Funds for African-American Visitations Day Luncheon

This is a follow-up to our recent conversation concerning ourFall Visitation Day for African-American students which will beheld October 31, 1990 in the Ballroom of the Student Center from9:00 a.m. until 2:00 p.m.

We have already identified approximately 800 students in NorthCarolina who have PSAT scores of 800 or better and 3.0 gradepoint averages or better. Our plan is to invite these studentsto spend a day at N.C. State. During the program we will coveradmissions information, financial aid, and we will have a campustour as well as a student panel for a question and answersession. This is a wonderful opportunity to recruit some of thebest students North Carolina has to offer.

I am anticipating an approximate attendance of 350 and would liketo have a luncheon in the Ballroom for these students and theirparents. I have checked with University Dining on several menuplans and the total price will be about $2,100. The Chancellor‘soffice has traditionally paid for the students' lunch and givendiscount coupons for parents in the dining hall. We feel aluncheon in conjunction with the program will be more favorable.I am hereby requesting funds to support this effort.

Enclosed is your June admissions status printout. of allstudent-athletes for your sport for the 1990 Fall semester. Pleaselet me know immediately if any recruited students that you knowhave made application are not appearing on your list.

By now all admitted Students that are planning to attend theUniversity should have a "Y" (will enter) status code. This codeis very important since it triggers important information which issent to the student. Please review your list and let me know ifany students that you are certain are planning to attend are notyet a "Y" status. Likewise let me know if any of your recruitsthat are an "A" or "Y"status are in fact 29E planning to attendNCSU.

A reminder that the NCAA requires that all SAT/ACT scoresmust be received directly from the testing agency to be consideredofficial for certification purposes. We cannot use "official"scores received directly form a student's high school forcertification. Within the next two weeks I will provide you with alist of those student-athletes that must have official scores sentto NCSU before they can be certified as eligible to participate inintercollegiate sports. The NCAA does allow the athleticdepartment to pay for official scores to be sent when a student isunable to do so however rigid guidelines must be followed.

Re: Wording of contractual readmissions policy

The Admissions Committee would like to request what appearsto be a minor alteration in the Contractual Readmissions Policyissued by your office on Dec 13, 1989. That document limitscontractual readmission to students "who have not beenenrolled at NCSU excludin summer sessions and 'nde endentstudy) for a continuous three-year period...". The originalwording proposed by the Admissions Committee was "After not beingenrolled at NCSU as a degree candidate for a continuous threeyear period". The difference in "not being enrolled as a degreecandidate" and "not being enrolled except for summer sessions andindependent study" has major implications for this policy asoriginally envisioned by the Admissions Committee. Theimplications arise from the fact that the policy establishedcannot be used by students who have taken Lifelong educationcourses while suspended. The Committee believes this limitationis a problem for two reasons.

First, the Committee's proposal was deliberately worded toallow students to use Lifelong Education courses as part oftheir appeal. The Admissions Committee wished specifically tohave evidence of any academic work undertaken during the 3 yearperiod. As the policy is now worded, students who take LifelongEducation courses cannot be readmitted under contract unless theysit out another three years.

Second, the Committee believes that the limitationcontradicts the policy’s intent to establish uniform treatment offormer NCSU students and transfer students. The Committeereviews numerous appeals from transfer students who use LifelongEducation courses as evidence of their ability and motivation tobe admitted to NCSU.

The Committee is aware that there is concern regarding thelarge numbers of students enrolling in Lifelong Education and inparticular, the large number of suspended NCSU students doing so.We believe however that any restrictions regarding enrollmentthrough that program should apply equally to all suspendedstudents. We agree that advising from the students' curriculumwould improve our suspended students chances of success. Wouldit not be possible to require an advisor's signature forsuspended NCSU students wishing to take courses through LifelongEd?

I understand from Dr. Downs that the difference in thepolicy put forth by the Admissions Committee and that promulgatedby your office may not have been intentional. The AdmissionsCommittee will probably meet at least once this summer to hearpetitions for readmission. It would be helpful if we mighthave some idea regarding how strictly the ContractualReadmissions Policy wording should be interpreted and whether arevision might be forthcoming. If there is a rationale for thewording as presently established, its disclosure to theAdmissions Committeee would help us answer questions fromadvisors and suspended students.

Dixon, Director of AdmissionsRE: Admissions Cases Involving "Special Consideration"by the Admissions CommitteeI am writing to clarify my understanding of the admissions"special consideration" cases that are to be reviewed bythe Admissions Committee under the Committee's new chargefrom Interim Chancellor Monteith. My understanding stemsfrom discussions with you, Dr. Downs, Dr. Klein, Dr. Longand Dr. Monteith.

