The board serves only the persons who are properly enrolled. Enrollment is open to
those who are seeking credentials as elder and deacon or certification such as song evangelist
and lay minister. To enroll, contact the Board Registrar.

Courses
There are two ministerial tracks administered by the Ministerial Studies Board: elder
and deacon. Ministers will not be ordained without having completed their respective track.
Modes of Study
The recommended mode of preparation for full-time Christian service is by attending a
Nazarene liberal arts college or university and, if possible, Nazarene Theological Seminary.
Other modes include Nazarene Bible College and online modular course of study programs.
The modular course of study programs are under the immediate supervision of the
District Ministerial Studies Board.
Each candidate is instructed to download from <www.nazarenepastor.org> a Handbook
for Christian Ministry in order to become familiar with the details of the entire studies
program.
College/University Students
College/university students are responsible to submit to the board documentary evidence
of academic standing in harmony with the Manual and the Handbook for Christian Ministry.
College/university students are reminded to plan their curriculum in harmony with
Manual par. 421.1. The final transcript at graduation will be evaluated by the District
Ministerial Studies Board, and no requirements stated in the Manual will be waived.

The Sixty-eighth Annual Assembly of the Northwest Indiana District was opened at 1:30 p.m. on
Monday, June 7, 2010, at First Church of the Nazarene, Valparaiso, Indiana.
The Olivetians from Olivet Nazarene University presented special music.
District Superintendent Dr. Lee Woolery welcomed everyone to the assembly.
General Superintendent Dr. Stan A. Toler called the assembly to order.
Dr. Mark L. Hostetler, district secretary, nominated his assistants. The following were appointed:

Greetings in the powerful name of Jesus! It’s a joy to welcome you to this 68th District
Assembly of the N.W. Indiana District Church of the Nazarene. A special welcome to honored
guests General Superintendent Dr. Stan Toler and Linda. Alice I have fond memories of shared
ministry with the Tolers on the Tennessee District some years ago. Stan and Linda, it’s a delight
to have you with us! We’re also privileged to have from Olivet our University President Dr.
John Bowling, and Dr’s Jill Bowling, Brian Allen and Michael Benson. These are exciting days
in the life of our University. We look forward to a wonderful ONU report at the end of this
afternoon session.
I owe a debt of gratitude to so many who have made significant contributions to the work
of the district this year:
• Sharon Hostetler continues to serve us with commitment and grace as office assistant and
district treasurer.
• Mark Hostetler’s efficient and diligent work as district secretary is a gift to all of us.
• Tom Kuhn, chairman of the Finance Committee, has played a key role this year in the
transition from the previous budget format to the “Funding the Mission” plan.
• Thanks as well for the important contribution of ministry leaders: Tom Hunter, SDMI
President, Brian Leach, Children’s Ministries Director, Shawn Evans, NMI President and
Eric Wood, NYI President. We are grateful for your leadership in each of your ministry

• Appreciation is also due to Mark DeYoung, Chairman of the Mission Development
Board, Alberto Guang, Spanish Ministries Coordinator and Jolyne Bartley, Women’s
Ministries Director, for their leadership and commitment to these important ministries!
I also want to express my sincere appreciation to every pastor, associate and layperson
representing the N.W. Indiana family of churches for your faithful service to your local church
this past year. The local church is the avenue for God’s redemptive work in our world!
Some months ago a book was recommended to me entitled, “Speak the Truth and Point to
Hope.” I found the title intriguing. As I was thinking about the theme for this year’s assembly
the title of this book came to mind. It continued to resonate with me and I decided to adopt it as
the assembly theme! I believe it expresses two critical needs we face as we move further into
this new Millennium.
First: “Speak the Truth.” The need to speak truth is fundamental to the health of any
human relationship or organization. Truth is life giving, even when it’s difficult to hear. We
diminish our vitality when we are not willing to live into Paul’s admonition to “speak the truth in
love.” And then, “Point to Hope.” Talk about life-giving! Hope makes Paul’s list of the “big
three” in I Corinthians 13: “Now abideth faith, hope and love, these three, but the greatest of
these is love.” No argument here. But hope is right there close by. Hope is essential for the
survival of any person or organization. Without hope energy flags, pessimism pervades and the
future looks bleak.
So, in this my 15th report as your district superintendent, I’d like to speak some truth, at
least as I see it, and point to hope!”

Speaking the truth about this year’s statistics: Statistics never tell the whole story but
they do give important indication of organizational vitality! These year end results are compared
to last year’s totals.

