Wes Fowler

July 14, 1956—February 1, 2017

Wes Fowler began his tenure on the NWAEDD board in 1999, coinciding with his election as

Madison County Judge. He served in a number of positions and in various capacities until

assuming the chairmanship in March, 2012. All who knew Wes spoke of his knowledge and his

sage wisdom. He was a tireless advocate of economic development districts and guided

NWAEDD through some difficult times with dignity and steady resolve. We will all miss his

dedication and leadership but most of all we will miss his optimism and friendship.

Executive Director’s Comments

As I sat down to write these comments for the 2016 annual report I did so with a heavy heart at the loss of our friend, mentor, and chairman, Wes Fowler. Wes passed away on February 1, 2017, and his loss tempers my enthusiasm at extolling the extraordinary year the District had. Wes led us through some challenging times and did so with composure and wisdom that stabilized the District and brought it back to a functioning and vibrant organization. His contributions are too numerous to note and he will be sorely missed.

Just two years removed from a change in leadership we have seen dramatic changes. We implemented a plan to address the core mission of the District and to realign our practices accordingly. Toward that end we have embarked upon a series of necessary changes to enhance controls, eliminate waste, enhance member outreach, and diligently focus on those things that are strategic to our goals and our communities’ needs. We are not finished with this enormous task but I am pleased to report that we have made tremendous strides and are continuing to apply our energy and commitment to this effort every day.

I want to take a moment and thank the board of directors for its guidance of and commitment to the District. Without your stewardship the task at hand would have been and would continue to be much more difficult. I also want to thank the staff for its hard work and dedication. This is an excellent group of committed professionals that strives daily to promote economic development in our nine-county region.

We want all of our members to know that we are always available to assist each of you in any way we can and we look forward to another successful partnership in 2017.

Review of District Programs

In 2016 NWAEDD continued to reengage its

members and strengthen the region through its

Community & Economic Development Division.

In all, NWAEDD was responsible for writing

and administering $4,650,341.50 in grant

awards throughout the region in 2016 along

with 12 other grant applications totaling well

over $2 million that are still being reviewed by

the funding agencies. Although we are

constantly working to maintain strong relationships with long time funding

partners, the District has also made a push to increase its versatility and

expertise by pursuing less traditional funding sources. Currently we have either

been awarded or have applications pending with FEMA, Arkansas Department

of Parks & Tourism, Delta Regional Authority, Arkansas Historic Preservation,

the Walmart Foundation, and the American Police & Sheriffs Association. The

following paragraphs detail a sampling of our successes from 2016.

The Arkansas Economic Development

Commission (AEDC) awarded Benton

County a $185,000.00 General

Assistance Grant in July. This grant,

which utilizes Community

Development Block Grant (CDBG)

funds, will benefit low & moderate

income (LMI) households by replacing

outdated septic systems with modern,

environmentally friendly septic

systems. AEDC also awarded the Siloam Springs School District, through

Benton County, a $500,000.00 CDBG grant to aid in constructing a much

needed child care facility. Both of these projects are scheduled to get underway

in the spring of 2017.

The District remained active with

AEDC’s Rural Services Division in 2016

by totaling $57,950.00 in grants. The

City of Marshall received $27,950.00 for

a new pumper truck. The City of Gentry

was granted $15,000.00 for its Flint

Creek Nature Trail and the City of Cotter

was awarded $15,000.00 to aid in

demolishing a dilapidated facility known

as the Spring House with the hopes of

eventually constructing a new community building at that location.

Community and Economic Development

The governor’s office has put a renewed emphasis on AEDC Economic Development grants and thus we have seen an increase in those projects. Although several are still in the application phase, we have received a grant agreement and have begun work on the Baxter Labs Project in Mountain Home. This project saw the State invest $2,311,100.00 to purchase equipment as a match against the company’s $12,111,100.00. 227 jobs will be created as a result of this effort. NWAEDD was successful in securing two additional EDA grants for the region in the last year. The Fayetteville Chamber of Commerce received $450,000.00 to purchase robotic equipment to support the launch of the NWA Regional Robotics Training Center. The Robotics Training Center will provide training for employees from companies who have on-site robots and will also help train students and others who wish to become certified robotics technicians. Benton County received $551,013.00 to help complete the Spanker Creek Bridge. This bridge is highly traveled and is prone to issues with flooding. Benton County identified it as the most critical infrastructure project in the county due to its impact to the local economy.

