In certain clauses the Standard Specifications allow a choice to be specified in the Project Specifications between alternative materials or construction methods, and for additional requirements to be specified to suit a particular contract. Details of such alternatives or additional requirements applicable to this Contract are contained in this part of the Project Specifications. It also contains some additional specifications required for this particular Contract.

B 1115 GENERAL CONDITIONS OF CONTRACT

B3 SECTION 1200 : GENERAL REQUIREMENTS AND PROVISIONS

B 1202 SERVICES

ADD THE FOLLOWING:

"Before work commences, the Contractor shall contact all private owners or public authorities controlling services to allow them to protect, move or relocate a service as required, or to confirm that all such work has been completed.

No payment will be made for inconvenience to the Contractor due to services crossing the Site or any authority working on such services, nor will delays caused by such workings be accepted as a basis for claiming an extension of time for completing the Works."

B 1209 PAYMENT

"VAT shall be excluded from the tendered rates and sums and provided for as a lump sum in the summary of the Bill of Quantities."

With reference to Clause 49.1 of the General Conditions of Contract, the Engineer's Certificate will only be issued after he has received a draft certificate prepared by the Contractor at his own expense in the form prescribed by the Engineer. The cost of duplicating and delivering copies of the certificate to the Contractor, the Engineer and the Employer shall be borne by the Contractor. The Engineer and the Employer require a total of four sets of A4-sized paper copies."

B 1215 EXTENSION OF TIME RESULTING FROM ABNORMAL RAINFALL

B 12.03 Compensation in terms of Clause 5.12.2.4 of the General Conditions of Contract - 2010 and Clause 9.1.4 of the Contract Data, for delays incurred

The sum tendered for each item shall cover the full and final standing cost per day of delaying the specified resource or facility and no additional compensation shall apply, notwithstanding any provisions to the contrary in the contract documents, or in respect of any extension of time granted in relation to the circumstances described in Clauses 5.12.2.4, 9.1.1 and 9.1.2 of the General Conditions of Contract - 2010.

For the purposes of calculating the total delay, a working week shall be held to consist of five working days and a working day 9 hours.

Payment for partial standing of any of the scheduled resources for a day or part there of, or the standing of a complete resource for a part day, will be made pro-rata in proportion to an appropriate factor assessed by the Engineer.

The amount by which compensation for delays is adjusted shall be subject to the contract price adjustment formula as defined in the General Conditions of Contract - 2010.

This payment item shall only apply to delays which in the opinion of the Engineer are due to the circumstances described in Clauses 9.1.4, 9.1.1 and 9.1.2 of the General Conditions of Contract - 2010.

The cost of delays incurred for all other circumstances shall be treated as provided for in the General Conditions of Contract -2010.

The provision of this clause shall in no way prejudice the rights of either the Employer or the Contractor to terminate the contract in terms of the provisions in clause 9 of the General Conditions of Contract - 2010.

The Contractor shall take note that no payment will be considered for any additional cost incurred in protecting his plant and site establishment, as well as for costs incurred in respect of damage to constructional plant and equipment.

Expenditure under this item shall be made with the general conditions of contract.

The tendered percentage is a percentage of the amount actually spent under subitem B12.04 (m)(I), which shall include full compensation for the handling costs and the profit of the contractor.

The tendered sum shall include full compensation to the Contractor for compliance with all the requirements of the OHS Act and Regulations (including the Construction Regulations 2003) at all times for the full duration of the Contract. The successful tenderer shall provide the Engineer with a complete breakdown of this tendered sum.

This sum will be paid to the Contractor in equal monthly amounts subject to proper/substantial compliance."

Material, which is regarded as unsuitable, must be indicated to the Engineer before removal. The Contractor can only claim compensation for material if the Engineer gave prior written approval.

Except where water pipes are to be recovered, existing water pipes, sewer, stormwater pipes, concrete-lined channels and drains, box culverts, electrical cables, ducts, kerbs, channels, erf connections and various sizes of pipes and services that intersect a trench of specified width and require various degrees of care, whether or not their presence is known before they are so grouped that they can be contained within a horizontal dimension of 200mm measured at right angles to the axis of the services will be measured as one unit.