Speaking the Truth about Fund payments: This has been a challenging year financially
for all local churches and for the district. For the first time in my tenure, perhaps ever, we had to
withdraw from our reserves to meet operating expenses, a total of $25,000. I do not
underestimate the financial challenges faced by the local church. The recession of the past two
years has hit all of us. The only way we can exist as a connectional church, however, is by the
mutual commitments we make in shared ministry and financial support.
In a comment from the first monthly report of the new year, and the first month of the
new “Funding the Mission” system, one of our pastors whose congregation had difficulty
meeting Fund allocations this past year, wrote under the report heading, “What is the most
exciting thing that has happened this month in your church?” Responded: “We paid our

budgets!” He continued: “We have really committed to tithing first and paying our bills second
and we are excited for the challenge and what it will do to bless our church. Later in his report
under “Areas of Concern”, he wrote: “The money is still the same, but we are working diligently
to not be concerned about it. My biggest concern actually has been from the number of church
shoppers coming in to our church lately. I have been challenging people with whether or not
they should come (here.) That may seem counter intuitive, but it has led to some significant
commitments from people. I just don’t want us to feel that becoming a destination for other
Christians is a sign of success for our true mission.” Challenges that call for commitment will
always produce results! In ministry, mission and finance, let’s continue to believe in the God
who is able to do “…exceeding, abundantly beyond all we can ask or think according to His
power at work within us!”
Speaking the truth about “Funding the Mission”: On April 1, we began the new process
for “Funding the Mission” of the Church of the Nazarene here at home and around the world.
For a couple of decades there have been ongoing conversations about how to sustain the world-
wide mission of the Church of the Nazarene and at the same time allow the local church to keep
more of their resources for local needs. No plan is perfect, but we do now have a plan. Several
key points:
• There is no set, assigned allocation as in the past.
• Total Fund contributions are based on current income, a “tithe and offering” concept,
rather than an assigned amount for each of the four budget areas
• The percentages, based on church income, are:
World Evangelism Fund: 5.5%
Pensions and Benefits Fund: 2%

Education Fund (Olivet Nazarene University): 2.5%
Northwest Indiana District: 5%
• While there are some exclusions, they are minimal and must meet a certain criteria to be
approved.
There were a couple of variables in the changeover from the old system to the new
system that could significantly impact the District Unified Fund this year. Accordingly, the
Finance Committee felt it prudent to set the District allocation at 5%. It is our desire to decrease
the 5% District Unified Fund going forward. Full participation by all churches in “Funding the
Mission” will assist us in doing so. I assure you that we will monitor the outcomes this year very
closely and make adjustments based on those outcomes! By the way, I’m pleased to inform you
that we are off to an excellent start in this new approach. I urge every church to commit to the
“Funding the Mission” plan. It is the best that could be found to level the playing field for all
churches.
Speaking the truth about making disciples: While “making disciples” is the mission of
the church, there is much work to be done to increase our effectiveness. The recent focus on
making disciples is absolutely right. For us to see real fruitfulness will require a fundamental
shift in the priorities of the local church and an uncommon commitment to engage in
disciplemaking as essential! The challenge of “keeping the main thing the main thing”, as the
cliché goes, always requires discipline and resolve. My question to every pastor and
congregation is this: “Is there a clear and well-defined strategy for making disciples in your
congregation?” General Sunday School and Discipleship Ministries Director Woodie Stevens
has been challenging us with this question: “Who is discipling you and who are you discipling?”
Resources abound. A new location on the district website will soon be added specifically focused

on disciplemaking resources for the local church. “Making Christlike disciples in the nations”
should be at the top of every local church agenda.
Speaking the truth about church planting: As a district we are not planting new churches,
and our failure to do so should be a source of concern for all of us. Dr. J.K. Warrick reminded us
last year that the only places that are experiencing real growth, not just adding people from other
churches, are those places where planting new churches is happening. In N.W. Indiana, we have
learned the hard way that the district cannot plant churches. We can partner in a variety of ways,
but only a local church or group of local churches collaborating together, can plant churches. I
must confess that I have not been effective in casting the vision and leading us forward in this
area…a painful fact! I’m grateful for pastors on the district who are committed to planting
churches. And, I believe those pastors will be active in doing so when they judge they are at a
point of readiness. I am appealing to every pastor and layperson to join me in praying for
renewed passion in this vital area. Planting new churches is still the best way to reach lost
people for Jesus Christ! Our future depends on it!
In the next few months, along with our new Mission Development Board chairman Dave
Bartley, I will be meeting with pastors in each of our four geographical areas to engage in
conversation about church planting. I will be inviting thoughts and ideas about the possibilites
for church planting in each area. I will ask every pastor to be present. My hope is that out of our
time together we will identify one location in each area which might offer the best opportunity
for planting a new church. And, I will invite conversation about how we might collaborate to
move forward. There will be no judgment, no pressure, no top down plan. Only a desire to give
us the opportunity to listen to what the God may want to say to us about planting new churches
in N.W. Indiana.