New freshmen requiring "special consideration" by the AdmissionsCommittee would include:

1. Any student with an Admissions Index (AI) under 1.80that has been recommended for admission by the Dean(or his/her designee) of the College or School in whichadmission is sought.Any student with an A.I. under 1.80 with special talent(athletic, music, etc.) that is actively being recruitedby the University. Students must be recommended by theDirector of the program in which they are being recruited,the Dean (or his/her designee) of the College or Schoolin which admission is sought or the Associate Provost withoversight of the Academic Skills Program for studentsgoing into the University Transition Program.Minority students with an A.I. between 1.65 and 1.79 whoare candidates for the University Transition Program.These students must be recommended by the AssociateProvost with oversight of the Academic Skills Program.

This memorandum serves as an addendum to my memo of September 8,1989 addressing University Admissions Policy and Guidelines forRecruited Student-Athletes.

I have attached a copy of the recently approved admissions policyconcerning all students requiring "special consideration" foradmission. Number two under "new freshmen" may apply in some cases tostudent-athletes being actively recruited for your sport. The effectsof the change in policy are: l) The admissions index (AI) is now usedto determine students requiring special consideration as opposed tominimum SAT scores and/or high school grade point averages; 2) TheAdmissions Committee will now review all cases previously reviewed bythe Provost, Associate Provost, and Director of Admissions. I haveenclosed a sample of GPA/SAT combinations with corresponding AI's forillustration purposes.

Please be reminded that in addition tx: the Admission Index, astudent's high school curriculum is a factor in the admissionsdecision and all students must meet the UNC system's minimum highschool course requirements which have been detailed in severalprevious memos. Also be reminded that the University will not beconsidering any student-athletes who do not qualify under the NCAA'sProposition 48.

RE: University Admissions Policy and Guidelin s for RecruitedStudent—Athletes

The following update on admissions policies and procedures for,recruited student-athletes is provided for your information as webegin a new admissions cycle. Please note that the UNC-System MinimumAdmissions Requirements for high school course preparation go intofull effect in the 1990 fall semester. The minimum courserequirements were detailed to you in a memo dated May 30, 1989, andare summarized in a UNC-System brochure to be distributed at our fallmeeting on September 12, 1989. It has been made clear that there willbe no athletic exceptions to the Minimum Admissions Requirements.

The Admissions Office recognizes and supports the important roleintercollegiate athletics plays in the life of the University and isanxious to be of assistance to you to insure we are enrolling studentsthat have a reasonable chance of completing their degree. As has beenthe case in the past, my door is always open and you are welcome tocall or drop by to discuss either specific cases you are interested inor admission policies and procedures in general. -

The following is an updated summary on the University policy forrecruited student-athletes as specified in memos from Anna Keller toChancellor Poulton and Athletic Director Mr. Valvano on July 24, 1987.

The NCSU Policy on Intercollegiate Athletics was issued by ChancellorPoulton and published in the Official Bulletin of April 29, 1987.

In accordance with the section dealing with the admission,eligibility, and academic progress of athletes please note:

1. National letters of intent should not be signed until afteran admissions review has been made and communicated to theDirector of Athletics and appropriate coach.

a. The attached Admissions Office Scholarship AthleteInformation Form should be completed by the prospectiveathlete or the coach and forms for marginal candidates

should be submitted to the Director of Admissions forreview before the letter of intent is signed. TheDirector will review the preliminary information promptlyand return one copy for the AD's file and one copy to thecoach.

The decision about admissibility will be made by theDirector of Admissions.

a. If the student-athlete meets the regular competitiverequirements for admissions, he/she will be accepted inroutine processing.

If the student athlete falls below the regularcompetitive requirements for admission and has below a2.5 high school grade point average and below 800 SAT,the Director of Admissions will make the decision basedon his/her credentials and the noncognitive variableswhich indicated a reasonable chance of success forgraduation at NCSU. A letter from the Director ofAthletics supporting the admission of the student may berequested by the Director of Admissions.

If the student-athlete is a NCAA non-qualifier (eitherunder a 2.0 GPA on 11 core subjects or under 700 SAT or15 ACT) then a letter from the Athletic Directorsupporting the admission of the student must be submittedbefore consideration is given. All non-qualifiers willbe reviewed by the Provost, Assistant Provost andDirector of Admission. (It is very doubtful that anon-qualifier will be offered admission)

If the student-athlete meets the NCAA requirements of a2.0 high school grade point average on 11 required coresubjects and 700 SATs but the admissions index is lowerthan 1.60, the admissions decision will be made by theProvost, Assistant Provost and the Director ofAdmissions.