The City of Bull Shoals received a $500,000.00 grant from DRA, in addition to funding from USDA, to construct a new wastewater treatment facility to replace its outdated system. The completion of the new waste water system will provide economic stability for the existing business structure, but also will provide incentives for job creation among existing businesses, potential manufacturers, and entrepreneurs.

For the second consecutive year, NWAEDD was awarded a grant through Walmart’s State Giving Program on behalf of Growing a Healthy Searcy County. NWAEDD received $47,000.00 through this grant program to purchase supplemental food for the group’s summer food program and emergency supply kits, six automated external defibrillators, one standby generator, and a commercial three compartment sink to be utilized by the county at various facilities. Other exciting developments in 2016 included $40,000.00 in FEMA funding for the writing of the Madison/Newton County Multi-Jurisdictional Pre-Hazard Mitigation Plan and a $14,998.00 investment from Arkansas Historic Preservation to repair stairs at the Boone County Courthouse. The District also administered the procurement of trash services for the City of Yellville. Thank you to all of our members that helped make 2016 a success. We hope to continue to build on these successes and further strengthen our communities in 2017!

Revolving Loan Fund

The NWAEDD Revolving Loan Fund (RLF) was established in 1979 through an EDA Grant of approximately $700,000.00 that was intended to stimulate private sector employment by seeking out those businesses that have the potential to create new job opportunities, but lack the capital resources to start up or expand. Thus, the program fulfills two long-range economic development objectives; it provides for the startup or expansion of small business endeavors; and it creates new job opportunities for citizens of our region. The RLF capital base is replenished by principal repayment, interest income, and fees, and is then invested back into the Northwest Arkansas economy. The RLF Committee approved a $100,000.00 loan to Big Daddy’s Lakeside Seafood in Bull Shoals, AR in August of 2016. The owner has used the funds to renovate the existing building that was previously damaged by a fire and to purchase equipment needed to open the restaurant. The remaining funds will be used for the initial operating costs of the restaurant. The business opened in March of 2017 and employees 12 people. The NWAEDD RLF has a current portfolio balance totaling $264,729.19. Below is a listing of the current program participants. General Improvement Fund (GIF)

The General Improvement Fund (GIF) Grant Program administered by NWAEDD is funded biennially through the Arkansas General Assembly. In September of 2015, NWAEDD received $2,375,500.00 from the 90th Arkansas General Assembly to distribute in grants. GIF grants are awarded to chambers of commerce, county & municipal governments, public educational institutions, fair boards/associations, senior centers, state government agencies, volunteer fire departments, and non-profit organizations to plan, develop, promote, and/or implement economic and community development projects/activities that are designed to improve the economic, community, and/or social well-being of the citizens of Northwest Arkansas. The NWAEDD Board of Directors considers GIF grant applications for approval at its quarterly board meetings. A list of all the GIF grants that were awarded during 2016 from the 2015 GIF cycle is provided on pages 11-12.

2016 NWAEDD GIF Projects

Workforce Development

NWAEDD serves as the fiscal & administrative agent for the Workforce Innovation & Opportunity Act (WIOA) and contracts with the Northwest Arkansas Certified Development Company to provide the services offered through the program. Arkansas Workforce Centers are located in Mountain Home, Harrison, Rogers, Siloam Springs and Fayetteville. Workforce Development programs provide employment and training opportunities for individuals and businesses throughout the District’s nine county area. Services provided to job seekers include scholarships for training in demand occupations, job search, skills assessment, resume preparation, assistance with online job applications and much more. Each center’s resource rooms are equipped with computers available to the public and served over 20,000 individuals last year. Business service teams at each office provide outreach and services to the employer community by working with local economic developers and chambers of commerce. During 2016 staff members participated in a variety of job fairs and hiring events touching thousands of job seekers in the process.

Brent Cross, Youth Brent dropped out of high at age 17 and moved in with his brother because he had no place to live. He was soon to be a father and had no work experience when he was referred to us by the Adult Education Center in Harrison. After placing him on a work experience site at the City of Harrison and requiring him to attend GED classes his case worker, April Plunk, soon realized she had a special young man enrolled in the out-of-school youth program. While in the program, Brent passed his GED test and also became a father. His supervisor at the City of

Harrison often told April that he was one of the best workers he had ever had. Knowing he had responsibilities Brent wasted no time looking for and acquiring work. He worked doing odd jobs or whatever he could find. Just recently he has been hired by Dutch Boy Painting working full time. He often communicates with April how thankful he is for the help he received from the program.