Speaking the truth about Re-focusing churches: Over a decade ago, I bought into the idea
that Re-focusing churches should be a top priority. I have been blessed by the support of an
Advisory Board and Mission Development board, and some pastors that bought in as well. I
must confess that I was naive about how difficult and costly it can be to lead a church in the task
of Re-focusing. I applaud the pastors and laypersons who have given strong effort in this area.
There is no doubt that the revitalization effort has borne fruit in some participating churches. In
other churches the process has been divisive, creating in some cases anger, confusion and
disunity. I’m sure I have made mistakes in attempting to lead us into this uncharted territory.
I’m sure pastors who have led ReFocusing efforts have made mistakes as well. But I wonder at
times if we understand the implications of continuing to do what we’ve always done.
Dr. Bob Broadbooks, Regional Director for the US and Canada, recently identified five
key priorities for our future as a denomination. One of those priorities was: “Vibrant Church
Renewal.” The tag line was: “We must help each local church discover new life.” Undoubtedly
this “new life” will require authentic spiritual renewal as the first priority. But it will also require
us to make adjustments in the nuts and bolts of how we do church. We must see our
communities as mission fields and behave more like missionaries. Whether using resources that
the district has developed or by whatever other means the local church thinks works best for
them, I continue to urge churches to evaluate their effectiveness in engaging the mission field in
their own community. We must “speak the truth” to ourselves, take a hard look at ministries
currently in place to determine their effectiveness, and adjust to the reality of our mission field.
Our focus must change from building programs to building people. An era of church life that has
been in place for many decades is now rapidly passing away. Churches that do not recognize
this reality will find themselves at significant risk going forward. Many already have! As a

district we will continue to provide resources and support to churches who recognize the need
and desire to be missional churches.
Allow me to share a few truthful highlights from around the district:
• Building projects and relocations:
Valpo: What a pleasure it is for us to be here at Valpo Naz for our annual
gathering. This beautiful and functional building has opened new doors for
effective ministry and growth for this local church. Congratulations to Pastor
Gene Tanner and Administrative Pastor Shawn Evans on the accomplishment of
this major project.
South Bend First is rapidly moving to the completion of a significant addition to
their facility which will greatly expand ministry possibilities. Congratulations to
Pastor David Bartley and the South Bend First congregation as they move into
their new facility in just a few weeks.
Two congregations, Valpo Living Hope and Duneland Community, made moves
from “Sunday use only rented facilities” to seven day a week facilities, moves
which have greatly enhanced their options for ministry and a sense of
permanence. Congratulations to Pastors Rich Schmidt and Greg Arthur on this
major accomplishment.
Hillsboro: The Hillsboro church is making good progress in the construction of a
4000 square foot addition of much needed education space.
• Todd and Raquel Forrest have continued their committed leadership of Our Family
Center, our Compassionate Ministry Center in Hammond. The “Say Yes” ministry of the
center has made a significant impact in children’s lives and is increasingly being

recognized for its effectiveness. Finances have continued to be a challenge. There was
one point this past year where it appeared we were at risk to have to close OFC. At
literally the last hour, however, in a way that only God could have orchestrated, OFC was
approved for a $25,000 grant by the city of Hammond. This was a significant recognition
of the growing reputation of the ministry of OFC. Continue to pray for Todd and Raquel.
• Several years ago, Angela and Kevin Grupe moved to Michigan City with a definite call
to ministry in this community. The Mission Development Board did not have financial
support to extend, but affirmed the call God had placed on the Grupe’s heart and
committed our prayers and an open door to local churches to raise funds. This past year,
Joshua and Susan Moran joined Angela and Kevin as partners in the mission to Michigan
City. This has been a difficult mission field with many challenges. Angela will give us an
update in her pastor’s report.
• Fairmeadow Community: Out of the Refocusing process and listening to what God was
saying to them about His mission for them in Munster, this congregation raised over
$60,000 to completely remodel their fellowship hall into a youth center reaching out to
the middle-school students of Munster. Open every Friday night during the school year,
the Wherehouse has impacted the lives of over 500 students this year. An increasing
number of these students have begun to attend the regular youth group with many
receiving Christ. This ministry has led to opportunities for ministry to families of
students as well, and some families have started to attend worship. Praise the Lord for
this outward focused mission to the Munster community!
• Spanish ministries on the district continues to move forward under the capable leadership
of Dr. Alberto Guang. Alberto and Lilliam have been with us for nine years, pastoring