The Director of Admissions should be consulted aboutcredentials for foreign student athletes. The NCAAGuide to International Students should be used as areference.

Upon recommendation of the Admissions Office and the Directorof Academic Skills Program, accepted freshmanstudent-athletes with certain admissions criteria will berequired to participate in the University Transition Programbeginning in the 2nd summer session.

Freshmen entering the University subsequent to August 1, 1988 mustmeet the NCAA requirements of 2.0 high school grade point average and

700 SAT (no indexing). Student-athletes who do not meet the NCAArequirements would not be eligible to participate in athletics theirfirst year at NCSU and should not be signed by the Athletic Departmentunless approved by the Provost, Assistant Provost and Director ofAdmissions.

Transfer students must meet the regular University requirements foradmission and admissibility will be determined by the Director ofAdmissions. Eligibility to participate in athletics will bedetermined by the Athletic Director.

The Admissions Office gladly accepts its responsibility to processstudent-athlete applications as promptly and as efficiently aspossible. Cooperation and communication are the real keys to a happy,comfortable relationship and the Admissions Office looks forward tocontributing to the fulfillment of the important role thatintercollegiate athletics plays at North Carolina State University.

Guidelines to use in the admissions process for recruitedstudent-athletes include:

1. The pre—admission information form for recruitedstudent-athletes should be submitted for review andrecommendation by the Director of Admissions for thosestudent—athletes whose academic records make them marginalcandidates for admission. When in doubt have the formreviewed.

2. Athletes being seriously recruited should be encouraged tosubmit an application as soon as possible. (An applicationis not a commitment it simply allows us to review and reach adecision early).

3. A completed application for admission includes:

a. A fully completed application form. (Note a specialapplication is required for international students)

b. A $35 application fee.

c. Receipt of official secondary school transcriptsincluding a list of senior year courses, cumulative gradepoint average and class rank. For transfer students, weneed official college transcripts from each and everycollege attended. Records and transcripts must be sentdirectly from the reporting institution to the AdmissionsOffice.

d. Receipt of official SAT or ACT scores.

e. International Students must provide a Certificate of

Financial Responsibility and if already in the U.S., aVisa Clearance Form in addition to the above information.TOEFL Exam (minimum score 550) must be submitted for allnon-native speakers of English.

4. All applications should have the sport the student plans toparticipate in clearly marked in the upper right hand corner.

5. A printout for each sport showing the status of allapplications received will be automatically sent to each headcoach monthly. A copy is attached along with instructions onhow to interpret the information provided. Printouts can beprovided more often on request.

6. Coaches should not contact the admissions records office andthe evaluators directly to check on the status ofapplications. Contacts should be directed to the Director ofAdmissions and usually should be coordinated through the AD'sofficer per his instructions.

7. A list of "walk—on" student-athletes should be provided tothe Director of Admissions as those individuals areidentified so our records can reflect their status.

The Athletic Department and individual coaches are responsible forinformation concerning NCAA eligibility requirements forstudent-athletes. The Admissions Office is responsible for assistingcampus athletic department officials in the certification of admittedstudent-athletes. A completed NCAA Academic Courses form from astudent-athlete‘s high school must be received before certificationcan take place.

It is important to constantly be award that the academic success ofstudent-athletes from the time of first enrollment until graduation isparamount in the educational mission of the University.

Be aware the NCAA requires that for certification allfreshman student-athletes must have their official SAT/ACT scoressent to an institution directly from the testing agency. I willsoon provide you with aa list of student-athletes that must haveofficial scores sent to us before they can be certified andtherefore eligible to participate in sports. The NCAA does allowthe athletic department to pay for official scores to be sent whena student is unable to do so but rigid guidelines must be followed.

The enclosed sample SAT/GPA chart is intended to be of help to you andyour staff as you recruit student-athletes. It is imperative that younote the samples are just examples to give you a guide as to thepotential admissibility of your recruits. Every admissions decisioninvolves an evaluation of the level and difficulty of courses taken inhigh school and extracurricular involvement in addition to grades, SATscores and class rank.

Note also that regular admission to the freshman class requires an AIof at least 2.0 and that any student with an AI under 2.0 requiresspecial review by me. In severe cases Dr. Larry Clark and Dr. NashWinstead may also be involved in reviewing a prospective student-athlete's application. Student-Athletes with an AI under 1.8 may berequired to participate in the University Transition Program (UTP) ifadmitted.
