefs, goals and vision for the future of our students. To reflect on this theme, we asked our talented student artists featured throughout the calendar to provide us with an empowering state-ment about who they are. Academic Collaboration Time (ACT) - All schools release 75 minutes early on alternating Wednesdays. There will be no preschool on early release days. Schedules are available at the schools.

Engagement=Attendance#schooleverydayShowing up for school has a huge impact on a student’s aca-demic success starting in kindergarten and continuing through high school. Families play a key role in making sure students get to school safely every day and understand why attendance is so important for success in school and in life. Your child is less likely to succeed if he or she is chronically absent—which means missing 18 or more days over the course of an entire school year. Research shows:

• Children chronically absent in kindergarten and 1st grade are much less likely to read at grade level by the end of 3rd grade. • By 6th grade, chronic absence is a proven early warning sign for students at risk for dropping out of school. • By 9th grade good attendance can predict graduation rates even better than 8th grade test scores.

HOW FAMILIES CAN HELP: Absences can add up quickly. A child is chronically absent if he or she misses just two days every month!! Each month in this calendar we’ve included some sim-ple tips to help your child attend school every day on time. For more information go to www.attendanceworks.org. District NoticesNOTIFICATION OF RIGHTS FOR ELEMENTARY AND SECONDARY STUDENTSThe Family Educational Rights and Privacy Act (FERPA) a®ords parents and students over 18 years of age (“eligible students”) certain rights with respect to the student’s education records. These rights are:1. The right to inspect and review the student’s education records with-in 45 days of the day the school receives a request for access. Parents of eligible students should submit to the school principal a written request that identifies the record(s) they wish to inspect. The school o®icial will make arrangements for access and notify the parent or eligible student of the time and place where the records may be inspected.2. The right to request the amendment of the student’s education re-cords that the parent or eligible student believes are inaccurate, mislead-ing, or otherwise in violation of the student’s privacy rights under FERPA. Parents or eligible students who wish to ask the school to amend a record should write the school principal, clearly identify the part of the record they want changed, and specify why it should be changed. If the school decides not to amend the record as requested by the parent or eligible student, the school will notify the parent or eligible student of the deci-sion and advise them of their right to a hearing regarding the request for amendment. Additional information regarding the hearing procedures will be provided to the parent or eligible student when notified of the right to a hearing.3. The right to privacy of personally identifiable information in the student’s education records, except to the extent that FERPA authorizes disclosure without consent. One exception, which permits disclosure without consent, is disclosure to school o®icials with legitimate educa-tional interests. A school o®icial is a person employed by the school as an administrator, supervisor, instructor, or support sta® members (includ-ing health or medical sta® and law enforcement unit personnel); a person serving on the school board; a person or company with whom the school has outsourced services or functions it would otherwise use its own em-ployees to perform (such as an attorney, auditor, medical consultant, or therapist); a parent or student serving on an o®icial committee, such as a disciplinary or grievance committee; or a parent, student, or other vol-unteer assisting another school o®icial in performing his or her tasks. A school o®icial has a legitimate educational interest if the o®icial needs to review an education record in order to fulfill his or her professional re-sponsibility. Upon request, the school discloses education records with-out consent to o®icials of another school district in which a student seeks or intends to enroll, or is already enrolled if the disclosure is for purposes of the student’s enrollment or transfer.4. The right to file a complaint with the U.S. Department of Educa-tion concerning alleged failures by the school to comply with the require-ments of FERPA. STUDENT IMAGES AND INTERNET USEThe district uses student photos in the NTPS Community Connections, NTPS Buzz, website, calendar and other publications. We also promote our schools through video productions. Students use the Internet to re-search projects and obtain useful information for school projects. If you do not wish the district to use your child’s photo in a publication or video production or if you do not wish your child to use the Internet at school, please fill out a FERPA form online during registration to opt out.

STUDENT RIGHTS AND RESPONSIBILITIESIn compliance with Washington Administrative Code 392-400, this is to notify parents that a complete copy of “Student Rights and Responsibili-

ties” is available upon request from the principal of each school in the district. This document includes student responsibilities and duties, student rights, attendance policies, corrective actions, suspension and expulsion procedures, appeals procedures, sexual harassment, bully-ing, and other prohibited conduct. The NTPS “Student Rights and Re-sponsibilities Handbook” is also available on the NTPS website under “Family Resources”. Contact your school for a copy. CHILD FINDIn compliance with Washington Administrative Code 392-172A-02040, this is to notify district parents about Child find. Child find activities are conducted to locate, evaluate and identify students who reside in the district and who have a suspected disability including children experi-encing homelessness, regardless of the severity of the disability. If you have a child age 3-5 who you suspect may have a disability, he/she may be eligible for spe-cial education services through North Thurston Public Schools. NOTIFICATION OF RIGHTS UNDER THE PROTECTION OF PUPIL RIGHTS AMENDMENT (PPRA)The Protection of Pupil Rights Amendment (PPRA) a®ords parents cer-tain rights regarding the conduct of surveys, collection and use of in-formation for marketing purposes, and certain physical exams. These include the right to: Consent before students are required to submit to a survey that concerns one or more of the following protected areas (“pro-tected information survey”) if the survey is funded in whole or in part by a program of the U.S. Department of Education: (1) Political a®iliations or beliefs of the student or student’s parent; (2) Mental or psychologi-cal problems of the student or student’s family; (3) Sex behavior or atti-tudes; (4) Illegal, anti-social, self-incriminating, or demeaning behavior; (5) Critical appraisals of others with whom respondents have close fam-ily relationships; (6) Legally recognized privileged relationships, such as with lawyers, doctors, or ministers; (7) Religious practices, a®iliations, or beliefs of the student or parents; or (8) Income, other than as required by law to determine program eligibility.