East Chicago Spanish and leading Spanish ministry development on the district.
Economic realities, along with increasingly complex immigration issues, have impacted
our Spanish work to some degree. We are convinced of a bright future in our Spanish
work on the district. Dr. Guang will update us more specifically in his Spanish Ministries
report.
These are but a few of the highlights of God’s work in N.W. Indiana. You will hear more
of the missional activity in our churches in the pastor’s reports.
But what of the future? “Speak the Truth and Point to Hope.” What is the basis of our
hope? I first came across the concept of “liminal moments” several years ago. A liminal moment
is a moment in the life of an individual or entity when we are consciously aware that we are on
the threshold of change. At these times, we begin to realize, that things are not as they were
before. We somehow know in these moments that change is in the offing. These are moments of
profound meaning and often cause uncertainty, anxiety, and despair. They can, however,
depending on the spirit of those going through these moments, lead to certainty, courage, and
hope.”
In Hebrews 6, The Message paraphrase, we read: “When God wanted to guarantee his
promises, he gave his word, a rock-solid guarantee— God can't break his word. And because his
word cannot change, the promise is likewise unchangeable. We who have run for our very lives
to God have every reason to grab the promised hope with both hands and never let go. It's an
unbreakable spiritual lifeline, reaching past all appearances right to the very presence of God
where Jesus, running on ahead of us, has taken up his permanent post as high priest for us, in the
order of Melchizedek.”

Thanks be to God for this eternal hope, steadfast and sure! But what about the here and
now? And what about the Church of the Nazarene?
In the lifetime of those gathered here today, I think we would agree that we have never
faced the realities and the challenges posed by the events that have occurred since the beginning
of the new millennium. I read recently a comment on a blog I look at from time to time that refer
to the days we’re living in as “unthinkable” days! The unthinkable tragedy of 9/11, and the
ongoing threat of terrorist activity at home and around the world, the unthinkable financial
collapse of the past several years and the unthinkable failure of government and corporate
America; the unthinkable natural disasters: tsunamis, volcanos, hurricanes, earthquakes and the
unthinkable oil platform blast that has dumped untold millions of barrels of oil into the Gulf of
Mexico.
In the midst of these “unthinkable days” the church is facing challenges that a decade or
so ago would have been unthinkable as well. At every level of the church, the ground has shifted
and we’re scrambling for traction. Our own Global Ministry Center, because of the decrease in
contributions to the World Evangelism Fund, has had to make significant cut backs in personnel
and program. The number of assigned missionaries on the field has declined because of this
reality and further cuts may be necessary.
So, how do we point to hope at a time like this?
In the Board of General Superintendent’s report to the General Board of 2008, they
stated: “the general superintendents are convinced that our Wesleyan-holiness heritage is our
best hope for the future.” Now, I would in no way take issue with that statement. Our
Wesleyan-holiness heritage is an essential part of who we are. And, a rediscovery of the vitality

and passion of our heritage is, indeed, a source of hope! But I would like to add a few thoughts
that come to my mind:
For the Church of the Nazarene to have a genuinely hopeful future, we must recognize
the reality that we are in a totally different situation than any of us have ever experienced before.
God is pouring out new wine…and the old wineskins are not capable of containing it. This new
wine is creating tremendous moves of the Spirit in many world areas. Contrary to some
assumptions, Christianity is the fastest growing faith expression around the world. The church in
North America, however, has not been a part of this explosion of the powerful move of the Spirit
being experienced elsewhere. There are signs of awakening, but we are at a very crucial moment
in our history. Where is our hope?
Perhaps we’re in a better place than we think we are! There seems to be a growing sense
that, just maybe, all of the “unthinkable” things we are facing that we could not have thought
possible a decade ago, may be God’s way of getting our attention in North America!
It was one of the bleakest times in Israel’s history. Their failure to serve God and Him
only led to invasion by a foreign army and captivity in a land not their own. In the midst this
seemingly hopeless situation, God spoke hope to his people:
“For I know the plans I have for you," declares the LORD, "plans to
prosper you and not to harm you, plans to give you hope and a future.
Then you will call upon me and come and pray to me, and I will listen
to you. You will seek me and find me when you seek me with all your
heart. I will be found by you," declares the LORD, “and will bring you back from
captivity.”

This promise is for us…today! God wants to give us a hope and a future. How do we
engage this hope and future?
Alan Roxburg is the individual I mentioned earlier who referred to these as “unthinkable
days.” I close with his reflections that I think speak volumes to us:
Our world has entered a new space where established answers and
categories will no longer assist us. In this new space we have to
discover together fresh ways of innovating the mission-shaped life
of churches. In an unthinkable world...It's all about the
conversations. We’re convinced our churches and their leaders
need something far more radical than the business as usual
programs and resources now on offer. It’s quite striking how many
resources out there assume that if we take the same categories
we’ve been using for years (change worship, develop evangelism
programs, improve youth and children programs, etc) we’ll be able
to address the rapidly changing environments in which our
churches now find themselves. We don’t believe this is true!
We’ve seen lots of churches that have gone this route only to be
disappointed. Our conviction is that we’re in one of those times
when most of our commonly accepted predictive and measuring
devises can only misguide us. This is why we call it the world of
the unthinkable - we no longer live in a world we can simply
measure, analyze and improve on what we are already doing.