Existing services with a depth of cover exceeding 300 mm, measured from the bottom of excavation to the top of the existing service shall not be measured and paid for. There will be distinguished between existing trunk services and existing erf connection.

The rate shall also allow for the following costs:

i) Sufficient photo's have to be taken of existing services and handed over to the Engineer before they are being crossed, if there is a possibility of a difference in opinion over the condition of those services, especially on private property.

ii) If such a service is damaged, it has to be repaired to its original condition or if possible, to a standard agreed to in writing with the relevant owner. This agreement has to be approved by the Engineer.

iii) If such a service is removed, it has to be replaced as per original.

b) Services that adjoin a trench……………………………………Unit : No or m (parallel to or at an angle between centre-lines in plan of less than 45º)

In case where a trench of specified width

1) runs parallel to or at an angle (in plan) of less than 45º to an existing service, and

2) is such that the nearer side of the bottom of the trench lies at least partly between a vertical plane and a plane that lies at an angle of 45º below the horizontal, both planes passing through the axis of the service,

the length of service within the minimum base width of the trench. The base width comprises of the external diameter, a side allowance on each side of the service not exceeding 300 mm and will be measured for payment under this item and the remaining length, the side of the trench which, in the opinion of the Engineer, is rendered liable to collapse because of the existence of such service, shoring must be used.

The rate for an item scheduled in terms of (a) and (b) above shall cover the additional cost of

i) care in excavation necessitated by the presence of such service in or across the trench;

ii) protecting and maintaining such service in operation by means of temporary support or shoring, as necessary;

iii) delays and disruptions of the progress of the work due to the existence of the service, and

iv) repairs necessitated by damage caused by the Contractor.

The unit "number" will only be used for services such as poles and trees.

No payment will be made for overhead services that do not rest directly on the ground except where allowance is made for this in the schedule of quantities.

Existing services that rest directly on the ground e.g. poles, trees, walls and structures are handled in the same way as underground services, but the axis of the service will be determined as follows:

The vertical axis is defined as the nearest side or corner of the existing structure to the excavation, measured at the point where the structure and natural ground level intersect.

The horizontal axis will be at the point where the structure and the natural ground level intersects. In this instance, where the excavation falls above the 45° line but within 1,0 meter horizontally from the structure, the service will also be measured as adjoining.

If the structure, according to the above-mentioned, does not qualify as an adjoining service but the foundation of the structure is such that if a 45° line drawn from the nearest bottom corner thereof cuts through the excavation, the structure will be measured as an adjoining service if approved by the Engineer.

There will be distinguished between existing trunk services and existing erf connection.

The unit of measurement shall be the number of personal computers and/or printers provided on the Engineer’s instructions for the duration of the contract. The equipment shall at least comply with the following:

Computer: Pentium III 600MHz, 128MB DIMM RAM, 10GB HDD, 15”. 28 SVGA Colour monitor, 1.44MB stiffy drive, 42x CD ROM drive, 56K Modem, keyboard and mouse. It shall also include Windows XP and MS Office 2003 (Word and Excel). The printer shall be Hewlett Packard or Lexmark colour inkjet (or similar) approved by the Engineer.

The tendered rate shall include compensation for the provision and maintenance of any equipment as well as provision of ink cartridges for the printer for the duration of the contract. The equipment shall remain the property of the contractor.

B6 SECTION 1500 : ACCOMMODATION OF TRAFFIC

B 1501 SCOPE

ADD THE FOLLOWING:

“This section also covers the provision of additional information signs for materials and releasing notices to the media and the public.”