Danielle Bailey, Adult Success is truly a word that can describe the accomplishments that Danielle Bailey has attained during this past year. Danielle had a goal in mind and although she was struggling as a single parent to make ends meet, Danielle knew that the results of her determination would be worth it in the long run. As a single parent raising a young child, Danielle was receiving government benefits to help her provide for her family. Danielle enrolled in the Adult WIA programs at the Rogers Workforce Center to help with her training goals. She was awarded a scholarship and provided supportive services so that she could attain an associate’s degree at NWACC in the physical therapy assistance program. Additional scholarships from Career Pathways and the Single Parent Scholarship program also provided the financial aid and support that Danielle needed in order to realize that her dreams would become a reality. Upon graduation, Danielle accepted a position as a PRN Physical Therapy Assistant with POST in Rogers. Danielle has gained the financial security that has allowed her to discontinue her need for reliance on federal programs that once helped to support her family. The story, however, does not end there. Danielle is working on her bachelor’s degree with the ultimate goal of getting her Doctorate of Physical Therapy through UAMS. Danielle Bailey is most definitely a successful young lady.

Employment and Training Opportunities

Colten Elvins, PROMISE Arkansas PROMISE is a research project open to youth ages 14 to 16 who currently receive SSI benefits. The project is a $32 million, five-year grant awarded by the U.S. Department of Education to the University of Arkansas College of Education and Health Professions and the Arkansas Department of Education. The Northwest Arkansas Certified Development Company partnered with the University of Arkansas to

coordinate the summer work experience component of the grant in Northwest Arkansas. Colten Elvins is a Promise youth attending Lincoln High School in Lincoln, AR. Colten has a strong interest in cars and automotive work and really enjoys being in that environment. Colten has often volunteered his time on the weekends to observe and assist with car restorations and car shows in the area. Therefore, his work experience placement was with Andrade’s Collision Center in Lincoln. Colten’s work included washing cars by hand, assisting the mechanics in the shop as needed with tools and general cleanup of the Collision Center. Upon completion of his 200 hour summer work experience through PROMISE, Colten’s hard work did not go unnoticed. Andrade’s Collision Center offered to hire Colten on part-time basis, coming in every day after school and often times on Saturdays. Working at Andrade’s Collision Center has definitely cemented Colten’s desire to do automotive work after high school. Mark Binam, National Emergency Grants/Adult In Northwest Arkansas, damage caused by severe flooding opened up employment opportunities for Mark Binam. Unemployed and looking for work, Mark found it very difficult to find a job in the rural area of Madison County, AR where he lived. However, when it rains, sometimes it pours and for Mark this was a good thing. Those rains caused severe flooding that damaged most of the county roads in Madison County which in turn provided funding though the National Emergency Grant to hire dislocated workers to help with the repair of the damaged county roads. With funds from the National Emergency Grant operated by the Northwest Arkansas WIAO programs, Mark was able to enroll into the NEG Severe Storms and Flooding Grant. Since Mark was interested in obtaining a Class A CDL and learning to operate other heavy equipment that would help him secure steady employment, this opportunity was perfect. Mark learned what was required to work on a county road crew and by the end of the assignment he had opened up a new door. Mark entered the Adult program for additional assistance working on getting his CDL and was hired as a permanent employee as a road grader operator for Madison County after he secured a Class A CDL.

North Arkansas Transportation Services

North Arkansas Transportation Service

(NATS) is the public transportation

division of the Northwest Arkansas

Economic Development District. NATS

operates under the 5311 program funded

by the Federal Transit Administration

through the Arkansas State Highway &

Transportation Department’s Public

Transportation Division. This grant

program provides a 50/50 match for

operating funds and an 80/20 match for

administrative funds.

NATS began service in 1981 with four vans

operating primarily as a commuter service providing

transportation to worksites for rural residents of

Baxter, Boone, Carroll, Marion, Newton and Searcy

counties. Today, NATS has both intrastate and

interstate route authority and its fleet of 63 vehicles

traveled 697,652 miles in 2016 providing low cost

transportation to the citizens of Northwest Arkansas.

NATS provides
