PRESANTATION OUTLINE

INTRODUCTION

• New Machinery Regulations have been published under Chapter 8 of the regulations of the Mine Health and Safety Act , 1996 (Act 29 of 1996) under Machinery and Equipment.

• These regulations were gazetted on 27 of February 2015 and will be effective after 3 months from the date of the gazette, except of two regulations. 8.10.1.2(b) and 8.10.2.1(b)

• Effective date: 27 May 2015.

IMPORTANT DEFINITIONS

"Trackless Mobile Machine (TMM) " means any self propelled mobile machine that is used for the purpose of performing mining, transport or associated operations underground or on surface at a mine and is mobile by virtue of its movement on wheels, skids, tracks, mechanical shoes or any other device fitted to the machine, but excludes rail bound equipment, scraper winches, mono rail installations, static winches, draglines, winding machinery installations, track mounted conveyors and any equipment attached thereto;

" Fail to Safe" means so designed as to activate and effectively perform its intended function without harm to persons and without human intervention;

COLLISION BETWEEN TMM AND PEDESTRIAN

REG 8.10.1: The employer must take reasonably practicable measures to ensure that pedestrians are prevented from being injured as a result of collisions between TMM and pedestrian at any mine where there is a significant risk of such collisions, such measures must include at least the following: REG 8.10.1.1: All electrically or battery powered TMM, excluding shovels, bucket wheel excavators and overburden drills, must be provided with means to automatically detect the presence of any pedestrian within its vicinity. Upon detecting the presence of a pedestrian, the operator of the TMM and the pedestrian must be warned of each other's presence by means of an effective warning. In the event where no action is taken to prevent potential collision, further means must be provided to retard the TMM to a safe speed where after the brakes of the TMM are automatically applied without human intervention.

COLLISION BETWEEN TMM AND PEDESTRIAN (CONT’)

REG 8.10.1.2: All underground diesel powered TMM must be provided with means: REG 8.10.1.2 (a) to automatically detect the presence of any pedestrian within its vicinity. Upon detecting the presence of a pedestrian, the operator of the diesel powered TMM and the pedestrian shall be warned of each other's presence by means of an effective warning, and

REG 8.10.1.2 (b) in the event where no action is taken to prevent potential collision, further means shall be provided to retard the diesel powered TMM to a safe speed where after the brakes of the diesel powered TMM are automatically applied. The prevent potential collision system on the diesel powered TMM must fail to safe without human intervention.

At any opencast or open pit mine where there is a significant risk of such collisions, such measures must include: REG 8.10.2.1 Every diesel powered TMM must be provided with means to automatically detect the presence of any other diesel powered TMM within its vicinity; and upon detecting the presence of another diesel powered TMM, the operators of both diesel powered TMM shall be warned of each other's presence by means of an effective warning.

REG 8.10.2.1 (b) in the event where no action is taken to prevent potential collision, further means shall be provided to retard the diesel powered TMM to a safe speed where after the brakes of the diesel powered TMM are automatically applied. REG 8.10.2.2: The employer must take reasonably practicable measures to ensure that persons are prevented from being injured as a result of collisions between TMM and RBE.

At underground operations where there is a significant risk of such collisions, such measures must include warning the operators of the TMM and the locomotive of each other's presence by means of an effective warning.

GENERAL ISSUES

• TMM’s running uncontrolled. • Roll over protection structures must be fitted on TMM- if required in terms

of the mines risk assessment.• Operator and/passengers protection form falling objects- if required in

terms of the mine’s risk assessment.• Persons inadvertently falling out of or being ejected from TMM in motion. • TMM are operated with adequate and effective braking systems.• All braking systems are adequately and routinely tested for intended functionality.• All braking systems are regularly maintained.

GENERAL ISSUES (CONT)

• Restricted operators visibility.• Fatigue while operating a TMM(FMP)• Battery charging facilities (Ventilation, Fire suppression , illumination, first

aid)• Diesel refuelling facilities (Ventilation, Fire suppression , illumination,

provision to cater for oil and diesel spillage). Comply with mentioned SANS Code.

• Procedures are prepared and implemented to the use, storage and handling of wheels, tyres and rims.

• Access of persons to and from the TMM.• Visibility of TMM, skid mounted machinery and trailers to persons.• Unauthorised access to or operation of TMM.

GENERAL ISSUES (CONT’)

• Procedure for isolation and lock-out of TMM• Procedure for safe operation of TMM• Procedure for maintaining TMM• Remote controlled TMM to comply with mentioned SANS code.• The design and construction of any trailer to be approved by competent

person.• Procedure for towing of TMM.• Design, construction and maintenance of Roadway conditions are

appropriate for the type of TMM.• Procedure on selection, training, appointment and licensing of trackless

mobile machine operators• Training programme for operators covering theoretical, practical and on

the job training.

GENERAL ISSUES (CONT)

• Authorised in writing by the responsible engineer/ competent person appointed under Regulation 2.13.2 to operate TMM.

• Authorized in writing by the supervisor. Such authorization mustdetail their duties, responsibilities, limitations and areas of operation.• when an operator has not operated a TMM for two years, such operator is

re-assessed prior to being issued with a new license.• Operators Licence (Photo, Type of machine issue and renewal dates,

company number)• Pre-use inspection procedures. Check-list must clearly indicate the pre-

established criteria under which the TMM may or may not be put in motion.• Reversing over the edge of a stockpile or dump.• Inadvertent movement of the TMM –parked

• Mandatory carrying of license whilst operating TMM.• Regulations 8.10.23 and 8.10.27 do not apply to trackless mobile machineslicensed under the National Road Transportation Act 2000 and not used for primary mining activities.

CLOSURE

Obviously these Regulations will have an impact on operations that are using TMM’s. Also there will be financial implications in terms of fitting PDS.However because we value the safety of employees and we will not compromise the safety of employees .

Secondly these Regulations must correspond with TMM COP. The employer is forced to review TMM COP and also aligned it with Fatigue Management COP.