B 1502 GENERAL REQUIREMENTS

i) Traffic Safety Officer

ADD THE FOLLOWING:

“The traffic safety officer shall be approved by the engineer. If found incompetent, the engineer shall instruct the Contractor to remove and replace him with a competent person. The Contractor shall provide the officer with the necessary resources, inter alia a light delivery van (LDV), warning boards and two revolving amber flashing lights. The works CONTRACTOR’S TRAFFIC CONTROL shall be displayed on these warning boards in 250mm high red letters on a white background and the boards shall be mounted on the vehicle at least 1,5m above ground level to be clearly visible. The vehicle shall be equipped with two revolving amber coloured flashing lights with a minimum intensity of 100W. The warning light shall be switched on at all times and the boards shall be displayed when the vehicle is used on the site. The traffic safety officer, his vehicle, equipment and personnel shall be available 24 hours per day and on special non-working days as specified in the Appendix to Tender and shall not be utilised for any other duties.

The traffic safety officer shall, in addition to the duties listed in paragraph 1502(I), also be responsible for removal of broken down vehicles off the roadway and implementing actions requested by the traffic authorities with regard to the work to be carried out, be responsible for the erection and maintenance of all traffic signs necessary for the accommodation of traffic, ensure that the temporary traffic lights are functioning properly, ensure that all obstructions related to the Contractor’s activities are removed before nightfall every day and ensure that the road is safe for night traffic.

He shall also be responsible for contacting the relevant traffic authority and South African Police Service in the event of an accident on the section of road under construction, give assistance to injured persons and animals, irrespective whether they are in the employ of the Contractor or not, remove vehicles that block the road, irrespective of whether it is a result of an accident or normal breakdown.”

B 1503 TEMPORARY TRAFFIC CONTROL FACILITIES

b) Road Signs and Barricades

“All road signs shall be new or approved by the engineer as new in accordance with the specifications. All temporary road signs shall be mounted on portable supports to facilitate moving. The road signs and barricades shall be erected in accordance with the drawings included in Volume 4: Drawings.

The Contractor shall have available on site sufficient extra road signs, barricades, delineators, channelisation devices and traffic cones to replace items that have become defective or missing. These shall be no additional payment for these signs.”

c) Channelisation Devices and Barricades

ADD THE FOLLOWING:

“Traffic cones manufactured in a fluorescent red-orange or red plastic material shall only be used at short term lane deviations during daylight. Cones used on all lane deviations shall be 350mm high. Lane deviations and/or closures which will be in place during the night shall be demarcated by means of delineations only.”

d) Warning Devices

REPLACE THE FIRST SENTENCE OF THE FIRST PARAGRAPH WITH THE FOLLOWING:

“All self propelled construction vehicles and plant used on the works shall be equipped with rotating amber flashing lights with lens heights of at least 200mm and an output of at least 100W.”

REPLACE THE FIRST SENTENCE OF THE SECOND PARAGRAPH WITH THE FOLLOWING:

“All self propelled construction vehicles and plant used on the works shall be equipped with warning boards mounted at least 1,5m above ground level to be clearly visible.”

ADD THE FOLLOWING PARAGRAPH AFTER THE SECOND PARAGRAPH:

“The Contractor shall also provide similar rotating amber flashing lights with magnetic bases and cables with connections to fit standard 12V cigarette lighters as well as warning boards as described above to the engineer’s representative and his staff.”

ADD THE FOLLOWING SUBCLAUSES:

“g) Workers

All workers in a work area shall wear high visibility clothing. Workers shall wear their company overalls with reflective jackets at all times.

h) Defining the Work Area

The work area shall be defined with traffic control facilities as shown on the drawings. Tapers preceding work areas shall be placed so that public traffic has sufficient warning beforehand.

i) Maintenance of the Accommodation of Traffic System

The Contractor shall patrol the road continuously (evenings, weekends and holidays included) control accommodation of traffic systems and equipment and immediately rectify any shortcomings.

The Contractor shall keep record of all accidents, obtain accident reports from the police, take photographs, compile accident reports and submit all to the Engineer. These records shall be handed over to the Project Engineer at the monthly site meetings.