If this is true then we are no longer in the world of the expert or
professional who comes with the answers. What, then, do we do?
As we have said, the Spirit of God is among the people of God.
What this means is that all the answers to the questions of how to
be God’s people in a particular time and place are among the
ordinary people of God in our local churches. This means
mission-shaped leaders don’t go about creating bold visions or
painting big dreams based on their convictions about some Biblical
text; instead, they develop the skills to call forth what the Spirit is
up to among the ordinary people of God and in the neighborhoods
where they live.
Our future and our hope is not to be found in a new program or a new
denominational initiative. Our hope resides in people just like you, pastors and
laypersons in local churches, who will take time to listen, intentionally, to what
the Spirit is saying to your church.
“Then you will call upon me and come and pray to me, and I will listen
to you. You will seek me and find me when you seek me with all your
heart. I will be found by you," declares the LORD, “and will bring you
back from captivity.”
In Jesus parting words to his disciples, he gave them the mission for the church. He also
gave them, and all who have come after them across two millennium, an incredible reason for
hope:

All authority in heaven and on earth has been given to me. Go therefore and
make disciples of all nations, baptizing them in the name of the Father and of
the Son and of the Holy Spirit, teaching them to observe all that I have
commanded you. And behold, I am with you always, to the end of the age."
The mission is our hope: “Go, make disciples…” The command is our hope:
“…teaching them to observe all that I have commanded you.” And, the promise is our
hope: “And behold, I am with you always, to the end of the age.”
God is at work in this unthinkable world! He invites us, in the words of Henry Blackaby,
to “find out what He is doing, and to join Him.” May God, by His grace, enable us to seek him
with all our hearts, to listen to what He is saying to His church in these unthinkable days and to
be renewed in our hope by His promise: “And behold, I am with you always, to the end of the
age!”

• The Church of the Nazarene is in 156 world areas. The newest world areas entered are:
Africa Region: Mali.*
• 724 missionaries were deployed from approximately 42 world areas in 2009 (including
246 Mission Corps volunteers and tentmakers) with more than 188 missionary kids.*
• 11,312 volunteers participated in mission in 2009. In addition to Mission Corps and
tentmakers, there were 786 Work & Witness teams and 83 Youth in Mission participants.
• Churches in world mission areas numbered 12,451 churches (an increase of 9%) with
1.28 million members (an increase of 9.8%) in those areas.*
• 438 districts have been established around the world with more than 24,000 clergy.*
• 5 graduate seminaries, 32 undergraduate Bible/theological colleges, 13 liberal arts
institutions, 3 nurses training colleges, and 1 education college had a 2009 combined
enrollment of 31,244 residential students and 14,810 extension students globally.*

compassionate ministry centers.*

• In 2009, 291 literature projects were completed in 38 languages, an average of 5.5

languages. Some of these projects will take a minimum of 3 years to complete.*
• Global Mission DVD was distributed and JESUS Film infrastructure continues to be
established globally.*
• Churches raised more than US $45.9 million for WEF during the 2009 fiscal year: a
decrease of US $2,723,353 or 5.60% compared to the 2008 fiscal year (FY).
• Churches in the United States gave more than US $22 million for Approved Mission
Specials.
• WEF giving beyond (formerly “overpayment”) was more than US $1.36 million.
During the 16 years of this NMI ministry, the Church of the Nazarene has entered 57
world areas.
• Missionary Health Care provided US $505,418 in medical assistance for Nazarene
missionaries.
• NMI partnered with World Mission Broadcast, giving US $464,008 to reach the
unreached in 74 countries, 31 languages, 112 programs, and 7,384 broadcasts (an
increase of 5,987 broadcasts over 2008).
• Nazarenes gave US $2,324,073 in deputation offerings for missionaries, an increase of
10.3% compared to the 2008 fiscal year.