• Receive notice and an opportunity to opt a student out of: (1) The above and any other “protected information survey,” regardless of funding; (2) Any non-emergency, invasive physical exam or screening required as a condition of attendance, administered by the school or its agent and not necessary to protect the immediate health and safety of a student, except for hearing, vision, or scoliosis screenings, or any physical exam or screening permitted or required under State law; and (3) Activities involving collection, disclosure, or use of personal information obtained from students for marketing or to sell or otherwise distribute the infor-mation to others.• Inspect, upon request and before administration or use: (1) Protected information surveys of students; and (2) Instruments used to collect personal information from students for any of the above mar-keting, sales, or other distribution purposes. • Inspect upon request any instructional material used as part of the educational curriculum. • These rights transfer from the parents to a student who is 18 years old or an emancipated minor under State Law.

EDUCATION OF STUDENTS WITH DISABILITIES AND THE PROHIBITION OF DISCRIMINATION ON THE BASIS OF DISABILITYThe District shall provide equal educational opportunity and treatment for all students in all aspects of the academic and activities program without regard to race, creed, color, national origin, sex, age, veteran or military status, sexual orientation, gender expression or identity, the presence of any sensory or mental or physical disability or the use of a trained dog guide or service animal by a person with a disability. ENGLISH AS A SECOND LANGUAGEThe district o�ers English language development instruction to quali-fying English language learners, students for whom English is not their primary language. English as a Second Language classes (ESL) focus on teaching the English language skills necessary for full participation in learning and academic success in school. Elementary ESL students receive ESL instruction at their neighborhood elementary school. Eng-lish learners in secondary schools who are beginning to learn English attend either Chinook Middle School (grades 6-8) or North Thurston High School (grades 9-12). More advanced English learners attend their neighborhood high school or middle school and attend one period of ESL class daily. All English language learners, grades K-12, attend both ESL and core curriculum classes. For more information, please contact the school o�ce at your neighborhood school. EMERGENCY PREPAREDNESSNTPS maintains comprehensive school safety plans, allowing each site to deal e®ectively with a wide range of hazards – everything from power outages to major earthquakes. Each school has its own emergency plan developed by building sta® with input from law enforcement and other emergency responders based upon careful analysis of safety needs. For a major disaster, schools are prepared to care for students for up to 48 hours if necessary. Please contact your school or the district’s School Safety O®icer.

AHERA (ASBESTOS HAZARD EMERGENCY RESPONSE ACT) EN-VIRONMENTAL PROTECTION AGENCY 49 CFR, PART 763As you may be aware, some of our buildings still have some asbestos in them. Asbestos containing materials are present or assumed to be pres-ent in seven district school buildings and six portable classroom-type units; however, none of these materials require immediate attention as all are in good/safe condition at this time. The vast majority of the as-bestos-containing materials in the district are in floor coverings - either VAT (vinyl asbestos tile) or asbestos sheet vinyl. Both of these are very stable products. Lesser quantities of other types of asbestos-containing materials are also present. Types, quantity and location are outlined in each respective school/facility book. There is no reason for concern be-cause custodians and district maintenance personnel have been trained to inform the district Designated Asbestos Person immediately if there have been any disturbances or if there is any question of a disturbance. Each school facility containing asbestos has an Asbestos Management Plan book located in the front o®ice. Per AHERA (Asbestos Hazard Emer-gency Response) requirements, CSD facilities are periodically surveyed to inspect the condition of the Asbestos Containing Materials (ACM). Inspec-tions are performed every six months by the district Designated Asbestos Person. Every three years an inspection is also done by a non-district per-son to ensure the district stays in compliance with all State and Federal laws. The last three year inspection was performed in 2016 by ESD 113.NTPS District’s Designated Asbestos Person is Brian Eko. If you have any questions about our asbestos situation please call him at (360) 412-4528. No response actions are scheduled for the 2017-18 school year.

Pre-notification requirements do not apply to any emergency applications that need to be immediately applied or if the school grounds or facilities will not be occupied for two days follow-ing the application. When an emergency application is made, notification consistent with the registration system shall occur as soon as possible. For indoor and structure applications, a pre-notification posting will be displayed at a prominent place at the site of the application, 48 hours in advance of the application. However, this pre-notification posting will not occur if the school is not occupied by students for at least two con-secutive days a´er the application. IMMUNIZATIONSWashington State Law requires all students attending public schools, pre-school through 12th grade, to provide proof of immunization.