The Contractor shall, in consultation with the Engineer, inspect all road signs twice a day and report to the engineer in writing after each inspection. The reports shall be undersigned by the Resident Engineer and the traffic control and safety office on a daily basis. The Contractor shall submit a report at the monthly site meeting. Failure to refusal on the part of the Contractor to take the necessary steps to ensure the safety and convenience of the public traffic, accommodation of traffic, plant and personnel in accordance with these specifications or as required by statutory authorities or ordered by the Engineer, shall be sufficient cause for the Engineer to impose penalties as follows:

i) A fixed penalty of R1 000,00 per occurrence shall be deducted for each and very occurrence of non-compliance with any of the requirements of Section 1500 of the project specifications.

ii) In addition a time-related penalty of R200,00 per hour over and above the fixed penalty shall be deducted for non-compliance to rectify any defect in the accommodation of traffic within two hours after an instruction to this effect has been given by the Engineer. The engineer’s instruction shall state the time in hours for reinstatement of the defects. Should the Contractor fail to adhere to this instruction, the time-related penalty shall be applied from the time the instruction was given.”

B 1513 ACCOMMODATION OF TRAFFIC WHERE THE ROAD IS CONSTRUCTED IN HALF WIDTHS

ADD THE FOLLOWING:

“Where the road is rebuilt or repaired in half widths, the traffic shall be accommodated as follows:

a) Temporary traffic signals shall be provided where the road is rebuilt in half widths (day and night).

b) Stop/Go-Ry facilities shall only be used for pavement repairs (i.e. patches, potholes, edge breaks and rutting) crack sealing and texture slurry as well as at sealing operations. In all these instances the road shall be in a safe trafficable condition for two way traffic over the entire width at the end of each day’s work.

B 2203 MATERIALS

“(j) Materials for Reinstatement of Existing Roads and Paved Areas

Where trenches cross existing surfaced roads the following will apply:

(a) The service (pipe, cable etc.) shall be laid on a bedding cradle, and covered with fill blanket.

(b) The remaining portion of the trench, from the top of the fill blanket to the road surface, shall be filled with cellular trench backfill material.

(c) The specification for this material is as follows:-

(i) Definition : Material shall consist of a cellular light-weight concrete incorporating large volumes of controlled micro-air cement and sand.

(ii) Density Range :150 - 1400 kg/m3 and have a equivalent CBR value greater than 100.

(iii) Consistency : Material shall be of a pickable nature after final setting.

(iv) Admixture : The admixture is a pre-foam organic compound accelerated by the addition of calcium chloride. Chloride free additive must be used where the outer casing of the service being covered is metallic.

(v) Setting Times : The finished product must achieve initial set within 90 minutes. It must then be able to carry light traffic.

(vi) Specifications : British Standards draft S.W.P. 146 of July 1990.

(d) The cellular backfill material (hereinafter called “trenchfill”) is ordered from the supplier, and is delivered to site in a truck-mixer. The material is poured directly into the trench, and no vibrating or additional compaction is necessary.

(e) The trenchfill shall be cast flush with the surrounding road surface, and trowelled to an even surface.

(f) After the trenchfill has set, either the same day or the following day, the top 40mm of the trenchfill must be scabbled off using a pick, or paving breaker and the depression reinstated using hot asphalt.

(h) During the time period between pouring the trenchfill into the trench, and the setting of this material, it is imperative that no person or animal be allowed to gain access to the trench. Suitable barricades shall be provided around the trench and a guard placed on duty at the trench until the material sets.

Should the trenchfill not be set by nightfall, safety lamps shall be placed on the barricades.

(i) The responsibility for public safety lies with the organisation carrying out the excavation and backfill operations.”

The Contractor shall demonstrate in the trial length the methods he proposes to use for the construction of the kerb and channel, including joints, texturing, the achievement of a smooth surface and dense fully compacted concrete. It may be constructed either in the recognised position in a road or elsewhere on the site in which case it shall be demolished, broken out and removed at the Contractor’s expense.