• NMI generated US $256,199 through LINKS, a vital connection between churches and
missionaries around the world.
• Nazarenes gave more than US $2.86 million for Alabaster to fund 261 construction
projects on mission fields, averaging 5 projects per week.
• International Student Scholarship Fund (NMI 80th Anniversary project) provided more
than 150 scholarships for students to attend campus-based Nazarene theological
institutions globally.
• NMI partnered with Nazarene Compassionate Ministries to give more than US $6.68
million to support 10,958 children through Child Development, an increase of 1,195
children sponsored over last year.
• Churches sent 40,308 Crisis Care Kits to Ethiopia, Haiti, Sri Lanka, Zambia. and
Ukraine and 14,680 School Pal-Paks (an increase of 4,320) to Ethiopia, Sri Lanka,
Ukraine, and Zambia.
• NMI assisted Work & Witness in raising US $1,489,473 to deploy 786 teams, an average
of 15 teams per week. 10,752 participants donated more than 292 years of labor.
Nazarene’s around the world have been busy this year. . . . . . . .
We have worked very hard and bridging the gap in our own culture. NWIN NMI has
focused on the youth of NWIN. These are our greatest tools to reach the lost in our area.
Chances of someone finding Christ after the age 12 go through the roof. We have to continue to
be more aggressive with our events than ever before.
This year we moved our deputation services around to make them generational events.
We had Brian Tibbs from Extreme Nazarene. He spoke in Valparaiso, South Bend and

Frankfort. We were able, through deputation, to donate $7500 for a church sponsorship in Peru.
We are responsible for a church in Peru. This is very cool . . . . . .
We now have new task in front of us. We are going to focus our energy on the Western
Mediterranean field. Our district’s own Kyle and Jayme Himmelwright are there and we will be
working together to win this field for Christ. Kyle will be joining us in October 10th in
Valparaiso and the 17th in Frankfort. Those dates are Sundays; we need our churches to be
present on those days. This is our time to meet with Kyle and get a report on the work that is
getting accomplished in the Western Mediterranean.
Our mission is simple: To mobilize the church in mission through prayer, education,
giving, and interactive experiences.
If you would ask yourselves a few simple questions, you will realize quickly if you are
sold on the mission. . . Are you praying for missions, Are you learning about missions, and are
you giving. . . .
Today we want to be more prepared than ever to reach the lost and find the missing. . . .

3. District NYI President
2009-2010 was a very successful year in terms of the youth on our district. I had the
privilege of serving alongside some amazing youth pastors and youth workers from around
Northwest Indiana. Everyone really stepped up to make each event a huge success.
Quizzing continues to battle for attention and participation from students and leaders
across the district; yet, Brad Osborne consistently gives the program his full attention and makes
it well worth it for those involved. They attended a variety of quiz meets both on our district and

with other districts from the region. We will continue to support Brad in his leadership and do
what we can to spread the word on quizzing to other local youth groups.
The fall kicked off with an event called “30 Hour Famine.” Aaron Vanstrien led this
event in Frankfort. Though the participation level was not where many anticipated, the students
and leaders that were apart of the famine did an amazing job. The worship services and the
service projects provided opportunities for spiritual growth along with the raised awareness in
world hunger. We thank Aaron for his leadership and great execution of making this event
happen.
Winter Retreat 2010. An annual event that continues to pick up steam each year is the
Winter Retreat. This year we had over 250 participants and saw new local youth groups make
this part of their yearly schedule. It was an amazing time of fun in the snow and making new
friends…at the forefront was God moving in and through the students. Larry Mitchell provided
a dialogue of thinking through our stories connecting with God’s stories and Jake Randall and
his band led us in worship through singing. Year after year, this event continues to be the
highlight for many students. We want to thank Dave Brock for his leadership and organization of
the event.
Celebrate Life (DCL/RCL). This year’s district tryouts were held in Valparaiso where
about 200 students tried out for a chance to represent NWIN at regionals. It was a fun-filled day
of watching people use the gifts that God gave them. Steve Spangenberg, NYI president for
CCD, brought the message and Jake Randall and his band provided the worship thru music. It
was a good chance to get many of our local churches together as this event usually draws the
most amount of groups. We are excited to see DCL continue to grow and flourish in the new
structure. Regionals was an amazing time where we as a district competed against the 10 other

districts. Overall, we placed 9 out of 11, but standings was not the goal of the weekend. During
the group worship times God definitely moved students to say “yes” to His leading and follow
Him where He leads. It was a very inspiring time together as Mark Holcomb preached and
Before Tomorrow sang!
Remix. We finish up (and begin) each calendar year with Remix (NYI convention). It is
at this event where we conduction our NYI business, but we spend time as a district serving in
the community, growing in our relationships with Christ, and making new friends from across
the district.
The recurring theme that we saw throughout the year was life-change! That is why we do
what we do. If were just gathering together for fun and enjoyment, then we would have wasted
many hours and many dollars. Seeing God work in changing lives makes every aspect of district
events worth it. In the upcoming year we will be even more purposeful in providing an
opportunity for students to encounter their King in new and exciting ways.