The trial kerb and channel shall be constructed with the plant and equipment to be used on the works and the equipment’s motion forwards and the handwork carried out on the extruded section shall be so controlled and used as to produce a kerb and channel to the shape, lines and levels specified.The time taken to lay the test strip shall be recorded, which in the event of acceptance, shall be used to calculate a rate of extrusion which shall not be exceeded without the permission of the Engineer.

If the concrete in the trial strip fails to meet the test requirements, the Contractor may, at his own cost, cut further cores from the kerb and or channel up to a maximum of one core per 100m length. The strengths obtained on such cores, together with those tested on the instruction of the Engineer, shall be used to test compliance with the strength requirements.

The Contractor may, unless advised of any deficiencies in the trial kerb and channel, proceed with kerbing as soon as acceptable core test results are obtained.

In the event of deficiencies in the trial kerb and channel, the Contractor shall, at his own expense, demolish the rejected sections and remove to the designated tip site and repeat the 50m long trial strip. This process shall be continued until the Contractor has produced kerb and channel in accordance with this specification. He may then proceed with kerb and channel construction proper. Any unacceptable trial length shall be broken out and removed to spoil, at the Contractor’s expense before any subsequent trial length is permitted to commence.

Core test holes shall be filled with 30 MPa concrete mixed with a suitable adhesive compound.

No other means of testing the concrete will be considered and any kerb or channel not complying with all the requirements of the specification shall be broken out, removed to spoil and replaced at the Contractor’s own expense.

The Contractor shall ensure that no change of circumstances or conditions is made to jeopardise the quality of the kerb and channel under construction. If, in the opinion of the Engineer, this does occur, he may order the construction of a further trial length of 50m of kerb and channel in accordance with the requirements of this specification. Work on the kerb and channel proper shall not proceed until a trial strip has been constructed in accordance with the requirements of this specification. No claims for delays will be considered by the Engineer on account of further trial lengths of kerbing being ordered.

Cores shall be taken from the cast or extruded kerbs or channels and tested in accordance with SABS Method 865. The numerical value of the compressive strength of the core used for adjudication shall be that value determined in accordance with Clause 6.3 of SABS Method 865. If, after a set of 3 cores has been tested in an approved laboratory, the

B 3303 CLASSIFICATION OF CUT AND BORROW EXCAVATION

(a) Method of Classifying

The Contractor may use any method he chooses to excavate any class of material but his chosen method of excavation shall not determine the classification of the excavation. The Engineer or his Representative will decide on the classification of materials. (b) Classes of Excavation

All materials encountered in any excavation for any purpose including restricted excavation will be classified as follows:

(i) Hard rock excavation

Hard rock excavation shall be excavation in material (including undecomposed boulders exceeding 0.17 cubic metres in individual volume) that cannot be efficiently removed without blasting, wedging and splitting, or hydraulic hammers.

This classification includes materials such as:solid unfractured rock occurring in bulksolid ledges thicker than 200mm igneous rock intrusionscemented sedimentary rocks.

(ii) Soft Excavation

Any material which can be removed by bulldozers or backhoes, shall be classified as soft excavation.

Soft excavation shall be material not falling into the category of hard rock excavation.

B3602 MATERIALS

B 4202 (b) Aggregates

“Asphalt mixes shall be manufactured using different individual single size coarse aggregates fractions and crushed fine aggregates blended to conform to the specified grading requirements. The use of natural sands shall only be permitted if approved by the engineer and shall be limited to a maximum of 5% for continuously graded mixes. All aggregate in excess of 4,75 mm shall consist of individual nominal single sized aggregate. For stone mastic asphalt mixes all aggregate fractions in excess of 2,36 shall consist of individual single size fractions. Contractors shall note that commercial suppliers may not be able to supply all the required single size aggregates, in which instance arrangements will have to be made for additional on site screening. No additional payment shall be made for screening aggregate. The use of run of crusher type materials shall not be permitted.

(c) Transporting the mixture

“Special precautions shall be taken by the contractor to ensure that the temperature of the total mass of asphalt does not decrease by more than 10oC from point of dispatch to the point where it is to be paved. The use of the thermal blankets is obligatory.”