5. Ministerial Support and Benevolence: The Word of God is clear at the point of the
congregation's care for the material needs of pastors, "The laborer is worthy of his wages" (I
Timothy 5:18). The following recommendations provide a beginning point for the local church
to use in making arrangements for the salary and benefit package for the pastor. The Finance
Committee has carefully reviewed each item. We recommend that the church board carefully
consider implementation of these recommendations as a part of its decision in this important
area. We recommend that:

a. The pastor's salary and expense allowance be carefully reviewed by the church
board at least once per year, and that the district superintendent's salary and paid district
employee's salary and expense be carefully reviewed by the District Finance Committee at least
once per year, with consideration given to the current cost of living. plus a merit increase, and
that a minimum of $450 per week be established for full-time pastors. The secretary of the
church board shall report to the district superintendent the action taken by the church board at the
time of the review.
b. The pastor be reimbursed according to the IRS allowable amount per mile for the
use of his/her automobile in church-related business. This reimbursement is to be reported under
all other church ministries (line 46 of the annual report) and not as pastor's salary or benefits.
c. Realizing the limitations of the basic pension program, under the Nazarene
Pensions and Benefits, a need still exists for additional retirement for ministers who earn their
full livelihood from the ministry. The Church of the Nazarene, under a government-approved
tax-sheltered annuity, has such a plan known as the Nazarene Retirement Program (tax-sheltered
annuity) for ministers and lay employees of the Church of the Nazarene. Therefore, we
recommend that every local church participate in the Nazarene Retirement Program (tax-
sheltered annuity) for its ministers. We further recommend that each local church contribute a
minimum of 5 percent of the amount of the pastors' weekly salary to the Nazarene Retirement
Program and that the pastor have the privilege of adding to it from his/her salary.
d. Because the pastor is obligated to attend local, district, regional, and general
meetings, we recommend that the church pay all expenses of both the pastor and spouse to attend
these meetings.

e. Our ministers cooperate in the social security program and the district pay to the
district superintendent and each church pays to its pastor and evangelists an amount equivalent,
when possible, to the full amount of their social security tax. Since it is mandatory to include
housing allowance or fair rental value of the parsonage, in calculating a minister's social security,
that this be considered in the amount given by both the district to the district superintendent and
the church to its pastors and evangelists. In the event of a pastoral change during the year, the
social security tax should be prorated for that portion of the year served.
f. The local church pay the pastor's and the pastor's family’s hospital insurance as
provided by the district insurance program, unless the pastor is covered by hospital insurance
from other employment. The local church should pay a maximum of $3,000 of the family
medical expenses not covered by the pastor’s and pastor's family’s hospital insurance. The
district will apply these same guidelines to the district superintendent.
g. Each local church provides a parsonage and utilities or a housing allowance to
cover these items. If a housing allowance is given, it should be reported in column 44a of the
annual pastor’s report.
h. That the following vacation program be set up for our ministers serving as pastors
(applies to assembly year):
Any pastor, including the district superintendent, who desires to take part or all of his/her
vacation between Sundays must count the days as vacation time. Pastors who prefer including
Sundays shall honor the following minimum schedule:
(1) Those who have served for up to 5 years be granted two weeks vacation with
full salary (two Sundays).

(2) Those having served from 6 to 12 years be granted three weeks vacation with
full salary (three Sundays).
(3) Those having served 13-19 years be granted four weeks vacation with full
salary (four Sundays).
(4) Those having served 20-24 years be granted five weeks vacation with full
salary (five Sundays).
(5) Those having served 25 years or longer be granted six weeks vacation with full
salary (six Sundays).
(6) Since the pastor is obligated on Sunday, he/she should be encouraged to take
off one day of his/her own choosing each week. If because of responsibilities the pastor cannot
take a day off, three days may be accumulated not affecting Wednesday or Sunday services.
i. The pastor and all full-time pastoral staff who have served at least seven
consecutive years in the same church, and every seventh year thereafter, be eligible for a
minimum of one month paid sabbatical leave to be arranged by the church board and pastor.
j. An expression of love and appreciation be shown the pastor by giving him/her one
or two weeks pay as a Christmas gift.
k. Each church make provision for a General Assembly expense fund so that the
pastor can attend the 2013 General Assembly and that this time not be considered time off.
6. Miscellaneous
a. All local treasurers of all departments use the services of a banking system The
accounts shall be in the name of the local church. Each Sunday's offerings are to be listed on
triplicate forms so that the pastor, treasurer, and financial secretary can be given a copy of all
monies received.

Each church shall use a committee of at least two persons to count all monies received at
its services, as ordered by the Manual, 2009-2013 ed.., par. 129.22.
b. No congregation be granted permission to go into debt or hire any staff until it has
shown its ability and willingness to pay all of its obligations-- local, district, and general, and
carry the additional payments on the debt under construction, in harmony with policies of the
Manual and the District Advisory Board.
c. Senior pastors retiring on the Northwest Indiana District, whose tenure began on
the Northwest Indiana District prior to April 1, 2010, shall be eligible for Medicare Supplement
Health Insurance at District Expense, at age 65, on the following basis:
(1) One-third after 10 consecutive years of service on Northwest Indiana District
immediately prior to retirement.
(2) Two-thirds after 20 years of service on Northwest Indiana District
immediately prior to retirement.
(3) Full coverage after 30 years of service on Northwest Indiana District
immediately prior to retirement.
The entitlement to supplemental insurance shall apply, regardless of the membership or
the residence of the retired senior pastor, but the benefit shall be limited to the amount to which
the senior pastor would be entitled if he or she lived on the Northwest Indiana District and
capped at the Indiana AARP rates as of January 2009, or the current rate at time of entitlement
eligibility for those who become eligible after January 2009.
d. The district superintendent shall be declared as the district property agent, or his
assignee.

VI. Auxiliary Conventions
A. NMI Convention
The Sixty-eighth Annual District NMI Convention opened at 8:30 a.m. at First Church of
the Nazarene in Valparaiso, Indiana on Monday, June 7, 2010.
A video presentation from the Nazarene Foundation was shown.
President Shawn Evans welcomed all to the convention.
A video from General NMI Director Daniel Ketchum was shown.
President Evans led in prayer for the convention.
A video explaining the available Nazarene Publishing House NMI materials was shown.
Missionary/pastor Rev. Brian Woolery in Okinawa spoke to the convention via Skype.
Jake Randall and Rev. Chris Gonzalez led in congregational singing.
Rev. Mark Holcomb, brought the morning message, speaking about the connection
between NMI and NYI.
President Shawn Evans called the convention to order. Secretary Sharon Hostetler read
the items of organization. The times of the meeting will be 8:30 am. to 11:30 a.m. Recording
secretary – Linda Smith; election secretary – Horace Smith; pages – Horace Smith, Dan
McDonald, Ben Norton. The voting area is the main sanctuary, platform and secretary’s office.
The Board of Tellers was named: Minda Maxwell, Peggy Stover, Jennifer Hamilton,
Sharon Buchmeier, Karen Scott, Karen Mohler, Lois Jones and Lou Roy.

committee recommends the following be elected on a yes/no plurality vote for a two-year term

Dr. Steve Weber in Haiti spoke via Skype about the work being done there through the
Heart to Heart program.

President Evans reported that our district has planted one church in Peru and seven
churches total have been planted, counting the individual local church sponsorships district.

Rev. Ben Norton presented the upcoming Extreme Peru trip. Dr. Woolery led in prayer
for this team as they leave for Peru June 16.
Dr. Lee Woolery called for President Evans to bring his fourth report to the convention.
Dr. Woolery presented Shawn a gift from the district NMI council.
Our district LINKS missionaries, Kyle and Jayme Himmelwright of the Western
Mediterranean Field, were introduced via Skype.
Following announcements, Dr. Woolery to make final announcements and to pray for
the newly elected local presidents and district council members.

B. NYI Convention
The NYI Convention was opened on Saturday, June 5, 2010h with an extremely moving
worship service lead by the worship band “All Things New” from Olivet Nazarene University
and the message preached by Tim Britton.
President Eric Wood called the convention to order and explained the format of the
convention and the remainder of the weekend.
Regional NYI President Dwayne Mills was introduced and led in prayer.
A ballot for NYI Council was spread. Nominated for president and vice-president (with a
“yes/no” vote were Eric Wood and Aaron VanStrien, respectively. Voting for youth pastor,
youth worker, college, high school, and middle school representatives followed. While the votes
were being counted a series of greetings and commercial were presented:
o Quizzing report: Brad Osborne

o Spoke with passion about the quizzing program and encouraged other churches to
be a part of the program. This next year will be quizzing on John which is a good
book for new quizzers/programs to start
o Commercial: Fall Event called “Student Leadership Summit” for August 28th
o Peru Results: There was a challenge at the 2009 convention for the local NYI groups to
raise $1500 collectively to send to the Extreme Nazarene mission in Peru. Eric was
delighted to announce that multiple churches rallied to together to raise about $900 of
that original $1500!
o Thank Yous: There was a time of gratitude where the vice-president, secretary, and
quizzing directors were presented with honorariums.
o Vice-president Aaron VanStrien led a time of thank you to Eric Wood and his wife Sally
and daughter Alaina for a year of service in the presidency.
o Commercial: NYC 2010. A great deal of effort and time was spent on hyping and
promoting NYC for next summer. Local churches are strongly encouraged to promote
NYC to their youth groups and do the necessary fundraising for this much anticipated
event
o Games: Because the business was finished and ballot results were not completely tallied,
we had volunteers come to the stage to compete in a variety of challenges.