ADD THE FOLLOWING NEW SUBCLAUSE:

“(f)Approval of asphalt mixture

Before any asphalt is placed on the road, the engineer shall approve the mix design. The approval process shall be as follows:

The contractor shall prepare and submit a laboratory design mix with test results at four different bitumen contents. The design mix shall be submitted on the prescribed form D3 of TMH 10: “Instruction for the Completion of As-Built Materials Data Sheets” with all the necessary test results completed. In addition, the proposed asphalt mixture shall be subjected to gyratory testing. All the expenses in preparing and submitting the laboratory design mix shall be to the contractors cost.

Samples of all aggregate and bitumen shall be submitted with the laboratory design mix to enable the engineer to carry out check design testing as necessary. The above design and aggregate shall be submitted to the engineer at least six weeks before it is intended to commence with any asphalt production.

After approval is obtained for the laboratory design mix, a plant mix at varying binder contents of approximately 5 to 10 tons each shall be produced. The purpose of the plant mix is for the contractor to prove that the laboratory design mix can be produced successfully. The engineer shall conduct the necessary testing on the plant mix. The plant mix shall not be placed on the road. During the production of the plant mix, the engineer shall be afforded the opportunity to inspect the asphalt plant.

After the plant mix is approved, permission shall be given for laying a trial section at varying binder contents in accordance with the requirements of section 4211 of the specifications. The Engineer may require that the mix be further assessed by means of CSIR Wheel Tracking or MMLS testing, the cost of which will be borne by the Employer. Mass production of asphalt shall only commence after approval of the trial section, which should be given within a maximum of ten days.

The engineer may instruct the contractor at any time to halt his paving process and to review the whole or part of the above process should a change of aggregate properties occur, the specified asphalt requirements not being met and/or a consistent asphalt mixture not be produced.”

B 4208 JOINTS

ADD THE FOLLOWING TO THIS CLAUSE:

“Where the difference in level between the new work and the existing road surface exceeds 25mm, joints shall be treated as follows:

Transverse steps at the end of a day’s work shall be tapered off at a slope of 1 vertical to 20 horizontal (1:20) to tie in with the existing surface. The tapered section shall be removed before surfacing is recommenced and a joint formed in accordance with clause 4208 of the specification.

Longitudinal joints exposed to traffic shall be provided with a taper of compacted asphalt material over the full length of the exposed joint. The width of the taper shall be at least 5 times the difference in level between the old and new work.

All costs involved in the provision and removal of these temporary ramps shall be deemed to have been included in the rates tendered for the relevant asphalt pay item.

B 4209 PRE-COATED CHIPPINGS FOR ASPHALT SURFACINGS

IN THE FIRST SENTENCE OF THE FIFTH PARAGRAPH, DELETE 6-8 KG/M2 AND 7-9KG/M2 RESPECTIVELY AND REPLACE WITH:

“3-4 kg/m2 and 5-6 kg/m2”

In the last sentence of the fifth paragraph, delete “between 0,6 and 1,0 mm” and replace with:

B 4210 COMPACTION

“A suitable coring machine shall be available on a daily basis when asphalt paving is taking place. Cores shall only be drilled, when the road temperature is 20oC or less. Core holes shall be filled with hot mix asphalt and compacted, all within 24 hours of the core being drilled. Coring shall be carried out within 48 hours after the paving has been completed and supplied to the engineer. The test results of cores shall be submitted to the engineer within 24 hours after coring.”

(c) Routine inspection and tests

“The contractor shall keep accurate records of:

(i) The position where every truckload of asphalt is paved (chainage, lane, time a and date).

If the engineer suspects that bitumen or asphalt has been overheated, he may order that the bitumen, or the bitumen recovered from the asphalt, be subjected to the Spot Test. Recovery of binder for use in the Spot Test shall be carried out according to an approved method.

Any bitumen having an n-Heptance-Xylene equivalent in excess of 36, or in excess of the manufacturers test result on the dispatched stock, shall be considered to have been overheated and shall be deemed to be rejected unless proven otherwise."
